{"id":29613,"date":"2022-12-15T09:50:12","date_gmt":"2022-12-15T09:50:12","guid":{"rendered":"https:\/\/www.ispreview.co.uk\/?p=29613"},"modified":"2023-02-15T11:26:13","modified_gmt":"2023-02-15T11:26:13","slug":"ofcom-gigabit-broadband-covers-70-of-uk-as-5g-hits-67-77","status":"publish","type":"post","link":"https:\/\/www.ispreview.co.uk\/index.php\/2022\/12\/ofcom-gigabit-broadband-covers-70-of-uk-as-5g-hits-67-77.html","title":{"rendered":"Ofcom &#8211; Gigabit Broadband Covers 70% of UK as 5G Hits 67-77%"},"content":{"rendered":"<p><a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/ofcom\" target=\"_blank\">Ofcom<\/a> has published their Connection Nations 2022 UK digital infrastructure report, which reveals that &#8220;<em>gigabit-capable<\/em>&#8221; broadband ISP networks cover 70% of the UK (21 million premises), which is up from 47%&nbsp; last year, and outdoor <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/5g\">5G<\/a> mobile cover from at least one operator is available to 6<span id=\"page4R_mcid51\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">7-77%<\/span><\/span> of premises (up from 42-57%).<!--more--><\/p>\n<p>The report provides a general summary of broadband and mobile network availability and data usage from across England, Scotland, Wales and Northern Ireland, although it&#8217;s largely based off data that was gathered a few short months ago (September 2022).<\/p>\n<div class=\"bq2\"><strong>NOTE:<\/strong> The Government&#8217;s original definition of &#8220;<em>superfast broadband<\/em>&#8221; was 24Mbps+, which sits at around 97-98% coverage.<\/div>\n<p>Before we begin, it&#8217;s important to note how <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/ofcom\" target=\"_blank\">Ofcom<\/a> defines the different performance classes of fixed broadband. In that sense, &#8220;<em>Decent Broadband<\/em>&#8221; means a 10Mbps+ download speed with 1Mbps+ uploads (i.e. the <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/2020\/03\/10mbps-uk-broadband-universal-service-obligation-to-go-live.html\"><strong>Universal Service Obligation<\/strong><\/a>), while &#8220;<em>Superfast<\/em>&#8221; is 30Mbps+, &#8220;<em>Gigabit<\/em>&#8221; equates to 1Gbps+ (1000Mbps+) and &#8220;<em>Full Fibre<\/em>&#8221; essentially means a pure <strong>Fibre-to-the-Premises<\/strong> network (these are also gigabit capable).<\/p>\n<p>As usual, we&#8217;ve split our summary of the key results from this report into categories for fixed line broadband and mobile networks.<\/p>\n<h3><span style=\"color: #339966;\"><strong>Fixed Line Broadband Coverage<\/strong><\/span><\/h3>\n<p>The main focus during 2022 has been on the rapid deployment of &#8220;<em>full fibre<\/em>&#8221; <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/fttp\">FTTP<\/a> broadband networks by various providers (<a href=\"https:\/\/www.ispreview.co.uk\/index.php\/2020\/04\/summary-of-full-fibre-build-progress-across-uk-broadband-isps.html\"><strong>Summary of UK Full Fibre Build Progress<\/strong><\/a>), which predominantly continues to reflect the efforts of commercial investment in urban areas. Admittedly, that is starting to change, albeit too recently for today&#8217;s report to reflect.<\/p>\n<p>The Government&#8217;s new \u00a35bn state aid funded <strong><a href=\"https:\/\/www.ispreview.co.uk\/index.php\/2021\/03\/gov-starts-gbp5bn-uk-gigabit-broadband-and-voucher-schemes.html\" target=\"_blank\" rel=\"noopener\">Project Gigabit<\/a><\/strong> ambition, which aims to make gigabit speeds available to at least 85% of UK premises by the end of 2025 and &#8220;<em>nationwide<\/em>&#8221; coverage by 2030 (<a href=\"https:\/\/www.ispreview.co.uk\/index.php\/2021\/11\/gov-targets-universal-uk-gigabit-broadband-coverage-for-2030.html\">here<\/a>), is likely to boost the current rollout by focusing its support on those in the hardest to reach rural areas (i.e. the final 20% of premises). But the first contracts are only just starting to be awarded now.