Finding a new ISP can be like walking through a minefield. Consumers in the UK often face a bewildering choice of different broadband providers and networks, which is getting worse as a growing number of new entrants enter the market. But this guide aims to help by delivering a simplified overview of the top options.<\/p>\n

We’ll start by reminding readers that the service performance on an ISP can vary from location to location and is affected by many different factors, such as the capacity at the exchange or the type of line itself (copper or fibre optic etc.) and its length. Problems within your home (e.g. slow WiFi<\/a>, a bad configuration, home network congestion or poor wiring) can also end up being wrongfully conflated with your broadband ISP.<\/p>\n

All of this means that choosing an ISP, even highly rated ones, will carry some risk of poor performance. Put another way, even large poorly rated providers can still deliver an excellent service, but the ratio of dissatisfied to satisfied customers will often be higher than with smaller providers (i.e. you stand a bigger chance of getting burnt, but it might be worth the risk if saving money is your goal).<\/p>\n

In keeping with the above, we’ve put together a selection of providers, which are organised into several categories to reflect the best picks for those seeking to save money or pay extra for more quality.<\/p>\n

A Quick Market Overview<\/strong><\/span><\/h3>\n

At present over 98% of UK premises are within reach of a 30Mbps+<\/strong> capable “superfast<\/em>” broadband service, which drops to around 88% <\/span>for 1000Mbps+<\/strong> gigabit-capable lines (mix of full fibre FTTP<\/a> and hybrid fibre coax HFC) – details<\/a>. The vast majority of premises are served by ISPs that use Openreach<\/a>’s (OR) network and over half (18.4m) can also access Virgin Media<\/a>’s and nexfibre<\/a>’s combined network (mostly in urban areas).<\/p>\n

Openreach<\/a> is an open access platform for lots of ISPs and supports several different technologies (e.g. ADSL<\/a>, FTTC<\/a> \/ SOGEA and FTTP<\/a>). On the flip side, Virgin’s network (HFC DOCSIS<\/a> + FTTP<\/a>) is closed to other ISPs and mostly only available in urban areas, although they also sell via nexfibre<\/a>’s FTTP network.<\/p>\n

On top of that there’s a huge and rapidly growing market for alternative networks (altnet). Some of the biggest are CityFibre<\/a> (c.4.5 million premises), Netomnia<\/a> (2.56m) and Hyperoptic<\/a> (1.9m via FTTP and FTTB). NOTE:<\/strong> We advise avoiding older Satellite<\/a> ISPs due to high costs, restrictive data caps and slow latency. But the new Low Earth Orbit (LEO) network from SpaceX (Starlink<\/a>) is miles better.<\/div>\n

Finally, switching between any of these providers should just be a matter of placing an order with the new provider under Ofcom<\/a>’s new One Touch Switching<\/strong><\/a> (OTS) system and the rest is handled automatically, although there are still some rare cases where this migration path might not work (i.e. you may have to cancel your old service manually first and then order the new ISP as a brand-new line).<\/p>\n

Price – The Lowest Cost Broadband ISPs<\/strong><\/span><\/h3>\n

The UK broadband market is full of cheap deals but there are more risks involved if you opt for savings vs service quality. Cheaper ISPs may have less money to reinvest into future improvements (i.e. quality and support may suffer) and in most cases the discounts will only last for your first contract term (i.e. beware big post-contract price hikes).<\/p>\n

Nevertheless, if you don’t mind taking a risk then the options below may suit. All of the prices include VAT and line rental (we show both post-contract prices and discount prices). Take note that if you need a brand-new line installed then the upfront fee may be larger than some of those stated below (one-off costs for this can vary up to c.\u00a3100).<\/p>\n

On top of that we only show packages with unlimited usage and wide national availability (excluding the altnets on PAGE 3), which are the most common and easiest to compare. The following is an unordered list of ISPs (not ranked) and this year we’ll only focus on ultrafast and multi-gigabit speed packages (speeds are displayed as peak-time averages).<\/p>\n

Virgin’s key advantage is that their network can deliver speeds of 1000Mbps+ (1Gbps) to more than half of the UK and symmetric speeds of 2Gbps is possible in some areas. The provider has won lots of praise for their performance too and has a strong Pay TV service, as well as a decent mobile offering via O2<\/a>. On top of that they’re working on a major FTTP upgrade of their network by 2028 (here<\/a>), as well as plans to reach up to a further 5-7 million premises via nexfibre<\/a> (here<\/a>), although the latter has been delayed (here<\/a>).<\/p>\n

