{"id":14907,"date":"2018-04-05T00:01:33","date_gmt":"2018-04-04T23:01:33","guid":{"rendered":"https:\/\/www.ispreview.co.uk\/?p=14907"},"modified":"2019-08-30T14:58:12","modified_gmt":"2019-08-30T13:58:12","slug":"building-uk-summary-fttp-broadband-rollouts-investment","status":"publish","type":"post","link":"https:\/\/www.ispreview.co.uk\/index.php\/2018\/04\/building-uk-summary-fttp-broadband-rollouts-investment.html","title":{"rendered":"Who is Building &#8211; UK Summary of Full Fibre Broadband Plans and Investment UPDATE18"},"content":{"rendered":"<p>The past 24 months have been awash with announcements about &#8220;<em>full fibre<\/em>&#8221; (<a class=\"shortlink shortlink-110 shortlink-chref\" href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/fttp\" target=\"_blank\" rel=\"\" title=\"fttp\" data-chref=\"https:\/\/www.ispreview.co.uk\/broadband_fibre_optic.php\">FTTP<\/a>\/H) broadband network builds across the United Kingdom, which can sometimes make it a little bit difficult to keep track of all the developments (nice problem to have). So here&#8217;s a quick summary of the key plans.<!--more--><\/p>\n<p>Most of the major ISPs and network operators, including <a class=\"shortlink shortlink-46 shortlink-chref\" href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/openreach\" target=\"_blank\" rel=\"\" title=\"openreach\" data-chref=\"https:\/\/www.openreach.co.uk\">Openreach<\/a> (<a class=\"shortlink shortlink-145\" href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/britishtelecom\" target=\"_blank\" rel=\"nofollow\" title=\"BT\">BT<\/a>), now appear to agree that pure fibre optic (&#8220;<em>full fibre<\/em>&#8220;) broadband cables are the way forward for fixed line connectivity. These <strong>Fibre-to-the-Premises<\/strong> \/ <strong>Home<\/strong> (<a class=\"shortlink shortlink-110 shortlink-chref\" href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/fttp\" target=\"_blank\" rel=\"\" title=\"fttp\" data-chref=\"https:\/\/www.ispreview.co.uk\/broadband_fibre_optic.php\">FTTP<\/a>\/H) networks transmit their data using laser light, which mercifully doesn&#8217;t suffer from the same reliability or performance problems as older copper lines.<\/p>\n<p>On top of that FTTP\/H networks can carry a ridiculous amount of data down even a single optical fibre (multi-Gigabit and possibly even Terabits in the distant future), which should mean that there&#8217;s plenty of capacity available for when we need it. But a combination of issues with market regulation, competition, high deployment costs and the slow pace of rollout can still make it very difficult to do.<\/p>\n<p>In fact until very recently there had been precious little FTTP\/H progress in the UK, but it was almost a very different story. Back in 2009 <a class=\"shortlink shortlink-145\" href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/britishtelecom\" target=\"_blank\" rel=\"nofollow\" title=\"BT\">BT<\/a> had initially pledged to deliver FTTP services to 2.5 million UK premises, although a combination of problems (e.g. it took far too long to install) meant that their aspiration was put on ice and by the end of 2012 the UK only had around 100,000 premises passed.<\/p>\n<p>At around the same time as BT seemed to be scaling back, others were diving head long towards a full fibre future. Smaller players like <a class=\"shortlink shortlink-48\" href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/hyperopticfibre\" target=\"_blank\" rel=\"nofollow\" title=\"hyperoptic\">Hyperoptic<\/a>, IFNL (GTC \/ BU-UK) and <a class=\"shortlink shortlink-49 shortlink-chref\" href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/b4rn\" target=\"_blank\" rel=\"\" title=\"Broadband 4 the Rural North\" data-chref=\"https:\/\/b4rn.org.uk\">B4RN<\/a> sprang up, while others like <a class=\"shortlink shortlink-40\" href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/gigaclear\" target=\"_blank\" rel=\"nofollow\" title=\"gigaclear\">Gigaclear<\/a> and <a class=\"shortlink shortlink-71 shortlink-chref\" href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/cityfibre\" target=\"_blank\" rel=\"\" title=\"cityfibre\" data-chref=\"https:\/\/www.cityfibre.com\">Cityfibre<\/a> would soon follow. Many of these new alternative networks (altnets) had very different deployment models and weren&#8217;t burdened by the same regulation as <a class=\"shortlink shortlink-46 shortlink-chref\" href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/openreach\" target=\"_blank\" rel=\"\" title=\"openreach\" data-chref=\"https:\/\/www.openreach.co.uk\">Openreach<\/a>, but they all shared a desire to capitalise on BT&#8217;s hesitation<\/p>\n<p>Since then the market has continued to change, with many rules being relaxed and new investment flooding in. At the same time new deployment methods (narrow trenching, overhead fibre etc.) have also helped to bring the cost down further and we&#8217;ve seen both Openreach (BT) and <a class=\"shortlink shortlink-65\" href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/vm\" target=\"_blank\" rel=\"nofollow\" title=\"virgin media\">Virgin Media<\/a> set healthy rollout plans. The Government has also stepped in with new investment and a business rates holiday (<a href=\"https:\/\/www.ispreview.co.uk\/index.php\/2017\/03\/uk-budget-2017-5g-200m-full-fibre-broadband-menu.html\">here<\/a>).<\/p>\n<p>Last year ISPreview.co.uk estimated that around 1.1 million UK premises had access to FTTP\/H and this figure seems set for a meteoric rise (<a href=\"https:\/\/www.ispreview.co.uk\/index.php\/2017\/09\/ultrafast-fibre-optic-fttp-broadband-networks-cover-1-1-million-uk-premises.html\">here<\/a>). So here&#8217;s a quick summary of the progress so far from each of the main operators, although there are quite a few smaller projects that we don&#8217;t have enough data to include. Where possible we&#8217;ll also try to cover investment figures.