<\/p>\n<p>Overall, the picture today is that UK &#8220;<em>full fibre<\/em>&#8221; network coverage has risen from 10% in 2019 (3 million premises), 18% (5.1 million premises) in 2020, 28% (8.2 million premises) in 2021 and now stands at 42% (12.4 million premises). Meanwhile, &#8220;<em>gigabit<\/em>&#8221; coverage, which is being driven by both <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/fttp\">FTTP<\/a> and <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/vm\" rel=\"nofollow\" target=\"_blank\">Virgin Media<\/a>&#8217;s <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/docsis\">DOCSIS<\/a> 3.1 network (there&#8217;s a lot of overbuild between these two), has grown from 47% last year to 70% now (20.8 million premises).<\/p>\n<p>Elsewhere, &#8220;<em>superfast<\/em>&#8221; coverage improved slightly to 97% (28.7m premises), which falls to 86% in rural areas (up from 83% last year). But the number of premises that cannot get a &#8220;<em>decent broadband<\/em>&#8221; service is 0.3% or 80,000 premises (down from 0.4% or 123k premises last year). However, this is only true if you include <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/4g\">4G<\/a> and fixed wireless coverage into the figure, but if you just looked at fixed line solutions it would be c.2% (half a million premises).<\/p>\n<p>Sadly, many of those that remain in sub-10Mbps areas are often too expensive for even the USO to fix (<a href=\"https:\/\/www.ispreview.co.uk\/index.php\/2020\/08\/the-high-cost-of-broadband-for-uso-excluded-uk-communities.html\">here<\/a> and <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/2021\/11\/ofcom-and-bt-adopt-changes-to-help-10mbps-broadband-uso.html\">here<\/a>), but the gap is expected to fall. <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/ofcom\" target=\"_blank\">Ofcom<\/a>&#8217;s report predicts that the number of premises unable to get 10Mbps (decent) broadband could fall to <span id=\"page52R_mcid85\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">52,300<\/span><\/span> by March 2025.<\/p>\n<p>Ofcom also provides some useful data on the rural vs urban coverage split for superfast, decent broadband, full fibre and gigabit lines below &#8211; split by region.<\/p>\n<p><img decoding=\"async\" class=\"ngg-singlepic ngg-none\" style=\"padding: 0px; width: 100%;\" src=\"https:\/\/www.ispreview.co.uk\/wp-content\/gallery\/2022-uk-internet-statistics\/Ofcom-Connected-Nations-2022-UK-Fixed-Broadband-Coverage.png\" alt=\"Ofcom-Connected-Nations-2022-UK-Fixed-Broadband-Coverage\"><\/p>\n<p>In terms of take-up, some 73% that are able to get a &#8220;<em>superfast broadband<\/em>&#8221; service actually take it (up from 69% last year and 60% in 2020). Meanwhile, 25% have taken a &#8220;<em>full fibre<\/em>&#8221; network, which is up from 24% last year. The reason this hasn&#8217;t changed much is due to the rapid pace of build (i.e. building at a faster pace than people can sign-up), which tends to suppress adoption figures until builds slow and maturity of coverage is reached.<\/p>\n<p>As for the take-up of gigabit-capable networks (at any speed), Ofcom states that around 38% of customers are on such a network, which is higher than the full fibre figure above because this will also be including users of <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/vm\" rel=\"nofollow\" target=\"_blank\">Virgin Media<\/a>&#8217;s older Hybrid Fibre Coax (HFC) network.<\/p>\n<p>Elsewhere, the average monthly data volume per household on fixed broadband connections has increased over the past year to&nbsp;<strong>482 GigaBytes<\/strong> (up from 453GB last year or 6.4%). We couldn&#8217;t see a similar figure for mobile \/ mobile broadband networks.<\/p>\n<blockquote class=\"bq1\"><p><strong>Lindsey Fussell, Ofcom&#8217;s Network and Communications Group Director, said:<\/strong><\/p>\n<p>&#8220;Millions more people are benefitting from faster, more reliable internet as the rapid rollout of full-fibre broadband continues. That can be particularly important at this time of year, as online shopping peaks and people stream festive favourites.<\/p>\n<p>It&#8217;s also encouraging to see more people in hard-to-reach areas get access to decent broadband, as work continues to connect rural communities.