{"id":11743,"date":"2016-05-20T13:41:24","date_gmt":"2016-05-20T12:41:24","guid":{"rendered":"http:\/\/www.ispreview.co.uk\/?p=11743"},"modified":"2016-05-26T08:28:18","modified_gmt":"2016-05-26T07:28:18","slug":"wrongful-overbuilding-fear-leaves-cumbria-village-without-fibre-broadband","status":"publish","type":"post","link":"https:\/\/www.ispreview.co.uk\/index.php\/2016\/05\/wrongful-overbuilding-fear-leaves-cumbria-village-without-fibre-broadband.html","title":{"rendered":"Overbuilding Error Leaves Cumbria Village Without &#8220;Fibre Broadband&#8221;"},"content":{"rendered":"<p>Residents of Welton, which is a small rural village in Cumbria (England), have vented their anger at the local authority after they were excluded from being within the scope of <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/britishtelecom\" rel=\"nofollow\" target=\"_blank\">BT<\/a>\u2019s &#8220;<em>fibre broadband<\/em>&#8221; (<a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/fttc\">FTTC<\/a>\/P) roll-out due to a wrongful fear of NGA network overbuilding.<\/p>\n<p><!--more--><\/p>\n<p>Strictly speaking the regional <a href=\"http:\/\/www.connectingcumbria.org.uk\/\" target=\"_blank\">Connecting Cumbria<\/a> project, which is currently aiming to roll-out &#8220;<em>superfast broadband<\/em>&#8221; (24Mbps+) services to reach 95% of premises in the county by around mid-2018, should ideally have included <strong>Welton<\/strong> as part of the consultation phase for the local <strong>Superfast Extension Programme<\/strong> (SEP) contract in 2014.<\/p>\n<p>The village currently suffers from extremely slow broadband speeds of around 1Mbps and one of <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/openreach\" target=\"_blank\">Openreach<\/a>&#8217;s (<a href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/britishtelecom\" rel=\"nofollow\" target=\"_blank\">BT<\/a>) high capacity fibre optic cables already passes nearby, which would have made it easier to connect than most such communities.<\/p>\n<p>Sadly the Cumbria County Council did not include the village in their plans because a fixed wireless network, delivered via <a href=\"http:\/\/www.solwaycomms.com\/\" target=\"_blank\">Solway Communications<\/a>, &#8220;<em>has stated they can deliver broadband to Welton<\/em>,&#8221; said a council spokesperson. EU state aid rules limit the use of public funding in situations where there is a risk of overbuilding another superfast capable network.<\/p>\n<p>However Solway, which does offer a <strong>30Mbps<\/strong> residential family package on their website, claims that they only informed the council of their antennae locations and capacities and did not determine what areas would be represented by BDUK.<\/p>\n<blockquote class=\"bq1\"><p><strong>Nick Kittoe, MD of Solway, said (<a href=\"http:\/\/www.newsandstar.co.uk\/news\/Cumbrian-villagers-have-superfast-cable-but-no-fast-broadband-253b8a5a-1f17-4c58-af96-7ee10a3196cd-ds\" target=\"_blank\">News and Start<\/a>):<\/strong><\/p>\n<p>&#8220;The maps which BDUK\u2019s management consultants produced for this purpose are, in our opinion and that of our independent radio-propagation consultants \u2013 both of which we have expressed vociferously \u2013 wrong as to method, based on incorrect assumptions and, therefore, largely valueless.&#8221;<\/p><\/blockquote>\n<p>The outcome means that the BDUK subsidised roll-out has oddly been approved for use in some areas where Solway&#8217;s network already exists and also in other areas, such as Welton, where it doesn&#8217;t. But getting such errors corrected can often be an uphill struggle.<\/p>\n<p>In the meantime locals have been left with the option of either clubbing together to fund an expensive community project (not so easy with only a few homes in the village) or taking a subsidised <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/satellite\">Satellite<\/a> or Wireless connection, although they might not even be eligible for the latter due to the same error.