<\/p>\n<h3><span style=\"color: #339966;\"><strong>* Openreach<\/strong><\/span><\/h3>\n<p>After somewhat sitting out the first round, Openreach announced in May 2016 that they intend to rollout FTTP to 2 million UK premises by the end of 2020 (<a href=\"https:\/\/www.ispreview.co.uk\/index.php\/2016\/05\/bt-pledge-2-million-uk-premises-get-1gbps-ultrafast-fttp-broadband.html\">here<\/a>). Most of this initial deployment would focus on catering for new build home developments and businesses. Sadly getting a clear costing for this expansion isn&#8217;t easy, although some estimates suggest that it would probably cost somewhere around \u00a31bn.<\/p>\n<p>In 2018 the operator went much further by proposing a hypothetical scenario where they could conduct a &#8220;<em>large-scale<\/em>&#8221; rollout to 10 million premises by around 2025 (<a href=\"https:\/\/www.ispreview.co.uk\/index.php\/2017\/07\/openreach-start-consultation-plan-large-scale-fttp-full-fibre-rollout.html\">here<\/a>), which they say would cost \u00a3300-600 per premises passed (total of between \u00a33bn to \u00a36bn); plus \u00a3175 \u2013 \u00a3200 to connect. This is roughly in keeping with their current deployment and would largely target the low hanging fruit of urban areas.<\/p>\n<p>At present 10 million premises is still just an aspiration and one that Openreach argues would require co-investment support from ISPs, as well as favourable regulatory conditions in order to make the risk worthwhile. But Openreach&#8217;s game of hard ball risks leaving them vulnerable to the rise of competitors, who often require no such concessions and don&#8217;t suffer from the same enforced regulatory baggage or the presence of an ageing copper network.<\/p>\n<p>Standing still by relying on hybrid fibre upgrades, such as <a class=\"shortlink shortlink-112 shortlink-chref\" href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/gfast\" target=\"_blank\" rel=\"\" title=\"g.fast\" data-chref=\"https:\/\/www.ispreview.co.uk\/broadband_cable.php\">G.fast<\/a>, is perhaps not the best long-term strategy. However we suspect that they will win some, if not all, of their desired concessions, although finding a co-investment partner in this market of frequent disputes and alternative models could be difficult.<\/p>\n<p>At present we understand that Openreach has around 631,000 premises passed and they have been aiming to hit 650,000 by the end of March 2018 (<a href=\"https:\/\/www.ispreview.co.uk\/index.php\/2017\/10\/bt-update-uk-progress-g-fast-fttp-broadband-21cn-qube-engineers.html\">here<\/a>). Most recently they&#8217;ve also ramped-up their FTTP plan by aiming to reach 3 million premises with FTTP by the same date of 2020 (<a href=\"https:\/\/www.ispreview.co.uk\/index.php\/2018\/02\/openreach-aim-fttp-broadband-3-million-premises-8-uk-cities.html\">here<\/a>), which points to the start of a serious long-term commitment.<\/p>\n<p><strong>UPDATE 9th May 2019<\/strong><\/p>\n<p>After reducing their rollout plan for <a class=\"shortlink shortlink-112 shortlink-chref\" href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/gfast\" target=\"_blank\" rel=\"\" title=\"g.fast\" data-chref=\"https:\/\/www.ispreview.co.uk\/broadband_cable.php\">G.fast<\/a> last year, Openreach has now ramped-up their FTTP plans by aiming for 4 million premises by March 2021 and then 15 million by around 2025 (<a href=\"https:\/\/www.ispreview.co.uk\/index.php\/2019\/05\/openreach-aim-for-15-million-uk-fttp-broadband-premises-by-2025.html\">here<\/a>). Openreach said they continue to deliver FTTP at the &#8220;<em>lower end<\/em>&#8221; of its <strong>\u00a3300 &#8211; \u00a3400 per premises passed<\/strong> cost range and believes that it can &#8220;<em>pass around 50% of UK premises within this range of costs<\/em>&#8220;.<\/p>\n<p>The 15 million target remains an ambition and Openreach said they first want to see support for wayleaves and business rates relief on fibre.<\/p>\n<h3><span style=\"color: #339966;\"><strong>* <a class=\"shortlink shortlink-65\" href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/vm\" target=\"_blank\" rel=\"nofollow\" title=\"virgin media\">Virgin Media<\/a><\/strong><\/span><\/h3>\n<p>The vast majority of Virgin Media&#8217;s network, which serves over half of the UK (mostly urban areas), is based on a Hybrid Fibre Coax (HFC) cable network that uses EuroDOCSIS technology. The nature of this network means they&#8217;re already able to deliver &#8220;<em>ultrafast broadband<\/em>&#8221; (100Mbps+) speeds and have been doing so for several years, with performance likely to reach into Gigabit territory once they upgrade to DOCSIS 3.1.<\/p>\n<p>However Virgin Media has also moved to keep pace with Openreach and as a result their current network expansion aims to reach 2 million premises with FTTP by the end of 2019 (<a href=\"https:\/\/www.ispreview.co.uk\/index.php\/2016\/11\/virgin-media-boosts-fttp-rollout-tops-4-87-million-broadband-users.html\">here<\/a>), although recent hiccups with their rollout progress have cast some doubt over their ability to meet this target (<a href=\"https:\/\/www.ispreview.co.uk\/index.php\/2017\/03\/virgin-media-admits-overstating-uk-cable-network-expansion-progress.html\">here<\/a>) and we think the original target of 2020 may now be more viable.<\/p>\n<p>Meanwhile their HFC network is also being expanded to reach another 2 million premises by the same date and the total cost for all this (<strong>Project Lightning<\/strong>) has been pegged at about \u00a33bn (i.e. 4 million extra premises via HFC\/FTTP). Once complete their network should be able to cover around 60-65% of UK premises but there are now doubts about whether the 4 million goal will ever be hit (<a href=\"https:\/\/www.ispreview.co.uk\/index.php\/2018\/08\/virgin-media-uk-not-planning-to-speed-up-cable-network-expansion.html\">here<\/a>).