But this time we&#8217;ve made some changes to the structure of our top lists.<!--more--><\/p>\n<p>As usual, the results in this report stem from consumer web-based speed testing and are thus inevitably impacted by a number of factors, such as the rising coverage of faster networks (e.g. full fibre and <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/5g\">5G<\/a>) and the level of take-up by customers. This is despite ongoing market pressures (i.e. rising build costs, high interest rates, fierce competition etc.) continuing to result in many alternative operators (altnets) suffering job losses and a slowdown in their deployment plans.<\/p>\n<p>Full fibre networks are now also the sole driving force behind the rise in gigabit-capable coverage, which continues to be predominantly fuelled by commercial roll-outs in urban areas. Speaking of which, gigabit coverage passed the Government&#8217;s first target (85%) under their <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/2021\/03\/gov-starts-gbp5bn-uk-gigabit-broadband-and-voucher-schemes.html\"><strong>\u00a35bn Project Gigabit<\/strong><\/a> programme earlier this year (this focuses on the final c.10-20% of rural premises) and is now aiming to hit c.99% coverage by 2032&nbsp;(delayed from the original 2030 target &#8211; <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/2025\/06\/govs-2025-spending-review-delays-uk-gigabit-broadband-target-to-2032.html\">here<\/a>).<\/p>\n<p>Finally, in terms of mobile networks, there have been further improvements in <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/4g\">4G<\/a> and 5G (mobile broadband) coverage. For example, the industry-led <span id=\"page22R_mcid352\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">\u00a31bn <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/2020\/03\/operators-sign-1bn-deal-for-95-geographic-uk-4g-cover-by-2026.html\"><strong>Shared Rural Network<\/strong><\/a> (SRN) project has made a little progress on boosting geographic <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/4g\">4G<\/a> coverage and still aims to cover 95% of the UK \u2013 from at least one operator (84% from all operators combined) \u2013 by the end of 2025.<\/span><\/span><\/p>\n<div class=\"bq2\"><strong>NOTE:<\/strong> Web-based speedtests can be affected by various issues, such as slow Wi-Fi, limitations of the tester itself, local network congestion and package choice (a lot of people will pick a slower and cheaper plan, even with 1Gbps available). The following results are thus only good for observing general market change over time and MUST NOT be taken as a reflection of ISP capability.<\/div>\n<h3><span style=\"color: #339966;\"><strong>Fastest Major Fixed Broadband ISPs (H1 2025 vs H2 2024)<\/strong><\/span><\/h3>\n<p>The data in this report has been gathered from <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/thinkbroadband\" target=\"_blank\">Thinkbroadband<\/a>\u2019s independent speedtest database (inc. ISPreview\u2019s <strong><a href=\"https:\/\/www.ispreview.co.uk\/speed\/\" target=\"_blank\" rel=\"noopener noreferrer\">Broadband Speedtest<\/a><\/strong>). The table below only includes the largest and most established independent ISPs with strong national availability, but there is a separate table for smaller providers directly below \u2013 these are difficult to include because such providers don&#8217;t produce much test data (fewer users).<\/p>\n<p>Naturally, there are caveats to consider with speedtest based studies like this, not least because the results tend to be more reflective of take-up than network availability. For example, some ISPs may have a much larger proportion of customers on slower copper-based (<a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/adsl\">ADSL<\/a> or <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/fttc\">FTTC<\/a>) lines, which can weigh against anybody on faster FTTP packages with the same provider (i.e. pulling average speeds down). The opposite can also be true.<\/p>\n<p>However, the big change this time is that we&#8217;ve stopped doing a dedicated table for altnets, which is partly because some operators are wholesale-only (i.e. they lack a dedicated ISP for judging performance) and many other ISPs are now working with more than one underlying network operator. This has made doing an altnets-only table quite tedious and we&#8217;ve instead produced a second table that only includes the top 20 smaller ISPs (these do not require national availability and exclude those listed in the top 8 below).