{"id":27696,"date":"2021-07-14T10:41:55","date_gmt":"2021-07-14T09:41:55","guid":{"rendered":"https:\/\/www.ispreview.co.uk\/?p=27696"},"modified":"2021-07-14T16:48:23","modified_gmt":"2021-07-14T15:48:23","slug":"ofcom-propose-annual-licence-fees-for-the-2100mhz-mobile-band","status":"publish","type":"post","link":"https:\/\/www.ispreview.co.uk\/index.php\/2021\/07\/ofcom-propose-annual-licence-fees-for-the-2100mhz-mobile-band.html","title":{"rendered":"Ofcom Propose Annual Licence Fees for the 2100MHz Mobile Band"},"content":{"rendered":"<p>The UK telecoms and media regulator, <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/ofcom\" target=\"_blank\">Ofcom<\/a>, has today published its proposals on the annual licence fees for spectrum licences in the 2100MHz band, which was originally auctioned off in April 2000 to support the deployment of <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/3g\">3G<\/a> mobile (mobile broadband) networks for the eye watering sum of \u00a322.5 billion.<!--more--><\/p>\n<p>The original auction applied a fixed licence term of 20 years, to deliver <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/3g\">3G<\/a> services. The licences, which are currently held by <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/eebroadband\" rel=\"nofollow\" target=\"_blank\">EE<\/a> (<a href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/britishtelecom\" rel=\"nofollow\" target=\"_blank\">BT<\/a>), <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/vodafoneuk\" rel=\"nofollow\" target=\"_blank\">Vodafone<\/a>, <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/o2uk\" rel=\"nofollow\" target=\"_blank\">O2<\/a> (VMO2) and <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/threeuk\" rel=\"nofollow\" target=\"_blank\">Three UK<\/a>, include both paired and unpaired spectrum. But in 2011, and following a UK Government direction, <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/ofcom\" target=\"_blank\">Ofcom<\/a> varied the terms of these licences to make them indefinite and to require the payment of annual licence fees from 1st January 2022.<\/p>\n<p>The UK Government direction requires <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/ofcom\" target=\"_blank\">Ofcom<\/a> to set annual licence fees that reflect the full market value of the spectrum, which is what the regulator has today attempted to deliver. We should point out that in 2013 the 2100MHz band was extended for us alongside faster <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/4g\">4G<\/a> networks (<a href=\"https:\/\/www.ispreview.co.uk\/index.php\/2013\/07\/ofcom-uk-open-900mhz-800mhz-and-2100mhz-to-4g-mobile-broadband.html\">here<\/a>), which operators like <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/eebroadband\" rel=\"nofollow\" target=\"_blank\">EE<\/a> have already adopted.<\/p>\n<blockquote class=\"bq1\"><p><a href=\"https:\/\/www.ofcom.org.uk\/consultations-and-statements\/category-2\/proposed-annual-licence-fees-2100-mhz-spectrum\" target=\"_blank\" rel=\"noopener\"><strong>Ofcom&#8217;s Statement<\/strong><\/a><\/p>\n<p>We propose:<\/p>\n<p>\u2022 that, whilst the paired and unpaired spectrum will both be useable for the deployment of mobile services on a forward-looking basis, they have different technical characteristics which mean that they will not necessarily have the same market value;<\/p>\n<p>\u2022 to set an annual licence fee of \u00a30.567m per MHz for paired 2100 MHz spectrum and \u00a30.290m per MHz for unpaired 2100 MHz spectrum; and<\/p>\n<p>\u2022 that the annual licence fees would apply from 1st January 2022, with an option to pay across ten equal monthly instalments.<\/p><\/blockquote>\n<p>Ofcom aims to publish their decision and fee regulations by the end of 2021.
