{"id":14417,"date":"2017-08-08T15:33:12","date_gmt":"2017-08-08T14:33:12","guid":{"rendered":"http:\/\/www.ispreview.co.uk\/?p=14417"},"modified":"2017-09-20T08:42:20","modified_gmt":"2017-09-20T07:42:20","slug":"scotland-fear-10mbps-broadband-uso-plan-may-extend-bts-monopoly","status":"publish","type":"post","link":"https:\/\/www.ispreview.co.uk\/index.php\/2017\/08\/scotland-fear-10mbps-broadband-uso-plan-may-extend-bts-monopoly.html","title":{"rendered":"Scotland Fear 10Mbps Broadband USO Plan May Extend BT&#8217;s &#8220;Monopoly&#8221;"},"content":{"rendered":"<p>The <a class=\"shortlink shortlink-142\" href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/scotgov\" target=\"_blank\" rel=\"\" title=\"Scottish Government\">Scottish Government<\/a> has issued a letter to the UK&#8217;s <a href=\"https:\/\/www.gov.uk\/government\/organisations\/department-for-culture-media-sport\" target=\"_blank\" rel=\"noopener\">Department for Digital<\/a> (DCMS) that warns against accepting <a class=\"shortlink shortlink-145\" href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/britishtelecom\" target=\"_blank\" rel=\"nofollow\" title=\"BT\">BT<\/a>&#8217;s proposed investment of up to \u00a3600m to deploy a new 10Mbps+ Universal Service Obligation for broadband, which they fear could extend <a class=\"shortlink shortlink-145\" href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/britishtelecom\" target=\"_blank\" rel=\"nofollow\" title=\"BT\">BT<\/a>&#8217;s &#8220;<em>monopoly position in rural areas<\/em>.&#8221;<!--more--><\/p>\n<p>At the end of last month BT proposed a voluntary plan to invest between \u00a3450m to \u00a3600m so as to ensure that everybody in the United Kingdom could access a minimum broadband download speed of 10 Megabits per second by the end of <strong>2020<\/strong> (<a href=\"http:\/\/www.ispreview.co.uk\/index.php\/2017\/07\/bt-gov-propose-600m-10mbps-broadband-universal-service-obligation.html\">here<\/a>). The UK Government gave the offer a warm welcome and said it would be considered as part of their consultation, although they also hinted that some aspects of BT&#8217;s offer needed more discussion.<\/p>\n<p>At present fixed line &#8220;<em>superfast broadband<\/em>&#8221; (<strong>24Mbps+<\/strong>) connections are already estimated to cover around 93%+ of UK homes and businesses and the Government&#8217;s <a class=\"shortlink shortlink-66 shortlink-chref\" href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/bduk\" target=\"_blank\" rel=\"\" title=\"building digital uk\" data-chref=\"https:\/\/www.gov.uk\/guidance\/building-digital-uk\">Broadband Delivery UK<\/a> project predicts that this could reach 97% by 2020, which leaves around 3% of premises in predominantly rural areas (plus some disadvantaged urban spots) to suffer from slow connectivity; this is where the USO will focus.<\/p>\n<p>Under BT&#8217;s plan their &#8220;<em>fibre broadband<\/em>&#8221; (<a class=\"shortlink shortlink-120 shortlink-chref\" href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/fttc\" target=\"_blank\" rel=\"\" title=\"fttc\" data-chref=\"https:\/\/www.ispreview.co.uk\/broadband_cable.php\">FTTC<\/a>\/<a class=\"shortlink shortlink-110 shortlink-chref\" href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/fttp\" target=\"_blank\" rel=\"\" title=\"fttp\" data-chref=\"https:\/\/www.ispreview.co.uk\/broadband_fibre_optic.php\">FTTP<\/a>) network would be extended to reach around 99% of premises, while the remaining 1% would be catered for via a mix of <a class=\"shortlink shortlink-119 shortlink-chref\" href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/satellite\" target=\"_blank\" rel=\"\" title=\"satellite\" data-chref=\"https:\/\/www.ispreview.co.uk\/broadband_satellite.php\">Satellite<\/a> (0.3%) and fixed wireless access based solutions.<\/p>\n<p>However the <a class=\"shortlink shortlink-142\" href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/scotgov\" target=\"_blank\" rel=\"\" title=\"Scottish Government\">Scottish Government<\/a> claims to be concerned about the impact on competition and alternative network providers&#8217;, which is partly because they&#8217;re currently in the middle of their own work to develop the <strong>R100<\/strong> programme. This aims to &#8220;<em>extend superfast broadband [30Mbps+] access to all<\/em>&#8221; by 2021 (<a href=\"http:\/\/www.ispreview.co.uk\/index.php\/2017\/06\/scotland-celebrates-90-coverage-superfast-broadband-achievement.html\">here<\/a>), although their ambitious target has yet to be supported by a detailed plan or solid info. on funding.<\/p>\n<blockquote class=\"bq1\"><p><strong>Fergus Ewing, Scotland&#8217;s Rural Economy Secretary, said:<\/strong><\/p>\n<p>&#8220;The emerging USO proposal risks undermining that engagement by apparently concluding that it will not be commercially viable for any provider other than BT to deliver in white areas.<\/p>\n<p>What has emerged as a result risks entrenching, even extending, BT&#8217;s monopoly position in rural areas and could deter alternative suppliers from bidding for R100 contracts.<\/p>\n<p>That would be a hugely negative outcome and one that would serve to undermine and frustrate the Scottish government&#8217;s digital ambitions.&#8221;<\/p><\/blockquote>\n<p>The concern has some merit, particularly with ISPs like <a class=\"shortlink shortlink-40\" href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/gigaclear\" target=\"_blank\" rel=\"nofollow\" title=\"gigaclear\">Gigaclear<\/a> and <a class=\"shortlink shortlink-3 shortlink-chref\" href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/truespeed\" target=\"_blank\" rel=\"nofollow\" title=\"truespeed\" data-chref=\"https:\/\/www.truespeed.com\">TrueSpeed<\/a> now piling big chunks of private investment towards bringing &#8220;<em>full fibre<\/em>&#8221; broadband networks to rural areas. On the other hand the Scottish Government seem to overlook that BT&#8217;s proposal would be private investment, not public. A related consultation by <a class=\"shortlink shortlink-133 shortlink-chref\" href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/ofcom\" target=\"_blank\" rel=\"\" title=\"ofcom\" data-chref=\"https:\/\/www.ofcom.org.uk\">Ofcom<\/a> also found that no other suppliers (excluding <a class=\"shortlink shortlink-69\" href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/kcom\" target=\"_blank\" rel=\"nofollow\" title=\"kcom\">KCOM<\/a> in Hull) wanted to take on the legal and financial responsibility of a USO.<\/p>\n<p>Similarly some community network projects in Scotland have recently indicated to ISPreview.co.uk that the proposed R100 programme is also causing problems (<a href=\"http:\/\/www.ispreview.co.uk\/index.php\/2017\/07\/hie-opens-review-community-broadband-scotland-funding-scheme.html\">example<\/a>), with some sources of public investment opting to wait and see what the Scottish Government has planned. Similar echoes of uncertainty also surrounded BDUK&#8217;s early plans, before the contracts were signed and coverage identified.<\/p>\n<p>Meanwhile for BT it&#8217;s fast becoming a case of damned if you do, damned if you don&#8217;t. BT would perhaps be quietly happy if the public sector decided to pick up the tab and \/ or handed responsibility to other operators.
