We’re today taking a quick look back over 2023 to see how the average UK broadband download and upload speeds have changed across the fastest nationally available fixed line, satellite<\/a> and mobile network operators. As usual, improvements in FTTP<\/a> and 5G<\/a> coverage are continuing to fuel performance gains.<\/p>\n

The result below stem from web-based speed testing by consumers and are thus inevitably impacted by a number of factors, such as the rising coverage of faster networks (e.g. full fibre, 4G<\/a> and 5G<\/a>) and the associated level of take-up by customers. Due to this, it helps to understand any key changes in network deployments since the start of the year, and there have been a few.<\/p>\n

NOTE:<\/strong> Coverage data comes from Ofcom<\/a>’s Connected Nations study (here<\/a>). The term \u201cgigabit-capable<\/em>\u201d on fixed lines refers to the combined coverage of FTTP<\/a> and Hybrid Fibre Coax (HFC \/ Virgin Media<\/a>) networks.<\/div>\n\n\n\n\n\n\n\n

The first thing to note is that a fair few operators deploying Fibre-to-the-Premises<\/strong> (FTTP) technology have had a bit of a rough year, with many reporting job losses and a slowing of their builds due to wider market pressures (rising costs, competition etc.). Nevertheless, the rollout has continued at a fairly strong pace, and thus coverage has clearly improved above (Summary of Full Fibre Build Progress<\/strong><\/a>).<\/p>\n

Most of the gigabit-capable coverage continues to be fuelled by commercial roll-outs in urban areas, which is expected to reach c. 80% in 2025. The Government’s \u00a35bn Project Gigabit<\/strong><\/a> programme, which focuses on rural premises that won’t benefit from commercial builds, then aims to lift this up to at least 85% by 2025, followed by \u201cat least<\/em>\u201d 99% by 2030. The latter programme started to have a small but positive impact during 2023.<\/p>\n

As for mobile networks, both 4G<\/a> and 5G<\/a> coverage recorded some improvements during 2023. The commercial 5G deployment showed the biggest change, but this year also saw the industry-led \u00a31bn Shared Rural Network<\/strong><\/a> (SRN) project make progress on boosting geographic 4G<\/a> coverage too (here<\/a>) – aiming to hit 95% of the UK from at least one operator by the end of 2025.<\/span><\/span><\/p>\n\n\n\n\n\n

NOTE:<\/strong> Speedtests can be affected by various issues, such as slow Wi-Fi, limitations of the tester itself, local network congestion and package choice (a lot of people will pick a slower and cheaper plan, even with 1Gbps available). The following results are thus only good for observing general market change over time and MUST NOT be taken as a reflection of ISP capability.<\/div>\n

Fastest Major Fixed Broadband ISPs (H2 2023 vs H2 2022)<\/strong><\/span><\/h3>\n

The data in this report stems from Thinkbroadband<\/a>’s independent speedtest database (inc. ISPreview\u2019s Broadband Speedtest<\/a><\/strong>). The table below only includes the largest and most established independent ISPs with strong national availability, but there is a separate table for smaller alternative networks on page 2 – these are difficult to include because they aren\u2019t yet available to the majority of premises and thus don\u2019t produce much test data.<\/p>\n

Naturally, there are caveats to consider with speedtest based studies like this, not least because such scores tend to be more reflective of take-up than network availability. For example, some ISPs may have a much larger proportion of customers on slower copper ADSL<\/a> or FTTC<\/a> lines, which can weigh against anybody on faster FTTP packages with the same provider (i.e. pulling average speeds down). The opposite can also be true.<\/p>\n

The big change this time is that our main top list below will now only be focusing on performance amongst the biggest ISPs (subscriber size), which largely reflects how the market is changing and the difficulty of keeping track of so many different options. As a result we had sought to add Utility Warehouse and Shell Energy to the table, but TBB can’t currently distinguish their results from the crowd of ISPs on the same wholesale networks.<\/p>\n

Overall, the average download speed<\/strong> of the top national providers was 114.35Mbps and the average upload speed<\/strong> hit 29.25Mbps. The biggest performance gain this year came from Vodafone<\/a>, which mostly reflects the growing adoption of faster FTTP packages on their respective CityFibre<\/a> and Openreach<\/a> networks.<\/p>\n

Curiously the ISP with the smallest gain was BT<\/a>, which perhaps suggests that a lot of the customers they’re converting to FTTP are taking slower speeds as part of that upgrade. Sky Broadband<\/a> is in a similar boat to BT<\/a>, although they’ve long since stopped publishing any data about their broadband base and thus it’s much harder to know what’s happening.<\/p>\n