The provider’s customer support and billing department does, however, still attract quite a few complaints, although we have seen this side of their service improve a lot over the past year (example<\/a>). On top of that Virgin’s broadband packages are not as attractive as they once were, due to rising competition – especially if you stay loyal and don’t renegotiate at the end of your term (post-contract prices can be painful and you have to look at the small print to find them).<\/p>\n

Otherwise, VM’s contracts are now 24-month terms again (they were 18-month before) and their latest HUB 5.0 and 5X router is better than older models (here<\/a>), if still not excellent; the 5X also lacks modem-mode (here<\/a>). The biggest development during 2025 has been the availability expansion of their 2Gbps tier.<\/p>\n

Voda remains one of the cheapest of the major broadband ISPs and they typically attract a slightly above average level of consumer complaints (here<\/a>). The provider also offers FTTP broadband via both Openreach and CityFibre<\/a>’s national networks, which thanks to an exclusivity agreement with the latter often gives them some of the UK’s widest full fibre coverage.<\/p>\n

Sadly, there’s no Pay TV option from Vodafone<\/a>, but they are one of the UK’s main mobile networks for 4G<\/a> and 5G<\/a> services and tend to delivery good performance. Existing mobile customers can also save extra money by bundling with their broadband plans.<\/p>\n

Finally, the provider also offers some optional features at extra cost, such as 4G<\/a> (mobile broadband) backup and Apple 4K TV. The provider has also now deployed IPv6 across their fixed broadband base and are one to watch in 2025\/26 due to their recently completed merger with Three UK<\/a>, which is expected to bring a lot of improvements (here<\/a>) and new packages.<\/p>\n

Sky generally attracts a fairly good level of customer satisfaction and they’ve consistently received some of the fewest consumer complaints of all the major ISPs (here<\/a>). The biggest change in 2025 has been the expansion of their network coverage to include CityFibre’s full fibre lines and a top speed of 5Gbps, which complements their existing partnership with Openreach’s national network.<\/p>\n

On top of that Sky has one of the best Pay TV platforms in the UK and their unique twist on an O2<\/a> MVNO powered mobile service has its attractions (useful features like data rollover etc.), although their mobile service isn’t as cheap as the options offered by some of their rivals. Customers also benefit from Sky’s reasonably competitive broadband pricing and extra features, such as parental controls (website filtering etc.) and nuisance call blocking. But post-contract prices do tend to be a lot higher.<\/p>\n

Communications provider EE<\/a> is today part of the BT<\/a> Group and they’re currently in the process of becoming the group’s “flagship brand for our consumer customers<\/em>“. As part of that they’ve already broadened their horizons to offer a fairly attractive mix of broadband, TV and phone plans.<\/p>\n

However, EE<\/a> has been attracting more consumer complaints over the past year than in previous rears (here<\/a>), worse even than siblings BT<\/a> and Plusnet<\/a>. Otherwise, there’s a good selection of packages, while most of the routers they ship are the same ones that BT<\/a> use, although their fastest tiers (up to 1.6Gbps) do now benefit from the latest WiFi<\/a> 7 capable Hub.<\/p>\n

BT is both the largest ISP and also one of the more expensive providers (especially post contract) – particularly on their older connection types. But this is largely due to all of the premium extras they include (e.g. access to millions of WiFi<\/a> hotspots, speed guarantees, a decent wireless router, nuisance call blocking etc.) and their fastest full fibre packages are more competitively priced than their slower tiers.<\/p>\n

The primary reason for including BT here, aside from being a useful comparison with the others above, is thus because their ultrafast and gigabit broadband packages (FTTP) are reasonable value for money. On top of that they have a strong selection of Pay TV packages, although these days their sibling brand EE appears to be the main focus for consumer products. Customer complaints against BT are also around the industry average (here<\/a>).<\/p>\n

In addition, BT offers a number of premium HALO packages, which include extra protection if your service goes down (“Keep Connected Promise<\/em>“), better support and extra mobile data at the fastest speeds. Going forward, the operator is keen to make connectivity between their mobile and fixed line broadband networks as seamless as possible.<\/p>\n

Take note that most of the above providers will also offer plenty of add-ons at an optional extra cost, such as anytime UK calls, mobile plans or enhanced TV bundles. In addition, providers that use Openreach’s network still have a lot of control to differentiate themselves in terms of features, network quality and performance (capacity), so don’t treat them as all the same – some will perform better than others on the same infrastructure.<\/p>\n

As we always say, the trouble with choosing a cheap ISP (Page 1) is that you may have to tolerate congested networks (slower speeds), fewer advanced service features, restrictive routers and customer support teams who treat you more like a number than a person.<\/p>\n

