{"id":14455,"date":"2017-08-14T10:04:57","date_gmt":"2017-08-14T09:04:57","guid":{"rendered":"http:\/\/www.ispreview.co.uk\/?p=14455"},"modified":"2017-08-15T10:01:55","modified_gmt":"2017-08-15T09:01:55","slug":"first-utility-calls-regulation-tackle-broadband-discounts-notices","status":"publish","type":"post","link":"https:\/\/www.ispreview.co.uk\/index.php\/2017\/08\/first-utility-calls-regulation-tackle-broadband-discounts-notices.html","title":{"rendered":"UPD First Utility Calls on Ofcom to Tackle Broadband Discounts and Notices"},"content":{"rendered":"<p>Energy provider First Utility, which recently entered the United Kingdom&#8217;s crowded internet and telecoms sector, has called on <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/ofcom\" target=\"_blank\">Ofcom<\/a> to introduce new regulation that would force broadband ISPs to give customers plenty of warning when their initial service discounts and contracts are coming to an end.<!--more--><\/p>\n<p>In fairness many providers already give their customers some notice, although experiences do vary. On top of that some ISPs aren&#8217;t especially clear about their post-contract pricing when you sign-up and this can result in an unwelcome surprise further down the road.<\/p>\n<p>We had hoped that the <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/asa\" target=\"_blank\">Advertising Standards Authority<\/a> (ASA) might tackle that last point when they changed how adverts for broadband services were priced in October 2016 (<a href=\"http:\/\/www.ispreview.co.uk\/index.php\/2016\/10\/uk-isps-adopt-single-price-broadband-line-rental.html\">here<\/a>) but alas their mandate didn&#8217;t stretch far enough.<\/p>\n<blockquote class=\"bq1\"><p><strong>Ed Kamm, First Utility&#8217;s Commercial Boss, said (<a href=\"http:\/\/www.cityam.com\/270172\/teaser-rate-level-playing-field-between-broadband-and\" target=\"_blank\" rel=\"noopener\">City A.M.<\/a>):<\/strong><\/p>\n<p>&#8220;The parallels between the energy and telecoms markets are striking, with large swathes of households paying far too much for both services.&#8221;<\/p><\/blockquote>\n<p>By comparison UK energy providers are required to notify their customers some 49 days before the end of a fixed term contract and from that point onwards the customer should be able to switch provider without incurring any penalty (exit fees etc.). Mr Kamm believes that broadband ISPs are &#8220;<em>lagging behind<\/em>&#8221; by failing to adopt a similar degree of flexibility.<\/p>\n<p><a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/ofcom\" target=\"_blank\">Ofcom<\/a> are already known to be looking at making some improvements in this area (<a href=\"http:\/\/www.ispreview.co.uk\/index.php\/2017\/07\/ofcom-scrap-easier-switching-openreach-kcom-virgin-media-sky.html\">here<\/a>) and the regulator has promised to give us their thoughts sometime today. Meanwhile First Utility claims that the average difference between teaser rates and out of contract rates is \u00a3113 a year.<\/p>\n<p>As a result the provider believes that 72% of all homes with broadband are paying more than they need and only 10% of broadband bill payers could recall having been alerted to their new rates.<\/p>\n<p><strong>UPDATE 3:58pm<\/strong><\/p>\n<p><a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/ofcom\" target=\"_blank\">Ofcom<\/a> has now provided us with a comment.<\/p>\n<blockquote class=\"bq1\"><p><strong>An Ofcom Spokesperson told ISPreview.co.uk:<\/strong><\/p>\n<p>&#8220;Consumers should have access to all the information they need to be able to choose the deal that works best for them.
