{"id":29312,"date":"2021-11-22T08:27:34","date_gmt":"2021-11-22T08:27:34","guid":{"rendered":"https:\/\/www.ispreview.co.uk\/?p=29312"},"modified":"2021-11-22T08:39:51","modified_gmt":"2021-11-22T08:39:51","slug":"casualty-of-competition-as-peoples-fibre-enters-administration","status":"publish","type":"post","link":"https:\/\/www.ispreview.co.uk\/index.php\/2021\/11\/casualty-of-competition-as-peoples-fibre-enters-administration.html","title":{"rendered":"Casualty of Competition as People&#8217;s Fibre Enters Administration"},"content":{"rendered":"<p>Alternative UK network ISP <a href=\"https:\/\/www.peoplesfibre.co.uk\/\" target=\"_blank\" rel=\"noopener noreferrer\">People\u2019s Fibre<\/a>, which started building a new 1Gbps Fibre-to-the-Premises (<a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/fttp\">FTTP<\/a>) broadband network in 2020 and soon ran into some challenges with competition from rivals, has fallen into administration due to a &#8220;<em>breakdown in the relationship<\/em>&#8221; between the company&#8217;s director and investors.<!--more--><\/p>\n<p>The network builder, which previously claimed to have &#8220;<em>been deploying full fibre in Sweden for the last 10 years<\/em>,&#8221; was first spotted in late January 2020 (<a href=\"https:\/\/www.ispreview.co.uk\/index.php\/2020\/01\/peoples-fibre-set-to-rollout-fttp-broadband-in-north-wales.html\">here<\/a>) and seemed intent upon serving &#8220;<em>homes and small businesses in areas where <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/fttp\">FTTP<\/a> is non-existent or poor<\/em>.&#8221; Not long after that, we discovered that their first deployment was occurring in<strong> Deeside<\/strong>, on the North Wales border with England.<\/p>\n<p>At the time we noted that most of the broadband in Deeside had come from <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/openreach\" target=\"_blank\">Openreach<\/a>&#8217;s (<a href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/britishtelecom\" rel=\"nofollow\" target=\"_blank\">BT<\/a>) hybrid fibre <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/fttc\">FTTC<\/a> and <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/gfast\">G.fast<\/a> networks, but they also had a few small patches of <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/fttp\">FTTP<\/a>. The location itself reflected a predominantly industrial conurbation of towns and villages near south Chester, which is where <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/openreach\" target=\"_blank\">Openreach<\/a> have been building a fair bit of FTTP (they announced a plan for Flintshire towns and villages in late January 2020 and today cover most of the residential area of Deeside).<\/p>\n<p>The area might have been able to support commercial competition between a couple of full fibre rivals, although it did still seem like a potentially risky pick for a new altnet. Nevertheless, it still came as a surprise when, in June 2020, People&#8217;s Fibre suddenly announced they were stopping their build in Deeside because of <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/openreach\" target=\"_blank\">Openreach<\/a>&#8217;s rival build, which they warned was &#8220;<em>directly blocking both our progress and investment<\/em>&#8221; (<a href=\"https:\/\/www.ispreview.co.uk\/index.php\/2020\/06\/peoples-fibre-quits-deeside-fttp-rollout-blames-openreach.html\">here<\/a>).<\/p>\n<p>Not long after that the provider revealed, in October 2020, that their engineers were now working in the Essex town of <strong>Braintree<\/strong> (<a href=\"https:\/\/www.ispreview.co.uk\/index.php\/2020\/10\/out-of-the-frying-pan-peoples-fibre-target-braintree-for-fttp.html\">here<\/a>). Once again, we noted a problem. Firstly, <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/gigaclear\" rel=\"nofollow\" target=\"_blank\">Gigaclear<\/a> were already deploying their own FTTP across the District of Braintree in Essex and, on 30th September, the day before People\u2019s Fibre revealed their rollout, the ISP announced that they would extend this to cover the town itself (<a href=\"https:\/\/www.ispreview.co.uk\/index.php\/2020\/09\/full-fibre-isp-gigaclear-to-extend-network-into-braintree-town.html\">here<\/a>).<\/p>\n<p>In addition, <strong><a href=\"https:\/\/countybroadband.co.uk\/\" target=\"_blank\" rel=\"noopener noreferrer\">County Broadband<\/a><\/strong> had in 2019 also named Braintree for their own rollout plan (<a href=\"https:\/\/www.ispreview.co.uk\/index.php\/2019\/12\/isp-county-broadband-sees-demand-for-rural-uk-ftth-network.html\">here<\/a>), albeit focused more on poorly served rural villages than the town itself. Suffice to say that People&#8217;s Fibre had retreated from competition in one area, only to find themselves in an awkwardly similar position with the second location they targetted.