The European Commission has today moved to follow by Ofcom’s example and ensure that more radio spectrum will be made available for Mobile Broadband (3G, 4G and possibly 5G) services in the 700MHz band (694-790MHz) by 30th June 2020 “at the latest” (in all EU countries).

The Central Government has disappointed those calling for ultrafast pure fibre optic broadband connections (FTTH/P) to be rolled out across the United Kingdom by rebuffing the idea as part of its response to a European Commission consultation on connectivity needs post-2020.

The Council of Europe has today issued a set of “network neutrality guidelines” that call for mobile and broadband providers to treat Internet traffic equally, without discrimination or restriction, and for member states (e.g. UK) to support this via the “development of national legal frameworks“.

The telecoms regulator has today published their annual International Communications Market Report 2015 (ICMR), which among other things compares the performance of broadband and telecoms networks in the United Kingdom with 18 other key countries around the world.

Last year Europe adopted new rules that are designed to make it both “easier and cheaper” to roll-out ultrafast broadband networks, which included a voluntary “High-Speed Broadband Ready” label for new build homes. Today a new consultation has been launch on UK implementation of the rules.

The Chancellor of the United Kingdom, George Osborne, has today given his Autumn Statement 2015 (Spending Review) and unfortunately there wasn’t much in terms of new support for broadband and mobile infrastructure, but we did get word of a new investment fund for alternative network ISPs.

Last night in Brussels the European Commission announced the winners of their inaugural European Broadband Award event, which aimed to identify the unions top 5 “high-speed” (30Mbps+) broadband projects. Sadly none of the United Kingdom’s excellent projects made it on to the winners list.

The Government’s Broadband Delivery UK initiative, which is primarily working with BT to make fixed line superfast broadband (24Mbps+) services available to 95% of the United Kingdom by 2017/18, has ended Q3 2015 by confirming that 3,311,843 extra premises have now benefited from the effort.

As expected the European Parliament has, without further change, today given the final approval needed for new rules to be introduced that aim to protect open Internet access (Net Neutrality) from unfair restrictions and put an end to costly mobile roaming charges, but there are plenty of loop holes.

A new BT commissioned report from telecoms analyst firm Analysys Mason has perhaps unsurprisingly found that the take-up and availability of superfast broadband (30Mbps+) connectivity in the United Kingdom is ahead of Spain, Germany, Italy and France, and will remain there until at least 2020.

After years of disagreement the European Parliament, Council and Commission claim to have finally reached a deal that will both “end” mobile roaming charges on 15th June 2017 and introduce “strong net neutrality rules” in order to protect open Internet access. But some of the rules have been watered down.