Satellites
\n<\/strong><\/span><\/h3>\n

Since early 2022 we’ve also been tracking the results for SpaceX’s satellite<\/a> based Starlink<\/a> broadband service. Sadly, not enough data exists to include other satellite<\/a> platforms or providers, but that may change in the future. Otherwise, Starlink<\/a>’s download and upload performance appears to have slipped a bit during 2023, which follows after the H1 2023 period showed a slight improvement.<\/p>\n

Now flick over to page 2 to see how the fastest full fibre alternative network (altnet) ISPs and mobile operators performed.<\/p>\n

Next we’ll examine how some of the more established alternative full fibre (FTTP)  network providers (AltNets) – those building their own separate broadband networks – perform when compared with the mainstream national players. Take note that Cityfibre<\/a> doesn’t have an entry because they’re supplied via various ISPs (e.g. Vodafone<\/a>, Zen, Giganet, TalkTalk<\/a>) and we can’t easily separate the data for them from other networks.<\/p>\n

Otherwise, the following providers don\u2019t suffer from the same performance woes as copper or hybrid fibre networks, thus we only focus our results on the top 10% (fastest) connections, which in most cases will reflect those consumers who take the fastest gigabit tier(s) available. The caveat is that these scores will still be heavily impacted by the same issues as mentioned earlier (slow Wi-Fi, local network congestion, take-up etc.).<\/p>\n

The main changes this time around reflect our decision to remove LightSpeed Broadband<\/a>, due to a lack of data, and the addition of BeFibre<\/a>, Lit Fibre and Ogi<\/a> to the table.<\/p>\n

NOTE:<\/strong> Most altnets only have comparatively niche coverage and limited speedtest data, which limits how many we can examine. Only ISPs with gigabit packages are included below.<\/div>\n

As before, it’s wise not to read too much into speed fluctuations above because the faster you go, the more obvious the caveats of web-based speed testing become. In addition, some provider’s, such as toob<\/a>, only sell a 1Gbps package (i.e. the results aren’t impacted by users on slower tiers) or may have fewer customers (i.e. greater fluctuations in the data), which means true apples-to-apples comparisons are tricky to achieve.<\/p>\n

We intend to keep expanding this table as AltNets grow, which will in turn result in more data, but most of these providers are clearly still delivering excellent performance. AltNet ISPs listed with “no data<\/em>” for 2022 are all new additions.<\/p>\n

Finally, one of the biggest improvements this year comes from one of OFNL’s headline ISPs, Seethelight, which suggests that their relatively recent introduction of a new 900Mbps tier is already seeing some strong take-up.<\/p>\n

The Fastest Mobile Operators<\/strong><\/span><\/h3>\n

Mobile performance remains a difficult technology to study because end-users are always moving through different areas (indoor, outdoor, underground etc.), using different devices with different capabilities and the surrounding environment is ever changeable (weather, trees, buildings etc.). All of this can impact signal quality, and that’s before we even consider differences in network (backhaul) capacity or spectrum ownership.<\/p>\n

Suffice to say that studies of mobile broadband speed are inherently open to variation, but the top networks often tend to be those with a combination of the best 4G or 5G coverage, a good amount of radio spectrum and the most advanced technologies.<\/p>\n

Overall, the average download speed<\/strong> of the four primary mobile operators was 44.05Mbps (up from 41.47Mbps in 2022) and the average upload speed<\/strong> hit 10.65Mbps (up from 7.55Mbps). Despite the mild improvement, it’s still clear from the results above that the past year has been a bit of a mixed bag, with both O2<\/a> and Three UK<\/a> actually seeing a fall in downstream performance.<\/p>\n

On the flip side, all of the operators improved their upload performance and EE<\/a> even doubled last year’s result, although at the time of writing we’re still not quite sure why they returned such a dramatic outcome – it will be interesting to see if this holds up for the next biannual update in mid-2024.<\/p>\n

We should point out that existing 5G networks remain hobbled by issues of limited coverage and legacy 4G services, although the gradual introduction of Standalone 5G (SA) networks may start to change that in the coming years (this will particularly improve upload and latency performance). Ofcom<\/a>’s plan to auction off more 5G spectrum in the mmW bands – 26GHz and 40GHz – is another event to keep an eye on (here<\/a>).<\/p>\n

On top of that the proposed merger between Vodafone<\/a> and Three UK<\/a> may be impacting their 5G roll-out plans (we haven’t seen a big coverage improvement this year), which may change once the deal is either approved or rejected by regulators.<\/p>\n","protected":false},"excerpt":{"rendered":"