<\/p>\n<h3><span style=\"color: #339966;\"><strong>* <a class=\"shortlink shortlink-48\" href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/hyperopticfibre\" target=\"_blank\" rel=\"nofollow\" title=\"hyperoptic\">Hyperoptic<\/a><\/strong><\/span><\/h3>\n<p>The team behind Hyperoptic know a thing or two about building a new ISP from the ground up, after all they already did it successfully once before with BE Unlimited (BE Broadband), before <a class=\"shortlink shortlink-68\" href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/o2uk\" target=\"_blank\" rel=\"nofollow\" title=\"o2\">O2<\/a> acquired the provider and later sold that business on to Sky (<a class=\"shortlink shortlink-86\" href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/bskyb\" target=\"_blank\" rel=\"nofollow\" title=\"Sky Broadband\">Sky Broadband<\/a>). Happily the same team came back to build a unique fibre optic focused start-up and they did so at a time when few others would even dare.<\/p>\n<p>The ISP was able to succeed by finding a strong niche that focused on connecting their <strong>Fibre-to-the-Building <\/strong>(FTTB\/P) network to larger residential (i.e. Multi-Dwelling Units with at least 50 units) and office blocks in dense urban areas (cheaper to serve), with the first going live around central London. Since then they\u2019ve also expanded into many new cities, as well as some large social housing and new build home developments.<\/p>\n<p>Under this approach the ISP&#8217;s network has already covered 500,000 homes (up from just 35,000 in Feb 2014) and this is being followed by an &#8220;<em>ambitious plan<\/em>&#8221; to cover 2 million urban premises by 2021 <del>2022<\/del> and then 5 million by 2024 <del>2025<\/del>.<\/p>\n<p>In terms of funding, Hyperoptic has been supported by investment in the form of \u00a350m from Quantum Strategic Partners, a \u00a321m eight year loan from the European Investment Bank and they recently secured \u00a3100m from a consortium of four major European banks (BNP Paribas, ING, RBS and Dutch investment bank NIBC). Plus in August 2018 they managed to complete a debt raise of \u00a3250m (<a href=\"https:\/\/www.ispreview.co.uk\/index.php\/2018\/08\/250m-raise-funds-hyperoptics-1gbps-fttp-for-2-million-uk-premises.html\">here<\/a>), which should get them to 2m premises.<\/p>\n<p><strong>UPDATE 7th Nov 2018:<\/strong> The ISP has increased their overall investment pot to nearly \u00a3500m thanks to a significant equity raise with the investment arm of the Government of Abu Dhabi (Mubadala Investment Company), which has also enabled them to bring their deployment targets forward by a full year (<a href=\"https:\/\/www.ispreview.co.uk\/index.php\/2018\/11\/hyperoptic-get-500m-to-bring-forward-1gbps-uk-broadband-rollout.html\">details<\/a>).<\/p>\n<h3><span style=\"color: #339966;\"><strong>* <a class=\"shortlink shortlink-71 shortlink-chref\" href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/cityfibre\" target=\"_blank\" rel=\"\" title=\"cityfibre\" data-chref=\"https:\/\/www.cityfibre.com\">Cityfibre<\/a> (inc. <a class=\"shortlink shortlink-90\" href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/vodafoneuk\" target=\"_blank\" rel=\"nofollow\" title=\"vodafone\">Vodafone<\/a>, <a class=\"shortlink shortlink-59\" href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/tt\" target=\"_blank\" rel=\"nofollow\" title=\"talktalk\">TalkTalk<\/a> and <a class=\"shortlink shortlink-86\" href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/bskyb\" target=\"_blank\" rel=\"nofollow\" title=\"Sky Broadband\">Sky Broadband<\/a>)<br \/>\n<\/strong><\/span><\/h3>\n<p>Until recently Cityfibre was primarily focused upon deploying their FTTP network, using a demand-led model, to serve businesses and public sector sites in 50 large UK towns and cities. The exception has been a legacy FTTH network in Bournemouth (c.20,000 homes) and a city-wide joint venture with <a class=\"shortlink shortlink-59\" href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/tt\" target=\"_blank\" rel=\"nofollow\" title=\"talktalk\">TalkTalk<\/a> (Sky Broadband use to invest in this too) to rollout across York (aiming for 54,000 homes by 2020; currently at c.14,000).<\/p>\n<p>However they recently announced a deal with <a class=\"shortlink shortlink-90\" href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/vodafoneuk\" target=\"_blank\" rel=\"nofollow\" title=\"vodafone\">Vodafone<\/a> to rollout a 1Gbps capable Fibre-to-the-Home (FTTH) broadband network to a &#8220;<em>minimum<\/em>&#8221; of 1 million homes in 12 of their existing cities and towns by around 2021, with the &#8220;<em>potential to extend<\/em>&#8221; this to up to 5 million (in many of their 50 towns and cities) by 2025 (<a href=\"https:\/\/www.ispreview.co.uk\/index.php\/2017\/11\/vodafone-cityfibre-target-gigabit-broadband-5-million-uk-premises.html\">here<\/a> and <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/2018\/01\/cityfibre-vodafone-name-first-uk-city-1gbps-home-broadband.html\">here<\/a>). This is expected to cost about \u00a3350 to \u00a3480 per home passed (excluding the customer connection).<\/p>\n<p>Continued on page 2..<\/p>\n<p><!--nextpage--><\/p>\n<p>The history of Cityfibre makes it difficult to pin down how much investment is involved with their past, present and future ventures, although they did recently raise another \u00a3201.8 million from the private sector (<a href=\"https:\/\/www.ispreview.co.uk\/index.php\/2017\/07\/cityfibre-raise-185m-prep-ftth-broadband-homes-5-10-uk-cities.html\">here<\/a>). This is on top of the \u00a3180m raised 2-3 years ago (<a href=\"https:\/\/www.ispreview.co.uk\/index.php\/2015\/12\/cityfibre-secure-gbp180m-financing-and-grabs-kcoms-uk-network-assets.html\">here<\/a>) and at that point they had attracted an overall total of c.\u00a3250m; a big chunk of this was used to acquire <a class=\"shortlink shortlink-69\" href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/kcom\" target=\"_blank\" rel=\"nofollow\" title=\"kcom\">KCOM<\/a>&#8217;s UK fibre assets (excluding Hull).