Ofcom has today published a new report that looks at the measures adopted by four of the largest broadband ISPs (BT, Virgin Media, TalkTalk and Sky Broadband) to help parents “protect children from harmful content online” by offering network-level filtering (censorship) systems to block adult sites. But adoption by new subscribers is fairly limited and there have been a number of errors.

Can skin-deep website blocking measures by broadband ISPs really help to curb Internet piracy (copyright infringement)? According to the latest traffic data from one of the most notorious and widely blocked sites of all, The Pirate Bay, visitor numbers have climbed despite many ISPs across several major countries censoring access.

The Government has just given its official response to the Culture, Media and Sport Select Committee’s inquiry into Online Safety, which in March 2014 warned that website blocking by UK ISPs was “highly unlikely to be a suitable approach” for tackling porn or violent material on the Internet (here). Broadly the government agrees, but you should still expect more filtering by ISPs in the future.

Internet provider TalkTalk has confirmed that their HomeSafe Parental Control service (i.e. network-level filtering) does indeed block customers from being able to view the website of well-known right-wing political blogger and journalist Guido Fawkes (Paul Staines) – http://order-order.com, which is despite the ISP initially issuing a strong denial. Sadly they don’t plan to lift the ban.

A new survey of nearly 500 parents conducted by Super Camps during June 2014 has found that 80% of respondents think broadband ISPs and regulators (Ofcom) have not yet done enough to make the Internet safe for children to use, which is despite all of the major providers now offering an enforced option to enable Parental Controls.

The Institution of Engineering and Technology (IEF) has called on broadband ISPs in the United Kingdom to help tackle malware (malicious software and viruses) by, for example, restricting Internet access to infected computers and devices (e.g. PCs, Tablets etc.).

The vice president of online security firm Trend Micro, Rik Ferguson, has warned that “desperate times call for desperate measures” and is calling for broadband ISPs to “quarantine” the computer systems of customers that have been infected with malware (e.g. viruses, Trojans, botnets etc.).

East Yorkshire ISP KC looks set to become the latest provider to introduce network-level Internet filtering (Parental Controls), which will give all new KC broadband customers the choice (as part of their set-up process) over whether or not to block certain categories of website / content (e.g. porn, dating, social networks, freedom of speech etc.).

The outcome could lay the groundwork for everybody to have a “right to be forgotten” online.

One of the more puzzling aspects of the on-going political debate over Internet censorship (Parental Controls) is the issue of Age Verification, which has some politicians aggressively calling for a system that can verify an Internet user’s age before the ISPs network-level filters can be disabled. But is it even possible and do we really need it?

The European Court of Justice (ECJ) has today ruled that Internet Service Providers (ISP) across the EU can now be ordered to block their customers from being able to access a copyright-infringing website (e.g. The Pirate Bay). But national courts will still have the final say.

The annual Digital Music Report 2014 from the International Federation of the Phonographic Industry has claimed that the website blocking measures implemented by ISPs have become a “widely-accepted and effective way of curbing piracy online“, especially in Europe and the UK where BitTorrent (P2P) file sharing traffic is said to have fallen.
