{"id":2381,"date":"2012-12-30T10:01:13","date_gmt":"2012-12-30T10:01:13","guid":{"rendered":"http:\/\/www.ispreview.co.uk\/?p=2381"},"modified":"2012-12-30T10:07:31","modified_gmt":"2012-12-30T10:07:31","slug":"bt-openreach-cuts-line-rental-fttc-and-llu-prices-for-uk-isps","status":"publish","type":"post","link":"https:\/\/www.ispreview.co.uk\/index.php\/2012\/12\/bt-openreach-cuts-line-rental-fttc-and-llu-prices-for-uk-isps.html","title":{"rendered":"BT Openreach Cuts Line Rental, FTTC and LLU Prices by \u00a375m for UK ISPs"},"content":{"rendered":"<p>BTOpenreach has announced a series of <strong>critical price reductions<\/strong>, alongside a couple of expected increases for line transfers and <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/fttc\">FTTC<\/a> connection fees, that are intended to slash the charges\u00a0applied to\u00a0UK ISPs by approximately <strong>\u00a375m per year<\/strong>.<\/p>\n<p><!--more--><\/p>\n<p>Most of the changes, which have largely &#8220;<em>been driven by charge controls<\/em>&#8221; and <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/ofcom\" target=\"_blank\">Ofcom<\/a>&#8217;s &#8220;<em>regulatory requirements<\/em>&#8220;, are intended to impact <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/britishtelecom\" rel=\"nofollow\" target=\"_blank\">BT<\/a> Wholesale Line Rental (WLR) and unbundled (LLU) based services. All of the following price changes will be implemented on the <strong>1st April 2013<\/strong> and no, that&#8217;s not a joke.<\/p>\n<p>Elsewhere <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/openreach\" target=\"_blank\">Openreach<\/a> are also advising ISPs of an increase in the <strong>price of energy usage per kWh<\/strong> from \u00a30.0905 to \u00a30.1151 for all comingling products utilised for LLU, Access Locate and Access Locate Plus.<\/p>\n<div align=\"center\"><img decoding=\"async\" class=\"ngg-singlepic ngg-none\" src=\"http:\/\/www.ispreview.co.uk\/wp-content\/gallery\/2013-article-illustrations\/bt_openreach_price_cuts_2013.gif\" alt=\"bt openreach price cuts 2013\" \/><\/div>\n<p>The move comes just over a week after <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/ofcom\" target=\"_blank\">Ofcom<\/a> forced <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/britishtelecom\" rel=\"nofollow\" target=\"_blank\">BT<\/a> to pay a <strong>fine of \u00a394,823,000<\/strong> after it was found to have <a href=\"http:\/\/www.ispreview.co.uk\/index.php\/2012\/12\/ofcom-fines-bt-uk-94m-for-overcharging-on-wholesale-ethernet-services.html\" target=\"_blank\">overcharged broadband ISPs<\/a> for Backhaul Extension Services (BES) between 2004\/6 and 2011.<\/p>\n<blockquote class=\"bq1\"><p><strong><a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/openreach\" target=\"_blank\">Openreach<\/a> Statement &#8211; Why are we doing this?<\/strong><\/p>\n<p><em>The main changes being made by <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/openreach\" target=\"_blank\">Openreach<\/a> are in compliance with charge control requirements.<\/em><\/p>\n<p><em>The pricing for some other ancillary services has not been updated for a few years, so it makes sense to update these at the same time, bearing in mind changes to the cost of providing these services over the period.<\/em><\/p><\/blockquote>\n<p>As usual it will be the responsibility of ISPs to decide whether they pass on these changes to their customers or absorb them.
