{"id":14322,"date":"2017-07-21T17:18:29","date_gmt":"2017-07-21T16:18:29","guid":{"rendered":"http:\/\/www.ispreview.co.uk\/?p=14322"},"modified":"2017-07-22T10:16:03","modified_gmt":"2017-07-22T09:16:03","slug":"trouble-bt-mp-grant-shapps-preps-cross-party-uk-broadband-report","status":"publish","type":"post","link":"https:\/\/www.ispreview.co.uk\/index.php\/2017\/07\/trouble-bt-mp-grant-shapps-preps-cross-party-uk-broadband-report.html","title":{"rendered":"Trouble for BT as MP Grant Shapps Preps Cross-Party UK Broadband Report"},"content":{"rendered":"<p>The cross-party <a href=\"http:\/\/www.britishinfrastructuregroup.uk\/\" target=\"_blank\" rel=\"noopener\">British Infrastructure Group<\/a> (BIG), which is led by <a href=\"http:\/\/www.shapps.com\/\" target=\"_blank\" rel=\"noopener\">Grant Shapps<\/a> (Conservative MP for Welwyn Hatfield), will next week publish their new Broadbad 2.0 report that is expected to highlight a number of problems with the state of broadband in the UK and call for improvements.<!--more--><\/p>\n<p>Shapps released his first <strong><a href=\"http:\/\/www.shapps.com\/wp-content\/uploads\/2016\/01\/Broadbad-FINAL.pdf\" target=\"_blank\" rel=\"noopener\">Broadbad 1.0<\/a><\/strong> report over a year ago (January 2016), which claimed to have identified &#8220;<em>large inconsistencies in service leading to millions of citizens and businesses experiencing slow or non-existent connections.<\/em>&#8221; In short, the report pinned most of the blame for this on <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/britishtelecom\" rel=\"nofollow\" target=\"_blank\">BT<\/a>.<\/p>\n<p>The original report warned that the United Kingdom&#8217;s broadband connectivity was being &#8220;<em>held back by systemic underinvestment stemming from the \u2018natural monopoly\u2019 of <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/britishtelecom\" rel=\"nofollow\" target=\"_blank\">BT<\/a> and <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/openreach\" target=\"_blank\">Openreach<\/a><\/em>&#8220;, which it claimed was &#8220;<em>stifling competition, hurting our constituents and in the process limiting Britain\u2019s business and economic potential<\/em>.&#8221;<\/p>\n<p>Suffice to say that Shapps supported calls for the full separation of <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/openreach\" target=\"_blank\">Openreach<\/a> from <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/britishtelecom\" rel=\"nofollow\" target=\"_blank\">BT<\/a>, although the operator itself responded by describing his recommendations as &#8220;<em>misleading and ill-judged<\/em>&#8221; (<a href=\"http:\/\/www.ispreview.co.uk\/index.php\/2016\/01\/bad-news-for-bt-as-121-cross-party-uk-mps-call-for-openreach-split.html\">here<\/a>). BT also pointed out that the coverage of &#8220;<em>superfast broadband<\/em>&#8221; (<strong>24Mbps+<\/strong>) connectivity in the UK is better than most EU countries (<a href=\"http:\/\/www.ispreview.co.uk\/index.php\/2017\/05\/2017-eu-broadband-progress-report-puts-uk-bottom-full-fibre-cover.html\">example<\/a>).<\/p>\n<p>Today around 92-93% of premises are within reach of a fixed line superfast broadband service but there&#8217;s still plenty of work left to do in order to reach the next target of 97% by 2020, with the final 3% expected to be catered for via a legally-binding 10Mbps <strong>Universal Service Obligation<\/strong> (USO); 10Mbps being the minimum speed, not a maximum. The USO may very well end up being funded by BT and <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/kcom\" rel=\"nofollow\" target=\"_blank\">KCOM<\/a> (<a href=\"http:\/\/www.ispreview.co.uk\/index.php\/2017\/07\/openreachs-bargaining-chip-pledge-fund-10mbps-broadband-uso.html\">here<\/a>).<\/p>\n<p>Since then <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/ofcom\" target=\"_blank\">Ofcom<\/a> and BT have reached a voluntary agreement over <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/openreach\" target=\"_blank\">Openreach<\/a>&#8217;s &#8220;<em>legal separation.<\/em>&#8221; The operator&#8217;s network access division is also being forced to comply with higher quality standards, as well as measures to open up more of their network to rivals and various other changes (<a href=\"http:\/\/www.ispreview.co.uk\/index.php\/2016\/02\/ofcom-confirm-no-openreach-split-bt-big-change-coming.html\">here<\/a>, <a href=\"http:\/\/www.ispreview.co.uk\/index.php\/2017\/03\/ofcom-bt-reach-voluntary-agreement-openreachs-uk-future.html\">here<\/a> and <a href=\"http:\/\/www.ispreview.co.uk\/index.php\/2017\/07\/ofcom-sets-will-monitor-openreachs-independence-bt.html\">here<\/a>).<\/p>\n<p>Separately Openreach are consulting on the possibility of deploying 1Gbps &#8220;<em>full fibre<\/em>&#8221; <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/fttp\">FTTP<\/a> broadband to cover 10 million premises by around 2025 (<a href=\"http:\/\/www.ispreview.co.uk\/index.php\/2017\/07\/openreach-start-consultation-plan-large-scale-fttp-full-fibre-rollout.html\">here<\/a>), which is a lot more than the 2 million currently planned for 2020. On top of that they also intend to deploy &#8216;up to&#8217; 330Mbps <strong><a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/gfast\">G.fast<\/a><\/strong> to 10 million premises by 2020. This is before we consider <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/vm\" rel=\"nofollow\" target=\"_blank\">Virgin Media<\/a>&#8217;s expansion to cover 60-65% of the UK and all the work being done by AltNets.<\/p>\n<p>In that sense it will be interesting to see whether tomorrow&#8217;s report paints a more optimistic picture of the future or instead focuses on criticising the current market, while possibly failing to set out a detailed model for solving some of the identified problems.<\/p>\n<p>Shapps is already on record as saying that more must be done to tackle those who are still stuck with slow broadband speeds, especially in rural areas.
