{"id":10185,"date":"2015-10-05T01:23:06","date_gmt":"2015-10-05T00:23:06","guid":{"rendered":"http:\/\/www.ispreview.co.uk\/?p=10185"},"modified":"2015-09-23T09:47:49","modified_gmt":"2015-09-23T08:47:49","slug":"spectrum-internet-says-government-broadband-rollout-is-5-years-too-late","status":"publish","type":"post","link":"https:\/\/www.ispreview.co.uk\/index.php\/2015\/10\/spectrum-internet-says-government-broadband-rollout-is-5-years-too-late.html","title":{"rendered":"Spectrum Internet Says Government Broadband Rollout is &#8220;5 years too late&#8221;"},"content":{"rendered":"<p>The Managing Director of Cardiff-based ISP Spectrum Internet, Giles Phelps, has told ISPreview.co.uk as part our exclusive interview that the Government&#8217;s roll-out of superfast broadband is &#8220;<em>about 5 years too late<\/em>&#8221; and that future projects should focus on ultra-fast <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/ftth\">FTTH<\/a>\/P broadband with fixed wireless for remote rural areas.<\/p>\n<p><!--more--><\/p>\n<p>As an ISP Spectrum Internet, which has deployed plenty of its own fibre optic and fixed wireless broadband infrastructure around\u00a0parts of the United Kingdom (they&#8217;ve also unbundled a number of exchanges from <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/britishtelecom\" rel=\"nofollow\" target=\"_blank\">BT<\/a> in order to offer more services),\u00a0is perhaps\u00a0mostly focused on improving connectivity\u00a0in southern <strong>Wales<\/strong> and the south west of <strong>England<\/strong>.<\/p>\n<p>Spectrum also works with BTOpenreach, just like most ISPs, but they still\u00a0&#8220;<em>prefer to roll out our own network where possible.<\/em>&#8221;\u00a0The provider, which started life as <strong>Connect Cardiff<\/strong> in 2008 before a rebrand in 2011,\u00a0and initially only focussed on the city centre,\u00a0is also one of the founding members of the Cardiff Internet Exchange (<strong>Cardiff IX<\/strong>).<\/p>\n<p>Most recently they&#8217;ve also been deploying ultrafast <strong>Fibre-to-the-Premises<\/strong> (<a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/fttp\">FTTP<\/a>\/H) services to a number of rural and urban locations, such as in parts of Bristol and even to a rural primary school that required them to use micro trenching and redundant utility infrastructure. On top of that they&#8217;re also exploring VDSL Vectoring\u00a0(<a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/fttc\">FTTC<\/a>) and <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/gfast\">G.fast<\/a> technology, just\u00a0like <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/britishtelecom\" rel=\"nofollow\" target=\"_blank\">BT<\/a>.<\/p>\n<p>Suffice to say that Spectrum Internet has a lot of experience in this field, both as an Internet\u00a0provider and a developer of the underlying infrastructure, which makes their views particularly important. However Giles is &#8220;<em>not convinced<\/em>&#8221; that the Government will actually deliver <strong>24Mbps+<\/strong> speeds to 95% of the UK by 2017\/18 as promised and suggests that it would have been better to ensure that &#8220;<em>all areas had a minimum level [of speed] to begin with rather than just talking about top speeds<\/em>.&#8221;<\/p>\n<p>In the following interview Giles also expresses concern about the BDUK contracts in Wales, which he says\u00a0were &#8220;<em>considered as a whole rather than divided &#8230;\u00a0which meant that none of the smaller providers could have bid<\/em>&#8221; and he\u00a0is worried that in &#8220;<em>some cases the timescales for delivery are unachievable\u00a0&#8230; It\u2019s best to be upfront with people if things &#8230; are likely to be [delayed]<\/em>.&#8221;<\/p>\n<p>However Giles, who is similarly worried about the Government&#8217;s plan to spend public money on a <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/satellite\">Satellite<\/a> subsidy, also admits that <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/britishtelecom\" rel=\"nofollow\" target=\"_blank\">BT<\/a> was probably one of the only operators that could do the job. &#8220;<em>No one else out there could do it faster as the timescales are so tight \u2013 but of course it would have been better if there was more <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/fttp\">FTTP<\/a><\/em>,&#8221; said Giles.<\/p>\n<h3><span style=\"color: #339966;\"><strong>The Interview<\/strong><\/span><\/h3>\n<p><strong>1. Spectrum Internet has deployed a number of its own superfast broadband services using <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/vdsl\">VDSL2<\/a> (<a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/fttc\">FTTC<\/a>), <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/fttp\">FTTP<\/a>\/H and fixed wireless broadband technology. Can you tell us a little more about these (e.g. where they are? How many premises passed?) and how you decide which of those technology choices is the best for any given area?