{"id":36188,"date":"2023-11-01T00:10:13","date_gmt":"2023-11-01T00:10:13","guid":{"rendered":"https:\/\/www.ispreview.co.uk\/?p=36188"},"modified":"2023-10-31T17:22:12","modified_gmt":"2023-10-31T17:22:12","slug":"october-2023-bt-progress-update-on-10mbps-uk-broadband-uso","status":"publish","type":"post","link":"https:\/\/www.ispreview.co.uk\/index.php\/2023\/11\/october-2023-bt-progress-update-on-10mbps-uk-broadband-uso.html","title":{"rendered":"October 2023 BT Progress Update on 10Mbps UK Broadband USO"},"content":{"rendered":"<p>UK ISP <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/britishtelecom\" rel=\"nofollow\" target=\"_blank\">BT<\/a> has published their latest biannual (October 2023) update on the progress they\u2019ve made in delivering <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/ofcom\" target=\"_blank\">Ofcom<\/a>&#8217;s flaky 10Mbps <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/2020\/03\/10mbps-uk-broadband-universal-service-obligation-to-go-live.html\" target=\"_blank\" rel=\"noopener\">Universal Service Obligation<\/a> (USO) for broadband. The operator has so far built a USO connection to over 7,681 premises (up from 7,000 in Apr 2023), with 185 further builds in progress (down from 800).<!--more--><\/p>\n<p>The obligation, which was introduced in March 2020, is aimed at those who can\u2019t yet receive a <strong>10Mbps<\/strong> or faster download speed and aren\u2019t planned to get one in the next 12-months. <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/ofcom\" target=\"_blank\">Ofcom<\/a> states that 62,000 UK premises currently fall into this gap (i.e. those outside of suitable fixed line, fixed wireless and <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/4g\">4G<\/a> mobile coverage), or 428<span id=\"page4R_mcid49\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">,000<\/span><\/span> premises if you exclude wireless solutions (<a href=\"https:\/\/www.ispreview.co.uk\/index.php\/2022\/12\/ofcom-gigabit-broadband-covers-70-of-uk-as-5g-hits-67-77.html\">here<\/a>), but some homes are still too expensive for the USO.<\/p>\n<div class=\"bq2\"><strong>NOTE:<\/strong> For many of those extremely remote areas, the cost of a USO connection will be significantly in excess of the industry \u00a33,400 contribution (end-users have the option to pay excess costs or decline the USO solution).<\/div>\n<p>Back in 2020 we reported on various examples (<a href=\"https:\/\/www.ispreview.co.uk\/index.php\/2020\/08\/the-high-cost-of-broadband-for-uso-excluded-uk-communities.html\">here<\/a>) where people had been hit with quotes for excess costs that ran from tens of thousands of pounds and all the way up to \u00a31-2m. Since then improvements have been made to the USO&#8217;s cost sharing model (<a href=\"https:\/\/www.ispreview.co.uk\/index.php\/2021\/05\/bt-make-changes-to-improve-10mbps-uk-broadband-uso.html\">here<\/a>), but there\u2019s no escaping the reality that some remote properties will simply NOT be economically viable to reach.<\/p>\n<p>Many of those who pursue the USO option via <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/britishtelecom\" rel=\"nofollow\" target=\"_blank\">BT<\/a> (<a href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/eebroadband\" rel=\"nofollow\" target=\"_blank\">EE<\/a>) say they were offered <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/4g\">4G<\/a> (mobile broadband) based connections, but those actually considered to have been delivered under the USO itself usually get <strong>Fibre-to-the-Premises<\/strong> (<a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/fttp\">FTTP<\/a>). Commercial builds of the latter have also helped to shrink the USO gap &#8211; back in early 2020 <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/ofcom\" target=\"_blank\">Ofcom<\/a> said that about 155,000 premises fell into the USO gap vs 62,000 today.<\/p>\n<p>The gap will continue to shrink as commercial builds expand and the government&#8217;s \u00a35bn <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/2022\/08\/gov-issue-summer-2022-update-on-uk-project-gigabit-broadband-rollout.html\"><strong>Project Gigabit<\/strong><\/a> programme starts to make progress. The government are currently also exploring how best to reach those who live in \u201c<em>Very Hard to Reach<\/em>\u201d areas &#8211; roughly equating to the final c.0.3% of premises (the same sort of area as the USO is focused upon) &#8211; and at the same time they&#8217;re also preparing to review the USO (<a href=\"https:\/\/www.ispreview.co.uk\/index.php\/2023\/10\/gov-to-review-uk-rural-broadband-options-and-10mbps-uso.html\">here<\/a>).<\/p>\n<h3><span style=\"color: #339966;\"><strong>BT&#8217;s October 2023 USO Report<\/strong><\/span><\/h3>\n<p>The latest statistics show that the delivery of USO connections seems to be falling and at quite a rapid pace (e.g. a year ago there were 2,000 builds in progress, which fell to 800 in April 2023 and now 185). We suspect this may be a combination of factors, such as a lack of consumer familiarity with the USO (<a href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/btuso\" target=\"_blank\" rel=\"noopener\"><strong>apply for it here<\/strong><\/a>) and the fact that the policy may also be starting to run into the limitations of economically viable deliverability.<\/p>\n<p><img decoding=\"async\" class=\"ngg-singlepic ngg-none\" style=\"padding: 0px; width: 100%;\" src=\"https:\/\/www.ispreview.co.uk\/wp-content\/gallery\/2023-uk-internet-statistics\/BT-Broadband-USO-Progress-October-2023.png\" alt=\"BT-Broadband-USO-Progress-October-2023\"><\/p>\n","protected":false},"excerpt":{"rendered":"<p>UK ISP BT has published their latest biannual (October 2023) update on the progress they\u2019ve made in delivering Ofcom&#8217;s flaky 10Mbps Universal Service Obligation (USO) for broadband.
