The recently appointed CEO of full fibre builder Digital Infrastructure<\/a> (DI) and sibling broadband ISP BeFibre<\/a>, Paul Doyle, has today spoken to ISPreview about how they’re overcoming challenges with growing consumer take-up, limiting overbuild with rivals and the need for more UK government support.<\/p>\n

The operator, which first launched in 2021 and aims to cover 1 million premises across 80 UK towns and cities by the end of 2027 (here<\/a>), has created an initial rollout plan to reach 400,000 premises. So far they’ve covered 100,000 premises (June 2023) – Ready for Service – and are selling across over 30 locations (e.g. Crewe, Brentwood, Worcester, Clacton on Sea etc.), which is planned to double by the end of 2023 (c. 60 areas).<\/p>\n

NOTE:<\/strong> BeFibre<\/a> \/ DI is fuelled by a \u00a3100m investment from Basalt Infrastructure Partners.<\/div>\n

One of the best people to ask about the progress and challenges of this build is new CEO, Paul Doyle<\/strong>, who happens to also be a Non-Executive Director of several other companies, including Manx Telecom, FullFibre Limited and Kirari. In addition, Paul is also a Director of Turnua and an Associate Lecturer at the IOB. Prior to that, he held several Director positions at eir Ireland. Suffice to say that he has plenty of experience.<\/p>\n

The interview below explores a number of different topics, such as network overbuild between rivals, the impact of government interventions, engineer shortages, rollout progress and more.<\/p>\n

The BeFibre \/ Digital Infrastructure Interview<\/strong><\/span><\/h3>\n

Q1: Firstly, can you share with us a quick general update on the status of your network coverage (premises passed so far and areas of deployment etc.), your future targets\/plans and how much total investment Be Fibre\/Digital Infrastructure has managed to attract thus far?<\/strong><\/p>\n

Paul’s Answer: <\/u><\/p>\n

So far, BeFibre<\/a> is selling its broadband services in over 30 UK towns and cities.<\/p>\n

With access to \u00a3100m of private capital funding from Basalt Infrastructure Partners, we\u2019re pleased to be further developing our full fibre network across England. At this time, Digital Infrastructure is rolling out to a fully designed base of 400,000 addresses, with over 100,000 ready for customer connection.<\/p>\n

We have invested in full fibre deployments across the following areas which will deliver significant growth in the network throughout 2023, currently we have customer sales activity across these areas, with further growth announcements to follow over the summer of 2023.<\/p>\n

Essex and the South East – 34,000 Premises<\/strong><\/p>\n

Includes Brentwood, Clacton, Brightlingsea and Ingatestone<\/p>\n

North West – 47,000 Premises<\/strong><\/p>\n

Includes Greater Manchester, Cheshire, Tameside, and Merseyside<\/p>\n

Worcester – 11,000 premises<\/strong><\/p>\n

Midlands – 6,500 premises<\/strong><\/p>\n

Includes: Boston, Lutterworth<\/p>\n

South Yorkshire – 6,700<\/strong><\/p>\n

Incudes: Maltby and Bramley<\/p>\n

We have significant investment in this area and will continue to announce further villages over the coming months.<\/p><\/blockquote>\n

Q2: What made you decide to enter the market for alternative network (AltNet) providers and, given the current highly competitive environment, would you say that it’s still a market with plenty of potential for your network to grow or have the opportunities narrowed?<\/strong><\/p>\n

Paul’s Answer: <\/u><\/p>\n

We recognised the increasing demand for high speed and reliable internet services \u2014 particularly in areas that were being underserved and overlooked by traditional network providers. So many organisations make promises that that they cannot keep when it comes to speed, reliability, and customer services, and never seem to follow through with these promises. It was Digital Infrastructure\u2019s and BeFibre<\/a>\u2019s mission to change that.<\/p>\n

While competition in the market has intensified, there is still significant potential for our network and customer connections to grow. Progress has been made, but the UK\u2019s digital divide still remains, and that playing field must be levelled so consumers can thrive in equal measure. Our position as a transparent and people-centric organisation is more welcomed than ever \u2014 empowering consumers with fit-for-the-future connectivity.<\/p>\n