<\/strong><\/p>\n<blockquote><p><span style=\"text-decoration: underline;\">ANSWER:<\/span><\/p>\n<p>Yes, we like to play with lots of technologies! In total we\u2019ve passed approximately 1500 premises with a superfast service and another 4000+ that can access a faster service than through using BT <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/openreach\" target=\"_blank\">Openreach<\/a>\u2019s infrastructure (i.e. where we\u2019ve unbundled the exchange and can offer ADSL2+ where there is only a BT Wholesale offering <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/adsl\">ADSL<\/a> Max).<\/p>\n<p>We would love to bring FTTP\/H to every customer but, sometimes, it just isn\u2019t affordable to deploy. These are often rural areas where telephone line lengths are long (7km is the longest we have seen!) and therefore <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/fttc\">FTTC<\/a> with <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/vdsl\">VDSL2<\/a> won\u2019t help. Most of our cabinets therefore have ADSL2+ as well as <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/vdsl\">VDSL2<\/a> which helps those on longer lines or where the customer may have a tighter budget but wants more than 0.5Mbps from the exchange.<\/p>\n<p>Our first ever community scheme back in 2011 was a Microwave-to-the-Cabinet. The distance is 7km for the wireless link and it is still going strong today with 90+ customers gaining speeds of 60Mbps.<\/p>\n<p>In terms of current and future projects, we\u2019re working on FTTP for a number of multi-tenant office buildings in south Wales and Bristol. We\u2019re also exploring vectoring and <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/gfast\">G.fast<\/a> ourselves, but I firmly believe FTTP\/H is the way forward with some wireless technology for the very hard to reach areas. I believe it\u2019s about being creative in the way these services are delivered. We\u2019ve recently deployed FTTP to a rural primary school using micro trenching and using redundant utility infrastructure, of which there is a considerable amount.<\/p>\n<p>It was a shame that we narrowly missed out on BDUK pilot project funding last year, which would have help us explore other potential avenues as we fund the majority of our R&amp;D projects ourselves. (see Q12 for future plans here)<\/p><\/blockquote>\n<p><strong>3. What are the biggest challenges that you face when rolling out an alternative broadband solution in Wales and could the Government or other operators do anything specific to help resolve those?<\/strong><\/p>\n<blockquote><p><span style=\"text-decoration: underline;\">ANSWER:<\/span><\/p>\n<p>In the past we\u2019ve been questioned more about our ability, but as more alternative providers have come about it\u2019s become easier to get over the hurdle of being a small provider.<\/p>\n<p>We suffer the normal headaches such as the time it takes to pull together funding, go through planning and then roll out a project \u2013 it\u2019s frustrating for us and the communities in which we have worked. Of course there\u2019s also working with other suppliers. We now lay a lot of fibre ourselves so that has reduced a number of headaches!<\/p>\n<p>However, when we have worked with the right contacts within a supplier or partner organisation that actually wants to help you grow and develop it makes a huge difference as it allows you to share ideas and get on with the task in hand.<\/p>\n<p>As a smaller provider, the regulatory stuff takes time to get your head around \u2013 we don\u2019t have a department that works purely on R&amp;D so it\u2019s part of the day job for a number of staff who may also be delivering projects or working on other internal tasks like quality management.<\/p><\/blockquote>\n<p><strong>4. What are your thoughts on the progress and approach being taken by the government\u2019s <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/bduk\" target=\"_blank\">Broadband Delivery UK<\/a> programme, which is currently rolling out superfast broadband (24Mbps+) services to 95% of UK premises by 2017\/18 and a similar level via Superfast Cymru in Wales?<\/strong><\/p>\n<blockquote><p><span style=\"text-decoration: underline;\">ANSWER:<\/span><\/p>\n<p>I have two strong thoughts about it. Firstly, I think the whole programme is about 5 years too late. If we want a more digitally savvy nation then we need to deliver first and then work on education and exploitation. There for the majority and not the minority \u2013 nothing really is going to change, so I\u2019m still not convinced that we will actually see 95% achieving speeds on 24Mbps + apart from where there is FTTP, so I take a lot of the statistics with a pinch of salt. We know the challenges are in the 5% and this programme doesn\u2019t resolve them.<\/p>\n<p>Should BT have won the contracts? Well, no one else out there could do it faster as the timescales are so tight \u2013 but of course it would have been better if there was more FTTP.<\/p>\n<p>Secondly, we all know that the frustrated 5% will be in rural, hard to reach communities or, even worse isolated properties. Because of the way the BDUK regions have been carved up, it will make it incredibly expensive to serve these properties. That\u2019s not to say that we shouldn\u2019t, but if we ensured all areas had a minimum level (as they did with the last round of spectrum licences for mobile coverage) to begin with rather than just talking about top speeds, the whole of the UK would be in a better position.