{"id":17721,"date":"2020-01-06T11:27:42","date_gmt":"2020-01-06T11:27:42","guid":{"rendered":"https:\/\/www.ispreview.co.uk\/?p=17721"},"modified":"2020-01-07T11:28:29","modified_gmt":"2020-01-07T11:28:29","slug":"2019-h2-uk-superfast-broadband-covers-96-5-as-fttp-on-11","status":"publish","type":"post","link":"https:\/\/www.ispreview.co.uk\/index.php\/2020\/01\/2019-h2-uk-superfast-broadband-covers-96-5-as-fttp-on-11.html","title":{"rendered":"2019 H2 &#8211; UK Superfast Broadband Covers 96.5% as FTTP on 11%"},"content":{"rendered":"<p>The latest independent model has estimated that the H2 coverage of fixed &#8220;<em>superfast broadband<\/em>&#8221; (24Mbps+) ISP networks across the United Kingdom has risen to 96.45% (up from 96.1% in H1), while &#8220;<em>full fibre<\/em>&#8221; (<a class=\"shortlink shortlink-110 shortlink-chref\" href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/fttp\" target=\"_blank\" rel=\"\" title=\"fttp\" data-chref=\"https:\/\/www.ispreview.co.uk\/broadband_fibre_optic.php\">FTTP<\/a>) now reaches 11.01% of premises (up from 8.13%) and 59.30% can get 100Mbps+ (up from 57.5%).<!--more--><\/p>\n<p>Firstly, it&#8217;s important to remember that the first c.76% of &#8220;<em>superfast<\/em>&#8221; network coverage was largely achieved by purely commercial roll-outs from <a class=\"shortlink shortlink-46 shortlink-chref\" href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/openreach\" target=\"_blank\" rel=\"\" title=\"openreach\" data-chref=\"https:\/\/www.openreach.co.uk\">Openreach<\/a> (<a class=\"shortlink shortlink-145\" href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/britishtelecom\" target=\"_blank\" rel=\"nofollow\" title=\"BT\">BT<\/a>) and <a class=\"shortlink shortlink-65\" href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/vm\" target=\"_blank\" rel=\"nofollow\" title=\"virgin media\">Virgin Media<\/a> (plus some alternative network ISPs), while much of the final 25-30% has benefited from <strong>\u00a31.7bn<\/strong> of public funding via the <a class=\"shortlink shortlink-66 shortlink-chref\" href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/bduk\" target=\"_blank\" rel=\"\" title=\"building digital uk\" data-chref=\"https:\/\/www.gov.uk\/guidance\/building-digital-uk\">Building Digital UK<\/a> programme and other schemes (often matched by contributions from private operators).<\/p>\n<p>The state aid fuelled BDUK project has previously suggested that a future combination of public funding reinvestment (i.e. clawback \/ gainshare from high take-up and efficiency savings in earlier BDUK deployments) and new contracts could push UK coverage of superfast speeds to &#8220;<em>at least<\/em>&#8221; 98% (<a href=\"https:\/\/www.ispreview.co.uk\/index.php\/2017\/09\/uk-government-targets-98-superfast-broadband-coverage-via-645m-clawback.html\">here<\/a>), with 97% being possible by March 2020. As usual you have to order one of these services in order to benefit (not an automatic upgrade).<\/p>\n<p>The expectation is that this will leave up to around 2% of premises to suffer slower sub-24Mbps connections and those are expected to be catered for via the Government&#8217;s 10Mbps <strong>Universal Service Obligation<\/strong> (USO), which is currently due to be introduced from 20th March 2020 (<a href=\"https:\/\/www.ispreview.co.uk\/index.php\/2019\/06\/ofcom-set-march-2020-launch-for-10mbps-uk-broadband-uso.html\">details<\/a>). Most people taking the USO will get speeds well above 10Mbps (the headline figure is a minimum).<\/p>\n<div align=\"center\"><img decoding=\"async\" class=\"ngg-singlepic ngg-none\" style=\"padding: 0px;\" src=\"https:\/\/www.ispreview.co.uk\/wp-content\/gallery\/2019-uk-internet-statistics\/bduk_impact_march_2019.png\" alt=\"bduk impact march 2019\" width=\"100%\"><\/div>\n<p>Separately the Government has also committed \u00a35bn to support future &#8220;<em>gigabit-capable<\/em>&#8221; broadband deployments to the final 20% of hardest to reach UK premises (<a href=\"https:\/\/www.ispreview.co.uk\/index.php\/2019\/11\/2019-conservative-manifesto-reiterates-5bn-gigabit-broadband-plan.html\">here<\/a>), although this target is more technology neutral and that means it can be delivered by a mix of <a class=\"shortlink shortlink-110 shortlink-chref\" href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/fttp\" target=\"_blank\" rel=\"\" title=\"fttp\" data-chref=\"https:\/\/www.ispreview.co.uk\/broadband_fibre_optic.php\">FTTP<\/a>, Hybrid Fibre Coax (Cable DOCSIS) or Fixed Wireless (e.g. <a class=\"shortlink shortlink-166 shortlink-chref\" href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/5g\" target=\"_blank\" rel=\"\" title=\"5G Mobile Technology\" data-chref=\"https:\/\/www.ispreview.co.uk\/broadband_mobile.php\">5G<\/a>) networks.