{"id":11208,"date":"2016-02-21T08:26:17","date_gmt":"2016-02-21T08:26:17","guid":{"rendered":"http:\/\/www.ispreview.co.uk\/?p=11208"},"modified":"2016-02-23T07:56:42","modified_gmt":"2016-02-23T07:56:42","slug":"bt-set-to-avoid-openreach-split-as-ofcom-opts-for-the-middle-ground","status":"publish","type":"post","link":"https:\/\/www.ispreview.co.uk\/index.php\/2016\/02\/bt-set-to-avoid-openreach-split-as-ofcom-opts-for-the-middle-ground.html","title":{"rendered":"BT Set to Avoid Openreach Split as Ofcom Opts for the Middle Ground"},"content":{"rendered":"<p>The UK telecoms regulatory will publish the outcome of their &#8216;<a href=\"http:\/\/www.ispreview.co.uk\/index.php\/2015\/07\/ofcom-uk-asks-for-feedback-on-full-separation-of-openreach-from-bt.html\" target=\"_blank\">Strategic Review of Digital Communications<\/a>&#8216; on Thursday and unsurprisingly there have been some leaks, which appear to confirm our expectation that <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/ofcom\" target=\"_blank\">Ofcom<\/a> will NOT move to split <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/britishtelecom\" rel=\"nofollow\" target=\"_blank\">BT<\/a> from control of its national phone and broadband network (<a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/openreach\" target=\"_blank\">Openreach<\/a>).<\/p>\n<p><!--more--><\/p>\n<p>Instead <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/ofcom\" target=\"_blank\">Ofcom<\/a> is expected to impose greater separation of <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/openreach\" target=\"_blank\">Openreach<\/a> from <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/britishtelecom\" rel=\"nofollow\" target=\"_blank\">BT<\/a>, which could involve giving rival ISPs more access to <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/openreach\" target=\"_blank\">Openreach<\/a>&#8217;s national network of cables and telephone exchanges (a highly likely outcome). Potentially <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/ofcom\" target=\"_blank\">Ofcom<\/a> may also require <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/britishtelecom\" rel=\"nofollow\" target=\"_blank\">BT<\/a>&#8217;s network access division to have its own separate board, which the operator won&#8217;t be very happy about.<\/p>\n<p>However it&#8217;s understood that the regulator will opt to keep the option of full separation on the table, which could be used as a bargaining chip should BT move to aggressively oppose their new measures. A BT source told <a href=\"http:\/\/www.telegraph.co.uk\/finance\/newsbysector\/mediatechnologyandtelecoms\/telecoms\/12162954\/BT-braced-for-Openreach-overhaul-but-confident-it-will-hold-on-to-network-unit.html\" target=\"_blank\">The Telegraph<\/a> that this may yet result in separation: &#8220;<em>It could get to the point of separation by the back door<\/em>&#8221; (i.e. if the price of Ofcom&#8217;s new regulation feels too high to stomach).<\/p>\n<p>Naturally all of this is to be accompanied by a variety of other changes to market regulation, which will go well beyond the question of Openreach&#8217;s separation.