Nevertheless, not all providers are built the same and some can deliver a much higher quality of service. The downside is that you often have to pay a higher price in order to receive such an improvement (i.e. more investment going into their network, support and services). But no service is perfect and even the best providers can suffer problems.<\/p>\n

The last point above is particularly relevant for the many providers on Openreach’s network, where switching to another ISP on the same platform may not necessarily get any underlying infrastructure problems fixed at a faster rate – doing this may even be counter-productive to the fault resolution process.<\/p>\n

Best UK Home Broadband ISPs for Quality<\/strong><\/span><\/h3>\n

It’s perhaps no coincidence that the best providers also tend to be the smallest players, which is partly because they place a higher value on each user and can thus deliver a more personal customer relationship. The following page reflects a list of ISPs that generally appear to place quality and reliability above the mass market desire for lower pricing.<\/p>\n

The providers below may cost a bit more, but you’re also far more likely to come across better trained UK support teams, advanced features (Static IP addresses etc.), shorter contracts, less filtering of your internet connection, faster fault resolution times and so forth. However, some smaller ISPs will expect you to use your own third-party router, which may come at an extra cost or headache if you don’t have one or don’t know how to set them up.<\/p>\n

All packages offer unlimited usage, unless otherwise stated.<\/p>\n

Despite a mild drop in service and support quality over the past few years, Zen still remains a highly rated broadband ISP (Zen’s Reviews<\/a>) and they’re often seen hoovering up awards. In addition, they’re also one of the market’s oldest internet providers and are a certified B Corp (i.e. they act in ways that benefit society as a whole), although the latter may or may not be something that you consider important.<\/p>\n

Otherwise, Zen generally has a good balance of reasonably priced and quality packages. In particular they have a good selection of FTTP based ultrafast broadband packages for home users from Openreach, as well as even cheaper and faster options via several alternative networks (CityFibre, Freedom Fibre<\/a> and Trooli<\/a>). All of their services include a Static IP address, 18-month contracts and they typically bundle in a FRITZ!Box router from AVM (albeit not always the most advanced model with every package).<\/p>\n

Much like Zen, iDNET<\/a> have a long history of providing good quality services and UK support, as well as being fairly priced. Over the years they’ve built up a strong reputation (IDNet Reviews<\/a>), while pledging fast latency and high reliability, which makes them attractive for online gamers. On top of all that you get a Static IP address.<\/p>\n

The provider also offers a good selection of FTTP based ultrafast broadband packages via Openreach, CityFibre, MS3<\/a> and FullFibre Limited’s networks. However, they don’t provide the option of a “free<\/em>” (bundled) broadband router with their slower packages (you can buy one at extra cost), so keep that a mind if you aren’t going for the fastest tiers. You also get a choice of 30-day (monthly), 12-month or 24-month contract terms.<\/p>\n

Andrews and Arnold is an extraordinarily good provider that is home to some of the most knowledgeable tech support in the business. But their focus on quality also makes them one of the more expensive options for ordinary home users, although the recent introduction of “unlimited usage<\/em>” options does help (adds an extra \u00a310 to the price). On the other hand, they’ve arguably always been more of a premium and business focused provider.<\/p>\n

Nevertheless, the recent AAISP Reviews<\/a> should tell you all you need to know and, generally speaking, they’ll aim to give you the best possible service quality and support for your connection. We should add that they do also offer mobile SIMs and some very affordable VoIP services, although the former is more intended for business clients.<\/p>\n

Web host and internet provider Freeola<\/a> is arguably one of those hidden gems that doesn’t get enough recognition, which is despite them receiving plenty of generally positive feedback from their small base of broadband customers, as well as being quite reasonably priced.<\/p>\n

Aquiss<\/a> has a long history of being a broadly well rated provider on ISPreview (Aquiss Reviews<\/a>), which is due to good UK based customer support, reasonable prices and a strong general level of service reliability. Subscribers will also receive a static IP address (IPv4 \/ IPv6)<\/p>\n

On top of that they also sell full fibre services via various different networks and their FTTP broadband packages are also much better value than their older hybrid fibre FTTC options. The provider has recently introduced a new range of packages too, which offer speeds of up to 2200Mbps (2.2Gbps) via CityFibre and up to 8Gbps via Netomnia<\/a> (currently business users only).<\/p>\n

The vast majority of providers mentioned on the first two pages, with the exception of Virgin Media<\/a>, tend to be predominantly reliant upon Openreach’s national telecoms network in order to deliver their service. Despite this there is now a rapidly growing community of Alternative Network (AltNet) ISPs that are serving consumers by building their own infrastructure.<\/p>\n

