{"id":13382,"date":"2017-05-11T08:01:05","date_gmt":"2017-05-11T07:01:05","guid":{"rendered":"http:\/\/www.ispreview.co.uk\/?p=13382"},"modified":"2017-07-03T16:41:48","modified_gmt":"2017-07-03T15:41:48","slug":"bt-reach-9-3-mill-broadband-subscribers-openreach-moot-large-scale-fttp","status":"publish","type":"post","link":"https:\/\/www.ispreview.co.uk\/index.php\/2017\/05\/bt-reach-9-3-mill-broadband-subscribers-openreach-moot-large-scale-fttp.html","title":{"rendered":"BT Reach 9.3 Mill UK Broadband Subs as Openreach Moot &#8220;large scale&#8221; FTTP"},"content":{"rendered":"<p>The <a class=\"shortlink shortlink-145\" href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/britishtelecom\" target=\"_blank\" rel=\"nofollow\" title=\"BT\">BT<\/a> Group has released their latest quarterly report (Q1 2017 calendar), which saw their retail broadband base reach a total of 9,276,000 subscribers (up by 29K vs 83K in Q4 2016) and <a class=\"shortlink shortlink-46 shortlink-chref\" href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/openreach\" target=\"_blank\" rel=\"\" title=\"openreach\" data-chref=\"https:\/\/www.openreach.co.uk\">Openreach<\/a> has begun a consultation on the &#8220;<em>potential benefits and costs of a large-scale <a class=\"shortlink shortlink-110 shortlink-chref\" href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/fttp\" target=\"_blank\" rel=\"\" title=\"fttp\" data-chref=\"https:\/\/www.ispreview.co.uk\/broadband_fibre_optic.php\">FTTP<\/a> deployment.<\/em>&#8220;<!--more--><\/p>\n<p>Aside from the lingering impact of <a class=\"shortlink shortlink-145\" href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/britishtelecom\" target=\"_blank\" rel=\"nofollow\" title=\"BT\">BT<\/a> Italy&#8217;s accounting scandal (<a href=\"http:\/\/www.ispreview.co.uk\/index.php\/2017\/01\/bt-group-shares-suffer-dramatic-fall-improper-italian-accounting.html\">here<\/a>), which has also resulted in boss <strong>Gavin Patterson<\/strong> losing out on hundreds of thousands of pounds from his bonus pot, most of the major developments during the first few months of 2017 have been related to their voluntary agreement with <a class=\"shortlink shortlink-133 shortlink-chref\" href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/ofcom\" target=\"_blank\" rel=\"\" title=\"ofcom\" data-chref=\"https:\/\/www.ofcom.org.uk\">Ofcom<\/a> over the future of <a class=\"shortlink shortlink-46 shortlink-chref\" href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/openreach\" target=\"_blank\" rel=\"\" title=\"openreach\" data-chref=\"https:\/\/www.openreach.co.uk\">Openreach<\/a> (<a href=\"http:\/\/www.ispreview.co.uk\/index.php\/2017\/03\/ofcom-bt-reach-voluntary-agreement-openreachs-uk-future.html\">here<\/a>). As part of that they&#8217;ve had to open up their cable ducts to rivals (<a href=\"http:\/\/www.ispreview.co.uk\/index.php\/2017\/04\/ofcom-proposals-make-bts-uk-cable-ducts-poles-accessible-rivals.html\">here<\/a>), assign an independent board to Openreach (<a href=\"http:\/\/www.ispreview.co.uk\/index.php\/2017\/02\/bt-openreach-polishes-independent-board-appointments.html\">here<\/a>) and will have to cut the price of their 40Mbps FTTC product (<a href=\"http:\/\/www.ispreview.co.uk\/index.php\/2017\/03\/ofcom-start-battle-price-bts-40mbps-uk-fibre-broadband-lines.html\">here<\/a>) etc.<\/p>\n<p>Elsewhere <a class=\"shortlink shortlink-133 shortlink-chref\" href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/ofcom\" target=\"_blank\" rel=\"\" title=\"ofcom\" data-chref=\"https:\/\/www.ofcom.org.uk\">Ofcom<\/a> hit BT with a fine of \u00a342 million after they cut compensation payments to other telecoms providers for late installs of high-speed business lines (<a href=\"http:\/\/www.ispreview.co.uk\/index.php\/2017\/03\/ofcom-slaps-bt-42-million-fine-delayed-uk-leased-line-installs.html\">here<\/a>). The regulator has also recommended that they cut the cost of their line rental service by &#8220;<em>at least<\/em>&#8221; \u00a35 per month for landline-only customers (<a href=\"http:\/\/www.ispreview.co.uk\/index.php\/2017\/02\/ofcom-forces-bt-cut-uk-standalone-line-rental-costs-least-5.html\">here<\/a>).