Plus, with government initiatives evolving to support the full fibre roll-out \u2014 including strategic partnerships, simplified access rights, regulatory support, and more \u2014 the market\u2019s potential is growing at pace.<\/p><\/blockquote>\n

Q3: One of the biggest challenges for AltNet providers, including yours, is the need to generate a sufficient level of take-up in order to satisfy investors and your own internal business models for future payback. But some AltNets may struggle with this and a great deal of consolidation is often predicted to be on the near horizon.<\/strong><\/p>\n

What sort of challenges have you run into when trying to generate take-up for the new network and, if I may be so bold, do you feel as if your own efforts are currently generating the desired level of adoption?<\/strong><\/p>\n

Paul’s Answer: <\/u><\/p>\n

The challenge of take-up is only difficult to navigate if you don\u2019t have a meaningful solution that meets customers\u2019 needs. In a market where failed promises have been the norm, people have naturally grown weary of exaggerated claims, unreliable broadband connectivity, and subpar customer service from existing providers. Fulfilling our ambitious commitments has instilled a renewed sense of trust among customers and set a new benchmark for the industry.<\/p>\n

It\u2019s not just about building better broadband for us either. Actively embedding ourselves within our build areas has always been integral to how we operate \u2014 from sponsoring grassroots football teams with our \u2018kits for kids\u2019 initiatives to supporting local charities such as homeless charity Shiloh, as well as actively supporting foodbank appeals and providing much needed equipment for schools. In 2022 we committed over \u00a320K to these good causes and 2023 is set to deliver even more good to the communities in which we work. By truly getting to the hearts of these communities, we can not only gain insight into the local infrastructure, demographics, and unique challenges faced by residents, but foster a vital sense of trust that shows we\u2019re listening to their needs too.<\/p>\n

We have invested heavily in community initiative projects within our build areas so far. Our initial community outreach began last March, when we supported Brentwood Borough Council to raise \u00a317,000 for the British Red Cross DEC Ukraine appeal. One on our most recent initiatives also saw us support Shorefields School \u2014 a special needs school in Clacton-On-Sea \u2014 whereby we pledged a donation to purchase a sensory kit for the students.<\/p><\/blockquote>\n

Q4: Overbuild between rivals is becoming an increasingly big challenge, even among smaller players. If you could implement one realistic solution to tackle this, what would you choose?<\/strong><\/p>\n

Paul’s Answer: <\/u><\/p>\n

The potential for overbuild is certainly a challenge within the market, but I do believe that organisations are behaving rationally, in the main.<\/p>\n

Refraining from duplicating infrastructure in areas already served, avoids unnecessary competition between alternative network providers, wasteful spending, and inefficient use of resources. Focusing our investments on underserved areas and strategically planning our network deployments to avoid overbuild will be key to meeting the diverse connectivity needs of communities across the UK.<\/p>\n

Later this year, as our connectable base reaches critical mass, we look forward to welcoming other ISPs to launch on our network too. This level of infrastructure sharing will play a central role in tackling overbuild \u2014 optimising existing resources while empowering customers with greater choice when it comes to their internet services.<\/p><\/blockquote>\n

Q5: One of the biggest problems that smaller AltNets face is the lack of brand recognition, as well as limited consumer awareness and thus, trust. How can providers like BeFibre overcome such challenges, given that there is a need to build take-up as rapidly as possible (i.e. the usual approach of building brand recognition slowly, over time, may not be enough)?<\/strong><\/p>\n

Paul’s Answer:<\/u><\/p>\n

There really is no shortcut to building brand recognition, even in this digital age. Yes, technology enables us to reach more potential customers, with access to a wider variety of channels \u2014 and we leverage that effectively \u2014 but a strong brand is built upon delivering on the promise it makes to customers. So, we focus our efforts on fulfilling our commitments, as well as knocking on doors, and using a combination of traditional and digital marketing methods to raise our profile.<\/p>\n

Creating a brand identity that cuts through the noise of a crowded market was challenging to say the least. By using straight-talking language that exudes modern, personable, vibrant, and playful traits, we\u2019re wholeheartedly committed to raising a smile on our customers\u2019 faces and, more importantly, delivering communications anyone can understand. We\u2019re proud to see our vibrant visuals bolster this too \u2014 offering an exciting dynamic that mirrors our service offering.<\/p>\n