&#8221;<\/p><\/blockquote>\n<p>The regulator has also produced an <strong><a href=\"https:\/\/www.ofcom.org.uk\/__data\/assets\/pdf_file\/0028\/248248\/Connected-Nations-Planned-Network-Deployments-2022.pdf\" target=\"_blank\" rel=\"noopener\">additional report<\/a><\/strong> that attempts to predict how coverage will unfold by March 2025. <span id=\"page4R_mcid15\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">If all network deployments are realised as planned, the number of properties<\/span><\/span><span id=\"undefined\" class=\"markedContent\"><\/span><span id=\"page4R_mcid16\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">covered by full fibre will increase from 11.0m (as of September 2022) to 24.8 million by March 2025 (84% of UK), while g<\/span><\/span><span id=\"page4R_mcid17\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">igabit-capable coverage could be in excess of 90%.<\/span><\/span><\/p>\n<p><img decoding=\"async\" class=\"ngg-singlepic ngg-none\" style=\"padding: 0px; width: 100%;\" src=\"https:\/\/www.ispreview.co.uk\/wp-content\/gallery\/2023-uk-internet-statistics\/Ofcom-CN2022-Planned-Broadband-Coverage-to-2025.png\" alt=\"Ofcom-CN2022-Planned-Broadband-Coverage-to-2025\"><\/p>\n<p>Ofcom also looks at overbuild between gigabit-capable rivals. <span id=\"page4R_mcid27\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">&#8220;<em>We<\/em><\/span><\/span><em><span id=\"undefined\" class=\"markedContent\"><\/span><span id=\"page4R_mcid28\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">estimate that up to 66% of properties will be able to take VHCN (gigabit capable) services from two<\/span><\/span><span id=\"undefined\" class=\"markedContent\"><\/span><\/em><span id=\"page4R_mcid29\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\"><em>or more providers<\/em>&#8221; by 2025.<\/span><\/span><\/p>\n<h3><span style=\"color: #339966;\"><strong>Mobile Coverage<\/strong><\/span><\/h3>\n<p>The report includes coverage data for mobile networks too, such as via the usual <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/4g\">4G<\/a> and <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/5g\">5G<\/a> based platforms that most people should be familiar with. The UK has four primary network operators (MNO) &#8211; <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/o2uk\" rel=\"nofollow\" target=\"_blank\">O2<\/a> (VMO2), <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/threeuk\" rel=\"nofollow\" target=\"_blank\">Three UK<\/a>, <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/eebroadband\" rel=\"nofollow\" target=\"_blank\">EE<\/a> (<a href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/britishtelecom\" rel=\"nofollow\" target=\"_blank\">BT<\/a>) and <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/vodafoneuk\" rel=\"nofollow\" target=\"_blank\">Vodafone<\/a> &#8211; plus an assortment of virtual operators (MVNO) that piggyback off those.<\/p>\n<p>Ofcom found that between 80-87% of the UK&#8217;s landmass (geographic coverage) can now access a <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/4g\">4G<\/a> network if you look across all operators (up from 79-86% last year) &#8211; with <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/eebroadband\" rel=\"nofollow\" target=\"_blank\">EE<\/a> having the strongest coverage. The new \u00a31bn <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/2020\/03\/operators-sign-1bn-deal-for-95-geographic-uk-4g-cover-by-2026.html\"><strong>Shared Rural Network<\/strong><\/a> agreement aims to push geographic 4G coverage to 95% from any one operator by the end of 2025 (<a href=\"https:\/\/www.ispreview.co.uk\/index.php\/2019\/10\/government-in-1bn-deal-for-95-geographic-uk-4g-mobile-by-2025.html\">here<\/a>) and, in the long run, this should also aid <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/5g\">5G<\/a>.<\/p>\n<p><img decoding=\"async\" class=\"ngg-singlepic ngg-none\" style=\"padding: 0px; width: 100%;\" src=\"https:\/\/www.ispreview.co.uk\/wp-content\/gallery\/2022-uk-internet-statistics\/Ofcom-Connected-Nations-2022-UK-Mobile-Coverage.png\" alt=\"Ofcom-Connected-Nations-2022-UK-Mobile-Coverage\"><\/p>\n<p>On 5G, the regulator found that it is available from at least one MNO (operator) in the vicinity of around 6<span id=\"page4R_mcid51\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">7-77<\/span><\/span>% of UK premises (up from 42-57% last year). The technology has around 12,000 mobile sites across the UK (up from c.6,500 in 2021) and 86% of these sites are in England, with 8% in Scotland, 4% in Wales and just 2% in Northern Ireland.