The Wholesale Manager of Independent Fibre Networks Ltd.<\/a> (IFNL), Graeme Scott, has told ISPreview.co.uk as part of our latest interview that “all new homes<\/em>” should benefit from a “21st Century fibre solution and not a 19th Century copper connectio<\/em>n” as is currently installed in most UK homes.<\/p>\n

<\/p>\n

Many of our readers probably won’t have heard about IFNL, which is part of the Brookfield Utilities UK Group<\/a> (BUUK) that also includes GTC. The company specialises in delivering “last mile utility networks<\/em>“, such as Gigabit capable pure fibre optic connectivity, but most of those are installed at new build developments rather than as part of a wider general roll-out.<\/p>\n

After that IFNL’s related services are usually ordered by consumers through their more familiar wholesale partner ISPs, such as Direct Save Telecom’s<\/a> niche 300Mbps<\/strong> capable Fibre-to-the-Home<\/strong> (FTTH<\/a>) broadband packages or the similar options from Seethelight<\/a>. The utility provider has also done some work with Sky (Sky Broadband<\/a>).<\/p>\n

Put another way, IFNL offer wholesale access to their new build housing sites using a FTTH<\/a>\/P solution with customer connections back-hauled to Service Provider hand-over points located in carrier neutral data centres in Docklands, London and Slough. Voice, Data and all other services (IPTV, security alarms, CCTV, building management systems, smart metering and Public Realm WiFi<\/a> etc.) are delivered over the IFNL Fibre only infrastructure. The operator offers a range of services, both passive and active.<\/p>\n

Suffice to say that IFNL’s network is now serving many thousands of new homes and they’re in a strong position to meet Europe’s new guidelines, which require that “All new buildings \u2013 and those undergoing major renovation \u2013 for which applications for building permission have been submitted after 31 December 2016 must be high-speed [broadband] ready<\/em>” (here<\/a>).<\/p>\n

Naturally IFNL’s position in the market also gives them a unique perspective and as such we wanted to get their opinions on the current market.<\/p>\n

The Interview<\/strong><\/span><\/h3>\n

1. The UK isn\u2019t home to that many ultrafast Fibre-to-the-Home\/Premises (FTTH<\/a>\/P) broadband providers. What in your view is the reason for this and what needs to happen in order for the market to grow at a faster pace than today?<\/strong><\/p>\n

IFNL Response:<\/span><\/p>\n

IFNL believes that all new homes should benefit from a 21st Century fibre solution and not a 19th Century copper connection as is currently installed in most of the UK\u2019s homes. IFNL only delivers new fibre infrastructure, and specifically Fibre to the Home (FTTH) delivered directly into the residents properties on new housing developments across the UK.<\/p>\n

Much of the UK\u2019s telecommunications infrastructure was built before fibre technology was enabled, and the incumbent network owners have either not chosen, or maybe have not been given the sufficient incentives to replace entirely those legacy networks, instead preferring to try to increase the speeds achievable over copper networks and by laying fibre to street cabinets, but not in to the home.<\/p>\n

The IFNL solution is compliant with Ofcom<\/a>\u2019s guidelines for new build networks and provides next generation access that meets the criteria set out in the EEC 2020 Digital Agenda, where each citizen should have access to a 30Mbps service and at least 50% of citizens should be subscribed to a 100Mbps service. Customers on IFNLs networks have immediate access to 300Mbs services with symmetrical upload speeds if required and the network can be scaled to deliver almost limitless speeds in the future as households and businesses demands for bandwidth increase.<\/p>\n

The market could be changed drastically if there was a requirement for all new homes and businesses to be connected to fibre and not copper. The lack of fibre connected properties brings the issue of lack of critical mass and the fact that service providers are reluctant to engage with fibre infrastructure providers due to the relatively small numbers of potential customers, when compared to those served by competing technologies such as FTTC<\/a>.<\/p><\/blockquote>\n

2. How many premises does your FTTH\/P network reach and in what areas do you typically focus and why?<\/strong><\/p>\n

IFNL Response:<\/span><\/p>\n

IFNL owns and operates fibre networks all over mainland UK. Most new housing developments (except for the very smallest) can take advantage of GTC\u2019s market leading technology and request we install fibre to the home. There are no geographical restrictions. Networks vary from small sites with a few tens of connections to large sites with many thousands of homes connected.<\/p><\/blockquote>\n

