{"id":3516,"date":"2013-06-17T15:35:41","date_gmt":"2013-06-17T14:35:41","guid":{"rendered":"http:\/\/www.ispreview.co.uk\/?p=3516"},"modified":"2013-06-20T08:40:43","modified_gmt":"2013-06-20T07:40:43","slug":"org-accuses-orange-uk-of-blocking-youtube-from-its-mobile-network","status":"publish","type":"post","link":"https:\/\/www.ispreview.co.uk\/index.php\/2013\/06\/org-accuses-orange-uk-of-blocking-youtube-from-its-mobile-network.html","title":{"rendered":"UPDATE Orange UK Accused of Blocking YouTube on its Mobile Network"},"content":{"rendered":"<p>The <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/org\" target=\"_blank\">Open Rights Group<\/a> (ORG) has heavily criticised Orange UK (<a href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/eebroadband\" rel=\"nofollow\" target=\"_blank\">EE<\/a>) for allegedly blocking access to Google&#8217;s hugely popular internet video streaming site <a href=\"http:\/\/www.youtube.com\" target=\"_blank\">YouTube<\/a> through its child safety filtering service &#8220;<em>Safeguard<\/em>&#8220;, which is switched on by default.<\/p>\n<p><!--more--><\/p>\n<p>A spokesperson for the mobile operator initially told ISPreview.co.uk that &#8220;<em>Orange is not blocking YouTube<\/em>&#8221; but the claim, which surfaced this afternoon as part of a wider update on unfair website censorship by Mobile Broadband operators (<a href=\"https:\/\/www.openrightsgroup.org\/blog\/2013\/jargon-file-blocked-by-o2-youtube-by-orange\" target=\"_blank\">here<\/a>), was soon updated with a video to show the problem.<\/p>\n<p>Ironically the video was posted on YouTube so we don&#8217;t know if Orange could\u00a0view it or not but the operator has since told us that they&#8217;re now &#8220;<em>looking into it<\/em>&#8220;.<\/p>\n<blockquote class=\"bq1\"><p><strong>Jim Killock, ORG&#8217;s Executive Director, said:<\/strong><\/p>\n<p>&#8220;<em>While Claire Perry describes blocking problems as a \u2018load of c***\u2018, we are being given a continuous stream of innocent sites being blocked for no good reason.<\/em><\/p>\n<p><em>The wider that default filters are installed, the worse this will get. We need much more sensible, careful arrangements that help adults manage their children\u2019s Internet access<\/em>.&#8221;<\/p><\/blockquote>\n<div align=\"center\"><iframe loading=\"lazy\" src=\"http:\/\/www.youtube.com\/embed\/Dayjxf-5tMY\" height=\"315\" width=\"560\" allowfullscreen=\"\" frameborder=\"0\"><\/iframe><\/div>\n<p>The <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/org\" target=\"_blank\">Open Rights Group<\/a> further told ISPreview.co.uk that YouTube on Orange &#8220;<em>has been found blocked several times over the last two or three months<\/em>&#8220;, which suggests that it could be a mistake with the operators filtering system. Quite a big mistake but at least it\u2019s probably giving their internet traffic a rest [insert conspiracy theory here].<\/p>\n<p>Similarly both Orange and <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/o2uk\" rel=\"nofollow\" target=\"_blank\">O2<\/a> were also found to be blocking other legal websites, such as an online jewellery store called\u00a0<a href=\"http:\/\/www.marithomas.com\" target=\"_blank\">Mari Thomas Jewellery<\/a>. Apparently it&#8217;s classified by <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/o2uk\" rel=\"nofollow\" target=\"_blank\">O2<\/a> as an &#8220;<em>anonymiser<\/em>&#8220;, which at a cursory glance doesn&#8217;t make much sense. On the surface the website appears to be completely harmless and as a commercial business such a block could be very damaging.<\/p>\n<p><strong>UPDATE 20th June 2013<\/strong><\/p>\n<p>Orange has again told us that\u00a0it &#8220;<em>does not block YouTube<\/em>&#8221; and\u00a0the site is apparently &#8220;<em>readily available to our customers through the browser or through apps<\/em>&#8220;, thus the problem has been put down to one of many &#8220;<em>isolated incidents<\/em>&#8220;. The operator has called on anybody who feels they are experiencing issues of content being\u00a0blocked when it shouldn\u2019t be, to contact\u00a0their Customer Services team and they\u2019ll investigate immediately.<\/p>\n<p>ISPreview.co.uk has also been informed that part of the problem could be to do with a change to Orange&#8217;s Safeguard system, which use to only be &#8220;<em>on<\/em>&#8221; or &#8220;<em>off<\/em>&#8221; (it was on as default) but now apparently comes with three settings (<a href=\"http:\/\/help.ee.co.uk\/system\/selfservice.controller?ARTICLE_ID=723006&amp;CONFIGURATION=1016&amp;PARTITION_ID=1&amp;TIMEZONE_OFFSET=&amp;segment=Consumer&amp;isSecure=false&amp;CMD=VIEW_ARTICLE\" target=\"_blank\">detailed here<\/a>). The new (third) setting is called &#8220;<em>Light<\/em>&#8221; and this is apparently supposed by be used as default in place of being fully &#8220;<em>on<\/em>&#8220;.<\/p>\n<p>In essence the &#8220;<em>Light<\/em>&#8221; setting restricts access to 18+ content, but sites which deliver user generated content such as Twitter, Flickr, Picasa and YouTube are still supposed to be accessible.