<\/p>\n<p>The company itself is valued at under \u00a3400m and it&#8217;s widely expected that the first 1 million premises in their project with Vodafone will cost around \u00a3500m to achieve (Cityfibre says they&#8217;ve got enough investment for this). So far Cityfibre has confirmed that Milton Keynes (<a href=\"https:\/\/www.ispreview.co.uk\/index.php\/2018\/01\/cityfibre-vodafone-name-first-uk-city-1gbps-home-broadband.html\">\u00a340m<\/a>), Aberdeen (<a href=\"https:\/\/www.ispreview.co.uk\/index.php\/2018\/02\/cityfibre-vodafone-target-aberdeen-1gbps-home-broadband.html\">\u00a340m<\/a>) and Peterborough (<a href=\"https:\/\/www.ispreview.co.uk\/index.php\/2018\/03\/vodafone-and-cityfibre-target-peterborough-for-1gbps-ftth-broadband.html\">\u00a330m+<\/a>) will be among the first to benefit.<\/p>\n<p><strong>UPDATE 24th October 2018:<\/strong><\/p>\n<p>Cityfibre&#8217;s backers have agreed to establish a new \u00a32.5bn fund, which will be used to help them deploy FTTH\/P to cover 5 million premises in 37 UK cities and towns by the end of 2024 (<a href=\"https:\/\/www.ispreview.co.uk\/index.php\/2018\/10\/cityfibre-get-2-5bn-to-build-ftth-broadband-to-5-million-uk-homes.html\">details<\/a>).<\/p>\n<h3><span style=\"color: #339966;\"><strong>* TalkTalk \/ FibreNation<br \/>\n<\/strong><\/span><\/h3>\n<p>We&#8217;ve already touched on TalkTalk once above, which reflects their joint deployment with Cityfibre in York. Since then the ISP has also announced the creation of a separate company with the infrastructure equity investment arm of M&amp;G Prudential, InfraCapital (<a href=\"https:\/\/www.ispreview.co.uk\/index.php\/2018\/02\/isp-talktalk-propose-full-fibre-broadband-3-million-uk-premises.html\">here<\/a>).<\/p>\n<p>Under this deal TalkTalk and InfraCapital will aim to provide 1Gbps ultrafast FTTH\/P broadband to more than 3 million premises in mid-sized UK towns and cities. The new company would be 20% owned by TalkTalk and 80% by Infracapital, which is expected to involve a potential equity investment of up to \u00a3500m (enabling total investment of c.\u00a31.5bn);\u00a0InfraCapital contributing \u00a3400m and TalkTalk \u00a3100m.<\/p>\n<p>At present the details are somewhat thin on the ground but TalkTalk said they would be a &#8220;<em>founding wholesale customer of the new company, providing a minimum volume commitment<\/em>&#8221; (i.e. the anchor tenant), which suggests that other operators may eventually become involved.<\/p>\n<p>The proposed investment is currently very tentative and the fact that the new company will also take on c.\u00a31bn in debt could make some people nervous, although nobody ever said that building new &#8220;<em>full fibre<\/em>&#8221; networks was easy, quick or cheap. At the time of writing no roll-out plan or completion dates have been confirmed and an as yet unnamed new company is also due to be setup around the venture.<\/p>\n<p><strong>UPDATE 22nd November 2018<\/strong><\/p>\n<p>TalkTalk&#8217;s deal with Infracapital appears to have stalled due to a dispute over the valuation for their FTTH deployment in York (<a href=\"https:\/\/www.ispreview.co.uk\/index.php\/2018\/11\/talktalk-unveil-uk-ftth-rollout-plan-as-broadband-users-top-4-23m.html\">here<\/a>). In the meantime the ISP has said they will continue hunting for a partner to support their <strong>Fibre Nation<\/strong> project, which despite the setback will now initially aim to reach 60,000 premises in Harrogate, Knaresborough and Ripon over the next 12-18 months.<\/p>\n<h3><span style=\"color: #339966;\"><strong>* <a class=\"shortlink shortlink-40\" href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/gigaclear\" target=\"_blank\" rel=\"nofollow\" title=\"gigaclear\">Gigaclear<\/a><\/strong><\/span><\/h3>\n<p>Not many 1Gbps capable FTTH providers would build their network with the intention of targeting expensive rural areas but that&#8217;s precisely what Gigaclear have done. After starting small the operator has grown significantly by managing to attract a lot of private investment. As a result their &#8220;<em>full fibre<\/em>&#8221; network can now reach around c.65,000 premises across 22 counties in England.<\/p>\n<p>In May 2017 the operator also posted their latest financial results to the end of 2016, which revealed that they had net assets of \u00a350.1 million, cash of \u00a320.8 million and property, plant and equipment worth \u00a353.2 million. At about the same time they also secured \u00a3111m of additional private investment (<a href=\"https:\/\/www.ispreview.co.uk\/index.php\/2017\/05\/gigaclear-raise-111m-1gbps-rural-broadband-150000-uk-premises.html\">here<\/a>) and have since won a number of the Government&#8217;s state aid supported <a class=\"shortlink shortlink-66 shortlink-chref\" href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/bduk\" target=\"_blank\" rel=\"\" title=\"building digital uk\" data-chref=\"https:\/\/www.gov.uk\/guidance\/building-digital-uk\">Broadband Delivery UK<\/a> contracts.<\/p>\n<p>The providers progress has not gone unnoticed and earlier this year the <a href=\"http:\/\/www.mandg.co.uk\/\" target=\"_blank\" rel=\"noopener noreferrer\">M&amp;G Investment Management<\/a> fund made its move to purchase the ISP for <strong>\u00a3270 million<\/strong> (<a href=\"https:\/\/www.ispreview.co.uk\/index.php\/2018\/03\/infrastructure-fund-set-buy-uk-rural-fibre-isp-gigaclear-270m.html\">here<\/a>), which was backed by the provider\u2019s largest shareholder Infracapital (43.2% holding). The latter is also supporting TalkTalk&#8217;s \u00a33bn plan to make FTTP\/H available to 3 million UK premises (<a href=\"https:\/\/www.ispreview.co.uk\/index.php\/2018\/02\/isp-talktalk-propose-full-fibre-broadband-3-million-uk-premises.html\">here<\/a>).