<\/p>\n

3. What goes through your mind when you see cable operators like Virgin Media<\/a> and hybrid copper\/fibre (FTTC<\/a>) dominated providers like BT<\/a> promoting their services as \u201cfibre optic broadband\u201d, even though the actual fibre optic cable doesn\u2019t go all the way to the home or office and thus delivers inferior performance to an FTTH\/P service?<\/strong><\/p>\n

IFNL Response:<\/span><\/p>\n

IFNL believe that the messages in the market place can in some cases be misleading and at best are confusing for customers. The UK is one of the few countries in Europe where VDSL and Cable delivered services are referred to as fibre broadband.<\/p>\n

The majority of the solutions deployed in the UK by other infrastructure providers are to utilise fibre to move their equipment closer to the customer premises to achieve greater speeds to meet superfast requirements, but still leave copper in as the final connection. IFNL believe the only long term option is to adopt a Fibre to the Home (FTTH) solution as this is the best method to meet the growing consumer bandwidth requirement generated from residential and business usage such as Gaming, over the top applications, video streaming and cloud services<\/p>\n

What is also becoming more relevant with gaming, cloud services and shared media is the upstream speed is critical for the operation of these services. All residential copper networks have a restricted or limited upstream capacity, historically the focus was on the ability to download, but now upload is becoming just as important. Upstream capacity is another challenging area for copper networks, which fibre can easily support. IFNL\u2019s fibre network already supports symmetrical upload and download, with these services offered to customers by the ISPs.<\/p><\/blockquote>\n

4. At present we note that a lot of IFNL customers using ISPs, such as Seethelight and Direct Save Telecom<\/a>, are limiting the speed of their top packages to 300Mbps.<\/strong><\/p>\n

Is there a reason why you haven\u2019t launched a 1000Mbps (Gigabit) solution like some other FTTH\/P providers and is this a service that you plan to introduce in the future?<\/strong><\/p>\n

IFNL Response:<\/span><\/p>\n

The IFNL network is easily capable of delivering 1Gbps services or higher, however IFNL provides products based on customer demand and to date very few customers have expressed a needs for speeds higher than 300Mb. Indeed around 95% of customers choose a 50MBPS service as fast enough for their needs. IFNL reviews its wholesale product offering regularly to ensure that the wholesale offer is in line or better than the wholesale market and meets our customers\u2019 requirements. In addition IFNL will provide customised products if requested by its customers.<\/p><\/blockquote>\n

5. What are your thoughts on the progress and approach being taken by the government\u2019s current Broadband Delivery UK<\/a> programme (phase 1 and 2), which is currently rolling out superfast broadband (24Mbps+) services to 95% of UK premises by 2017\/18?<\/strong><\/p>\n

IFNL Response:<\/span><\/p>\n

GTC focuses on new build market and is therefore not part of the BDUK program.<\/p><\/blockquote>\n

6. Previous phases of the BDUK programme have appeared to shun bids by alternative network providers, although the future phase 3 funding for reaching the so-called final 5% seems more open to alternative suppliers.<\/strong><\/p>\n

Do you see any possibilities for IFNL in this forthcoming phase or are the barriers to entry too great (explain)?<\/strong><\/p>\n

IFNL Response:<\/span><\/p>\n

As stated above GTC focuses on new build market and is therefore not part of the BDUK program.<\/p><\/blockquote>\n

7. BT<\/a> has announced plans to deploy 500Mbps capable G.fast<\/a> broadband technology across most of the UK over the next decade or so, beginning in 2016\/17. What are your thoughts on that plan and do you think G.fast<\/a> is a good solution for future connectivity needs?<\/strong><\/p>\n

IFNL Response:<\/span><\/p>\n

IFNL\u2019s view as stated previously is that copper is not a long term solution. IFNL understand the reasons why G.fast<\/a> may appear attractive as a retrofit option, but believe that this can only be yet another interim step to the best solution which is fibre to the home.<\/p>\n

IFNL\u2019s focus is on providing a future proof scalable option to developers and house builders with the minimum of street furniture, less equipment and lower power usage and to meet residential and business connectivity requirements an FTTP<\/a>\/H solution is required.<\/p>\n