<\/p>\n<p>Suffice to say that BT has recently taken a few hits, although they have managed to hold on to a big slice of premium sports TV content (<a href=\"http:\/\/www.ispreview.co.uk\/index.php\/2017\/03\/bt-sport-tv-spend-394m-per-year-uefa-champions-europa-league-footy.html\">here<\/a>) and continue to run some big special offers in order to attract new subscribers.<\/p>\n<p>Otherwise the big news today is that Openreach has announced two significant new consultations. The first will examine how best they can deliver on the Government&#8217;s proposed 10Mbps <strong>Universal Service Obligation<\/strong> (USO) for broadband connectivity, with <a href=\"http:\/\/www.ispreview.co.uk\/index.php\/2017\/02\/openreach-unveil-new-uk-locations-long-reach-vdsl-broadband-trial.html\">Long Reach VDSL<\/a> (LR-VDSL \/ FTTC) technology expected to play a role. The second will &#8220;<em>look at the potential benefits and costs of a large-scale <a class=\"shortlink shortlink-110 shortlink-chref\" href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/fttp\" target=\"_blank\" rel=\"\" title=\"fttp\" data-chref=\"https:\/\/www.ispreview.co.uk\/broadband_fibre_optic.php\">FTTP<\/a> [full fibre] deployment<\/em>.&#8221;<\/p>\n<p>At present BT&#8217;s roll-out of 1Gbps capable <strong>Fibre-to-the-Premise<\/strong> (FTTP) broadband technology is expected to reach 2 million premises by 2020, while their hybrid-fibre <strong><a class=\"shortlink shortlink-112 shortlink-chref\" href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/gfast\" target=\"_blank\" rel=\"\" title=\"g.fast\" data-chref=\"https:\/\/www.ispreview.co.uk\/broadband_cable.php\">G.fast<\/a><\/strong> solution will do 10 million premises by the same date and many more by 2025. However Openreach now hint that FTTP could also do 10 million.<\/p>\n<blockquote class=\"bq1\"><p><strong>Clive Selley, CEO of Openreach, said:<\/strong><\/p>\n<p>&#8220;With the right conditions we could make full fibre connections available to as many as 10 million homes and businesses by the mid-2020s, but we need to understand if there\u2019s sufficient demand to justify the roll-out, and support \u2013 across industry, Ofcom and government \u2013 for the enablers needed to build a viable business case.&#8221;<\/p><\/blockquote>\n<p>Ofcom, the EU and the Government all want to see more &#8220;<em>full fibre<\/em>&#8221; in Openreach&#8217;s future diet and so we could be about to see a change in their plans (we&#8217;d expect that this may primarily impact their urban coverage, perhaps swapping out some <a class=\"shortlink shortlink-112 shortlink-chref\" href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/gfast\" target=\"_blank\" rel=\"\" title=\"g.fast\" data-chref=\"https:\/\/www.ispreview.co.uk\/broadband_cable.php\">G.fast<\/a> for FTTP etc.). Openreach is currently in a scoping phase and anticipates launching a formal consultation in the <strong>summer<\/strong>.