<\/p>\n<p>Going forward Gigaclear&#8217;s ambition is to reach 350,000 premises in rural areas (mostly England) by the end of 2021, then possibly 500,000 by 2022 and they seem likely to go much further in the future. However they did suffer some big deployment delays in 2018\/19 due to resource and management problems, which could impact this (<a href=\"https:\/\/www.ispreview.co.uk\/index.php\/2019\/06\/rural-isp-gigaclear-ends-2018-with-93000-full-fibre-uk-premises.html\">here<\/a>).<\/p>\n<h3><span style=\"color: #339966;\"><strong>* <a class=\"shortlink shortlink-3 shortlink-chref\" href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/truespeed\" target=\"_blank\" rel=\"nofollow\" title=\"truespeed\" data-chref=\"https:\/\/www.truespeed.com\">Truespeed<\/a> Communications<\/strong><\/span><\/h3>\n<p><a class=\"shortlink shortlink-3 shortlink-chref\" href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/truespeed\" target=\"_blank\" rel=\"nofollow\" title=\"truespeed\" data-chref=\"https:\/\/www.truespeed.com\">Truespeed<\/a> are a fairly young provider and have only recently entered the market by starting to deploy a new FTTH\/P network into rural parts of South West England (e.g. South East Somerset). Despite this they recently sprang a surprise by successfully attracting a huge investment of \u00a375 million from Aviva Investors to help expand their network (<a href=\"https:\/\/www.ispreview.co.uk\/index.php\/2017\/07\/truespeed-get-75m-investment-extend-fttp-broadband-south-west.html\">here<\/a>).<\/p>\n<p>The operator indicates that, over the next few years, it has an aspiration to reach 75,000 premises in the region by 2021 and this is likely to attract some extra support from the Government&#8217;s new investment initiatives.On top of that they believe that it could be possible to cover 200,000 premises by 2025.<\/p>\n<p>Suffice to say that most people may not have heard about Truespeed today, but tomorrow could be a different story, provided you live in the South West.<\/p>\n<h3><strong><span style=\"color: #339966;\">* Community Fibre<\/span><\/strong><\/h3>\n<p>London is already home to a number of FTTH providers, such as Hyperoptic, and now we can added Community Fibre to that list. The operator is currently rolling out their FTTH network to 150,000 council homes across the boroughs of Southwark (54,000), Wandsworth (35,000), Hammersmith and Fulham (17,000), Westminster (9,000), Genesis Housing (33,000), Richmond (9,000) and the City of London (2,800).<\/p>\n<p>As part of that they recently secured \u00a311.3 million of private equity investment from RPMI Railpen and existing shareholders (<a href=\"https:\/\/www.ispreview.co.uk\/index.php\/2017\/07\/london-isp-community-fibre-secure-11m-expand-full-fibre-broadband.html\">here<\/a>), which should help to get them started on their long-term aspiration to cover 500,000 premises in the city by 2022. Over the shorter term Community Fibre hopes to complete the build of around 50,000+ properties across London by the end of 2018.<\/p>\n<p><strong>UPDATE 23rd April 2018:<\/strong> CF has just secured another \u00a325m, with \u00a318m coming from the UK government supported National Digital Infrastructure Fund (NDIF) and a further \u00a37m being provided via existing investor Railpen (<a href=\"https:\/\/www.ispreview.co.uk\/index.php\/2018\/04\/london-ftth-broadband-isp-community-fibre-raises-extra-25m.html\">here<\/a>).<\/p>\n<p><strong>UPDATE 24th October 2018:<\/strong> CF have said they&#8217;re working toward an aspiration of covering more than 1 million UK premises with 10Gbps capable broadband by 2025 (or 2024).<\/p>\n<p><strong>UPDATE 16th July 2019:<\/strong> CF have raised an additional \u00a350m (total investment now \u00a390m) from RPMI and Amber Infrastructure (<a href=\"https:\/\/www.ispreview.co.uk\/index.php\/2019\/07\/london-isp-community-fibre-raise-50m-to-extend-ftth-broadband.html\">here<\/a>) and are &#8220;<em>on track<\/em>&#8221; with their plans to pass 500,000 premises (currently 70,000 premises passed and aiming for 100,000 by the end of 2019).<\/p>\n<h3><strong><span style=\"color: #339966;\">* <a class=\"shortlink shortlink-69\" href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/kcom\" target=\"_blank\" rel=\"nofollow\" title=\"kcom\">KCOM<\/a><\/span><\/strong><\/h3>\n<p>KCOM are the incumbent operator for Hull in the East Riding area of Yorkshire and for the past few years their \u00a385 million &#8220;<em>Lightstream<\/em>&#8221; project has predominantly been deploying a 1Gbps capable FTTP broadband network to local homes and businesses. At the end of 2017 they had managed to reach c.150,000 premises and that leaves about 25% of their network left to complete.<\/p>\n<p>At this rate KCOM will probably be one of the first incumbent UK operators to switch off their old copper line network and move entirely to FTTP (<a href=\"https:\/\/www.ispreview.co.uk\/index.php\/2017\/06\/kcom-hull-uk-ponders-first-switch-off-copper-phone-lines.html\">here<\/a>). We expect the operator to continue rolling out their FTTP network (this also features a small amount of slower FTTC) until they have covered their entire network (c.200,000 premises) by March 2019 (<a href=\"https:\/\/www.ispreview.co.uk\/index.php\/2017\/11\/kcom-unveil-85m-lightstream-broadband-rollout-100-hull-uk.html\">here<\/a>).<\/p>\n<p>On completion the final network will reflect 96% coverage of FTTP &#8220;<em>full fibre<\/em>&#8220;, while the remaining 4% will be on slower FTTC.<\/p>\n<h3><strong><span style=\"color: #339966;\">* <a class=\"shortlink shortlink-2 shortlink-chref\" href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/wightfibre\" target=\"_blank\" rel=\"\" title=\"WightFibre\" data-chref=\"https:\/\/www.ispreview.co.uk\/isp_list\/ISP_Detail_Ultrafast_Broadband.php?WightFibre-222\">WightFibre<\/a><\/span><\/strong><\/h3>\n<p>On the Isle of Wight (South Coast of Hampshire, England) you don&#8217;t get a lot of choice when it comes to alternative network providers, although Wight Fibre has been offering a 152Mbps capable Hybrid Fibre Coax (HFC) cable network like Virgin Media&#8217;s for several years.