As another year passes, ISPreview.co.uk has taken a look back over the past 12 months to see how the average UK broadband download and upload speeds have changed across the fastest nationally available fixed line ISPs, mobile operators and Starlink<\/a> (satellite<\/a> provider). Suffice to say, there’s been a huge performance jump between 2021 and 2022.<\/p>\n

The following results are inevitably impacted by a number of factors, such as the rising coverage of faster networks (e.g. full fibre and 5G<\/a>) and the associated level of take-up by consumers. In that sense, it helps to understand any key changes in network deployments since the start of the year, and there have been a few. We’ve used Ofcom<\/a>’s latest coverage data<\/a> – as recorded in September each year – to help illustrate this change.<\/p>\n

The main changes for fixed connections in the past year has stemmed from both the completion of Virgin Media<\/a>’s (VMO2) DOCSIS<\/a> 3.1 network upgrade to cope with gigabit speeds (here<\/a>), and the increasingly rapid rollout of Fibre-to-the-Premises (FTTP<\/a>) lines by more than 100 operators (Summary of Full Fibre Build Progress<\/strong><\/a>) – particularly Openreach<\/a>’s \u00a315bn plan to reach 25 million UK premises by December 2026 (here<\/a>).<\/p>\n

Most of the gigabit-capable and FTTP broadband builds are being conducted by commercial operators in urban areas, which is expected to reach around 80% in a few years\u2019 time. The Government\u2019s new \u00a35bn Project Gigabit<\/strong><\/a> programme aims to lift this up to at least 85% by 2025 and then \u201cat least<\/em>\u201d 99% by 2030, but there will be no real impact from this until next year, when the first early builds should begin.<\/p>\n

As for mobile networks, some 67-77<\/span><\/span>% of premises can now get outdoor 5G<\/a> coverage from at least one operator (up from 42-57% at the end of 2021) and geographic coverage of 4G<\/a> networks across all operators sits within a range of 80-87% (up from 79-86%). The \u00a31bn Shared Rural Network<\/strong><\/a> (SRN) project is also working to boost geographic 4G<\/a> coverage (here<\/a>) – aiming to hit 95% from at least one operator by the end of 2025.<\/span><\/span><\/p>\n

NOTE:<\/strong> Speedtests can be affected by all sorts of issues, such as slow WiFi<\/a>, limitations of the tester itself, local network congestion and package choice (a lot of people will pick a slower and cheaper plan, even with 1Gbps available). The following results are thus only good for observing general market change over time and MUST NOT be taken as a reflection of ISP capability.<\/div>\n

Fastest Fixed Line Broadband ISPs (H2 2022 vs H2 2021)<\/strong><\/span><\/h3>\n

The data in this report stems from Thinkbroadband<\/a>\u2019s independent speedtest database (inc. ISPreview\u2019s Broadband Speedtest<\/a><\/strong>). In the table below, we\u2019ve only included independent ISPs with strong national availability, although there is a separate table for smaller alternative networks on page 2 – these are difficult to include because they aren\u2019t yet available to the majority of premises and thus don\u2019t produce many data samples.<\/p>\n

Naturally, there are some caveats to consider with speedtest based surveys like this, not least that such scores tend to be more reflective of take-up than network availability. For example, some ISPs may have a much larger proportion of customers on slower copper ADSL<\/a> or FTTC<\/a> lines and that can weigh against anybody on faster FTTP or gigabit packages with the same provider (i.e. pulling average speeds down). The opposite can also be true.<\/p>\n

Overall, the average download speed<\/strong> of the top national providers was 98.84Mbps (up from 63.31Mbps a year ago) and the average upload speed<\/strong> hit 24.91Mbps (up from 13.88Mbps). Strong gains have been seen across the board this time, although iDNET<\/a>, AAISP and EE<\/a> appear to have recorded the most significant growth over the last year, mostly due to the rising adoption of FTTP packages.<\/p>\n

However, we would caveat that iDNET<\/a> and AAISP are smaller providers, which means they’re more exposed to larger fluctuations in speed – both positive and negative – due to having smaller sample sizes. In addition, the data above largely reflects the period before Virgin Media<\/a>’s recent speed boost to its entry-level tiers, which probably won’t show up properly until our H1 2023 report next year.<\/p>\n