<\/p>\n<blockquote><p><span style=\"color: #339966;\"><strong>Key Highlights from Today&#8217;s Quarterly Report<\/strong><\/span><br \/>\n* BT Groups\u2019 quarterly revenue hit \u00a36,122m (down from \u00a36,128m in Q4 2016 calendar)<br \/>\n* BT Group\u2019s reported profits before tax hit \u00a3440m (down from \u00a3526m)<br \/>\n* BT Group\u2019s total net debt \u00a38,932m (down from \u00a38,981m)<br \/>\n* BT Wholesale\u2019s quarterly operating profit hit \u00a3141m (up from \u00a3135m)<br \/>\n* Openreach\u2019s quarterly operating profit hit \u00a3340m (up from \u00a3327m)<br \/>\n* Openreach\u2019s quarterly capital expenditure hit \u00a3470m (up from \u00a3409m)<\/p><\/blockquote>\n<p>As usual we&#8217;ll also highlight the latest update with regards to BT&#8217;s capital expenditure and clawback (gainshare) from the Government&#8217;s <a class=\"shortlink shortlink-66 shortlink-chref\" href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/bduk\" target=\"_blank\" rel=\"\" title=\"building digital uk\" data-chref=\"https:\/\/www.gov.uk\/guidance\/building-digital-uk\">Broadband Delivery UK<\/a> roll-out programme (i.e. public investment returned by BT due to high take-up of FTTC\/P in related areas), which reveals that \u00a3446m (up from \u00a3325m last quarter) of public funding may potentially become available for reinvestment into further UK coverage of &#8220;<em>fibre broadband<\/em>&#8221; services.<\/p>\n<p>Over the past few years BT has increased their take-up assumptions for &#8220;<em>fibre<\/em>&#8221; on a number of occasions, which is a good thing as it boosts clawback and helps to make the overall economic model for deployment more viable. Most recently we&#8217;ve also reported that this latest tweak is having a positive impact upon <strong>BT&#8217;s Community Fibre Partnerships<\/strong> (<a href=\"http:\/\/www.ispreview.co.uk\/index.php\/2017\/05\/bts-uk-community-fibre-broadband-partnerships-benefit-cost-drop.html\">here<\/a>), with many cost estimates being reduced.<\/p>\n<blockquote class=\"bq1\"><p><strong>Capital Expenditure and BDUK<\/strong><\/p>\n<p>Capital expenditure was \u00a31,022m (Q4 2015\/16: \u00a3760m). This consists of gross expenditure of \u00a3943m (Q4 2015\/16: \u00a3741m) which has been increased by net grant deferral of \u00a379m (Q4 2015\/16: \u00a319m) mainly relating to our activity on the <a class=\"shortlink shortlink-66 shortlink-chref\" href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/bduk\" target=\"_blank\" rel=\"\" title=\"building digital uk\" data-chref=\"https:\/\/www.gov.uk\/guidance\/building-digital-uk\">Broadband Delivery UK<\/a> (BDUK) programme.<\/p>\n<p>Our base-case assumption for take-up in BDUK areas has been increased to 39% following our review of the level of customer take-up. Under the terms of the BDUK programme, we have a potential obligation to either re-invest or repay grant funding depending on factors including the level of customer take-up achieved. While we have recognised gross grant funding of \u00a341m (Q4 2015\/16: \u00a360m) in line with network build in the quarter, we have also deferred \u00a3120m (Q4 2015\/16: \u00a379m) of the total grant funding to reflect higher take-up levels on a number of contracts. Similarly their <a class=\"shortlink shortlink-116 shortlink-chref\" href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/4g\" target=\"_blank\" rel=\"\" title=\"4g\" data-chref=\"https:\/\/www.ispreview.co.uk\/broadband_mobile.php\">4G<\/a> subscribers have grown from 18.2 million last quarter to 18.6 million now.<\/p>\n<p>Elsewhere their TV base took a dive, which is possibly attributed to their removal of legacy BT Vision set-top-box hardware (some subscribers may cancel rather than renew) and the recent price increases for BT Sport.<\/p>\n<p>The eagle eyed will notice that BT&#8217;s total broadband base hasn&#8217;t actually changed since last quarter, which is because they conducted a review of subscribers and this resulted in an adjustment of 29k, with another 26k being moved to BTWholesale and Ventures external broadband.<\/p>\n<h3><span style=\"color: #339966;\"><strong>Openreach &amp; Wholesale<\/strong><\/span><\/h3>\n<p>Openreach&#8217;s results reflect the wider market, at least in respect to BT&#8217;s national network infrastructure and those ISPs that buy services over it (i.e. the total broadband and &#8220;<em>fibre<\/em>&#8221; lines below combine customers from both BT&#8217;s own ISP and many other providers that buy their lines from Openreach). We should add that Openreach&#8217;s &#8220;<em>fibre<\/em>&#8221; network now covers <strong>26.5 million UK premises<\/strong>, with 500,000 via &#8220;<em>ultrafast<\/em>&#8221; (FTTP\/G.fast).