{"id":16054,"date":"2018-05-08T16:37:41","date_gmt":"2018-05-08T15:37:41","guid":{"rendered":"https:\/\/www.ispreview.co.uk\/?p=16054"},"modified":"2018-05-08T16:44:17","modified_gmt":"2018-05-08T15:44:17","slug":"isp-utility-warehouse-adopt-average-advertised-broadband-speeds","status":"publish","type":"post","link":"https:\/\/www.ispreview.co.uk\/index.php\/2018\/05\/isp-utility-warehouse-adopt-average-advertised-broadband-speeds.html","title":{"rendered":"ISP Utility Warehouse Adopt Average Advertised Broadband Speeds"},"content":{"rendered":"<p>While updating our <a href=\"https:\/\/www.ispreview.co.uk\/list.shtml\">database of around 200 UK ISPs<\/a> today we noticed that the <a href=\"https:\/\/www.utilitywarehouse.co.uk\" target=\"_blank\" rel=\"noopener\">Utility Warehouse<\/a> had just joined <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/bskyb\" rel=\"nofollow\" target=\"_blank\">Sky Broadband<\/a> and the Post Office by adopting average advertised broadband download speeds, which sit alongside their old &#8216;<em>up to<\/em>&#8216; (fastest 10% of customers) figures.<!--more--><\/p>\n<p>At present most ISPs tend to promote headline speeds using the &#8220;<em>up to<\/em>&#8221; prefix, which requires that advertised speeds should be achievable by at least 10% of their customers (i.e. the fastest 10% on a specific connection). This only applies to generally advertised speeds (i.e. those shown to everybody on a public website or in print) and is separate to the personal speed estimate that many providers offer after you start the order process.<\/p>\n<p>However, the above rule is due to end on <strong>23rd May 2018<\/strong>, when the <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/asa\" target=\"_blank\">Advertising Standards Authority<\/a> (ASA) adopts a new guideline that effectively requires all broadband providers to start promoting &#8220;<em>average speeds<\/em>&#8220;. This will reflect a median measured at peak time (8pm to 10pm) on their public packages (<a href=\"https:\/\/www.ispreview.co.uk\/index.php\/2017\/11\/asa-forces-uk-broadband-isps-advertise-average-peak-time-speeds.html\">here<\/a>).<\/p>\n<p>So far less than a handful of ISPs have adopted the new guidelines and today they&#8217;ve been joined by UW. Much like Sky, UW has decided to retain their old &#8216;<em>up to<\/em>&#8216; speeds and add the new measure of average performance alongside.<\/p>\n<p>We expect each provider on <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/openreach\" target=\"_blank\">Openreach<\/a>&#8217;s network to have a slightly different average for the same connection technologies, which is due to the variable balance of customers with different line capabilities (e.g. some ISPs may have more subscribers with faster <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/fttc\">FTTC<\/a> lines than others). This appears to show below as the figures are a little bit different from the same plans on the PO and Sky.<\/p>\n<blockquote><p><span style=\"color: #339966;\"><strong>Utility Warehouse Advertised Speeds<\/strong><\/span><\/p>\n<p><strong>STANDARD BROADBAND (ADSL2+)<\/strong><br \/>\n11Mbps average download speed<br \/>\n16Mbps top download speed<\/p>\n<p><strong>ULTRA FIBRE BROADBAND (<a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/fttc\">FTTC<\/a> \/ <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/vdsl\">VDSL2<\/a>)<\/strong><br \/>\n35Mbps average download speed<br \/>\n38Mbps top download speed<\/p>\n<p><strong>ULTRA+ FIBRE BROADBAND (<a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/fttc\">FTTC<\/a> \/ <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/vdsl\">VDSL2<\/a>)<\/strong><br \/>\n63Mbps average download speed<br \/>\n76Mbps top download speed<\/p><\/blockquote>\n<p>Curiously UW doesn&#8217;t use &#8216;<em>up to<\/em>&#8216; on their old speeds and prefers to list these as &#8220;<em>top<\/em>&#8221; speeds, which they define as the &#8220;<em>maximum possible speed for this product<\/em>.&#8221; This is technically incorrect since the &#8220;<em>top<\/em>&#8221; speeds only reflect the fastest 10% but some very good lines can go a little faster than this (e.g. we could get 18-19Mbps on the standard broadband package).<\/p>\n<p>I should say that we aren\u2019t going to highlight every single provider that introduces the new measure. Instead we&#8217;re only noting those mainstream ISPs that have introduced it early, before the recommended guidelines are formally enforced.
