Suffice to say that 2021 has marked a return to the usual trend of general improvement.

The results below tend to be impacted by a number of factors, such as the rising coverage of faster network technologies (e.g. full fibre and 5G) and any associated take-up by consumers. In that sense, it helps to understand any key changes in network deployments since the start of the year, and there have been a few. Ofcom’s latest coverage data helps to put the fixed line market into context (take the 7% figure for gigabit take-up with a pinch of salt as it only applies to 1Gbps+ packages on FTTP lines).

NOTE: The data below is recorded in September each year. Firstly, the increasingly rapid rollout of Fibre-to-the-Premises (FTTP) technology from multiple operators (Summary of Full Fibre Build Progress), albeit particularly Openreach’s accelerated £15bn commitment to reach 25 million UK premises by December 2026 (here and here).

Secondly, most of the 2021 surge in “gigabit” coverage, which is also partly fuelled by FTTP, actually stemmed from the completion of Virgin Media’s (VMO2) move to upgrade their existing Hybrid Fibre Coax (HFC) network to the new DOCSIS 3.1 standard – alone this covers c.65% of UK premises (this is not yet reflected by Ofcom’s older data above). The D3.1 completion means that future “gigabit” growth will slow because FTTP takes longer to build from scratch, and there’s growing overbuild between networks (e.g. urban areas).

However, fixed lines weren’t the only area to see improvement, with mobile operators also making headway. On the one hand, we’ve had a gradual boost to rural 4G coverage from progress via the £1bn Shared Rural Network (SRN) project (here). Ofcom currently report geographic 4G coverage by all operators as 69% and outdoor population coverage as 98%.

On the other hand, 5G coverage, particularly in urban areas, is starting to have an impact on speeds too and Ofcom’s recent auction of the 700MHz and 3.6-3.8GHz bands will no doubt boost that (here), albeit probably more so during 2022 (upgrades are gradual). Sadly, the regulator itself has not yet released any solid UK coverage figures for 5G.

NOTE: Speedtests can be affected by all sorts of issues, such as slow WiFi, limitations of the tester itself, local network congestion and package choice (a lot of people will pick a slower and cheaper plan, even with 1Gbps available). The following results are thus only good for observing general market change over time and MUST NOT be taken as a reflection of ISP capability.

Fastest Fixed Line Broadband ISPs (H2 2021)

The following results stem from Thinkbroadband’s independent speedtest database (including ISPreview’s Broadband Speedtest). In this study, we’ve only included independent ISPs with strong national availability, although there is a separate table for smaller alternative network ISPs on page 2 – these are difficult to include because they aren’t yet available to the majority of premises and thus don’t produce many data samples.

Naturally, there are some common caveats to consider with speedtest based results, not least that such scores tend to be more reflective of take-up than network availability. For example, some ISPs may have a much larger proportion of customers on slower copper ADSL or FTTC lines and that can weigh against anybody on faster FTTP or gigabit packages with the same provider (i.e. pulling average speeds down).

NOTE: The top 10% is the speed experienced by the fastest 10% of users on each ISP (below in brackets). Overall, almost every single ISP saw an improvement in their broadband speeds, and some (e.g. iDNET and Zen) were much more dramatic than others.

As highlight in our introduction, the main drivers here are increasing adoption of ultrafast and gigabit broadband packages, thanks both to the rapid rollout of “full fibre” FTTP services and Virgin Media’s (VMO2) national DOCSIS 3.1 upgrade. Clearly, iDNET and Zen must be doing a good job of converting their copper base to FTTP with those uplifts (we know that Zen has seen strong take-up of FTTP and it shows).

On the flip side Plusnet, which during this period was the only provider above to lack any ultrafast packages, saw only a small increase. However, it’s unclear why EE, which has a fairly strong range of competitively priced FTTP plans, isn’t seeing a bigger uplift (perhaps parent BT is stealing their thunder in more ways than one) and we’re similarly surprised by Vodafone.

As for AAISP, they’re a much smaller provider and the tiny sample size can make it hard to spot key changes, thus we aren’t reading too much into their results but they don’t seem to have improved at all in 2021.

Now flick over to page 2 to see how the fastest full fibre alternative network (altnet) ISPs and mobile operators performed.