We\u2019ve briefly touched upon BeFibre\u2019s community initiatives already, but integrating ourselves within our build areas also helps to augment our profile. By being present and engaging in localised discussions, and genuinely contributing to their growth and development, we can establish meaningful and long-lasting connections within the communities we serve.<\/p><\/blockquote>\n

Now flick over to page 2 for the final questions.<\/p>\n

Q6: The government has made a bunch of recent law changes, such as to help spread gigabit-capable broadband into new build homes (updates to the Building Regulations 2010), and to make it easier to install in large residential blocks of flats\/apartments when landlords fail to respond (Telecommunications Infrastructure (Leasehold Property) Act).<\/strong><\/p>\n

On top of that, the new Product Security and Telecommunications Infrastructure Act (PSTI) hopes to make it easier for full fibre broadband and mobile network operators to upgrade, share and deploy new infrastructure (masts, poles etc.).<\/strong><\/p>\n

Are you expecting to see much of a benefit from these changes with your own rollout and, if so, in what areas do you expect them to have the most impact on your specific deployment?<\/strong><\/p>\n

Paul’s Answer: <\/u><\/p>\n

While all positive interventions by the government are good news, we don\u2019t expect these items to have a major impact on our specific deployment.<\/p><\/blockquote>\n

Q7: Following on from the prior question, are there any areas of legislation or regulation that you feel the government could still tweak or improve in order to support the work you\u2019re doing to expand full fibre?<\/strong><\/p>\n

Paul’s Answer: <\/u><\/p>\n

I would actively encourage the Department for Science, Innovation and Technology (DSIT) to continue to revise legislation and regulation to support the ongoing investment that we and other AltNets are making.<\/p>\n

Companies such as ours have entered the market to address a failure of investment. As such, it\u2019s important that this is recognised and supported in line with ambitious connectivity roadmaps \u2014 promoting a fair and competitive marketplace to ensure customers always have access to robust internet services.<\/p><\/blockquote>\n

Q8: Speaking of the government, during the latter stages of 2022 we saw some of the first full fibre rollout contracts being awarded under the Gigabit Infrastructure Subsidy (GIS) scheme, which forms part of the Government\u2019s wider \u00a35bn Project Gigabit programme. The project aims to help extend 1Gbps capable broadband networks (they currently cover 73% of the UK) to reach at least 85% of UK premises by the end of 2025 and then \u201cnationwide\u201d by around 2030.<\/strong><\/p>\n

What are your thoughts on the Project Gigabit scheme thus far and do you think it will be enough, alongside existing commercial investment, to achieve the targets and tackle the remotest of rural communities? In addition, do you have any plans to bid on the GIS contracts?<\/strong><\/p>\n

Paul’s Answer: <\/u><\/p>\n

Our focus is not on areas under the GIS scheme and as such we do not propose to bid on those contracts. Government intervention is welcome in areas where deployment is not economically viable and I believe it can deliver on those ambitious targets. It\u2019s important that the scheme supports, and does not effectively rule out AltNets who have the potential to deliver at speed and within budget by having open competition without unnecessary restrictions.<\/p><\/blockquote>\n

Q9: The rising cost-of-living has been a big topic during the past year and network providers are certainly not immune to its negative impacts, both in terms of higher costs for their own operations\/builds and the risk of rising prices for customers.<\/strong><\/p>\n

In response, the government and Ofcom<\/a> recently warned that ISPs should now \u201cconsider whether large price rises can be justified at times of exceptional financial hardship\u201d, and they\u2019re also strongly urging providers to offer and promote cheaper social tariffs to consumers (those on state benefits).<\/strong><\/p>\n

What are your thoughts on the pros and cons of offering a social tariff? In addition, how do you see this balancing against the highly competitive market for alternative full fibre networks, where new network builders are already competing aggressively on price \u2013 despite rising costs and high inflation – in order to peel customers away from rivals?<\/strong><\/p>\n

Paul’s Answer: <\/u><\/p>\n

Of course, we want to help take the necessary steps to prevent a digital divide and understand the government’s plans to subsidise social tariffs. We believe in offering a transparent and competitive pricing structure that is accessible to all.<\/p><\/blockquote>\n

