{"id":1740,"date":"2012-10-29T01:34:07","date_gmt":"2012-10-29T00:34:07","guid":{"rendered":"http:\/\/www.ispreview.co.uk\/?p=1740"},"modified":"2012-10-28T17:07:25","modified_gmt":"2012-10-28T16:07:25","slug":"shetland-telecom-boss-slams-uk-broadband-strategy-as-complete-madness","status":"publish","type":"post","link":"https:\/\/www.ispreview.co.uk\/index.php\/2012\/10\/shetland-telecom-boss-slams-uk-broadband-strategy-as-complete-madness.html","title":{"rendered":"Shetland Telecom Boss Slams UK&#8217;s Broadband Strategy as &#8220;Madness&#8221;"},"content":{"rendered":"<p>The project manager for <a href=\"http:\/\/www.shetlandtele.com\" target=\"_blank\">Shetland Telecom<\/a>, which is busy improving internet capacity on the remote <strong>Shetland Islands<\/strong> via a new fibre optic link with Scotland, has told ISPreview.co.uk that it\u2019s &#8220;<em>complete madness<\/em>&#8221; for the UK government to spend millions attempting to &#8220;<em>squeeze more life<\/em>&#8221; out of <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/britishtelecom\" rel=\"nofollow\" target=\"_blank\">BT<\/a>\u2019s existing copper broadband ISP network.<\/p>\n<p><!--more--><\/p>\n<p>Shetland Telecom, which is managed by <strong>Marvin Smith<\/strong>, was originally established by the <a href=\"http:\/\/www.shetland.gov.uk\" target=\"_blank\">Shetland Islands Council<\/a> (SIC) to help implement its <strong>\u00a31.1m<\/strong> project to deliver a &#8220;<em>resilient, reliable and affordable backhaul<\/em>&#8221; solution to islanders by interconnecting with the undersea <strong>SHEFA2<\/strong> fibre optic cable; this vital link also runs through the <strong>Faroe Islands<\/strong> to mainland Scotland (UK).<\/p>\n<p>The scheme, which was granted <strong>state aid clearance<\/strong> by the European Union (EU) at the end of 2010, is seen as vital for helping to implement SIC\u2019s plan to deliver superfast broadband services across 90% of the islands by March 2016. Indeed without it they\u2019d only have <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/britishtelecom\" rel=\"nofollow\" target=\"_blank\">BT<\/a>\u2019s dated <strong>microwave wireless link<\/strong> to go on, which has proven to be somewhat unsatisfactory.<\/p>\n<p>Since then the new network has recently begun to connect its first homes via two community broadband ISPs and now even <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/britishtelecom\" rel=\"nofollow\" target=\"_blank\">BT<\/a> plans to make use of the infrastructure, which should finally bring faster and more stable internet access to many more premises on the islands (<a href=\"http:\/\/www.ispreview.co.uk\/index.php\/2012\/09\/bt-reveals-gbp8m-fibre-optic-broadband-link-to-orkney-and-shetland.html\" target=\"_blank\">here<\/a>).<\/p>\n<p>However, deploying a new fibre optic infrastructure into such a remote community is not without challenge, yet Shetland Telecom has shown that it can be done. Suffice to say that we wanted to know more about what the project has achieved and how its manager, Marvin Smith, perceives the UK\u2019s wider strategy for rolling out faster broadband services.<\/p>\n<h3><span style=\"color: #339966;\">The Interview<\/span><\/h3>\n<p><strong>Q1. Can you tell us a little about how and what you&#8217;re currently doing to help improve broadband connectivity on the Shetland Islands?<\/strong><\/p>\n<blockquote><p><span style=\"text-decoration: underline;\">ANSWER:<\/span><\/p>\n<p><em>Shetland Telecom was started as a project by Shetland Islands Council about 2 years ago. For about 10 years now the Council has had a focus on improving telecoms services in Shetland. Communications with the outside world is of vital importance when you live and work on a rock in the North Sea.<\/em><\/p><\/blockquote>\n<p><!--nextpage--><\/p>\n<p><strong>Q2. What was the local broadband infrastructure situation like on the Shetland Islands before the project began?<\/strong><\/p>\n<blockquote><p><span style=\"text-decoration: underline;\">ANSWER:<\/span><\/p>\n<p><em>The big problem we faced in Shetland was unreliable, expensive and very limited backhaul capacity. Until our project was up and running, Shetland relied on microwave links which operated over many hops to the UK mainland. These links are outdated and are affected by atmospherics and weather conditions. When they go down, Shetland grinds to a halt. Businesses simply can\u2019t function without telecommunications. Everything from the oil companies to the local shops can\u2019t do business. Our transport system also fails because the main airport closes. We simply had to have a better solution. Faroese Telecom have a fibre optic cable which crosses Shetland but the Telcos were not interested in utilising it. We took the decision that Shetland needed the connection, so we made it happen. Shetland now has resilient, high capacity fibre connections to the outside world.