ISPreview has today published our final biannual study of the United Kingdom’s broadband download and upload speeds for 2025. This reveals how the performance of the fastest nationally available fixed line internet providers, mobile network operators and Starlink<\/a> (satellite<\/a>) services has changed since H1 (mid-year).<\/p>\n

The results in this report stem from web-based speed testing by consumers and are thus inevitably impacted by a number of factors, such as the rising coverage of faster networks (e.g. full fibre and 5G<\/a>) and the level of take-up by customers. As a result it helps to understand any key changes in network deployments over the same sort of period, which is shown below using the latest Connected Nations 2025<\/a><\/strong> data from Ofcom<\/a>.<\/p>\n

NOTE:<\/strong> The term \u201cgigabit-capable<\/em>\u201d on fixed lines refers to the combined coverage of Full Fibre (FTTP<\/a>\/B) and Hybrid Fibre Coax (HFC \/ Virgin Media<\/a>) networks. In terms of fixed lines, the primary coverage improvements have continued to come from full fibre broadband networks (Summary of UK FTTP Builds<\/strong><\/a>), although ongoing market pressures (high build costs, high interest rates, fierce competition etc.) are continuing to result in many alternative operators (altnets) suffering job losses and a slowdown in their deployments. But the Openreach<\/a>, Netomnia<\/a> and others have kept up a good pace.<\/p>\n

Full fibre networks are now also the sole driving force behind the rise in gigabit-capable coverage, which continues to be predominantly fuelled by commercial roll-outs in urban areas. Speaking of which, gigabit coverage passed the Government’s first target (85%) under their \u00a35bn Project Gigabit<\/strong><\/a> programme earlier this year (focused on the final c.10-20% of poorly served rural premises) and is now aiming to hit c.99% coverage by 2032 (delayed from the original 2030 target – here<\/a>).<\/p>\n

Finally, in terms of mobile networks, there have been further improvements in 4G<\/a> and 5G (mobile broadband) coverage. Most of this stems from commercial investment, although the industry-led \u00a31bn Shared Rural Network<\/strong><\/a> (SRN) project did make good progress on boosting geographic 4G<\/a> coverage (here<\/a>).<\/span><\/span><\/p>\n

NOTE:<\/strong> Web-based speedtests can be affected by various issues, such as slow Wi-Fi, limitations of the tester itself, local network congestion and package choice (a lot of people will pick a slower and cheaper plan, even with 1Gbps available). The following results are thus only good for observing general market change over time and MUST NOT be taken as a reflection of ISP capability.<\/div>\n

Fastest Major Fixed Broadband ISPs (H2 vs H1 2025)<\/strong><\/span><\/h3>\n

The data in this report has been gathered from Thinkbroadband<\/a>\u2019s independent database of speedtests (inc. ISPreview\u2019s Broadband Speedtest<\/a><\/strong>). But the table below only includes the largest and most established independent ISPs with strong national availability, although there is a separate table for smaller providers (inc. some altnets) on page 2 \u2013 these are difficult to include because such providers don’t produce much test data (fewer users).<\/p>\n

Naturally, there are caveats to consider with speedtest based studies like this, not least because the results tend to be more reflective of take-up than network availability. For example, some ISPs may have a much larger proportion of customers on slower copper-based lines (ADSL<\/a> or FTTC<\/a>), which can weigh against those on faster FTTP<\/a> services with the same provider (i.e. pulling average speeds down). The opposite can also be true.<\/p>\n

NOTE:<\/strong> The top 10% is the speed experienced by the fastest users on each ISP (below in brackets). The results are averages (median) in Megabits per second (Mbps). The H1 2025 data was processed in late April 2025 and the latest H2 2025 data was extracted during late November 2025.<\/div>\n

Overall, the average download speed<\/strong> of the top national providers was 91.28Mbps (up from 90.12Mbps) and the average upload speed<\/strong> hit 21.21Mbps (down from 21.61Mbps), which suggests that very little changed across the major national providers over the last half of the year. But we did see a curiously large performance slide at EE<\/a> and the reverse at Vodafone<\/a>.<\/p>\n

Now flick over to page 2 to continue this summary and see how the fastest satellite<\/a> (starlink<\/a>), mobile operators and smaller ISPs all performed.<\/p>\n

<\/p>\n

We suspect most of the improvements noted on the prior page, such as with Vodafone<\/a>, will be due to customers upgrading to full fibre (FTTP) based packages from slower ADSL<\/a> and FTTC<\/a> (SOGEA \/ VDSL2<\/a>) lines – quite a few of the major providers still have plenty of customers on legacy connections left to convert. But quite why EE<\/a> and BT<\/a> didn’t seem to convert this into better overall performance remains unclear. Even Zen suffered a drop, albeit mostly in upstream.<\/p>\n

