Trade body Mobile UK<\/a>, which represents Three UK<\/a>, EE<\/a> (BT<\/a>), O2<\/a> (VMO2) and Vodafone<\/a>, has made a last minute plea for the government to use this week’s Spring Budget to introduce changes that would foster a more “positive investment environment<\/em>” for mobile operators and thus boost their network upgrades.<\/p>\n

According to Mobile UK, the mobile industry is facing several “pressing challenges<\/em>“, including rising costs due to inflation, a decade of flat \/ declining revenues, rising demand for data “requiring massive investment in network capacity<\/em>” (this is pretty much the norm for internet provision), and growing Government asks to deliver social goods, such as social tariffs, to ensure everyone is digitally included. Such pressures are not unique to mobile operators, with fixed line broadband providers facing similar strains.<\/p>\n

The trade body is thus calling on the UK Government to address these challenges and commit to actions that will ensure the industry can thrive, placing it into a more sustainable and healthy position for the future. The key asks of Mobile UK will no doubt already be familiar to our regular readers, as they’ve all come up before.<\/p>\n

For example, there’s a call for central funding of Digital Champions<\/strong> to help support mobile deployments at local authority level, as well as the usual attempt to weaken Net Neutrality<\/strong> rules (this has largely already been tackled<\/a>) and for Ofcom<\/a> to reduce or even remove annual licence fees<\/strong>.<\/p>\n

Mobile UK’s Wish List for the Budget<\/strong><\/span><\/p>\n

\u27a4 Put in place measures to help improve the investor outlook.
\n\u27a4 Redirect or remove annual licence fees.
\n\u27a4 Ensure certainty in the tax system.
\n\u27a4 Increase resources in the planning to streamline and approve new mobile infrastructure.
\n\u27a4 Invest in digital skills.<\/p><\/blockquote>\n

The trade body believes this would improve the investment outlook to help narrow the \u00a325bn<\/strong> investment gap identified by the Digital Connectivity Forum (here<\/a>), which may in turn spur investment in both 5G<\/a> and stand-alone 5G<\/a>. The Government\u2019s recent Wireless Infrastructure Strategy (WIS) similarly set out an ambition for \u201call populated areas<\/u> to be covered by \u2018standalone\u2019 5G<\/a> (5G-plus) by 2030<\/em>\u201d (here<\/a>).<\/p>\n

Hamish MacLeod, CEO of Mobile UK, said:<\/strong><\/p>\n

\u201cThe mobile network operators believe these actions will help unlock the full potential of the UK\u2019s mobile industry. We hope to work with the Government to break down barriers and create a positive investment environment that supports the deployment of mobile infrastructure to help sustain people\u2019s ultra-connected lifestyles, along with the recruitment of digital champions within local authorities.<\/p>\n

We look forward to the chancellor\u2019s announcement with the hope of seeing the inclusion of focus on infrastructure and the acknowledgment of its central role in strengthening the economy.\u201d<\/p><\/blockquote>\n

However, some of the aforementioned areas aren’t ones that would traditionally be covered in budget announcements (e.g. net neutrality), and the government seem unlikely to direct Ofcom<\/a> to slash licence fees at a time when they’re already having to deal with a significant strain on public finances.<\/p>\n

As for softer planning rules, we’ve already seen some positive developments on this front, such as changes to support taller masts and making it easier to upgrade existing sites via Permitted Development (PD) rights. The other difficultly for the government is that they also have to balance fresh demands with issues of public opinion (i.e. new mobile masts and poles aren’t always super popular), which is much more relevant in an election year.<\/p>\n

On the other hand, the government’s own mobile coverage commitments, such as via the \u00a31bn industry-led Shared Rural Network<\/a> project (i.e. geographic 4G<\/a> coverage to 95% of the UK by the end of 2025) and the Wireless Infrastructure Strategy<\/a> (i.e. \u201call populated areas<\/u> to be covered by \u2018standalone\u2019 5G (5G-plus) by 2030<\/em>\u201d) may struggle if more action isn’t taken.<\/p>\n

The reality here is that the Spring Budget may not touch much on many, or possibly even any, of the aforementioned areas. But it certainly doesn’t hurt mobile operators to put the message out again.<\/p>\n","protected":false},"excerpt":{"rendered":"
