{"id":2828,"date":"2013-03-07T13:28:44","date_gmt":"2013-03-07T13:28:44","guid":{"rendered":"http:\/\/www.ispreview.co.uk\/?p=2828"},"modified":"2013-03-07T14:36:59","modified_gmt":"2013-03-07T14:36:59","slug":"ofcom-study-claims-6-7-million-illegal-downloaders-in-the-uk","status":"publish","type":"post","link":"https:\/\/www.ispreview.co.uk\/index.php\/2013\/03\/ofcom-study-claims-6-7-million-illegal-downloaders-in-the-uk.html","title":{"rendered":"Ofcom Claims 16 Percent of UK Internet Users Make Illegal Downloads"},"content":{"rendered":"<p>The communications regulator, <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/ofcom\" target=\"_blank\">Ofcom<\/a>, has today released a new study into online copyright infringement (<strong>internet piracy<\/strong>), which estimates that 16% of UK internet users aged 12+ have consumed at least one item of online content illegally between August-October 2012 and 5% &#8220;<em>exclusively consumed illegal content<\/em>&#8220;.<\/p>\n<p><!--more--><\/p>\n<p><a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/ofcom\" target=\"_blank\">Ofcom<\/a>, as part of the government&#8217;s <strong>Digital Economy Act 2010<\/strong> (DEAct), is required to assess the level of use of the internet to infringe copyright. In particular the <strong>first warning letters<\/strong> are due to be sent to ISP customers in early 2014 (<a href=\"http:\/\/www.ispreview.co.uk\/index.php\/2013\/02\/cost-concerns-set-to-delay-internet-piracy-warning-letters-from-uk-isps.html\" target=\"_blank\">assuming cost concerns don&#8217;t delay them<\/a>) and thus the regulator needs to know if their new <a href=\"http:\/\/www.ispreview.co.uk\/index.php\/2012\/06\/ofcom-release-internet-piracy-tackling-initial-obligations-code-for-uk-isps.html\" target=\"_blank\"><strong>Obligations Code<\/strong><\/a> is having any impact.<\/p>\n<p>The new report, which was carried out by <strong>Kantar Media<\/strong>, is actually the second wave of a quarterly consumer research study (<a href=\"http:\/\/www.ispreview.co.uk\/index.php\/2012\/11\/ofcom-study-reveals-the-extent-of-uk-internet-piracy-by-isp-customers.html\" target=\"_blank\">the first study was released in November 2012<\/a>). Overall <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/ofcom\" target=\"_blank\">Ofcom<\/a> claims that there are &#8220;<em>very few significant differences<\/em>&#8221; in the results of the second-wave report and those of the first wave (not surprising as the new rules have yet to be enforced).<\/p>\n<p>The study, which surveyed\u00a0<strong>5,500 thousand people aged 12+<\/strong> via the phone, online or face-to-face, estimated that 10% of internet users consumed at least some music track illegally over the three-month period, while 6% did so for films, 2% for video games\u00a0or computer software and just 1%\u00a0for e-books.\u00a0Infringers were generally more likely to be male (58%)\u00a0or male and\u00a0under 35 (69%).<\/p>\n<blockquote><p><strong>Overall Volumes of Illegal Content Consumed<\/strong><\/p>\n<p><em>Music Tracks &#8211; 297 Million<\/em><br \/>\n<em> TV Programmes &#8211; 56 Million<\/em><br \/>\n<em> Films &#8211; 44 Million<\/em><br \/>\n<em> Video Games &#8211; 35 Million<\/em><br \/>\n<em> Computer Software &#8211; 27 Million<\/em><br \/>\n<em> e-Books &#8211; 8 Million<\/em><\/p><\/blockquote>\n<p>Some 35%\u00a0of those who consumed any content illegally claimed to use <strong>P2P<\/strong> (Peer to Peer) file sharing services and 13% used <strong>Cyberlockers<\/strong> (online file storage and sharing websites like Rapidshare).<\/p>\n<p>The most common reasons cited for infringing were because it&#8217;s free (50%), convenient (46%) and quick (43%). Close to a quarter (26%) of infringers said they do so to try content before buying (though there&#8217;s little evidence to show that related trying converts to additional buying).<\/p>\n<p>Factors that infringers said would encourage them to stop included the <strong>availability of cheaper legal services<\/strong> (30%), if it was clearer what is legal and what isn\u2019t (25%), and if everything they wanted was available legally (24%). All factors were mentioned by a higher proportion of those who consumed a mix of legal and illegal content than by those who consumed content exclusively illegally (10% of the latter\u00a0said that nothing would encourage them to stop).<\/p>\n<p>Regarding the <strong>threat of a letter from their ISP<\/strong>, some 18% of all infringers indicated that if their ISP sent them a letter saying they would suspend their internet access it would put them off, falling to 12% if their ISP sent them a letter saying they would restrict their internet access, and 11% if their ISP sent them a letter informing them their account had been used to infringe.<\/p>\n<p>Finally 41% of all internet users aged 12+ claimed to be either \u2018<em>not particularly confident<\/em>\u2019 or \u2018<em>not at all<\/em>\u2019 confident about what is and isn\u2019t legal online.
