{"id":13213,"date":"2017-01-27T07:50:05","date_gmt":"2017-01-27T07:50:05","guid":{"rendered":"http:\/\/www.ispreview.co.uk\/?p=13213"},"modified":"2017-01-27T07:53:37","modified_gmt":"2017-01-27T07:53:37","slug":"bt-top-9-27-mill-uk-broadband-users-openreach-connect-7-17-mill-fibre","status":"publish","type":"post","link":"https:\/\/www.ispreview.co.uk\/index.php\/2017\/01\/bt-top-9-27-mill-uk-broadband-users-openreach-connect-7-17-mill-fibre.html","title":{"rendered":"BT Top 9.27 Mill UK Broadband Users as Openreach Connect 7.17 Mill to Fibre"},"content":{"rendered":"<p><a href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/britishtelecom\" rel=\"nofollow\" target=\"_blank\">BT<\/a> has today published their latest quarterly results (Q4 2016 calendar), which saw their retail broadband base grow by +83k to total 9,276,000 subscribers (up from +76k added in Q3) and <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/openreach\" target=\"_blank\">Openreach<\/a> report that 7,177,000 now take an <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/fttc\">FTTC<\/a>\/P based &#8220;<em>fibre broadband<\/em>&#8221; service via their UK network.<!--more--><\/p>\n<p>Generally the highlights for <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/britishtelecom\" rel=\"nofollow\" target=\"_blank\">BT<\/a> during the past few months have been the start (roll-out) of their huge new 300Mbps <strong><a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/gfast\">G.fast<\/a><\/strong> broadband pilot (<a href=\"http:\/\/www.ispreview.co.uk\/index.php\/2017\/01\/bt-openreach-start-pilot-330mbps-g-fast-broadband-138000-uk-premises.html\">here<\/a>) and of course <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/ofcom\" target=\"_blank\">Ofcom<\/a>&#8217;s announcement that it had been unable to reach a voluntary agreement over the future of <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/openreach\" target=\"_blank\">Openreach<\/a> (<a href=\"http:\/\/www.ispreview.co.uk\/index.php\/2016\/11\/ofcom-uk-forces-bt-adopt-legal-separation-openreach.html\">here<\/a>). Instead <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/ofcom\" target=\"_blank\">Ofcom<\/a> said it would force <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/britishtelecom\" rel=\"nofollow\" target=\"_blank\">BT<\/a> to adopt &#8220;<em>legal separation<\/em>&#8221; of their network access division, which they hope will improve competition and fairness in the market.<\/p>\n<p>Lest we forget that BT&#8217;s consumer ISP division has also been busy deploying the IPv6 Internet addressing standard (<a href=\"http:\/\/www.ispreview.co.uk\/index.php\/2016\/11\/bt-broadband-lines-now-support-ipv6-internet-addresses.html\">here<\/a>), which is now live across their network. However not all of their users have IPv6 enabled broadband routers and existing subscribers with the older <strong>HomeHub 4 \/ 5<\/strong> routers should be updated over the next few weeks\/months. The other recent change of note has been BT&#8217;s earlier than expected broadband price hike (<a href=\"http:\/\/www.ispreview.co.uk\/index.php\/2017\/01\/uk-isp-bt-raise-broadband-phone-tv-prices-2nd-april-2017.html\">here<\/a>).<\/p>\n<p>Elsewhere <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/openreach\" target=\"_blank\">Openreach<\/a> are continuing to roll-out &#8220;<em>fibre broadband<\/em>&#8221; (<a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/fttc\">FTTC<\/a>\/P) services across the United Kingdom, which covers over 26 million premises (mostly via their 40-80Mbps capable <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/fttc\">FTTC<\/a> \/ <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/vdsl\">VDSL2<\/a> technology) and by 2020 that will also include 2 million premises passed with 1Gbps capable <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/fttp\">FTTP<\/a>\/H (currently it&#8217;s 350,000+). The <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/gfast\">G.fast<\/a> roll-out will then add around 10 million premises to this by 2020, but that may largely overlap with existing FTTC.<\/p>\n<p>Otherwise BT\u2019s financial situation remains in good health, albeit with a few weaker areas. However this weeks <a href=\"http:\/\/www.ispreview.co.uk\/index.php\/2017\/01\/bt-group-shares-suffer-dramatic-fall-improper-italian-accounting.html\">Italian accounting scandal<\/a> has had an impact. Apparently total adjustments relating to the investigation of BT&#8217;s Italian business amount to \u00a3268m for prior year errors, for which they&#8217;ve revised prior periods, and a specific item charge of \u00a3245m for changes in accounting estimates (\u00a3145m in Q2 and \u00a3100m in Q3).<\/p>\n<blockquote><p><span style=\"color: #339966;\"><strong>Key Highlights from Today&#8217;s Quarterly Report<\/strong><\/span><br \/>\n* BT Groups\u2019 quarterly revenue hit \u00a36,128m (up from \u00a36,007m in Q3 2016)<br \/>\n* BT Group\u2019s reported profits before tax hit \u00a3526m (down from \u00a3671m)<br \/>\n* BT Group\u2019s net debt hit \u00a38,981m (down from \u00a39,567m)<br \/>\n* BT Wholesale\u2019s quarterly operating profit hit \u00a3135m (up from \u00a3129m)<br \/>\n* Openreach\u2019s quarterly operating profit hit \u00a3327m (up from \u00a3297m)<br \/>\n* Openreach\u2019s quarterly capital expenditure hit \u00a3409m (up from \u00a3357m)<\/p><\/blockquote>\n<p>We should also highlight the latest update with regards to BT&#8217;s capital expenditure and clawback \/ gainshare due to the Government&#8217;s <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/bduk\" target=\"_blank\">Broadband Delivery UK<\/a> roll-out programme, which confirms that \u00a3325m of public funding is now becoming available for reinvestment into future &#8220;<em>fibre<\/em>&#8221; expansion (up from \u00a3292m in Q3 2016). The figure is likely to rise further as FTTC\/P take-up improves (<a href=\"http:\/\/www.ispreview.co.uk\/index.php\/2016\/12\/uk-gov-confirm-442m-reinvestment-boost-superfast-broadband-cover.html\">see the Government&#8217;s recent announcement<\/a>).