<\/p>\n<p>This is one reason why we\u2019ve deployed ADSL2+ in our FTTC rural cabinets \u2013 we\u2019ve brought communities up from less than 2Mb to 15Mb that are more than 3Km from the cabinet. VDLS2 won\u2019t do that at that distance. Whilst we\u2019d love to have everyone on 50Mbps +, you can still stream TV, make video calls and run a business at 15Mbps which you can\u2019t do at 2Mbps.<\/p>\n<p>Wales has been considered as a whole rather than divided in any way, which meant that none of the smaller providers could have bid. However, I can understand from the <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/welshgov\" target=\"_blank\">Welsh Government<\/a>\u2019s perspective that it makes it easier to procure.<\/p>\n<p>It\u2019s good to see that some of the later awarded schemes are going to AltNets. However, I\u2019m concerned that in some cases the timescales for delivery are unachievable which could lead to bad press that will affect all alternative providers and result in those more forward-thinking civil servants losing confidence and returning to BT for future projects to save face. It\u2019s best to be upfront with people if things get delayed or are likely to be. There\u2019s no point in land-grabbing deals with the hope of getting the investment needed and no clear plans of how to deliver as this lets the whole Altnet community down.<\/p><\/blockquote>\n<p><strong>5. Previous phases of the BDUK programme have appeared to shun bids by alternative network providers, although the future phase 3 funding for reaching the final 5% of premises appears to be more open to alternative suppliers. Do you expect or hope that Spectrum Internet will be able to get involved in bidding for phase 3 and if not, why?<\/strong><\/p>\n<blockquote><p><span style=\"text-decoration: underline;\">ANSWER:<\/span><\/p>\n<p>We\u2019re realistic about our ability to deliver and I won\u2019t overstretch the company as quality will suffer. We\u2019ll only bid where we know we can deliver to the required timescales. We choose our battles carefully and look at the project\u2019s sustainability which gives long term growth for Spectrum too.<\/p><\/blockquote>\n<p><strong>6. BT has announced plans to deploy 500Mbps capable <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/gfast\">G.fast<\/a> broadband technology across most of the UK over the next decade or so, beginning in 2016\/17. What are your thoughts on that plan and do you think G.fast is a good solution for future connectivity needs?<\/strong><\/p>\n<blockquote><p><span style=\"text-decoration: underline;\">ANSWER:<\/span><\/p>\n<p>We\u2019re actually working on our own trials but, as we already know that it makes fast connections faster, I believe there\u2019s limited use \u2013 if we want fast speeds, we need to be using fibre\u2026unless we can start implementing DSLAMs on poles \u2013 in which case, there\u2019s a real answer to speed improvements in rural areas sooner rather than later.<\/p>\n<p>For network quality, we universally need to own up to the fact that copper does not deliver.<\/p><\/blockquote>\n<p><!--nextpage--><\/p>\n<p><strong>7. On 20th June 2015 <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/ofcom\" target=\"_blank\">Ofcom<\/a> finally introduced their new harmonised migration system for fixed line broadband and phone providers (excluding <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/docsis\">DOCSIS<\/a>, FTTP\/H, <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/satellite\">satellite<\/a>, mobile and wireless ISPs), which means that in order to switch consumers only need to contact their new (gaining) provider. <\/strong><\/p>\n<p><strong>What are your thoughts on this system, particularly given that it currently only applies to BT and KC\u2019s respective platforms, and do any areas still require improvement?<\/strong><\/p>\n<blockquote><p><span style=\"text-decoration: underline;\">ANSWER:<\/span><\/p>\n<p>I\u2019m sure every AltNet has gone through the same headaches with the \u2018big boys\u2019 coming up with reasons why they couldn\u2019t give (valid) MAC\u2019s. We\u2019ve heard so many awful stories from customers switching to us and telling us things that their provider told them &#8211; it\u2019s been quite embarrassing to hear that companies allow this practice to exist. It also made the customers more determined to come across so their tactics didn\u2019t work.<\/p>\n<p>I\u2019m happier that new customers can come to us and not have to deal with the dreaded call centre operatives. However, we\u2019ve already witnessed \u2018customer retention strategies\u2019 that contravene the new system. We\u2019ll feedback if we hear back from <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/ofcom\" target=\"_blank\">OfCom<\/a> about the official complaint made.