<\/p>\n<p>Nevertheless a growing number of FTTP\/H providers are making significant roll-out plans (<a href=\"https:\/\/www.ispreview.co.uk\/index.php\/2018\/04\/building-uk-summary-fttp-broadband-rollouts-investment.html\">details<\/a>) and as such we expect to see a rapid increase in coverage over the next decade. The 330Mbps capable <a class=\"shortlink shortlink-112 shortlink-chref\" href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/gfast\" target=\"_blank\" rel=\"\" title=\"g.fast\" data-chref=\"https:\/\/www.ispreview.co.uk\/broadband_cable.php\">G.fast<\/a> roll-out to 2.73 million UK premises will also help (<a href=\"https:\/\/www.ispreview.co.uk\/index.php\/2019\/09\/openreach-put-the-brakes-on-future-uk-g-fast-broadband-plans.html\">here<\/a>).<\/p>\n<p><span style=\"color: #339966;\"><strong>NOTE 2:<\/strong><\/span> Recent BDUK contracts have adopted the EU and <a class=\"shortlink shortlink-133 shortlink-chref\" href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/ofcom\" target=\"_blank\" rel=\"\" title=\"ofcom\" data-chref=\"https:\/\/www.ofcom.org.uk\">Ofcom<\/a>&#8217;s higher download speed target of <strong>30Mbps+<\/strong> for &#8220;<em>superfast<\/em>&#8221; connectivity, which on average tends to trail around 0.2-0.4% points behind the 24Mbps+ figures above (we don&#8217;t list this due to the limited difference).<\/p>\n<p><span style=\"color: #339966;\"><strong>NOTE 3:<\/strong><\/span> It&#8217;s very important to remember that Government \/ political targets like 95% or 98% reflect a national average, which can of course be better or worse for some regions (e.g. a few may achieve universal coverage, while others could be well below that).<\/p>\n<p><span style=\"color: #339966;\"><strong>NOTE 4:<\/strong><\/span> The 10Mbps USO figure looks at fixed broadband services but doesn&#8217;t factor in the impact of <a class=\"shortlink shortlink-116 shortlink-chref\" href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/4g\" target=\"_blank\" rel=\"\" title=\"4g\" data-chref=\"https:\/\/www.ispreview.co.uk\/broadband_mobile.php\">4G<\/a> or 5G based mobile broadband, if that were included then the gap left to fill would be much smaller (<a href=\"https:\/\/www.ispreview.co.uk\/index.php\/2019\/12\/connected-nations-2019-3-million-uk-premises-can-get-full-fibre.html\">example<\/a>).<\/p><\/blockquote>\n<p>Take note that each devolved region has its own policy and targets, which all feed into the central UK target. For example, <strong>Wales<\/strong> once aspired to reach nearly &#8220;<em>every property<\/em>&#8221; with 30Mbps+ broadband (<a href=\"https:\/\/www.ispreview.co.uk\/index.php\/2019\/09\/a-little-more-fttp-broadband-in-wales-after-bt-contract-tweak.html\">here<\/a>) and <strong>Scotland<\/strong> hopes to do something similar by 2021, although nobody is certain when those aims will truly be achieved (<a href=\"https:\/\/www.ispreview.co.uk\/index.php\/2019\/12\/gigaclear-legal-challenge-hits-scotland-r100-broadband-project.html\">here<\/a>) but 2021 now seems to be unrealistic.<\/p>\n<p>Elsewhere <strong>Northern Ireland<\/strong> remains one of the weaker entries and they&#8217;re clearly struggling to deliver superfast speeds, although a new \u00a3165m project may help to resolve that but they&#8217;ve been slow to sort out the details due to political problems (<a href=\"https:\/\/www.ispreview.co.uk\/index.php\/2019\/12\/165m-n-ireland-broadband-project-to-target-97000-premises.html\">here<\/a>).<\/p>\n<p>As stated earlier, this data is an estimate and should be taken with a pinch of salt, not least because it won&#8217;t always reflect the real-world. This is particularly true where issues like faulty lines, poor home wiring, slow <a class=\"shortlink shortlink-124 shortlink-chref\" href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/wifi\" target=\"_blank\" rel=\"\" title=\"wifi\" data-chref=\"https:\/\/www.ispreview.co.uk\/broadband_wireless.php\">WiFi<\/a>, local network congestion, full street cabinets and other issues can result in slower speed or worse availability than expected. But it&#8217;s still one of the best gauges that we have for checking against official claims.<\/p>\n<div class=\"bq2\"><strong>NOTE:<\/strong> Official figures tend to be around 0.5% to 1% higher than TBB&#8217;s data for various reasons (different data modelling methods etc.).<\/div>\n<p><strong>UPDATE 7th Jan 2020<\/strong><\/p>\n<p>I accidentally left out the figures for London.
