{"id":1567,"date":"2012-10-04T01:38:02","date_gmt":"2012-10-04T00:38:02","guid":{"rendered":"http:\/\/www.ispreview.co.uk\/?p=1567"},"modified":"2012-09-27T09:06:12","modified_gmt":"2012-09-27T08:06:12","slug":"new-rule-stops-uk-isps-separating-line-rental-cost-from-broadband-prices","status":"publish","type":"post","link":"https:\/\/www.ispreview.co.uk\/index.php\/2012\/10\/new-rule-stops-uk-isps-separating-line-rental-cost-from-broadband-prices.html","title":{"rendered":"New Rule Stops UK ISPs Separating Line Rental Cost from Broadband Prices"},"content":{"rendered":"<p>The UK <a class=\"shortlink shortlink-125 shortlink-chref\" href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/asa\" target=\"_blank\" rel=\"\" title=\"advertising standards authority\" data-chref=\"https:\/\/www.asa.org.uk\">Advertising Standards Authority<\/a> (ASA) will from today officially begin <strong>enforcing a new rule<\/strong> that requires ISPs to ensure that the cost of any compulsory <strong>phone line rental<\/strong> service is &#8220;<em>stated sufficiently prominently<\/em>&#8221; alongside adverts for related broadband bundles.<\/p>\n<p><!--more--><\/p>\n<p>The new policy was <a href=\"http:\/\/www.ispreview.co.uk\/index.php\/2012\/07\/asa-uk-advert-ban-stops-isps-excluding-line-rental-from-broadband-prices.html\" target=\"_blank\">first announced in July 2012<\/a> after the ASA ruled that it was &#8220;<em>misleading<\/em>&#8221; for <a class=\"shortlink shortlink-65\" href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/vm\" target=\"_blank\" rel=\"nofollow\" title=\"virgin media\">Virgin Media<\/a> to only state the cost of its broadband service (note: at the time this was priced at just \u00a35 a month) when the related bundle also required a compulsory charge for <strong>Virgin Phone Line Rental<\/strong> (\u00a313.90 extra per month).<\/p>\n<p>The move represents <strong>good news for consumers<\/strong>\u00a0because some broadband providers have recently taken to raising the price of their phone service, which often either isn\u2019t clearly stated or instead reduced to small print, in order to make their internet access component look cheaper. In reality the total cost of both\u00a0frequently presents a very different picture.<\/p>\n<blockquote class=\"bq1\"><p><strong>An ASA Statement said:<\/strong><\/p>\n<p>&#8220;<em>We understood that some consumers purchased line rental as a separate standalone service, for receiving incoming calls only, and therefore considered that line rental had a value associated with it in its own right, for which some consumers would generally expect to pay. On that basis, we considered that line rental was a non-optional, conditional service, as opposed to a charge with no intrinsic value which &#8230; did not need to be included in the overall price.<\/em><\/p>\n<p><em>However, because line rental had some of the characteristics of a charge, we considered it was particularly important that its cost was stated sufficiently prominently.<\/em>&#8220;<\/p><\/blockquote>\n<p>As you might expect the ruling has clear implications for most Internet Service Providers, which were originally given until today (<strong>4th October 2012<\/strong>) to &#8220;<em>bring their marketing communications in to line with the requirements of the adjudication<\/em>&#8220;.