<\/p><\/blockquote>\n<p><strong>8. What do you think of the Government\u2019s plan to subsidise <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/satellite\">Satellite<\/a> connectivity in order to bring superfast broadband to the final 1-2% of UK premises; would this be an effective or flawed long-term fix?<\/strong><\/p>\n<blockquote><p><span style=\"text-decoration: underline;\">ANSWER:<\/span><\/p>\n<p>If you are in the deepest darkest forests in the <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/amazon\" rel=\"nofollow\" target=\"_blank\">Amazon<\/a> then satellite may be your only hope. However, in the UK if you can get mains power then we should look to get a wired broadband service. We\u2019ve delivered hybrid solutions to windfarms using fibre and wireless technologies. I would prefer that more money was offered for a longer term solution than satellite, I\u2019m afraid.<\/p><\/blockquote>\n<p><strong>9. <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/ofcom\" target=\"_blank\">Ofcom<\/a> recently proposed to open up physical access to BT\u2019s Dark Fibre Optic lines for use by rival operators, what are your thoughts on this and do you think that Spectrum Internet could also benefit?<\/strong><\/p>\n<blockquote><p><span style=\"text-decoration: underline;\">ANSWER:<\/span><\/p>\n<p>Yes we would definitely welcome this, although I don\u2019t see it being in as great a demand as some people expect. We need to ensure the service wrap by <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/openreach\" target=\"_blank\">Openreach<\/a> is better than those they provide on their lit fibre services. My worry is that I\u2019m expecting it to be like the PIA [<a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/openreach\" target=\"_blank\">Openreach<\/a>&#8217;s Physical Infrastructure Access product] with a bizarre charging mechanism in place that is overly complicated so that you will see little take up &#8211; or only for backhaul rather distribution.<\/p><\/blockquote>\n<p><strong>10. Spectrum Internet appears to be making good use of the Government\u2019s Connection Voucher scheme, which offers grants worth up to \u00a33,000 to help businesses get superfast broadband installed.<\/strong><\/p>\n<p><strong>Similarly the <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/welshgov\" target=\"_blank\">Welsh Government<\/a> has touted an Ultrafast Connectivity Voucher scheme, which will provide up to \u00a310,000 towards the capital costs of helping firms in Wales to install 100Mbps+ broadband, albeit only applicable to businesses in Enterprise and Local Growth Zones.<\/strong><\/p>\n<p><strong>What are your thoughts on the first voucher scheme and its expected closured by March 2016 or possibly sooner if funding runs out? Could it be improved and if so, how?<\/strong><\/p>\n<blockquote><p><span style=\"text-decoration: underline;\">ANSWER:<\/span><\/p>\n<p>We offered advice initially under the pilot scheme based on our experience of the WG Broadband Support Scheme that. This led to projects in Gower and villages in Monmouthshire being able to get superfast broadband infrastructures deployed, and I\u2019m pleased to see take up has grown.<\/p>\n<p>It would be great to see the scheme extended, but there should be more caps on particular types of connections with emphasis on helping businesses that can\u2019t get superfast broadband e.g. no existing infrastructure rather than just to get businesses connected to the FTTC box already sat on the business park or street.<\/p>\n<p>One way that I think this could be done is to go back to getting 2 quotes from different providers to help businesses understand what options are out there.<\/p><\/blockquote>\n<p><strong>11. The Government are considering imposing an industry levy (tax) upon broadband ISPs in order to help them raise around \u00a3500m to help bring superfast broadband to the final 5%. How does Spectrum Internet perceive this idea \/ what would need to happen for it to be considered fair and workable?<\/strong><\/p>\n<blockquote><p><span style=\"text-decoration: underline;\">ANSWER:<\/span><\/p>\n<p>If it was based on the number of connections an ISP has and types of connections, that\u2019s fair enough.<\/p><\/blockquote>\n<p><strong>12. What other hopes and plans does Spectrum Internet have for the future?<\/strong><\/p>\n<blockquote><p><span style=\"text-decoration: underline;\">ANSWER:<\/span><\/p>\n<p>We are looking to roll out a lot more of our own fibre infrastructure and partnering with other organisations is definitely part of our future strategy. You know what they say about great minds think alike! We\u2019ve just entered into a venture with <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/itstechnology\" target=\"_blank\">ITS Technology<\/a> Group, another AltNet with very similar ideas to us.<\/p>\n<p>We may also look at acquiring other businesses that would help our organic growth, which could mean we could look at the BDUK programme more seriously.<\/p>\n<p>We\u2019ve always tended to focus more on doing and delivering rather than shouting about what we might be doing &#8211; when you hear announcements from Spectrum Internet you know its because its been delivered and highly successful rather than just PR stunts.
