The new service harnesses unused radio spectrum, which exists between <strong>Digital TV<\/strong> channels (<em>470MHz<\/em> to <em>790MHz<\/em>), to deliver <a class=\"shortlink shortlink-124 shortlink-chref\" href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/wifi\" target=\"_blank\" rel=\"\" title=\"wifi\" data-chref=\"https:\/\/www.ispreview.co.uk\/broadband_wireless.php\">wifi<\/a> style connectivity over a wide area.<\/p>\n<p><!--more--><\/p>\n<p>The communications regulator said that its new framework was intended to help govern (regulatory requirements and technical specifications) the overall operation of white space devices in the United Kingdom and to ensure that &#8220;<em>we can manage the risks of harmful interference to the existing users of the [Digital TV or Microphone spectrum]<\/em>&#8220;.<\/p>\n<p>The <strong>low frequency spectrum<\/strong> used by White Space tech is particularly useful because it travels further and more easily through walls, although TV channels and related radio spectrum policy do have a tendency to change. As a result any related devices would need to be &#8220;<em>location-aware<\/em>&#8221; and include the technically tedious ability to contact a remote database in order to adapt to the latest spectrum availability data for any given location.<\/p>\n<blockquote class=\"bq1\"><p><strong>Ed Richards, Ofcoms CEO, said:<\/strong><\/p>\n<p>&#8220;<em>From rural broadband to enhanced Wi-Fi, white space technology offers significant opportunities for innovation and enterprise in the UK.<\/em><\/p>\n<p><em>It also represents a fundamentally different approach to using spectrum by searching and recycling unused gaps in the airwaves. This could prove critical in averting a global spectrum capacity crunch, as consumers demand more bandwidth over different devices<\/em>.&#8221;<\/p><\/blockquote>\n<p><a class=\"shortlink shortlink-133 shortlink-chref\" href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/ofcom\" target=\"_blank\" rel=\"\" title=\"ofcom\" data-chref=\"https:\/\/www.ofcom.org.uk\">Ofcom<\/a> added that such <strong>database-assisted operation<\/strong> could &#8220;<em>also be a key enabling technology for the efficient and dynamic sharing of spectrum in a variety of frequency bands<\/em>&#8221; beyond White Space, which is an interesting prospect for the future.<\/p>\n<p>At the end of last year the <strong>Cambridge TV White Spaces Consortium<\/strong> (Arqiva, <a class=\"shortlink shortlink-95 shortlink-chref\" href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/bbc\" target=\"_blank\" rel=\"\" title=\"bbc\" data-chref=\"https:\/\/www.bbc.co.uk\">BBC<\/a>, BSkyB, <a class=\"shortlink shortlink-145\" href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/britishtelecom\" target=\"_blank\" rel=\"nofollow\" title=\"BT\">BT<\/a>, Microsoft, Neul, Nokia, Samsung and <a class=\"shortlink shortlink-65\" href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/vm\" target=\"_blank\" rel=\"nofollow\" title=\"virgin media\">Virgin Media<\/a>) estimated that around <strong>600,000 UK homes <\/strong>and businesses in isolated rural areas could potentially get broadband internet access via &#8220;<em>cheap<\/em>&#8221; <strong>White Space<\/strong> solutions. It could also be used to enhance existing <a class=\"shortlink shortlink-124 shortlink-chref\" href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/wifi\" target=\"_blank\" rel=\"\" title=\"wifi\" data-chref=\"https:\/\/www.ispreview.co.uk\/broadband_wireless.php\">WiFi<\/a> networks or for <strong>Machine-to-Machine communications<\/strong> (e.g. Smart Meters).<\/p>\n<p>But so far the technology has yet to find its feet in any particular direction. White Space trials (<a href=\"http:\/\/www.ispreview.co.uk\/index.php\/2012\/04\/cambridge-uk-trial-of-tv-white-space-wireless-broadband-deemed-successful.html\" target=\"_blank\">here<\/a> and <a href=\"http:\/\/www.ispreview.co.uk\/index.php\/2012\/03\/bt-expands-trial-of-white-space-wireless-broadband-technology-to-cornwall-uk.html\" target=\"_blank\">here<\/a>) conducted by <a class=\"shortlink shortlink-145\" href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/britishtelecom\" target=\"_blank\" rel=\"nofollow\" title=\"BT\">BT<\/a> and others have shown that the technology can work and does deliver <a href=\"http:\/\/www.ispreview.co.uk\/index.php\/2012\/03\/uk-white-space-broadband-wireless-trial-speeds-fail-to-impress.html\" target=\"_blank\"><strong>broadband speeds of average quality<\/strong><\/a> (technically up to 22Mbps per channel) over a fairly wide area (around 10km), although there are no firm plans to adopt it for such purposes. Meanwhile Microsoft and Google would apparently prefer to use it as a <a href=\"http:\/\/www.ispreview.co.uk\/index.php\/2012\/11\/microsoft-and-google-plan-uk-white-space-wireless-broadband-network.html\" target=\"_blank\"><strong>free wifi service for Smartphones<\/strong><\/a>, although once again there are no firm plans.<\/p>\n<p>Ofcom&#8217;s consultation will remain open until <strong>10th January 2013<\/strong> and only after that will we begin to see any clear direction for the commercial exploitation of White Space services.