<\/p>\n<p>However this is about to change because the provider has unveiled a \u00a335m plan to deploy a new &#8220;<em>full fibre<\/em>&#8221; (FTTH) ultrafast broadband network to cover 53,000 of the 61,000 homes on the island by the end of 2022 (<a href=\"https:\/\/www.ispreview.co.uk\/index.php\/2017\/11\/wightfibre-prep-full-fibre-broadband-53000-homes-isle-wight.html\">here<\/a>), which has now begun (<a href=\"https:\/\/www.ispreview.co.uk\/index.php\/2018\/09\/wightfibre-updates-on-fttp-roll-out-plan-for-the-uk-isle-of-wight.html\">here<\/a>). Speeds of up to 1Gbps are expect and the new network should provide strong competition for Openreach&#8217;s slower FTTC service.<\/p>\n<h3><span style=\"color: #339966;\"><strong>* Open Fibre Networks Ltd. (<\/strong><\/span><strong><a href=\"http:\/\/www.gtc-uk.co.uk\/\" target=\"_blank\" rel=\"noopener noreferrer\">GTC<\/a><\/strong><span style=\"color: #339966;\"><strong> \/ <\/strong><\/span><strong><a href=\"http:\/\/www.bu-uk.co.uk\/group-structure\" target=\"_blank\" rel=\"noopener noreferrer\">Brookfield Utilities UK Group<\/a><\/strong><span style=\"color: #339966;\"><strong>)<\/strong><\/span><\/h3>\n<p>Most people probably haven&#8217;t heard of OFNL (formerly IFNL), which is despite the fact that they&#8217;ve been around since 2008. One of the reasons for that is because they tend to focus on connecting new build home developments and usually supply their services via partner ISPs (e.g. <a href=\"http:\/\/www.ispreview.co.uk\/isp_list\/ISP_Detail_Superfast_Broadband.php?Seethelight-251\">Seethelight<\/a>, <a href=\"http:\/\/www.vfast.co.uk\/ftth\" target=\"_blank\" rel=\"noopener noreferrer\">VFast<\/a>, <a href=\"http:\/\/www.ispreview.co.uk\/index.php\/go\/directsavetelecom\" target=\"_new\" rel=\"noopener noreferrer\">Direct Save Telecom<\/a>, <a href=\"http:\/\/www.loveyourbroadband.co.uk\/\" target=\"_blank\" rel=\"noopener noreferrer\">Love Your Broadband<\/a> and <a href=\"http:\/\/www.purebroadband.net\" target=\"_blank\" rel=\"noopener noreferrer\">Pure Broadband<\/a>).<\/p>\n<p>Unfortunately it&#8217;s very difficult to extract any solid information about investment and coverage from the team behind OFNL, although we believe that they have several tens of thousands of premises passed (anything from 20,000 to 40,000). Customers can generally order broadband speeds of up to 300Mbps over this network, although the capability to reach Gigabit speeds does exist.<\/p>\n<h3><span style=\"color: #339966;\"><strong>* <a class=\"shortlink shortlink-49 shortlink-chref\" href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/b4rn\" target=\"_blank\" rel=\"\" title=\"Broadband 4 the Rural North\" data-chref=\"https:\/\/b4rn.org.uk\">B4RN<\/a><\/strong><\/span><\/h3>\n<p>Granted B4RN (Broadband for the Rural North) are a significantly smaller project than those mentioned above, but we&#8217;re including them here because of their rapid growth and unique community deployment model. The provider&#8217;s 1Gbps FTTH network is special because it has been constructed with the help of tireless volunteers from local communities across their patch, which is often done in exchange for shares instead of cash.<\/p>\n<p>B4RN&#8217;s community focused deployment also encourages a high level of take-up (averaging around 60-70%) and this has seen their network expand from Lancashire and into parts of Cumbria, Yorkshire, Suffolk and Norfolk (covering approx. 2000Km2). Back in Nov 2017 they had around 3,800 premises connected to their network and are achieving approximately 150 connections a month, with a forecast to reach over 5,000 by summer 2018.<\/p>\n<p>The company is almost entirely community funded with c.1,700 shareholders now holding a total of \u00a34.5 million in shares with an additional \u00a32.5 million+ loaned to the company from the community (build costs average about \u00a3700\/property). We can&#8217;t easily give a premises passed total for B4RN as their deployment model is too dynamic and conducted on-request from locals.<\/p>\n<h3><span style=\"color: #339966;\"><strong>* <a class=\"shortlink shortlink-17 shortlink-chref\" href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/warwicknet\" target=\"_blank\" rel=\"\" title=\"warwicknet\" data-chref=\"https:\/\/www.warwicknet.com\">WarwickNet<\/a><\/strong><\/span><\/h3>\n<p>Admittedly <a href=\"http:\/\/www.warwicknet.com\" target=\"_new\" rel=\"noopener noreferrer\">WarwickNet<\/a> (<a href=\"http:\/\/www.cablecomnetworking.co.uk\" target=\"_blank\" rel=\"noopener noreferrer\">CableCom<\/a>) are more of a business provider and so don&#8217;t quite fit in with the more consumer focused deployments that we&#8217;ve touched on above. Instead they&#8217;ve tended to focus on providing their own ultrafast broadband network to SMEs located in 400 business and science parks, which are often situated a distance away from urban towns \/ cities and have been historically neglected by other providers.<\/p>\n<p>Nevertheless the ISP has so far deployed the FTTP side of their network to cover 50,000 UK premises via a total of over 1,400km worth of fibre optic cable, mostly around Coventry and Warwickshire. The provider&#8217;s medium-term aspiration is to reach 200,000 premises by the end of 2020. Sadly we don&#8217;t have any details on their investment levels.<\/p>\n<h3><strong><span style=\"color: #339966;\">* <a class=\"shortlink shortlink-187\" href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/trooli\" target=\"_blank\" rel=\"nofollow\" title=\"Trooli Broadband ISP\">Trooli<\/a> (Call Flow Solutions)<\/span><br \/>\n<\/strong><\/h3>\n<p>Perhaps one of the youngest ISPs on this list is <a href=\"http:\/\/trooli.com\/\" target=\"_blank\" rel=\"noopener noreferrer\">Trooli<\/a>, which was established in June 2018 by the more familiar company of Call Flow Solutions (<a href=\"https:\/\/www.ispreview.co.uk\/index.php\/2018\/06\/new-full-fibre-broadband-isp-trooli-starts-uk-deployment-in-kent.html\">here<\/a>). We don&#8217;t currently have any solid details about their private investment levels but they&#8217;ve already started deploying a new Gigabit capable Fibre-to-the-Premises (FTTP) based ultrafast broadband network to homes and businesses in parts of rural Kent (England).