{"id":1720,"date":"2012-09-24T07:42:04","date_gmt":"2012-09-24T06:42:04","guid":{"rendered":"http:\/\/www.ispreview.co.uk\/?p=1720"},"modified":"2012-09-24T14:25:47","modified_gmt":"2012-09-24T13:25:47","slug":"uk-guardian-journo-demands-2-broadband-isp-tax-to-save-newspapers","status":"publish","type":"post","link":"https:\/\/www.ispreview.co.uk\/index.php\/2012\/09\/uk-guardian-journo-demands-2-broadband-isp-tax-to-save-newspapers.html","title":{"rendered":"UPD Guardian Journo Demands \u00a32 UK Broadband ISP Tax to Save Newspapers"},"content":{"rendered":"<p>The Guardian&#8217;s executive editor of investigations, <strong>David Leigh<\/strong>, has ignited a fresh debate by calling upon all broadband ISPs to force their customers into paying a &#8220;<em>levy<\/em>&#8221; of <strong>\u00a32 a month<\/strong> per connection in order to help save the country&#8217;s struggling newspapers.<\/p>\n<p><!--more--><\/p>\n<p>According to <a href=\"http:\/\/www.guardian.co.uk\/media\/2012\/sep\/23\/broadband-levy-save-newspapers?newsfeed=true\" target=\"_blank\">Leigh&#8217;s article<\/a>, the internet is widely believed to be &#8220;<em>killing off quality newspapers<\/em>&#8220;. Meanwhile the rival licence-fee funded <a class=\"shortlink shortlink-95 shortlink-chref\" href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/bbc\" target=\"_blank\" rel=\"\" title=\"bbc\" data-chref=\"https:\/\/www.bbc.co.uk\">BBC<\/a> website is said to &#8220;<em>guarantee that [people] will never actually need to pay for a supply of reliable day-to-day news<\/em>&#8221; and apparently almost everything else is all just &#8220;<em>superficial junk<\/em>&#8221; (what about BSkyB \/ Sky News?).<\/p>\n<p>At the same time Leigh suggests that <strong>web advertising revenues<\/strong> can only pay for a fraction of the &#8220;<em>high-quality investigative journalism<\/em>&#8221; of commercial newspapers. On top of that Leign\u00a0states that <strong>Paywalls<\/strong>, which prevent consumers from accessing online content unless you pay for it, will &#8220;<em>never really work in a UK context<\/em>&#8221; (the Financial Times adopted this solution several years ago with mixed success).<\/p>\n<blockquote class=\"bq1\"><p><strong>David Leigh said:<\/strong><\/p>\n<p>&#8220;<em>There are almost 20m UK households that are paying upwards of \u00a315 a month for a good broadband connection, plus another 5m mobile internet subscriptions. People willingly pay this money to a handful of telecommunications companies, but pay nothing for the news content they receive as a result, whose continued survival is generally agreed to be a fundamental plank of democracy.<\/em><\/p>\n<p><em>A \u00a32 levy on top \u2013 collected easily from the small number of UK service providers (<a class=\"shortlink shortlink-145\" href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/britishtelecom\" target=\"_blank\" rel=\"nofollow\" title=\"BT\">BT<\/a>, Virgin, Sky, <a class=\"shortlink shortlink-59\" href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/tt\" target=\"_blank\" rel=\"nofollow\" title=\"talktalk\">TalkTalk<\/a> etc) who would add it on to consumers&#8217; bills \u2013 would raise more than \u00a3500m annually. It could be collected by a freestanding agency, on the lines of the <a class=\"shortlink shortlink-95 shortlink-chref\" href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/bbc\" target=\"_blank\" rel=\"\" title=\"bbc\" data-chref=\"https:\/\/www.bbc.co.uk\">BBC<\/a> licence fee, and redistributed automatically to &#8220;news providers&#8221; according to their share of UK online readership<\/em>.&#8221;<\/p><\/blockquote>\n<p>Apparently the proceeds from this levy could then be re-distributed, based on existing audience share, to each of the various mainstream newspapers (e.g. The Guardian could expect to receive about \u00a3100m a year). If any of this sounds familiar then that&#8217;s because the music industry has repeatedly coined the idea of an almost identical <strong>\u00a31-\u00a32 music tax<\/strong> for UK internet subscribers (<a href=\"http:\/\/www.ispreview.co.uk\/story\/2011\/04\/05\/uk-law-firm-calls-for-broadband-isp-customers-to-pay-a-new-music-tax.html\" target=\"_blank\">example<\/a>).<\/p>\n<p>Both are interesting ideas and worthy of discussion, yet they also raise some serious questions. For example, does this mean we\u2019d all be entitled to a &#8220;<em>free<\/em>&#8221; copy of every newspaper? Who decides what qualifies as a quality newspaper? Opinions vary. Wouldn&#8217;t this make it difficult for new print-based entrants to enter the market if they wanted to? What about those who don\u2019t want to read newspapers, do they still have to pay and if not then how is that tracked? Is such a levy potentially anti-competitive versus rival online content?<\/p>\n<p>Perhaps one of the biggest problems with this idea is that once you apply the principal to one industry, which some might argue has <strong>failed to adapt<\/strong> to the internet\u2019s ever changing landscape, then where does it stop? Why not <strong>pay to save every industry<\/strong> that runs into similar trouble (e.g. music, film etc.)?