Next year may well bring even faster FTTP products from Openreach<\/a>, although it’s not yet known whether those will become commercially available by the end of 2026 or how many ISPs will adopt them. We are also expecting Virgin Media<\/a> to launch an even faster tier than 2Gbps at some point (5Gbps has long been hinted), which may also impact future results.<\/p>\n

Top 20 Fastest Smaller Broadband ISPs (H2 2025 vs H1 2025)<\/strong><\/span><\/h3>\n

The following table reflects a top list of the fastest smaller providers (excluding the major providers listed above), which also includes some large-ish providers that may not have strong national availability due to the limited coverage of their underlying network(s). This is intended to provide some useful context against the biggest and most widely available market players above.<\/p>\n

The table below is ordered by median download speed, but for extra context we’ve also included a figure for upload performance in brackets. Most of the providers in this list are faster than the major players because they’re often connected to alternative networks with faster entry-level speeds and will have a low portion of users (sometimes none at all) on older copper-based lines. But there are some exceptions (e.g. some highly rated ISPs that have been around a long time may suffer in this table due to the impact of legacy users on slower lines).<\/p>\n

Overall, the average speeds shown above are significantly faster than many – but not all – of the market’s largest ISPs. This isn’t surprising as a lot of the smaller players will be using modern alternative full fibre networks that have managed to pull customers away from often slower packages and older connection technologies at the biggest providers.<\/p>\n

The catch is that smaller providers produce a smaller data sample, which means that these results will fluctuate more over time. Internet providers are also more likely to both dip into and out of the above list, between updates, due to many of them only just being able to produce the minimum required level of test data.<\/p>\n

For example, in this update we had to remove LightSpeed Broadband<\/a>, Cuckoo<\/a>, Lightning Fibre<\/a>, LitFibre, Grain Connect, WightFibre<\/a>, County Broadband and 4th Utility<\/a> due to lack of data. But in their place we added Trooli<\/a>, Wessex Internet<\/a>, Ogi<\/a>, Zzoomm<\/a>, Quickline<\/a>, Andrews & Arnold (AAISP), iDNET<\/a> and KCOM<\/a>.<\/p>\n

Satellites<\/strong><\/span><\/h3>\n

ISPreview has also been keeping track of the results for SpaceX’s satellite based Starlink<\/a> broadband service. Sadly, not enough data exists to include other satellite platforms or providers, but that may change in the future. Otherwise, Starlink’s average download performance appears to have risen strongly during the second half of 2025 and it’s a similar story for their upload performance.<\/p>\n

The Fastest Mobile Operators<\/strong><\/span><\/h3>\n

Mobile speeds remain a difficult thing to study because end-users are always moving through different areas (indoor, outdoor and underground), using different devices with different capabilities and the surrounding environment is ever changeable (weather, trees, buildings etc.). All of this can impact signal quality and that’s before we consider any differences in network (backhaul) capacity or spectrum usage between locations.<\/p>\n

Suffice to say that studies of mobile broadband speed are inherently open to variation, but the top networks often tend to be those with a combination of the best 4G or 5G coverage, a good amount of radio spectrum and the most advanced technologies.<\/p>\n

Overall, the average download speed<\/strong> of the four primary mobile operators was 26.75Mbps (up from 26.42Mbps in H1 2025) and the average upload speed<\/strong> hit 4.7Mbps (down from 5.25Mbps). Both EE<\/a> and Three UK<\/a> seemed to suffer a notable performance decline, with Vodafone<\/a> also losing out a bit on uploads, although variations like this aren’t uncommon for mobile operators.<\/p>\n

The market for 5G services in the UK is now starting to reach a degree of maturity, with swings of c.5-10% in one direction or the other becoming somewhat common between biannual updates. But at the same time, we’re a little be surprised to see that the newer generation of faster Standalone 5G (SA) networks don’t seem to be having much of an overall performance impact, yet.<\/p>\n

Going forward, it will be interesting to see how the gradual merger of Vodafone and Three UK<\/a>’s respective networks impacts these results. At present we’re still listing them both as separate operators, but in the next year or two we may start to combine their results into a single score, although more network integration will need to happen first.<\/p>\n

Finally, we’re not expecting Ofcom<\/a>’s recent auction of 5G spectrum in the mmW bands – 26GHz and 40GHz – to have much of an impact. The mobile operators have yet to introduce related services and there’s a significant lack of device support. On top of that, those makes really only make sense for busy urban areas or events, thus they probably won’t move the overall performance dial by much.<\/p>\n","protected":false},"excerpt":{"rendered":"