<\/em><\/p><\/blockquote>\n<p><strong>Q3. What kind of services or general broadband improvement do you expect to see island residents and or businesses get after the work is complete?<\/strong><\/p>\n<blockquote><p><span style=\"text-decoration: underline;\">ANSWER:<\/span><\/p>\n<p><em>A number of businesses are already seeing the benefits. We have a local ISP who is now able to provide much-improved bandwidths on their network. Their customers range from very small one or two person firms right through to oil companies.<\/em><\/p>\n<p><em>Although Shetland is a very small group of islands, we do have a number of multinational companies operating here. Telecoms and travel routes are key to attracting inward investment. We were faced with the situation where companies were being forced to relocate or move personnel from Shetland because they simply couldn\u2019t operate here due to the limitations of the telecoms services. The reverse is now true and a number of UK and foreign companies have already seen the potential for doing more of their operations from Shetland.<\/em><\/p>\n<p><em>We operate two small community broadband networks. These areas have seen job creation and in the case of Fetlar (a very small island community) a reversal of the population decline.<\/em><\/p><\/blockquote>\n<p><strong>Q4. What has been the most challenging and or costly aspects of your work to lay fibre optic cable around such a remote island community?<\/strong><\/p>\n<blockquote><p><span style=\"text-decoration: underline;\">ANSWER:<\/span><\/p>\n<p><em>We have faced a myriad of obstacles in the process but having a clear a defined strategy has been the key. Being a new operator we have had to learn on our feet. We don\u2019t have much in the way of resources so what we do have, has had to be used wisely. We spent a long while in the planning. We have also had a lot of help from outside of Shetland. Many people and many organisations have helped us because we are doing something completely different. From the outset we saw the need to own (or at least have a stake in) the infrastructure. The network belongs to Shetland.<\/em><\/p><\/blockquote>\n<p><strong>Q5. We&#8217;ve heard about several community projects making use of the new infrastructure but will any big ISPs, such as BT, also be able to benefit in order to improve their existing services?<\/strong><\/p>\n<blockquote><p><span style=\"text-decoration: underline;\">ANSWER:<\/span><\/p>\n<p><em>BT are more than welcome to use our infrastructure. The network is open access and everybody and anybody is welcome to use it. At the same time though, we are not sitting about waiting for the large service providers. If we have to go further and do more we will.<\/em><\/p>\n<p><span style=\"text-decoration: underline;\">ISPr EDITORS NOTE<\/span>: Since asking this question BT has confirmed that part of their new \u00a38m fibre optic link to the Shetland Islands will involve using Shetland Telecom\u2019s fibre to give them a route from Lerwick to Maywick (<a href=\"http:\/\/www.ispreview.co.uk\/index.php\/2012\/09\/bt-reveals-gbp8m-fibre-optic-broadband-link-to-orkney-and-shetland.html\" target=\"_blank\">full details of the project<\/a>).<\/p><\/blockquote>\n<p><!--nextpage--><\/p>\n<p><strong>Q6. The UK government&#8217;s <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/bduk\" target=\"_blank\">Broadband Delivery UK<\/a> (BDUK) plan, which aims to make superfast broadband (25Mbps+) services available to 90% of the country by 2015, has recently faced criticism from both the European Commission (EC) and a House of Lords Select Committee Inquiry.<\/strong><\/p>\n<p><strong>Both the EC and Lords inquiry appear concerned at the lack of competition in the BDUK tenders, with only BT and Fujitsu allowed to bid; Fujitsu has already withdrawn from several projects and smaller ISPs seem to have been economically excluded.<\/strong><\/p>\n<p><strong>Related concerns have also been raised over the speed target (25Mbps+ vs the EU&#8217;s 30Mbps+) and lack of open access to Dark Fibre lines. What are your thoughts on these concerns and the state of the government&#8217;s current broadband strategy?