<\/p>\n<h3><span style=\"color: #339966;\"><strong>Calling in the Administrators<\/strong><\/span><\/h3>\n<p>The risk of overbuild is a fact of life in any aggressively competitive commercial market, particularly in more urban areas, although smaller altnets usually try to get a first mover advantage by building out their infrastructure before a rival enters the same space. The competitive reality is that if you target a town, where more people tend to live (attractive for investment), then you can&#8217;t necessarily expect to have that area all to yourself forever.<\/p>\n<p>Some altnets recognise this risk (e.g. <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/cityfibre\" target=\"_blank\">CityFibre<\/a>) and position their service to undercut established players, while others often have to cross their fingers and hope that they can get the local build done before a rival enters the same space. In this case, it appears as if People&#8217;s Fibre, which lest we forget had been targetting &#8220;<em>areas where FTTP is non-existent or poor<\/em>&#8220;, may have bitten off more than they could chew.<\/p>\n<div class=\"bq2\"><strong>NOTE:<\/strong> <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/ofcom\" target=\"_blank\">Ofcom<\/a> has a &#8220;<em>supplier of last resort<\/em>&#8221; process for tackling situations where an ISP collapses, if they can&#8217;t be rescued.<\/div>\n<p>Last week we spotted (credit to Eccles) that the provider had appointed an <strong>Administrator<\/strong> on 26th August 2021 (Robert Horton of <strong>R2 Advisory Limited<\/strong>). Administration frequently occurs when a company, such as one that is in financial difficulty, is put into the hands of an administrator, which then decides whether they can help the company to continue running or sell it off for a good price.<\/p>\n<p>During administration the company is protected from legal action by people or organisations who are owed money (creditors) and nobody can apply to wind up the company. Administration can also mean that the company doesn&#8217;t have to pay all its debts in full, but if deemed necessary, they can still be wound up.<\/p>\n<p>According to the administrator&#8217;s report, which was published on 11th November 2021, People&#8217;s Fibre was principally funded by investor loans (total of \u00a31,784,212) via five Swedish based investors. But a &#8220;<em>breakdown in the relationship between the director of the Company<\/em><em> and Investors<\/em>&#8221; (the director \/ CEO is <strong>Mr Leo Chong<\/strong>) resulted in those investors seeking an Administration Order on 23rd July 2021.<\/p>\n<blockquote class=\"bq1\"><p><strong>Statement from the Report<\/strong><\/p>\n<p>&#8220;Whilst the Company was expected to be loss-making in year one, revenue of approximately \u00a3580,000 was anticipated. However, revenue of only \u00a313,000 was generated in the three months preceding the Administration. The Company&#8217;s financial records indicate that losses of \u00a3150,000 were being incurred per quarter.&#8221;<\/p><\/blockquote>\n<p>Given the level of investment and slow pace of organic take-up, expecting revenues of \u00a3580k to materialise in year one sounds incredibly optimistic for such a small early build. We note that <strong>Metis Partners Ltd<\/strong> has since been called in to help &#8220;<em>assist with the marketing and sale of the Company&#8217;s business and assets<\/em>&#8220;. Apparently, there are 11 interested parties and other formal declarations of interest have been received. The administrator has opted to keep the ISP running for 12-weeks while this process is conducted (at an agreed cost of another c.<strong>\u00a3161,000<\/strong>).<\/p>\n<p>People&#8217;s Fibre is stated to have so far only connected 150 customers to their network, which has covered <strong>5,293 premises<\/strong>. But as we always say, during the ramping-up phase of a new network build, you can&#8217;t judge take-up properly unless you look at each area c.2 years after deployment has finished (i.e. a rapid build will always suppress the take-up figure). Network coverage is also expected to grow another 1,500 premises during the 12-week period.<\/p>\n<p>We should point out that the administration process became more complicated after the director, Leo Chong, notified that certain parts of the new fibre network were likely to be owned by a sister company &#8211; <strong>PF Works Ltd<\/strong> (PFW), upon which Chong is also a director. &#8220;<em>This caused significant and immediate difficulty, both in terms of offering the business and assets for sale, and in terms of dealing with trade suppliers, some of whom had contracted directly with PFW<\/em>,&#8221; said the administrator.<\/p>\n<p>After &#8220;<em>protracted<\/em>&#8221; discussions, PFW was placed into Administration on 1st October 2021 and became part of the same &#8211; now joint &#8211; process as People&#8217;s Fibre. The administrator&#8217;s process continues to run, and we can only hope for a positive outcome.<\/p>\n<p>As we&#8217;ve long said, you can&#8217;t have a market that is chocked full of c.100 different alternative networks, all building FTTP, and not experience both some casualties and consolidation further down the road.