Satellites
\n<\/strong><\/span><\/h3>\n

Earlier this year we started adding some results for SpaceX’s satellite<\/a> based Starlink<\/a> broadband service, which continues today. But as we don’t have related data for December 2021, then we’re instead comparing the latest speeds against those from June 2022. Sadly, not enough data exists to include other satellite<\/a> platforms or providers.. yet. The good news is that Starlink<\/a>’s speeds have, after an earlier fall, started to improve again.<\/p>\n

Now flick over to page 2 to see how the fastest full fibre alternative network (altnet) ISPs and mobile operators performed.<\/p>\n

Next we’ll examine how some of the more established alternative (AltNet) Fibre-to-the-Premises<\/strong> (FTTP) providers – those who have built their own physically separate broadband networks – perform when compared with the mainstream national players. Cityfibre<\/a> doesn’t have an entry below because they’re supplied via various separate ISPs (e.g. Vodafone<\/a>, Zen, Giganet, TalkTalk<\/a>).<\/p>\n

The following providers don\u2019t suffer from the same performance woes as copper or hybrid fibre networks, thus we only focus our results on the top 10% (fastest) connections, which in most cases will reflect those consumers who take the fastest gigabit tier(s) available from each provider. The caveat is that these scores will still be heavily impacted by the same issues as mentioned earlier (slow Wi-Fi, local network congestion, take-up etc.).<\/p>\n

Ideally all providers would publish their own internal speedtest data for each of their packages (i.e. to the customer’s router) to help us compare, but that would be expensive for some and require more action from Ofcom<\/a>. On the flip side, it would enable us to see how such services perform when WiFi<\/a> is removed from the equation.<\/p>\n

NOTE:<\/strong> Most altnets only have comparatively niche coverage and limited speedtest data, which means that we’re only able to examine a few of them. We only include ISPs with gigabit packages below.<\/div>\n

As before, it’s wise not to read too much into speed fluctuations above because the faster you go, the more obvious the caveats of web-based speed testing become. In addition, some provider’s only sell a 1Gbps package (i.e. the results aren’t impacted by users on slower tiers) and may have fewer customers (i.e. lower confidence in the data), which means apples-to-apples comparisons remain tricky.<\/p>\n

We intend to keep expanding this table as new providers grow, which will in turn result in more data. But it seems clear that most of these providers are delivering excellent performance.<\/p>\n

The Fastest Mobile Operators<\/strong><\/span><\/h3>\n

Mobile performance remains a difficult technology to study because end-users are always moving through different areas (indoor, outdoor, underground etc.), using different devices with different capabilities and the surrounding environment is ever changeable (weather, trees, buildings etc.). All of this can impact signal reception, and that’s before we even consider differences in network (backhaul) capacity or spectrum ownership.<\/p>\n

Suffice to say that studies of mobile broadband speed are inherently open to variation, but the top networks often tend to be those with a combination of the best 4G<\/a> or 5G<\/a> coverage, a good amount of radio spectrum and the most advanced technologies.<\/p>\n

Overall, the average download speed<\/strong> of the four primary mobile operators was 41.47Mbps (up from 28.92Mbps a year ago) and the average upload speed<\/strong> hit 7.55Mbps (up from 6.42Mbps). Over the past year we’ve seen the rising coverage and take-up of 5G start to have a real impact in speeds, which follows a period of relative stagnation after the maturity of 4G coverage.<\/p>\n

The biggest beneficiary of the 5G bounce has been Three UK<\/a>, which reported a huge increase in downstream performance and a modest rise in upstream, which has been echoed by other studies (e.g. Ookla’s Speedtest.net service). But EE<\/a> has also seen gains. On the flip side, O2<\/a> (VMO2) and Vodafone<\/a> seem to be struggling to keep pace and have a lot of catching up to do.<\/p>\n

We should point out that existing 5G networks are still somewhat hobbled by issues of limited coverage and legacy 4G services, although the gradual introduction of Standalone 5G (SA) networks may start to change that in the coming years (this will particularly improve upload and latency performance).