<\/p>\n<blockquote class=\"bq1\"><p><strong>Capital Expenditure and BDUK<br \/>\n<\/strong><\/p>\n<p>Our base-case assumption for take-up in BDUK areas remains at 33%. Under the terms of the BDUK programme, we have a potential obligation to either re-invest or repay grant funding depending on factors including the level of customer take-up achieved. While we have recognised gross grant funding of \u00a345m (Q3 2015\/16: \u00a385m) in line with network build in the quarter, we have also deferred \u00a334m (Q3 2015\/16: \u00a322m) of the total grant funding to reflect higher take-up levels on a number of contracts. To date we have deferred \u00a3325m.<\/p><\/blockquote>\n<p>Now let&#8217;s take a closer look at BT&#8217;s different divisions.<\/p>\n<h3><span style=\"color: #339966;\"><strong>BT Consumer \/ Retail<br \/>\n<\/strong><\/span><\/h3>\n<p>First we&#8217;ll examine how well BT&#8217;s own retail ISP business (sells broadband, phone, mobile and TV services directly to residential and business customers) has done over the past quarter. As usual the operator, which benefits from a strong level of advertising and consumer familiarity, appears to have delivered a good quarter for broadband and fibre growth. The <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/4g\">4G<\/a> customer base has also reached 18.2 million, which is well over half of their total mobile subs above.<\/p>\n<p>It&#8217;s worth pointing out that BT&#8217;s own subscribers still account for the lion&#8217;s share of &#8220;<em>fibre broadband<\/em>&#8221; (FTTC\/P) users on Openreach&#8217;s national network, but rivals are making an increasingly big dent (see below).<\/p>\n<h3><span style=\"color: #339966;\"><strong>Openreach &amp; Wholesale<\/strong><\/span><\/h3>\n<p>The results from Openreach tend to reflect the wider market, at least in respect to BT&#8217;s national network infrastructure and those independent ISPs that buy services over it (i.e. the total broadband and &#8220;<em>fibre<\/em>&#8221; lines below combine customers from both BT Consumer and many other ISPs that buy their lines from Openreach).<\/p>\n<p>Note: Unbundled (LLU) lines are mostly used by ISPs that have installed some of their own kit inside Openreach&#8217;s network in order to gain more control over their own products and services (e.g. <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/tt\" rel=\"nofollow\" target=\"_blank\">TalkTalk<\/a> and <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/bskyb\" rel=\"nofollow\" target=\"_blank\">Sky Broadband<\/a>). In other words, BT&#8217;s retail rivals (e.g. Sky, <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/tt\" rel=\"nofollow\" target=\"_blank\">TalkTalk<\/a>, <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/zen_internet\" target=\"_blank\">Zen Internet<\/a> etc.) accounted for +238K of the total quarterly increase (up from +224K in the previous quarter). We should also point out that the SMPF total above includes external fibre services on BT WLR (Wholesale Line Rental) lines.<\/p>\n<p>Separately, BTWholesale delivered a total of just 865,000 external broadband lines for other ISPs, which has fallen by -17,000 in the quarter (worse than the -3,000 in Q3).<\/p>\n<blockquote class=\"bq1\"><p><strong>Gavin Patterson, CEO of BT Group, said:<\/strong><\/p>\n<p>&#8220;The good progress we\u2019re making across most of the business has unfortunately been overshadowed by the results of our investigation into our Italian operations and our outlook. We\u2019ve undertaken extensive investigations into our Italian business, including an independent review by KPMG, and I am deeply disappointed with the unacceptable practices by some that we\u2019ve found. This has no place at BT, and it undermines the good work we\u2019re doing elsewhere in the Group. We are committed to ensuring the highest standards across the whole of BT.<\/p>\n<p>We face a more challenging outlook in the UK public sector and international corporate markets but we\u2019ve seen record growth at <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/eebroadband\" rel=\"nofollow\" target=\"_blank\">EE<\/a>, strong momentum in Consumer, and our highest ever fibre net connections in Openreach. Customer experience remains a top priority. EE is now answering 100 per cent of its customers\u2019 calls in the UK and Ireland. In Openreach, missed appointments have halved year on year. We\u2019ll continue to invest to ensure our service levels improve and that our customers see the benefit.<\/p>\n<p>We are pushing ahead with reforms at Openreach, particularly on governance and customer service and continue to believe an agreement can be reached with <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/ofcom\" target=\"_blank\">Ofcom<\/a> on its Digital Communications Review. We think these changes address Ofcom\u2019s concerns and can form the basis for a fair, proportionate and sustainable settlement.&#8221;<\/p><\/blockquote>\n<p>The year ahead will no doubt present plenty of challenges for BT, most notably via their on-going battle with Ofcom over the future of Openreach.