<\/p>\n<p>Note: Unbundled (<a class=\"shortlink shortlink-108 shortlink-chref\" href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/llu\" target=\"_blank\" rel=\"\" title=\"llu\" data-chref=\"https:\/\/www.ispreview.co.uk\/jargon\/jargon_detail.php?LLU---Local-Loop-Unbundling-53\">LLU<\/a>) lines are mostly used by ISPs that have installed some of their own kit inside Openreach&#8217;s network in order to gain more control over their own products and services (e.g. <a class=\"shortlink shortlink-59\" href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/tt\" target=\"_blank\" rel=\"nofollow\" title=\"talktalk\">TalkTalk<\/a> and <a class=\"shortlink shortlink-86\" href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/bskyb\" target=\"_blank\" rel=\"nofollow\" title=\"Sky Broadband\">Sky Broadband<\/a>). The outcome means that BT&#8217;s retail rivals (e.g. <a class=\"shortlink shortlink-86\" href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/bskyb\" target=\"_blank\" rel=\"nofollow\" title=\"Sky Broadband\">Sky Broadband<\/a>, <a class=\"shortlink shortlink-59\" href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/tt\" target=\"_blank\" rel=\"nofollow\" title=\"talktalk\">TalkTalk<\/a>, <a class=\"shortlink shortlink-144 shortlink-chref\" href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/zen_internet\" target=\"_blank\" rel=\"\" title=\"zen internet\" data-chref=\"https:\/\/www.zen.co.uk\">Zen Internet<\/a> etc.) accounted for +309K of the total increase (up sharply from +238K in the previous quarter).<\/p>\n<p>Separately, BTWholesale delivered a total of just 886,000 external broadband lines for other ISPs, which has fallen by -5,000 in the quarter (better than the -17,000 in Q4 2016).<\/p>\n<blockquote class=\"bq1\"><p><strong>Gavin Patterson, CEO of BT Group, said:<\/strong><\/p>\n<p>&#8220;This has been a challenging year for BT. We\u2019ve faced headwinds in the UK public sector and international corporate markets and must learn from what we found in our Italian business. Openreach also received a fine from Ofcom after an investigation into historical Deemed Consent practices revealed it fell short of the high standards we expect. We take these issues extremely seriously and are putting in place new measures, controls and people to prevent them happening again. Learning from the challenges of this year will make BT a stronger company for the future.<\/p>\n<p>&#8230;<\/p>\n<p>We aspire to be the UK\u2019s digital champion. To achieve this, we\u2019re ready to invest in the UK\u2019s digital infrastructure, in continued improvements in our customer service, and in new technologies to further enhance customer experience. To that end, Openreach has today announced that it\u2019s consulting with customers and industry stakeholders on the business case that could support better rural broadband and a large scale Fibre-to-the-premises rollout across the UK.&#8221;<\/p><\/blockquote>\n<p>The tentative aspiration by BT to do more &#8220;<em>full fibre<\/em>&#8221; is most welcome, although there&#8217;s a clear hint in the report that this may require more direct support from the industry (i.e. TalkTalk, Sky Broadband etc.). At the same time Openreach will no doubt also want Ofcom and the Government to ensure that any such investment is protected against aggressive regulation, particularly since the payback period for FTTP can be very long.<\/p>\n<p>Overall BT has had a rough few months but they&#8217;re far from unhealthy and continue to hold a commanding position in the market.