<\/p>\n<p>However, 4G continues to carry the majority of mobile data traffic (accounting for 87% of total data traffic), with 4G coverage from at least one MNO (<a href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/eebroadband\" rel=\"nofollow\" target=\"_blank\">EE<\/a>) also reaching 92% of the UK&#8217;s landmass. Data traffic carried over 5G has increased more rapidly, rising from 3% of all traffic in 2021 to over 9% this year, generated from a device pool which now includes c. 20% 5G capable handsets.<\/p>\n<p>Elsewhere, we were able to find some geographic 4G coverage figures for individual mobile operators across rural vs urban areas.<\/p>\n<blockquote><p><span style=\"color: #339966;\"><strong>2022 Geographic UK 4G Coverage by Operator<\/strong><\/span><\/p>\n<p><span style=\"color: #000000;\"><strong>Urban Areas (2021 Figure)<\/strong><\/span><br \/>\nEE 99% (98%)<br \/>\n<a href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/o2uk\" rel=\"nofollow\" target=\"_blank\">O2<\/a> 99% (98%)<br \/>\n<a href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/threeuk\" rel=\"nofollow\" target=\"_blank\">Three UK<\/a> 99% (98%)<br \/>\n<a href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/vodafoneuk\" rel=\"nofollow\" target=\"_blank\">Vodafone<\/a> 99% (99%)<\/p>\n<p><strong>Rural Areas<\/strong><br \/>\nEE 85% (81%)<br \/>\n<a href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/o2uk\" rel=\"nofollow\" target=\"_blank\">O2<\/a> 80% (72%)<br \/>\n<a href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/threeuk\" rel=\"nofollow\" target=\"_blank\">Three UK<\/a> 77% (75%)<br \/>\n<a href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/vodafoneuk\" rel=\"nofollow\" target=\"_blank\">Vodafone<\/a> 80% (76%)<\/p><\/blockquote>\n<p>Otherwise, you can check out the full <a href=\"https:\/\/www.ofcom.org.uk\/research-and-data\/multi-sector-research\/infrastructure-research\/connected-nations-2022\" target=\"_blank\" rel=\"noopener\"><strong>Connected Nations 2022<\/strong><\/a> report online.<\/p>\n<h3><span style=\"color: #339966;\"><strong>International Comparison<\/strong><\/span><\/h3>\n<p>Alongside this report, Ofcom has also published their latest <a href=\"https:\/\/www.ofcom.org.uk\/research-and-data\/telecoms-research\/broadband-research\/eu-bbroadand-scorecard\" target=\"_blank\" rel=\"noopener\">international comparison<\/a>, which pits the United Kingdom&#8217;s broadband and mobile connectivity against both the EU&#8217;s four major economies (France, Germany, Spain and Italy) and various other large countries. The data on this front is from 2021 and thus the figures below are lower than those reported above.<\/p>\n<p style=\"text-align: center;\"><span style=\"color: #339966;\"><strong>UK Summary<\/strong><\/span><\/p>\n<p><img decoding=\"async\" class=\"ngg-singlepic ngg-none\" style=\"padding: 0px; width: 100%;\" src=\"https:\/\/www.ispreview.co.uk\/wp-content\/gallery\/2022-uk-internet-statistics\/Ofcom-International-Broadband-Scorecard_2022.png\" alt=\"Ofcom-International-Broadband-Scorecard_2022\"><\/p>\n<p>Overall, we still do well for &#8220;<em>superfast<\/em>&#8221; coverage, but are near the bottom for full fibre, although that rollout is currently going through a rapid ramping-up phase. We think the <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/ftth\">FTTH<\/a> Council Europe&#8217;s country ranking (<a href=\"https:\/\/www.ispreview.co.uk\/index.php\/2022\/05\/2022-full-fibre-country-ranking-sees-uk-overtake-germany.html\">here<\/a>) shows this difference better than most.<\/p>\n<p><strong>UPDATE 11:09am<\/strong><\/p>\n<p>We&#8217;ve had a comment from <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/openreach\" target=\"_blank\">Openreach<\/a>.<\/p>\n<blockquote class=\"bq1\"><p><strong>CEO Clive Selley, <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/openreach\" target=\"_blank\">Openreach<\/a>, said:<\/strong><\/p>\n<p>&#8220;It\u2019s great to see continued progress on upgrading the UK\u2019s digital infrastructure, especially given the challenges every business is facing right now.