Related providers tend to be comparatively small because they\u2019re often only available to a limited number of areas dotted across the United Kingdom, which also means that they don’t generate a lot of consumer feedback and this makes them much harder to judge.<\/p>\n

Nevertheless, we do still manage to identify exceptions that are worthy of consideration, even if they don’t always meet our usual requirements for inclusion (national coverage, unlimited usage etc.). Providers like this will often turn up in our General Commendations list below and it helps if they’ve been building for at least a couple of years.<\/p>\n

Originally started by a group of former Vodafone<\/a> execs, toob<\/a> has spent the past few years deploying their full fibre network across the South of England, starting in the city of Southampton before spreading out to other parts of Hampshire and Surrey. So far they’ve already covered 229,000 premises and have also partnered with CityFibre to expand their service availability across the UK (Cityfibre also gained access to toob<\/a>’s network).<\/p>\n

The provider is somewhat of a rarity in that they only have a single primary package, which offers symmetric broadband speeds of 900Mbps for the aggressively low price of just \u00a325 per month on an 18-month term. But if you look deeper they do have a 150Mbps tier for just \u00a322 per month and they’ve also got a 50Mbps Social Tariff for those on state benefits that costs just \u00a320.<\/p>\n

So far we’ve only heard positive things about toob<\/a>’s support and service quality.<\/p>\n

Alternative network provider Zzoomm<\/a> recently merged with FullFibre Limited, which has expanded their combined fibre broadband coverage across 600,000 premises in England (inc.<\/em> 80,000 customers) \u2013 serving parts of approximately 110 market towns.<\/p>\n

Consumer feedback has been generally very positive, albeit with some uncommon gripes about the quality of their customer service and support. Overall this appears to be a good ISP, which offers both fast speeds up to 2.3Gbps and a decent quality router.<\/p>\n

Broadband for the Rural North (B4RN<\/a>), which follows the Community Benefit Society (CBS) model with a full fibre network that has been both predominantly built and funded by those in the communities they serve (often in exchange for shares), remains a consistently excellent provider. By using this approach they’ve been able to cover over 30,000 homes (inc. 15,000 customers) with their network across remote rural parts of Cheshire, Cumbria, Northumberland, Essex, Norfolk, Suffolk and Yorkshire.<\/p>\n

The model also relies on local landowners (e.g. farmers) being generous and agreeing to waive their right to payment as part of a wayleave agreement, which enables the fibre to be dug through their land at a lower cost. B4RN<\/a> were one of the UK’s first true alternative full fibre providers in 2011\/12 and they’ve proven the doubters wrong many times.<\/p>\n

As one of the very first alternative full fibre ISPs to enter the UK market (2011), Hyperoptic<\/a> made gigabit speeds possible at a time when many people could only get up to around 20Mbps. Since then they’ve grown to cover 1.9 million premises (residential apartment blocks \/ MDUs and housing), 400,000 customers and have attracted a lot of investment.<\/p>\n

Hyperoptic has generally built a strong reputation for delivering good customer support, affordable ultrafast broadband packages and strong service quality. On top of that they offer the flexibility of a 30-day (monthly) contract term, as well as the usual 12 and 24 month terms, a decent router, and you can add a phone (voice) service for an extra \u00a32 per month.<\/p>\n

In addition, they’re the only alternative network ISP to support Ofcom’s automatic compensation scheme and have a decent social tariff for those on state benefits. On the flip side, we have seen a rise in complaints about support, service provisioning delays and internet outages over the past year (2024-25).<\/p>\n

Trooli<\/a> has spent the past few years deploying a new full fibre broadband network across the South East of England (mostly in semi-rural parts of Kent and Hampshire) and they also have a limited network in Scotland. The operator has already covered 423,000 premises, which is despite going through a period of build uncertainty due to funding issues.<\/p>\n

Feedback from customers has so far been positive and the pricing is quite attractive to potential customers. Otherwise, subscribers can expect a 24-month contract term and a very capable wireless router, although Trooli does lack a home phone service and that might discourage some customers.<\/p>\n

Community Fibre predominantly tends to operate a larger FTTP network across London. The provider’s network currently reaches c. 1.5 million premises and has gathered 336,000 customers, although in the past year their network expansion has slowed to a crawl in order to focus more on commercialisation.<\/p>\n

The ISP is able to deliver a good level of service quality and we’ve heard nothing but good things about their performance (speeds up to 5Gbps!). On top of that they’re one of the cheapest ISPs around and installation is usually free, but you do have to tolerate a 24-month term for the best deals. So far as we can tell the router they bundle is of a good quality (often Linksys models) and can deliver impressive wireless speeds.<\/p>\n