Q10: Speaking of pricing, the UK\u2019s advertising standards authority<\/a> appears set to require that ISPs be clearer and more transparent with their prices, particularly around the often thorny and confusing issue of mid-contract price hikes.<\/strong><\/p>\n

What is your view on how mid-contract price hikes should be handled by ISPs and do you think the ultimate answer is to just ban them (i.e. ensure all packages offer a true fixed price for the entire contract term), or take a different approach?<\/strong><\/p>\n

Paul’s Answer: <\/u><\/p>\n

I believe the answer is to have a competitive and transparent marketplace with clear and appropriate price and product competition that is good for consumers.<\/p>\n

Mid-contract rises may now be routinely accepted as \u2018the done thing\u2019, but any organisation with ethics should honour the price you signed up for \u2014 it shouldn\u2019t take an industry-wide imposition to change that. That\u2019s exactly what we stand for at BeFibre, and we\u2019ll never knowingly make a promise we can\u2019t keep.<\/p><\/blockquote>\n

Q11: The price of full fibre has also been a big topic among alternative network providers for another reason this year. Openreach<\/a> recently proposed to make further discounts (Equinox 2) to their wholesale FTTP<\/a> broadband products, which prompted Cityfibre<\/a> to lodge a Competition Act complaint with both the Competition and Markets Authority (CMA) and Ofcom<\/a>.<\/strong><\/p>\n

The operator accuses Openreach<\/a> of \u201cundertaking an aggressive strategy to foreclose infrastructure competition in the UK fibre broadband market\u201c (i.e. making it harder for smaller AltNets to grow customer take-up and thus attract investment). Where do you stand on this and does anything need to change?<\/strong><\/p>\n

Paul’s Answer: <\/u><\/p>\n

It is a real necessity for regulators to properly assess the actions of incumbents to ensure that appropriate regulation is in place, aiding and promoting the growth of competition. The UK market and consumers stands to benefit from the infrastructure competition we and other companies are investing in. It is vitally important that regulation assures this now and into the future.<\/p><\/blockquote>\n

Q12: Moving away from pricing now. Ofcom<\/a> were due to introduce their new One Touch Switch (OTS) migration (switching) system for UK broadband ISPs from 3rd April 2023, which was intended to make it easier for consumers to switch between providers on physically separate networks (i.e. extending the existing Gaining Provider Led [GPL] solution to include alternative networks, rather than just Openreach<\/a>).<\/strong><\/p>\n

However, many ISPs and the related vehicle for this – The One Touch Switching Company (TOTSCo) \u2013 were NOT ready to introduce the system in time for the original deadline. What has been your own experience of OTS \/ TOTSCo and how long do you think before it can be fully implemented?<\/strong><\/p>\n

Paul’s Answer: <\/u><\/p>\n

Not having the legacy complexity of an incumbent operator means we are open and ready for one touch switching, and look forward to starting the process once the switching hub is released. I really can\u2019t speculate on when it will be fully implemented, but as a business, we have contributed to what the outcomes should be, and have been actively involved in the industry forums operated by TOTSCO. We await the delivery of the switching hub as does the whole industry.<\/p><\/blockquote>\n

Q13: Finally, over the past few years, there has been a notable shortage of skilled fibre engineers, which risks causing delays to the rollout of new full fibre networks. What has your own experience of this been (if any) and do you think that the government is doing enough to tackle the issue (e.g. working to add telecoms engineers to the shortage occupation list – making it easier to hire foreign workers)?<\/strong><\/p>\n

Paul’s Answer: <\/u><\/p>\n

We were no strangers to the talent shortage. However, having participated in initiatives to improve the availability of surveyors through training and upskilling, as well as recruited skilled engineers from overseas, we quickly had access to the resources we needed to progress our build at pace.<\/p>\n

As a company we have invested heavily in our people and culture, our aim is to retain and reward the talent that we have in our business. We recognise that it is not just about the identification and recruitment of such individuals, but it is about developing our own teams and providing ongoing training – career development is the key to an engaged and productive workforce<\/p><\/blockquote>\n