On this page we’ll examine how some of the more established altnet Fibre-to-the-Premises (FTTP) providers – those who have built their own physically separate networks – perform when compared with the mainstream national players.

As these providers don’t suffer from the same performance pitfalls as copper or hybrid fibre networks, then we tend to only focus our results on the top 10% of fastest connections, which in most cases will reflect those consumers who take the fastest gigabit tier(s) available from each provider. The caveat is that these scores will still be heavily impacted by the same issues as mentioned earlier (e.g. slow Wi-Fi, local network congestion, take-up of 1Gbps products etc.).

Ideally all providers would also publish their own internal speedtest data for each of their packages (i.e. to the customer’s router), but that would be expensive for some and require more action from Ofcom. On the flip side, it would enable us to see how such services perform when WiFi is taken out of the equation.

NOTE: Most altnets only have comparatively niche coverage and limited speedtest data, which means that we’re only able to look at a few of them. On top of that some ISPs, such as B4RN and toob, only sell a 1Gbps package (i.e. they aren’t impacted by users on slower tiers) and may have fewer customers (i.e. lower confidence due to a smaller data sample). In short, apples-to-apples comparisons may be unwise.

Hopefully we’ll be able to expand this table as more providers grow their reach across the market. But generally, most providers are delivering excellent performance. All of this can impact the wireless signal, and that’s before we even consider network (backhaul) capacity or spectrum ownership.

Suffice to say that studies of mobile broadband speed are inherently open to variation, but the top networks often tend to be those with a combination of the best 4G or 5G coverage, a good amount of radio spectrum and the most advanced technologies. In 2021 the biggest change has been the growing reach of 5G and supporting devices, which is starting to push performance up again after 4G seemed to stagnate.

Average Mobile Download Speeds

No.

Operator

2021 (Top 10%)

2020 (Top 10%)

Change

1.

Three UK

37.1Mbps (89.5Mbps)

27.5Mbps (56.7Mbps)

34.91%

2.

EE

34Mbps (65.7Mbps)

39Mbps (80.1Mbps)

-12.82%

3.

Vodafone

24.6Mbps (59Mbps)

27.1Mbps (59.8Mbps)

-9.23%

4.

O2

20Mbps (44.2Mbps)

17.4Mbps (44.2Mbps)

14.94%

Average Mobile Upload Speeds

No.

Operator

2021 (Top 10%)

2020 (Top 10%)

Change

1.

EE

7.8Mbps (18Mbps)

8.3Mbps (18.5Mbps)

-6.02%

2.

Three UK

7.6Mbps (18.8Mbps)

6.1Mbps (16.1Mbps)

24.59%

3.

Vodafone

5.8Mbps (15.5Mbps)

6.3Mbps (16.3Mbps)

-7.94%

4.

O2

4.5Mbps (13Mbps)

4.4Mbps (12.6Mbps)

2.27%

Overall, the average download speed of the four primary mobile operators was 28.92Mbps (up from 27.75Mbps at the end of 2020) and the average upload speed hit 6.42Mbps (up from 6.27Mbps).

At our last update, in June 2021, we noted that Three UK had managed to overtake EE as the mobile operator with the fastest download speeds (here) and they also showed the strongest biannual improvement – this isn’t shown above as our annual comparison with 2020 uses data from a year ago, rather than 6 months. But the good news today is that they’ve managed to hold the top spot, while EE seems to have fallen back.

Overall, we’re unsure why EE and Vodafone saw a decline in performance during 2021, since the gradual network capacity upgrades, addition of new spectrum bands and rollout of 5G should be producing a gradual upward curve for both operators. However, recent data from Opensignal does appear to support the wider picture of limited improvement (here), albeit with some differences.

We should point out that the new 5G networks are still somewhat hobbled by limited coverage, low adoption of supporting Smartphones and having to use some 4G spectrum and services, which won’t improve much until the new Standalone 5G (SA) networks start to gain some traction (these adopt 5G for everything, end-to-end). The latter is a big part of the reason why upload speeds (as well as latency) haven’t improved more.

ISPreview.co.uk is today taking a quick look back over the past 12 months to see how the average UK internet download and upload speeds have changed across the top national fixed line home broadband ISPs and mobile operators.
