{"id":2993,"date":"2013-04-04T04:28:57","date_gmt":"2013-04-04T03:28:57","guid":{"rendered":"http:\/\/www.ispreview.co.uk\/?p=2993"},"modified":"2013-04-03T18:31:08","modified_gmt":"2013-04-03T17:31:08","slug":"new-eu-delay-stalls-state-aid-supported-broadband-rollout-in-cumbria-uk","status":"publish","type":"post","link":"https:\/\/www.ispreview.co.uk\/index.php\/2013\/04\/new-eu-delay-stalls-state-aid-supported-broadband-rollout-in-cumbria-uk.html","title":{"rendered":"New EU Delay Threatens State Aid Fuelled Broadband Rollout in Cumbria UK"},"content":{"rendered":"<p>The huge state aid supported <a href=\"http:\/\/www.connectingcumbria.org.uk\" target=\"_blank\">Connecting Cumbria<\/a> project, which will see <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/britishtelecom\" rel=\"nofollow\" target=\"_blank\">BT<\/a> deploy its <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/fttc\">FTTC<\/a>\/P based superfast broadband ISP technologies to cover <strong>over 93% of the county<\/strong> by the end of 2015, is facing the risk of fresh delays due to the need for an additional layer of <strong>EU competition approval<\/strong> before funding can be released.<\/p>\n<p><!--more--><\/p>\n<p>The European Commission (EC) has already granted general approval for the government&#8217;s related <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/bduk\" target=\"_blank\">Broadband Delivery UK<\/a> (BDUK) based schemes to proceed, although according to <a href=\"http:\/\/www.techweekeurope.co.uk\/news\/cumbria-broadband-snagged-by-european-red-tape-111979\" target=\"_blank\">Techweekeurope<\/a> the size of Cumbria&#8217;s plan means that both it and potentially also other projects of a similar scale will need a secondary approval for \u201c<em>major projects<\/em>\u201d.<\/p>\n<blockquote class=\"bq1\"><p><strong>A Spokesperson for Cumbria Council said:<\/strong><\/p>\n<p>&#8220;<em>The current situation is that we would have anticipated by now to have had the necessary European approvals. As yet we haven\u2019t got the final approval, but we do not anticipate it will affect the project end date<\/em>.<\/p>\n<p><em>The situation as it currently stands is that we don\u2019t have a firm date for this final approval. All our submissions have been made and it is the process of being approved. It is a procedural situation, and we are awaiting the end of the procedure to make the contract live. However we are currently working on the project planning, to make sure the project is delivered on time<\/em>.&#8221;<\/p><\/blockquote>\n<p>The Connecting Cumbria plan is funded by \u00a323m of successful grants, \u00a317.1m from BDUK, \u00a315.4m from the EU and \u00a330m from <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/britishtelecom\" rel=\"nofollow\" target=\"_blank\">BT<\/a>.