<\/p>\n<p>The commercial and rural focus puts them in a similar category to TrueSpeed and Gigaclear, since very few commercial &#8220;<em>full fibre<\/em>&#8221; providers have dared to tackle the economic challenge of catering for rural areas. At present <a class=\"shortlink shortlink-187\" href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/trooli\" target=\"_blank\" rel=\"nofollow\" title=\"Trooli Broadband ISP\">Trooli<\/a> has completed deployments to two rural towns (<strong>5,000 premises+<\/strong>) including <strong>Paddock Wood<\/strong> and <strong>King&#8217;s Hill<\/strong> (West Malling).<\/p>\n<p>Enough investment has also been secured to reach a further 10 towns over the next 12 months (by mid-2019), which the provider predicts will expand their coverage by a further <strong>26,000 premises<\/strong> (they\u2019ll also double their headcount over the same period). Locals can access speeds of up to 1000Mbps and the network is also one of the first in the UK to harness ADTRAN&#8217;s 10Gbps FTTP equipment (<strong>XGSPON<\/strong>).<\/p>\n<p><strong>UPDATE 5th June 2019<\/strong><\/p>\n<p>Trooli has secured funding of around \u00a326.6m (\u20ac30m) from European investors and are now aiming to reach 500,000 premises by around the end of 2024 (<a href=\"https:\/\/www.ispreview.co.uk\/index.php\/2019\/06\/isp-trooli-secures-nearly-27m-for-uk-full-fibre-broadband-rollout.html\">here<\/a>).<\/p>\n<h3><strong><span style=\"color: #339966;\">* County Broadband<\/span><br \/>\n<\/strong><\/h3>\n<p>The chances are good that you won&#8217;t have heard about <a href=\"https:\/\/www.countybroadband.co.uk\/\" target=\"_blank\" rel=\"noopener noreferrer\">County Broadband<\/a> before, which is partly because until recently they only deployed fixed wireless broadband services to rural communities in isolated parts of Essex, Suffolk and Cambridgeshire (England). But last year they piloted a new 1Gbps FTTH network in the village of Broughton (<a href=\"https:\/\/www.ispreview.co.uk\/index.php\/2017\/07\/county-broadband-bring-1gbps-fttp-network-rural-homes-broughton.html\">here<\/a>) and they&#8217;ve recently secured \u00a346m from Aviva Investors to go even further (<a href=\"https:\/\/www.ispreview.co.uk\/index.php\/2018\/07\/uk-isp-county-broadband-raise-46m-to-build-ftth-in-east-england.html\">here<\/a>).<\/p>\n<p>At this stage the details are very limited, although the plan appears to involve expanding their new &#8220;<em>full fibre<\/em>&#8221; network to help reach 30,000 premises across poorly served parts in the East of England.<\/p>\n<h3><strong><span style=\"color: #339966;\">* G.Networks<\/span><br \/>\n<\/strong><\/h3>\n<p>A new ISP called <a href=\"https:\/\/www.g.network\/\" target=\"_blank\" rel=\"noopener noreferrer\">G.Networks<\/a> has sprung up over the past two years and they&#8217;re already aiming to reach <strong>120,000 premises<\/strong> (residents and businesses) in London with a 1Gbps capable Fibre-to-the-Premises (FTTP) broadband network (<a href=\"https:\/\/www.ispreview.co.uk\/index.php\/2018\/11\/60m-for-g-networks-build-of-1gbps-broadband-to-120000-in-london.html\">details here<\/a>).<\/p>\n<p>The provider has initially attracted \u00a34.6m of private investment from Albion Capital in 2017 and toward the end of 2018 they gained a big boost after Cube Infrastructure Managers (Cube IM) agreed to put \u00a360m into the project. The provider&#8217;s first roll-out is expected to focus on <strong>Westminster<\/strong> and the <strong>City of London<\/strong> areas.<\/p>\n<h3><strong><span style=\"color: #339966;\">* <a class=\"shortlink shortlink-193\" href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/toob\" target=\"_blank\" rel=\"\" title=\"toob broadband\"><a class=\"shortlink shortlink-249\" href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/toob\" target=\"_blank\" rel=\"nofollow\" title=\"toob broadband\">toob<\/a><\/a><\/span><br \/>\n<\/strong><\/h3>\n<p>This is a new Portsmouth-based ISP called <a href=\"http:\/\/toob.co.uk\/\" target=\"_blank\" rel=\"noopener noreferrer\">toob<\/a>, which has been established by several of Vodafone&#8217;s former directors and plans to roll-out a 900Mbps capable Fibre-to-the-Home (FTTH) broadband network to <strong>100,000 premises<\/strong> by the end of 2021 (<a href=\"https:\/\/www.ispreview.co.uk\/index.php\/2019\/02\/new-isp-toob-planning-uk-full-fibre-gigabit-broadband-network.html\">here<\/a>). On top of that they have an ambition to reach 1 million UK premises within the next 10 years.<\/p>\n<p>One other thing that makes <a class=\"shortlink shortlink-193\" href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/toob\" target=\"_blank\" rel=\"\" title=\"toob broadband\"><a class=\"shortlink shortlink-249\" href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/toob\" target=\"_blank\" rel=\"nofollow\" title=\"toob broadband\">toob<\/a><\/a> different is that they&#8217;ve already managed to secure an investment of \u00a375m from the Amber Infrastructure backed National Digital Infrastructure Fund (<a href=\"https:\/\/www.ispreview.co.uk\/index.php\/2019\/03\/full-fibre-isp-start-up-toob-secure-75m-investment-for-uk-rollout.html\">here<\/a>), which is surprising given that at the time of writing they&#8217;ve yet to lay any optical fibre. Nevertheless they hope to have their first customers connected by the end of 2019 and Southampton will be the first to benefit (<a href=\"https:\/\/www.ispreview.co.uk\/index.php\/2019\/05\/isp-toob-to-rollout-1gbps-ftth-broadband-across-southampton-uk.html\">here<\/a>).