{"id":41605,"date":"2025-11-03T07:20:40","date_gmt":"2025-11-03T07:20:40","guid":{"rendered":"https:\/\/www.ispreview.co.uk\/?p=41605"},"modified":"2025-11-03T07:20:40","modified_gmt":"2025-11-03T07:20:40","slug":"october-2025-progress-update-on-bt-10mbps-uk-broadband-uso","status":"publish","type":"post","link":"https:\/\/www.ispreview.co.uk\/index.php\/2025\/11\/october-2025-progress-update-on-bt-10mbps-uk-broadband-uso.html","title":{"rendered":"October 2025 Progress Update on BT 10Mbps UK Broadband USO"},"content":{"rendered":"<p>ISP <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/britishtelecom\" rel=\"nofollow\" target=\"_blank\">BT<\/a> has published the biannual (October 2025) progress update on their delivery of <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/ofcom\" target=\"_blank\">Ofcom<\/a>&#8217;s somewhat unpopular 10Mbps <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/2020\/03\/10mbps-uk-broadband-universal-service-obligation-to-go-live.html\" target=\"_blank\" rel=\"noopener\">Universal Service Obligation<\/a> (USO) for broadband. The provider has so far helped to build a USO connection to over 8,553 premises (up from 8,411 in April 2025), with 186 further builds in-progress (down from 349).<!--more--><\/p>\n<p>The USO is a legally-binding and industry-funded obligation that falls on <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/britishtelecom\" rel=\"nofollow\" target=\"_blank\">BT<\/a> across the UK and <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/kcom\" rel=\"nofollow\" target=\"_blank\">KCOM<\/a> in Hull. In short, people living in areas where they can\u2019t yet receive a <strong>10Mbps<\/strong> or faster download speed, and aren\u2019t expected to be covered by such a network in the next 12-months, can <em>request<\/em> a service capable of 10Mbps+ (1Mbps+ upload) from the aforementioned internet providers.<\/p>\n<div class=\"bq2\"><strong>NOTE:<\/strong> For many of those extremely remote areas, the cost of a USO connection will be significantly in excess of the industry \u00a33,400 contribution (end-users have the option to pay excess costs or decline the USO solution).<\/div>\n<p>A cost sharing model also applies here, which means that the providers will \u201c<em>calculate the total excess cost of the build and divide that between the eligible premises. If that amount is below \u00a35,000 per premises (on top of the \u00a33,400), we\u2019ll automatically split the costs<\/em>\u201c. But some areas can still end up costing hundreds of thousands of pounds, even up to \u00a31-2m, and would thus find the USO route to be unviable (<a href=\"https:\/\/www.ispreview.co.uk\/index.php\/2020\/08\/the-high-cost-of-broadband-for-uso-excluded-uk-communities.html\">here<\/a> and <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/2021\/11\/ofcom-and-bt-adopt-changes-to-help-10mbps-broadband-uso.html\">here<\/a>).<\/p>\n<p><a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/ofcom\" target=\"_blank\">Ofcom<\/a> states that <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/2025\/05\/ofcom-spring-2025-data-gigabit-broadband-covers-27-24-million-uk-premises.html\">48,000 UK premises<\/a> (0.2%) currently fall into the USO gap (i.e. those outside of suitable fixed line, fixed wireless or <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/4g\">4G<\/a> mobile coverage) or c.370,000 premises if you exclude wireless solutions. But the regulator predicts the current 48k figure could fall to 19k by January 2028, mostly as a result of upgrades delivered via ongoing publicly funded schemes (gigabit vouchers, project gigabit contracts etc.).<\/p>\n<p>Just to be clear about this. Many of those who pursue the USO option via <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/britishtelecom\" rel=\"nofollow\" target=\"_blank\">BT<\/a> say they were offered <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/4g\">4G<\/a> (mobile broadband) connections via <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/eebroadband\" rel=\"nofollow\" target=\"_blank\">EE<\/a> instead, but those actually considered to have been <em>delivered<\/em> under the USO itself usually get <strong>Fibre-to-the-Premises<\/strong> (<a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/fttp\">FTTP<\/a>). Commercial builds of the latter have also helped to shrink the USO gap (tackling the first c.80%+ of the country).<\/p>\n<p>The gap will continue to shrink as both commercial and subsidised builds (e.g. the Gov&#8217;s \u00a35bn <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/2022\/08\/gov-issue-summer-2022-update-on-uk-project-gigabit-broadband-rollout.html\"><strong>Project Gigabit<\/strong><\/a> programme) expand. The government are also still exploring how best to reach those who live in \u201c<em>Very Hard to Reach<\/em>\u201d areas with even faster speeds \u2013 roughly equating to the same sort of area as the USO is focused upon \u2013 and at the same time they\u2019re due to review the USO itself (<a href=\"https:\/\/www.ispreview.co.uk\/index.php\/2023\/10\/gov-to-review-uk-rural-broadband-options-and-10mbps-uso.html\">here<\/a>), which could lead to changes. But this work seems to have been delayed by last year&#8217;s change in government.<\/p>\n<h3><span style=\"color: #339966;\"><strong>BT&#8217;s October 2025 Broadband USO Report<\/strong><\/span><\/h3>\n<p>The latest statistics continue to show that the USO delivery is a slow process (e.g. in Oct 2023 there were 185 builds in progress, then 265 in April 2024, 215 in Oct 2024, 349 in Apr 2025 and now 186). We suspect this may be a combination of factors, such as a lack of consumer familiarity with the USO (<a class=\"shortlink shortlink-148 shortlink-chref\" title=\"bt broadband uso\" href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/btuso\" target=\"_blank\" rel=\"nofollow noopener\" data-chref=\"https:\/\/www.bt.com\/broadband\/USO\"><strong>apply for it here<\/strong><\/a>), new services like <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/starlink\" target=\"_blank\">Starlink<\/a> becoming available, the shrinking area of USO eligibility and the fact that the policy may be running into the limitations of economically viable deliverability.<\/p>\n<p><img decoding=\"async\" class=\"ngg-singlepic ngg-none\" style=\"padding: 0px; width: 100%;\" src=\"https:\/\/www.ispreview.co.uk\/wp-content\/gallery\/2025-uk-internet-statistics\/BT-Broadband-USO-Progress-October-2025.png\" alt=\"BT-Broadband-USO-Progress-October-2025\"><\/p>\n","protected":false},"excerpt":{"rendered":"<p>ISP BT has published the biannual (October 2025) progress update on their delivery of Ofcom&#8217;s somewhat unpopular 10Mbps Universal Service Obligation (USO) for broadband.
