{"id":19210,"date":"2019-08-08T08:01:33","date_gmt":"2019-08-08T07:01:33","guid":{"rendered":"https:\/\/www.ispreview.co.uk\/?p=19210"},"modified":"2019-08-08T14:30:55","modified_gmt":"2019-08-08T13:30:55","slug":"openreach-soft-launches-limited-new-uk-dark-fibre-x-product","status":"publish","type":"post","link":"https:\/\/www.ispreview.co.uk\/index.php\/2019\/08\/openreach-soft-launches-limited-new-uk-dark-fibre-x-product.html","title":{"rendered":"Openreach to Soft Launch Limited New UK Dark Fibre X Product"},"content":{"rendered":"<p>Network access provider <a class=\"shortlink shortlink-46 shortlink-chref\" href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/openreach\" target=\"_blank\" rel=\"\" title=\"openreach\" data-chref=\"https:\/\/www.openreach.co.uk\">Openreach<\/a> (<a class=\"shortlink shortlink-145\" href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/britishtelecom\" target=\"_blank\" rel=\"nofollow\" title=\"BT\">BT<\/a>) will today soft launch a new Dark Fibre X product into the UK market that is based off <a class=\"shortlink shortlink-133 shortlink-chref\" href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/ofcom\" target=\"_blank\" rel=\"\" title=\"ofcom\" data-chref=\"https:\/\/www.ofcom.org.uk\">Ofcom<\/a>&#8217;s somewhat restrictive design, which for the time being only focuses upon the limited inter-exchange connectivity market.<!--more--><\/p>\n<p>Back in 2016 <a class=\"shortlink shortlink-133 shortlink-chref\" href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/ofcom\" target=\"_blank\" rel=\"\" title=\"ofcom\" data-chref=\"https:\/\/www.ofcom.org.uk\">Ofcom<\/a> attempted to introduce a regulated <strong>Dark Fibre Access<\/strong> (DFA) product upon <a class=\"shortlink shortlink-46 shortlink-chref\" href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/openreach\" target=\"_blank\" rel=\"\" title=\"openreach\" data-chref=\"https:\/\/www.openreach.co.uk\">Openreach<\/a> (<a href=\"https:\/\/www.ispreview.co.uk\/index.php\/2016\/03\/ofcom-business-review-forces-bt-dark-fibre-lower-prices-higher-quality.html\">here<\/a>), which would have allowed rivals to gain &#8220;<em>physical access<\/em>&#8221; to their existing fibre optic cables (i.e. enabling them to install their own equipment at either end of the fibre within cable ducts). However this suffered a dramatic failure after the courts rejected Ofcom&#8217;s incorrect market definitions (<a href=\"https:\/\/www.ispreview.co.uk\/index.php\/2017\/07\/bt-stall-ofcoms-dark-fibre-2016-business-connectivity-review-measures.html\">here<\/a> and <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/2017\/08\/openreach-bt-cancels-uk-launch-dark-fibre-access-product.html\">here<\/a>).<\/p>\n<p>The regulator&#8217;s original plan was to make DFA available in all parts of the UK (RoUK) except central London (including the City of London and Docklands), which didn&#8217;t just irritate <a class=\"shortlink shortlink-145\" href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/britishtelecom\" target=\"_blank\" rel=\"nofollow\" title=\"BT\">BT<\/a> but also other &#8220;<em>full fibre<\/em>&#8221; builders (e.g. Zayo, <a class=\"shortlink shortlink-71 shortlink-chref\" href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/cityfibre\" target=\"_blank\" rel=\"\" title=\"cityfibre\" data-chref=\"https:\/\/www.cityfibre.com\">Cityfibre<\/a>, <a class=\"shortlink shortlink-65\" href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/vm\" target=\"_blank\" rel=\"nofollow\" title=\"virgin media\">Virgin Media<\/a> etc.) who warned that it could act to discourage investment in the construction of new fibre optic networks.<\/p>\n<p>By comparison the new regulated <strong>Dark Fibre X<\/strong> product has been watered down and will now only be available for connections from exchanges where BT faces no competition from rival backhaul providers being present or within 100 metres. This only reflects the inter-exchange connectivity market, which means the connections between BT exchanges in different geographic areas (e.g. between towns and cities).<\/p>\n<blockquote class=\"bq1\"><p><strong>Darren Wallington, OR&#8217;s Head of High Bandwidth &amp; Passive Products, told ISPreview.co.uk:<\/strong><\/p>\n<p>&#8220;We\u2019ve worked closely with our Communications Provider customers and wider industry to develop an inter-exchange Dark Fibre product, which we\u2019re launching today.<\/p>\n<p>Starting in the East of England, we\u2019ll be making our Dark Fibre product available across the country ahead of our full launch in early 2020.&#8221;<\/p><\/blockquote>\n<p>As above, today&#8217;s announcement is just the soft launch (including the final reference offer) for their new product and the full launch is planned for <strong>1st January 2020<\/strong>, which is in keeping with Ofcom&#8217;s requirement(s).<\/p>\n<h3><span style=\"color: #339966;\"><strong>Details of the Dark Fibre X Product<\/strong><\/span><\/h3>\n<p>The new DFX product reflects an unmonitored, unlit, point-to-point optical fibre (single or dual fibre) &#8211; including the Patch Panels placed by BT at a site to provide the service. A 12 month minimum contract term, 18 hour repair Service Level Agreement (SLA) and 86km Route Distance Limit will also apply (in some areas it may be possible to daisy chain beyond this limit).<\/p>\n<p>The price for the new DFX service is specified by Ofcom (regulated) but includes the one-off connection charge (\u00a3375 +vat single fibre or \u00a3638 fibre pair), a fixed annual rental charge (\u00a3106 single fibre or \u00a3212 fibre pair) plus an annual per metre main link charge (\u00a30.125 per metre for single fibre or \u00a30.25 for fibre pair). Meanwhile Ofcom has hinted that they may in the future try to extend this solution to the wider market, again, but that remains to be seen (Dark Fibre competition is rising all the time and they now have to be very careful about how they define such markets).<\/p>\n<p>As usual the proof will be in the adoption and it&#8217;ll be interesting to see how many operators show an interest in DFX, as well as where they choose to deploy it.<\/p>\n<p><strong>UPDATE 2:29pm<\/strong><\/p>\n<p>Openreach has uploaded a page for their new Dark Fibre X product (<a href=\"https:\/\/www.openreach.co.uk\/orpg\/home\/products\/darkfibrex\/darkfibrex.do\" target=\"_blank\" rel=\"noopener noreferrer\">here<\/a>), although this includes a bit of a discouraging footnote: &#8220;<em>Openreach is still reviewing Ofcom&#8217;s Final Statement including its final decision to require BT to offer a dark fibre product and considering all legal options available to it.