<\/p>\n<h3><strong><span style=\"color: #339966;\">* <a class=\"shortlink shortlink-155\" href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/zzoomm\" target=\"_blank\" rel=\"nofollow\" title=\"Zzoomm Full Fibre Broadband\">Zzoomm<\/a><\/span><br \/>\n<\/strong><\/h3>\n<p>The former CEO of Gigaclear, <strong>Matthew Hare<\/strong>, has invested \u00a31m of his own money to establish a new ISP called <a href=\"http:\/\/www.zzoomm.com\/\" target=\"_blank\" rel=\"noopener noreferrer\">Zzoomm<\/a> that aspires to cover <strong>1 million homes<\/strong> with 10Gbps capable Fibre-to-the-Premises (FTTP) technology by the end of 2024 (<a href=\"https:\/\/www.ispreview.co.uk\/index.php\/2019\/02\/gigaclear-founder-creates-new-uk-city-fttp-broadband-isp-zzoomm.html\">here<\/a>). However they&#8217;ll need hundreds of millions of pounds to deliver on that and are still in the process of securing investment partners.<\/p>\n<p>The ISP intends to target the more commercially viable and lucrative urban areas, specifically smaller cities (e.g. Hastings, Amersham, Weymouth and Huntingdon) and the suburbs of larger cities (e.g. London and Birmingham).<\/p>\n<h3><strong><span style=\"color: #339966;\">* Exascale<\/span><br \/>\n<\/strong><\/h3>\n<p>A new 1Gbps full fibre network is being built by Exascale in Telford (Shropshire), which is expected to cover several thousand premises and make use of Openreach&#8217;s existing cable ducts and telegraph poles (<a href=\"https:\/\/www.ispreview.co.uk\/index.php\/2019\/08\/isp-exascale-start-building-own-fttp-broadband-network-in-telford.html\">here<\/a>).<\/p>\n<div class=\"bq2\"><strong>NOTE:<\/strong> The above list isn&#8217;t exhaustive and there are other ISPs (<a class=\"shortlink shortlink-141 shortlink-chref\" href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/wessexinternet\" target=\"_blank\" rel=\"\" title=\"wessex internet\" data-chref=\"https:\/\/www.wessexinternet.com\">Wessex Internet<\/a>, Jurassic Fibre, <a class=\"shortlink shortlink-168\" href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/fibrus\" target=\"_blank\" rel=\"nofollow\" title=\"Fibrus broadband\">Fibrus<\/a>, Grain, VXFIBRE, F&amp;W Networks, BitStreme, County Broadband, Telcom and Optic Networks etc.) where we don&#8217;t yet have enough information about their premises passed, future plans or investment total to include.<\/div>\n<h3><strong><span style=\"color: #339966;\">Conclusion<\/span><\/strong><\/h3>\n<p>Last year the Government set a target to achieve 10 million premises passed with &#8220;<em>full fibre<\/em>&#8221; (FTTH\/P) by the end of <strong>2022<\/strong> and, given recent announcements, this now looks feasible. In May 2018 this was raised to aim for 15 million premises by <strong>2025<\/strong> (<a href=\"https:\/\/www.ispreview.co.uk\/index.php\/2018\/05\/chancellor-targets-full-fibre-for-majority-of-uk-premises-by-2025.html\">here<\/a>), with an vague aspiration to &#8220;<em>deliver a nationwide full-fibre to the premises network<\/em>&#8221; by <strong>2033<\/strong> (this will need masses of public funding and may not hold as government&#8217;s change).<\/p>\n<p>Much of this coverage will come from the major operators like Openreach and Virgin Media, although it&#8217;s clear that alternative network providers, particularly Cityfibre (+partners), Vodafone, TalkTalk and Hyperoptic, are set to make a similarly big impact.<\/p>\n<p>Lest we forget the many other small FTTH\/P operators in the market, such as <a class=\"shortlink shortlink-39 shortlink-chref\" href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/ask4\" target=\"_blank\" rel=\"\" title=\"ask4\" data-chref=\"https:\/\/www.ask4.com\">Ask4<\/a>, Fibre Options, <a class=\"shortlink shortlink-18 shortlink-chref\" href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/itstechnology\" target=\"_blank\" rel=\"\" title=\"its technology\" data-chref=\"https:\/\/www.itstechnologygroup.com\">ITS Technology<\/a>, Relish (Keycom buildings), Vision Fibre Media, Call Flow Solutions, Cybermoor and Grain Connect etc. Sadly we don&#8217;t have any concrete data (premises passed, financial investment, coverage targets etc.) for most of those but the majority seem to be growing and could become much more significant in the future.<\/p>\n<p>One downside is that nearly all of this new coverage will be in dense urban areas. The reason for that is because FTTH\/P is both hugely expensive and incredibly slow to deploy, thus a universal rollout must be measured over a couple of decades rather than a few short years and needs to fish from a large pool of potential customers. The advantage is that once the network has been installed then it can easily be upgraded in the future to deliver even faster speeds. Maintenance costs will also be lower, assuming incumbent operators are allowed to remove their old copper networks.<\/p>\n<p>Dare we also say that the market for FTTP\/H is actually starting to become quite crowded, at least it might be in the future once some of the proposed deployments have grown a bit of serious scale (at present some of the plans still only exist as press releases). On top of that there&#8217;s a question mark around the level of potential overbuild between projects and how much the above commitments will actually deliver in terms of overall coverage.<\/p>\n<p>Certainly we&#8217;d hope that the ISPs will try to minimise incidents of multiple overlapping fibre optic networks, which could also create an ugly civil engineering situation for locals (i.e. pavements being repeatedly dug up) and might not be the most efficient use of such investment. Suffice to say that we wouldn\u2019t be surprised to see some consolidation in the market once these networks expand.<\/p>\n<p>Crucially what the market really needs right now is a bit of stability, so that private investment and competition are given a chance to grow their networks.
