But\u00a0are <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/britishtelecom\" rel=\"nofollow\" target=\"_blank\">BT<\/a>&#8217;s prices\u00a0anti-competitive?<\/p>\n<p><!--more--><\/p>\n<p>WIK was asked by <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/tt\" rel=\"nofollow\" target=\"_blank\">TalkTalk<\/a> to estimate &#8211; through a bottom-up cost calculation &#8211; the cost to BTOpenreach of providing Generic Ethernet Access (GEA) over its dominant <strong>Fibre-to-the-Cabinet<\/strong> (<a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/fttc\">FTTC<\/a>) service in order to compare it with the price charged by <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/openreach\" target=\"_blank\">Openreach<\/a>.<\/p>\n<p>Technology writer <strong>Ian Grant<\/strong>, whom leaked the confidential report (<a href=\"http:\/\/br0kent3l3ph0n3.files.wordpress.com\/2013\/05\/wik-report-on-gea-costing.pdf\" target=\"_blank\">Download PDF<\/a>)\u00a0on his website (<a href=\"http:\/\/br0kent3l3ph0n3.wordpress.com\/\" target=\"_blank\">Br0kenTeleph0n3<\/a>), suggests that the results could end up being used as fuel to support <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/ofcom\" target=\"_blank\">Ofcom<\/a>&#8217;s investigation of <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/britishtelecom\" rel=\"nofollow\" target=\"_blank\">BT<\/a>\u2019s alleged anti-competitive <strong>margin squeeze<\/strong> of superfast broadband (25Mbps+) pricing (<a href=\"http:\/\/www.ispreview.co.uk\/index.php\/2013\/05\/ofcom-to-probe-bt-after-talktalk-fttc-broadband-competition-complaint.html\" target=\"_blank\">here<\/a>).<\/p>\n<p>Grant claims that WIK&#8217;s report represents &#8220;<em>credible evidence<\/em>&#8221; that &#8220;<em>BT is charging more than double what it should for wholesale superfast broadband products<\/em>&#8220;, although the report itself avoids making such a direct accusation. <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/ofcom\" target=\"_blank\">Ofcom<\/a> will decide later this year. In the meantime we are awaiting a comment from <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/openreach\" target=\"_blank\">Openreach<\/a>.<\/p>\n<p>Otherwise the study also provides some useful insight into predicted adoption of superfast broadband services. Apparently the 65% take-up figure for BTOpenreach&#8217;s <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/fttc\">FTTC<\/a>\/P platform is considered a &#8220;<em>conservative assumption<\/em>&#8221; on the basis that take-up by BT Retail customers within served areas is more than 30% and BT reports that more than half of new retail customers are subscribing to its fibre optic based products (i.e. actual adoption could end up being as low as 50% or as high as around 80%).<\/p>\n<div align=\"center\"><img decoding=\"async\" class=\"ngg-singlepic ngg-none\" alt=\"superfast broadband take-up 2020 uk\" src=\"http:\/\/www.ispreview.co.uk\/wp-content\/gallery\/2013-internet-statistics\/superfast_broadband_take_up_2020_uk.gif\" \/><\/div>\n<p>It&#8217;s of course understandable that <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/vm\" rel=\"nofollow\" target=\"_blank\">Virgin Media<\/a> would have 100% adoption of superfast broadband in 2017 as they&#8217;re currently spending <strong>\u00a3110 million<\/strong> to upgrade practically all of their customers onto the latest <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/docsis\">DOCSIS<\/a>\/EuroDOCSIS 3.0 platform, which now comes with entry-level &#8220;<em>superfast<\/em>&#8221; download speeds of 30Mbps.<\/p>\n<p>But achieving the same feat on BT&#8217;s infrastructure is more of a challenge as it requires customers to take a new service, which is usually accompanied by an additional cost and contract.<\/p>\n<div align=\"center\"><img decoding=\"async\" class=\"ngg-singlepic ngg-none\" alt=\"superfast broadband lines in the uk 2020\" src=\"http:\/\/www.ispreview.co.uk\/wp-content\/gallery\/2013-internet-statistics\/superfast_broadband_lines_uk_2020.gif\" \/><\/div>\n<p>Overall WIK&#8217;s forecast predicts that the United Kingdom will be home to around <strong>13.3 Million superfast broadband subscribers<\/strong> by the end of 2017 (assuming the service is available to 90% of the country &#8211; government target), which compares with a figure of 17.4 Million offered by a separate report from Enders Analysis and just 13 Million from the Broadband Stakeholders Group (BSG).<\/p>\n","protected":false},"excerpt":{"rendered":"<p>A leaked TalkTalk commissioned report from German analyst Wik Consult has predicted that take-up of superfast broadband (FTTC \/ P) services on BT&#8217;s (Openreach) platform will reach a &#8220;maximum&#8221; of 65% of addressable customers by 2019 and Virgin Media will hit 100% in 2017.
