This puts them at risk of being fined up to 10% of their revenue or \u00a3100,000 per day for every day that they fail to comply.<!--more--><\/p>\n<p>Just to recap. In 2020 the government announced that it would ban \u201c<em>high risk vendors<\/em>\u201d from future <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/5g\">5G<\/a> mobile rollouts (<a href=\"https:\/\/www.ispreview.co.uk\/index.php\/2020\/07\/no-huawei-uk-gov-bans-new-5g-mobile-kit-from-dec-2020.html\">here<\/a> and <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/2020\/11\/gov-tightens-huawei-5g-mobile-and-fttp-broadband-restrictions.html\">here<\/a>), which followed various US sanctions and security concerns around the role of Chinese firm <strong>Huawei<\/strong> in UK networks (ZTE is also banned). The removal of all related <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/5g\">5G<\/a> kit is intended to be achieved by the end of 2027, but before then there are a number of interim targets that must first be achieved.<\/p>\n<div class=\"bq2\"><strong>NOTE:<\/strong> The 31st Dec 2023 date already reflects a significant extension vs the original target of January 2023.<\/div>\n<p>The requirements also impacted fixed line broadband ISP and full fibre (<a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/fttp\">FTTP<\/a>) networks, such as those supplied by <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/openreach\" target=\"_blank\">Openreach<\/a>, <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/hyperopticfibre\" rel=\"nofollow\" target=\"_blank\">Hyperoptic<\/a>, <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/cityfibre\" target=\"_blank\">CityFibre<\/a> and others, albeit with different measures (see below). The Government formally issued its related<strong> <a href=\"https:\/\/assets.publishing.service.gov.uk\/government\/uploads\/system\/uploads\/attachment_data\/file\/1110248\/Final_Huawei_Designated_Vendor_Direction.pdf\" target=\"_blank\" rel=\"noopener\">Designated Vendor Direction<\/a><\/strong> (DVD) to 35 UK telecoms network operators in 2022, which put their policy on a legal footing and reiterated the final targets.<\/p>\n<p>So far as we can tell, most of the affected broadband and mobile operators seem to be making the right level of progress, and <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/eebroadband\" rel=\"nofollow\" target=\"_blank\">EE<\/a> has also met a related deadline for reducing Huawei&#8217;s kit in its mobile network (i.e. the 35% cap on use of Huawei equipment in <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/5g\">5G<\/a> access networks after 31st July 2023). But we won&#8217;t know the full picture until <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/ofcom\" target=\"_blank\">Ofcom<\/a> issues its next progress report to the Government in the spring of 2024.<\/p>\n<blockquote><p><span style=\"color: #339966;\"><strong>Huawei Controls for UK Mobile and Fibre Networks<\/strong><\/span><\/p>\n<p>\u27a4 An immediate ban on the installation of new Huawei equipment in 5G networks;<\/p>\n<p>\u27a4 A requirement not to install any Huawei equipment that has been affected by US sanctions in full fibre networks.<\/p>\n<p>\u27a4 A requirement to remove Huawei equipment from sites significant to national security by 28 January 2023; and<\/p>\n<p>\u27a4 A requirement to limit Huawei to 35 per cent of the full fibre [<a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/fttp\">FTTP<\/a>] and other gigabit-capable access networks by 31 October 2023;<\/p>\n<p>\u27a4 A requirement to remove Huawei equipment from the network core by <strong>31 December 2023<\/strong>;<\/p>\n<p>\u27a4 A requirement to remove Huawei equipment from 5G networks by the end of 2027;<\/p><\/blockquote>\n<p>According to <a href=\"https:\/\/www.telegraph.co.uk\/business\/2023\/12\/31\/bt-faces-fine-as-deadline-to-rip-out-huawei-tech-passes\/\" target=\"_blank\" rel=\"noopener\">The Telegraph<\/a> (paywall) and several other reports, <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/britishtelecom\" rel=\"nofollow\" target=\"_blank\">BT<\/a> has now missed the 31st December 2023 target for their core network (it&#8217;s technically already been extended twice &#8211; party due to the COVID19 pandemic) and will most likely be pushing for another extension to avoid paying a hefty fine. The government does have some sympathy for this and is mindful of the pressures their sudden policy U-turn created in 2020 (network operators plan their builds years in advance, thus any sudden change was always going to have big repercussions).<\/p>\n<p>Mobile operators have previously warned that the decision to remove Huawei, which also impacts existing <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/4g\">4G<\/a> kit due to the close interdependency of such networks, would delay the completion of the 5G rollout by 2-3 years and add costs of up to <strong>\u00a32bn<\/strong> across all operators (less for <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/o2uk\" rel=\"nofollow\" target=\"_blank\">O2<\/a> \/ VMO2 as they opted to go with Ericsson for 5G). <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/britishtelecom\" rel=\"nofollow\" target=\"_blank\">BT<\/a> alone has previously warned they would take a<strong> \u00a3500m<\/strong> hit from all this.<\/p>\n<blockquote class=\"bq1\"><p><strong>A Spokesperson for BT said:<\/strong><\/p>\n<p>&#8220;We\u2019ve met our initial targets \u2013 both RAN traffic levels and sites were below the levels required by the Government for its July 2023 deadline. Our focus is now on work in the core for the Government\u2019s deadline.&#8221;<\/p><\/blockquote>\n<p>At the time of writing, a Government spokesperson would only say that they&#8217;re continuing to work with network operators to &#8220;<em>remove Huawei technology as quickly as possible while minimising disruption for consumers<\/em>&#8221; (moving too fast would result in mass connectivity problems) and &#8220;<em>remain on track<\/em>&#8221; for the ultimate goal of full removal by the end of 2027.<\/p>\n<p>The lack of stronger language in their official response suggests, at least to us, that they&#8217;ll probably give BT, and any other operators that might be struggling, more time to achieve the most recent target.<\/p>\n<p><strong>UPDATE 11:59am<\/strong><\/p>\n<p>We&#8217;ve had an updated statement from BT today, which helps to put their progress into context.<\/p>\n<blockquote class=\"bq1\"><p><strong>A BT Group spokesperson said:<\/strong><\/p>\n<p>\u201cAll <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/4g\">4G<\/a> and 5G data sessions and voice calls are now delivered by non-Huawei core equipment \u2013 meaning that over 99% of all core traffic is now being served by non-Huawei kit.\u201d<\/p><\/blockquote>\n<p>In other words, the only voice and data services to be migrated are 2G and <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/3g\">3G<\/a>, which accounts for less than 1% of the total traffic. The <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/3g\">3G<\/a> switch-off process is already tackling part of this.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Telecoms giant BT (EE), and possibly several other UK network operators, have reportedly missed the 31st December 2023 deadline to remove Huawei&#8217;s equipment from their network cores.