Finally, they have one of the cheapest entry-level fixed broadband packages available, which will give you a decent 35Mbps (symmetric) connection for just \u00a312.50 per month (\u00a316.50 after 12-months). This is technically a social tariff, but you don’t<\/em> have to be on state benefits to take it.<\/p>\n

Until recently KCOM<\/a> was the dominant network operator for Hull and East Riding in Yorkshire, which they’ve already covered with a gigabit-capable FTTP broadband network. The operator has since invested another \u00a3100m to cover tens of thousands of additional premises across more of East Yorkshire and North Lincolnshire (here<\/a>) – reaching a total of 305,000 so far.<\/p>\n

The service has also become more affordable as they’ve expanded, although they’re still not the cheapest of providers, particularly inside the Hull area (new areas covered by their network expansion tend to be more competitive and a bit cheaper). Customer service quality is also reasonably good for an incumbent provider, albeit not as good as others on this page and support can be a mixed bag. Otherwise the ISP also supplies some reasonably capable routers to their FTTP customers.<\/p>\n

This provider has been deploying a 1Gbps FTTP broadband network into the remote rural areas of England for years, often reaching into locations where others would struggle to make the economics work. In total they’ve now covered around 600,000 UK premises and aspire to reach 1 million by the end of 2027.<\/p>\n

Customers of the service seem to be generally happy, with only a few gripes being spotted and most of those relate to installation delays. Otherwise, what Gigaclear<\/a> delivers tends to be significantly better than anything else in the vast majority of areas where they operate, which is partly because very few rivals would invest to deploy across such challenging areas. But their post-contract prices are quite high.<\/p>\n

Truespeed<\/a> has focused heavily on delivering their FTTP network across rural parts of South West England and in 2025 they also began to merge with County Broadband<\/a>, which covers rural parts of Cambridgeshire, Essex, Norfolk and Suffolk. The combined network has attracted a total of around \u00a3320m of investment and covers 170,000 premises (inc 40,000 customers).<\/p>\n

The provider is generally well rated and fairly affordable given their focus on rural areas, although the router they bundle is notorious for being heavily restricted. Customers also enjoy a shorter 12-month contract term and have the option of a fairly good social tariff, which is available to those on state benefits.<\/p>\n

This is the partner ISP for Netomnia’s and brsk combined rollout of a new full fibre network, which has already covered over 2.56 million premises across many different parts of the UK (inc. 341,000 customers) and is aiming to reach 5 million homes and businesses by the end of 2027 – backed by an investment of over \u00a31.5bn from various sources (Advencap, DigitalBridge, and Soho Square Capital).<\/p>\n

As an ISP, YouFibre<\/a> is not only extremely cheap, but it also delivers excellent speeds of up to 7-8Gbps . The promise of “no in-contract price rises<\/em>” and a contract buy-out option for those tied into an existing ISP are also extremely attractive, although we have seen some complaints about support and delayed service provisions.<\/p>\n

Ogi<\/a> is a provider that has actually been around for quite a few years, albeit under their prior name of Spectrum Internet. But over the last few years they’ve re-branded and embarked on an Infracapital-backed project to deploy their 10Gbps capable full fibre broadband network across 110,000 premises in South Wales (inc. 20,000 customers). The provider’s support and network performance also remains highly rated.<\/p>\n

Generally, we aim to pick ISPs that have been listed on ISPreview.co.uk for several years and shown fairly consistent performance, as well as reliability, over the past 12 months (Page 1 is an exception because that’s focused on saving money). However here is no such thing as perfection and experiences do vary, especially with broadband being a shared “best efforts<\/em>” style of service. We also favour fully independent providers over vISPs and resellers.<\/p>\n

Crucially, and unlike the other big comparison sites, we do not charge ISPs a fee to be listed (ISPreview.co.uk is free) and nor do we restrict our coverage to only the largest providers. Our impartial policy is to list and cover all legal ISPs in the same way, regardless of advertising (note: we may exclude some providers that have caused harm in the market). On this point our 21 year history of balanced coverage should speak for itself.<\/p>\n

Nevertheless, there are hundreds of ISPs in this market and thus it\u2019s simply not possible for us to give a full appraisal of every provider. As such we recommend that this article should only be used as a very rough introductory guide.<\/p>\n

Always remember, if you’re happy with your current ISP but the price keeps rising, then the best course of action may be to try renegotiating the price (see our Retention Tips<\/a><\/strong> article) before you consider leaving. Similarly if you’ve been hit by a mid-contract price hike then remember that Ofcom has a rule against this, which enables you to exit your contract penalty free and switch ISP (i.e. if the price hike is above the level of annual inflation).<\/p>\n