<\/strong><\/p>\n<blockquote><p><span style=\"text-decoration: underline;\">ANSWER:<\/span><\/p>\n<p><em>We went through the state aid notification process before there was any mention of BDUK so we had to do it the hard way. There were no derogations in place so we had to first go to the <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/scotgov\" target=\"_blank\">Scottish Government<\/a>, who then passed it to Westminster, who then went to Brussels. It took time. We only had to make slight amendments to our project as time went on because from the outset our aims were in line with what the EU wanted to see happen.<\/em><\/p>\n<p><em>If I was in Westminster the current strategy is exactly where I would want to be too. Large procurements over large areas, high level projections, high level costs, then dump it on to somebody else to sort out the details, job done, next!\u2026\u2026. I am not in Government though, I live in a tiny community in the middle of nowhere. I\u2019m seeing it from the other side. I don\u2019t want to hear any more about theoretical coverage plans. I want to know actual locations of actual cabinets, in actual streets. The delays, ambiguity, infighting etc has slowed development of telecoms infrastructure down considerably. Nobody is investing.<\/em><\/p>\n<p><em>I have no problem with BT winning every contract but I urge caution when changing the rules in the middle of the game.<\/em><\/p><\/blockquote>\n<p><strong>Q7. The House of Lords Select Committee Inquiry recommended that one solution to improving the situation could be to foster the development of a truly national fibre optic (<a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/fttp\">FTTP<\/a>) infrastructure.<\/strong><\/p>\n<p><strong>But in order to make this economically viable the lords suggested that the &#8220;last mile&#8221; of connectivity development might need to be paid for by home owners. This could, in some cases, costs thousands of pounds and would be difficult for many to afford. Do you agree with this as a solution and, if not, how would you fix the national telecoms infrastructure?<\/strong><\/p>\n<blockquote><p><span style=\"text-decoration: underline;\">ANSWER:<\/span><\/p>\n<p><em>I think in some areas the homeowner is going to have to take ownership of last mile solutions. <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/fttp\">FTTP<\/a> is the best solution but there are others. Sometimes we get too caught up in the technology and not the service. I think we need a strategy which has <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/fttp\">FTTP<\/a> as the end game but not necessarily from the outset.<\/em><\/p>\n<p><em>Spending millions upon millions to squeeze more life out the copper network is in many ways complete madness. However, FTTP is expensive. It\u2019s a gamble for the Government. They have a budget, and they need to use it for maximum return over a maximum area so that we all vote them back in to a job again in a few years time. I think if we looked at the project over a longer period of time then we might have a different strategy in place.<\/em><\/p>\n<p><em>If BT wants to play the game then the BDUK investment may well be a good one. If BT don\u2019t, then what BDUK has done is cemented the monopoly, so when the copper network becomes obsolete, the UK is left over a barrel. Which reminds me, I really need to get those shares in BT bought soon.<\/em><\/p>\n<p><em>BT are a business first and foremost. I understand that. I do wish however, they would engage with the smaller localised solutions. It might come with time. If they would see the Community schemes as an opportunity rather than a threat I think everybody would be happier. They struggle to understand the rural landscape. Rural to me is not a village with 10,000 people. We need \u2018really rural\u2019 solutions.<\/em><\/p>\n<p><em>I think The Lord\u2019s report was more right than it was wrong but I tend not to worry about the bigger picture as much anymore. It just gives me heartburn. We have a localised solution for the problem we had. I do networks these days, not politics. It saves on the Gaviscon and I now get home before the kids are sleeping.<\/em><\/p><\/blockquote>\n<p><strong>Q8. Can you tell us anything about what plans Shetland Telecom has for the future?<\/strong><\/p>\n<blockquote><p><span style=\"text-decoration: underline;\">ANSWER:<\/span><\/p>\n<p><em>The project is in its infancy even though it feels like we\u2019ve been battling for a lifetime. I used to have a full head of hair before I started working in telecoms. We have a number plans. Some of what we do next depends on the outcome of the HIE\/BDUK project although we can\u2019t afford to wait forever, so we are deploying more network and planning for even more.