As stated previously a good start is to ensure that all new properties are provided with a FTTP<\/a>\/H connection as standard. This also removes the need for any future, expensive and retrospective network upgrades. The fibre network installed on day one will meet all the current and future demands of that property with almost limitless capacity available via small modifications to active equipment installed on the end of the network.<\/p><\/blockquote>\n

8. On 20th June 2015 Ofcom<\/a> finally introduced their new harmonised migration system for fixed line broadband and phone providers (excluding DOCSIS<\/a>, FTTP<\/a>\/H, satellite<\/a>, mobile and wireless ISPs).<\/strong><\/p>\n

The new system means that in order to switch consumers only need to contact their new (gaining) provider. What are your thoughts on this system, particularly given that it currently only applies to BT<\/a> and KC\u2019s respective platforms? For example, should it also apply to FTTH\/P or would that be too soon or difficult for related ISPs to handle.<\/strong><\/p>\n

IFNL Response:<\/span><\/p>\n

The IFNL infrastructure is an \u201cOpen Access \u201cnext generation access and in line with Ofcom<\/a> requirements the infrastructure is open to all service providers who sign IFNL\u2019s Wholesale Reference Interconnect Offer (WRIO) agreement. IFNL provides ALA and Managed Services to Service Providers as well as a Passive access solution and over 20 Service Providers have signed IFNL\u2019s WRIO agreement to deliver residential and\/or business services.<\/p>\n

IFNL provides a web portal and B2B access for Services Providers to request services and manage their customer\u2019s connections.<\/p>\n

IFNL is compliant to Ofcom\u2019s new harmonised migration system for fixed line broadband and phone providers.<\/p>\n

ISPr Editors NOTE<\/span>: We suspect that IFNL didn’t quite understand the consumer side of our question as Ofcom’s new harmonised migration system does not yet offer a direct 10 day switching process for non-Openreach<\/a> \/ KC based ISPs. Instead you have to cancel the old service and or request a completely new line.<\/em><\/p><\/blockquote>\n

9. What do you think of the Government\u2019s plan to subsidise Satellite<\/a> connectivity in order to bring superfast broadband to the final 1-2% of UK premises; would this be an effective or flawed long-term fix?<\/strong><\/p>\n

IFNL Response:<\/span><\/p>\n

IFNL is a wholesaler and therefore has no view on this. With our focus on the new build market only, satellite<\/a> connectivity to the hard to reach existing premises is not relevant to our business.<\/p><\/blockquote>\n

10. Ofcom recently proposed to open up physical access to BT\u2019s Dark Fibre Optic lines for use by rival operators, what are your thoughts on this proposal?<\/strong><\/p>\n

IFNL Response:<\/span><\/p>\n

IFNL is strongly in favour of the Ofcom\u2019s recommendation and have supported it through the Business Connectivity Market Review Process. IFNL believe that access to BT dark fibre will be very helpful in increasing the number of new homes that can be served with a full FTTH solution.<\/p>\n

IFNL already provides a passive solution for service providers to enable them to deliver business services to end customers at IFNL served locations.<\/p><\/blockquote>\n

11. Ofcom is currently also pondering whether or not the Openreach<\/a> division, which maintains and manages access to BT\u2019s national UK telecoms network, should be split from BT. What are your thoughts on this and if it did happen then how do you think it might impact your business?<\/strong><\/p>\n

IFNL Response:<\/span><\/p>\n

The BUUK Group operates across all deregulated utility sectors and has built its business operating with the market framework of separate distribution and supply businesses.<\/p>\n

This disaggregated structure ensures a level playing field for market participants and provides transparency in connection costing regimes. IFNL would be supportive of a separation of the network business and retail business of BT based on the understanding that this would lead to a clearer, more competitive and transparent telecommunications market.<\/p><\/blockquote>\n

12. What hopes or expansion plans do IFNL have for the future?<\/strong><\/p>\n

IFNL Response:<\/span><\/p>\n

As we have already stated GTC is planning to grow the number of homes and businesses where its fibre services are available, with the focus remaining on the new build sector.<\/p>\n

As stated in recent articles in the press, the availability of superfast broadband speed at a home increases the value of the home and this has been recognised by house builders in the UK. Home buyers recognise the benefits of a fibre connection and as more and more of our lives become dependent on the internet, a fast reliable internet connection will become as necessary as water, gas and electric.<\/p><\/blockquote>\n
