The project seeks to ensure that a minimum of 85%+ of UK premises can access a gigabit-capable broadband ISP connection by the end of 2025, before possibly reaching \u201c<em>nationwide<\/em>\u201d (c.99%) coverage by the end of 2030 (<a href=\"https:\/\/www.ispreview.co.uk\/index.php\/2021\/11\/gov-targets-universal-uk-gigabit-broadband-coverage-for-2030.html\">here<\/a> and <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/2022\/02\/gov-levelling-up-plan-confirms-nationwide-gigabit-broadband-for-2030.html\">here<\/a>).<\/p>\n<div class=\"bq2\"><strong>NOTE:<\/strong> Commercial builds alone &#8211; mostly in urban areas &#8211; have already pushed gigabit coverage to c.65% of UK premises, and they\u2019ll reach 80%+ by the end of 2025 without public investment.<\/div>\n<p>Project Gigabit itself will be targeted at upgrading those in the final 20% of the UK (5-6 million premises), where commercial investment alone tends to fail (i.e. the hardest to reach rural and some sub-urban areas). But so far only <strong>\u00a31.2bn<\/strong> of the proposed funding has actually been released for this, and the Government claims that more will follow if the industry shows it can deliver (i.e. depending upon the response to their procurements).<\/p>\n<p>However, the first step &#8211; before procurements can begin and contracts be awarded to suppliers &#8211; is to identify precisely which areas are not expected to benefit from gigabit speeds under existing commercial builds or plans over the next 3 years (and beyond, if available). Only once you have the answer to that, can you identify where public funding will be needed to help address market failure.<\/p>\n<p>The above process starts with an<strong> Open Market Review<\/strong> (OMR) and BDUK has just published a new batch (<a href=\"https:\/\/www.gov.uk\/government\/consultations\/project-gigabit-open-market-review-request-for-information-first-release-of-phase-3\">here<\/a>), which covers all the aforementioned areas and is open for network operators to respond by 5pm on <strong>6th May 2022<\/strong>. We&#8217;ve summarised the currently proposed plan for each of the areas below.<\/p>\n<div class=\"bq2\"><strong>NOTE:<\/strong> These OMRs will be followed &#8211; at a later date &#8211; by the Public Review (PR) process, which aims to validate the outcome of earlier OMRs and BDUK&#8217;s mapping. PRs are the final review stage before procurement.<\/div>\n<blockquote><p><span style=\"color: #339966;\"><strong>New Batch of Phase 3A OMRs for England &#8211; April 2022<br \/>\n<\/strong><\/span><\/p>\n<p><strong>Herefordshire (Lot 15)<\/strong><\/p>\n<p>Estimated contract commencement date: Jan &#8211; Mar 2024<br \/>\nIndicative contract value: \u00a330m &#8211; \u00a360m<br \/>\nEstimated number of uncommercial premises: 23,700<\/p>\n<p><strong>Cheshire (Lot 17)<\/strong><\/p>\n<p>Estimated contract commencement date: Jan &#8211; Mar 2024<br \/>\nIndicative contract value: \u00a385m &#8211; \u00a3144m<br \/>\nEstimated number of uncommercial premises: 74,300<\/p>\n<p><strong>Gloucestershire (Lot 18)<\/strong><\/p>\n<p>Estimated contract commencement date: Jan &#8211; Mar 2024<br \/>\nIndicative contract value: \u00a340m &#8211; \u00a380m<br \/>\nEstimated number of uncommercial premises: 44,700<\/p>\n<p><strong>Lincolnshire (including NE Lincolnshire and N Lincolnshire) and East Riding (Lot 23)<\/strong><\/p>\n<p>Estimated contract commencement date: Apr &#8211; Jun 2024<br \/>\nIndicative contract value: \u00a3106m &#8211; \u00a3180m<br \/>\nEstimated number of uncommercial premises: 105,700<\/p><\/blockquote>\n<p>We should point out that BDUK recently soft launched a new <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/2022\/01\/bduk-start-national-rolling-open-market-review-for-project-gigabit.html\" target=\"_blank\" rel=\"noopener\"><strong>Rolling National Open Market Review<\/strong><\/a>, which should in the future make it easier for them to keep track of new developments in commercial builds of gigabit broadband networks.