<\/p>\n<div class=\"bq2\"><strong>NOTE:<\/strong> The top 10% is the speed experienced by the fastest users on each ISP (below in brackets). The results are averages (median) in Megabits per second (Mbps). The picture this time around is one of very mixed changes, with <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/zen_internet\" target=\"_blank\">Zen Internet<\/a> and <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/eebroadband\" rel=\"nofollow\" target=\"_blank\">EE<\/a> showing big gains in download performance since the end of 2024, while for upload speeds the biggest gains came from <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/zen_internet\" target=\"_blank\">Zen Internet<\/a>, <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/eebroadband\" rel=\"nofollow\" target=\"_blank\">EE<\/a> and <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/plusnetuk\" rel=\"nofollow\" target=\"_blank\">Plusnet<\/a>.<\/p>\n<p>Now flick over to page 2 to continue this summary and see how the fastest <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/satellite\">satellite<\/a> (<a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/starlink\" target=\"_blank\">starlink<\/a>), mobile operators and smaller ISPs all performed.<\/p>\n<p><!--nextpage--><\/p>\n<p>We suspect most of the improvements mentioned in the prior paragraph will be due to customers upgrading to Fibre-to-the-Premises (FTTP) based packages from slower <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/adsl\">ADSL<\/a> and hybrid fibre (<a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/fttc\">FTTC<\/a> \/ SOGEA) based ones &#8211; all three providers have plenty of customers on legacy connections left to convert.<\/p>\n<p>Otherwise, <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/vodafoneuk\" rel=\"nofollow\" target=\"_blank\">Vodafone<\/a> saw a small decline in download performance, while <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/tt\" rel=\"nofollow\" target=\"_blank\">TalkTalk<\/a> saw bigger declines in both download and upload performance. The latter is most likely due to weighting changes as <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/tt\" rel=\"nofollow\" target=\"_blank\">TalkTalk<\/a> lost around 400,000 customers last year (leaving them on 3.2 million), which will have impacted the structure of their base and splits between different connection types.<\/p>\n<h3><span style=\"color: #339966;\"><strong>Fastest 20 Smaller Broadband ISPs (H1 2025 vs H2 2024)<\/strong><\/span><\/h3>\n<p>As mentioned above, the following table reflects a top list of the fastest smaller providers (excluding those major providers listed above and some others), which also includes some large-ish providers that may not have strong national availability due to the limited coverage of their underlying network(s). This is intended to provide some useful context against the biggest and most widely available market players above.<\/p>\n<p>The table below is ordered by median download speed, but for extra context we&#8217;ve also included a figure for upload performance in brackets. Most of the providers in this list are faster than the major players because they&#8217;re often connected to alternative networks with faster entry-level packages and will often have a lower portion of users (sometimes none at all) on older copper-based connections (<a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/adsl\">ADSL<\/a>, <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/fttc\">FTTC<\/a> etc.). Internet providers are also more likely to both dip into and out of the above list, between updates, due to many of them only just being able to produce the minimum required level of test data.<\/p>\n<h3><span style=\"color: #339966;\"><strong>Satellites<\/strong><\/span><\/h3>\n<p>We&#8217;ve also been keeping track of the results for SpaceX&#8217;s satellite based <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/starlink\" target=\"_blank\">Starlink<\/a> broadband service. Sadly, not enough data exists to include other satellite platforms or providers, but that may change in the future. The big change this time around seems to be that near 26% loss of downstream performance at <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/vodafoneuk\" rel=\"nofollow\" target=\"_blank\">Vodafone<\/a>, although we have seen big swings with mobile operators like this before and suspect it&#8217;s not the start of a new trend.<\/p>\n<p>The market for 5G services in the UK is now started to reach a degree of maturity, with swings of c.5-10% in one direction or the other are not uncommon between biannual updates. However, the most interesting one to watch going forward will be how the results change as <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/threeuk\" rel=\"nofollow\" target=\"_blank\">Three UK<\/a> and <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/vodafoneuk\" rel=\"nofollow\" target=\"_blank\">Vodafone<\/a> begin the long-winded process of network integration, although for now we&#8217;ll continue to list them as separate brands.<\/p>\n<p>Take note that existing 5G networks also remain hobbled by some issues of limited coverage and legacy 4G services, although ongoing expansion Standalone 5G (SA) networks is starting to change that.
