But keeping track of so many developments can be difficult, so ISPreview has decided to start a new tracker, which monitors related announcements since 2020 onwards.<!--more--><\/p>\n<p>Most altnets across the market are currently looking at consolidation as a way of balancing against the difficult market conditions that have arisen over the past few years. Much of this has been driven by high interest rates, rising build costs and strong competition (i.e. overbuild and the impact on customer take-up) \u2013 all of which is making it hard to raise fresh investment and expand networks.<\/p>\n<div class=\"bq2\"><strong>NOTE:<\/strong> Check out our regularly updated <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/2020\/04\/summary-of-full-fibre-build-progress-across-uk-broadband-isps.html\"><strong>Summary of UK Full Fibre Builds<\/strong><\/a> for more background. <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/ofcom\" target=\"_blank\">Ofcom<\/a> currently predicts (<a href=\"https:\/\/www.ispreview.co.uk\/index.php\/2025\/11\/ofcom-predict-97-percent-of-uk-covered-by-gigabit-broadband-in-jan-2028.html\">here<\/a>) that gigabit broadband will cover between 91% to 97% of the UK by January 2028 (<a href=\"https:\/\/www.ispreview.co.uk\/index.php\/2025\/11\/ofcom-gigabit-broadband-covers-87-percent-of-uk-as-5g-hits-97-percent.html\">currently 87%<\/a>). The government\u2019s \u00a35bn <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/2021\/03\/gov-starts-gbp5bn-uk-gigabit-broadband-and-voucher-schemes.html\">Project Gigabit<\/a> scheme also aims to extend this to c.99% by 2032 (<a href=\"https:\/\/www.ispreview.co.uk\/index.php\/2025\/06\/govs-2025-spending-review-delays-uk-gigabit-broadband-target-to-2032.html\">here<\/a>).<\/div>\n<p>However, it&#8217;s easy to overlook that this squeeze has already resulted in quite a few sizeable consolidation agreements taking place, and many industry observers expect the current crop of c.80 altnets to shrink down into a market dominated by just a handful (or less) of players over the coming years. Suffice to say that we&#8217;ve been keeping track of this for a while and thought readers might benefit if we shared our data.<\/p>\n<p>Take note that the table below is purely focused on infrastructure providers &#8211; typically those that have been building full fibre networks for consumers to use &#8211; and not retail ISPs, although some of the below agreements do include vertically integrated retail ISPs (we&#8217;ll mention those where relevant). The list excludes business providers that only offer traditional Ethernet (leased line) services, as they&#8217;re somewhat of a different animal and usually focused on site-specific connectivity, rather than wide area coverage of both homes and businesses.<\/p>\n<p style=\"text-align: center;\"><span style=\"color: #339966;\"><strong>Altnet UK Fibre Consolidation Tracker (Jan 2020 &#8211; Dec 2025)<\/strong><\/span><\/p>\n<div class=\"revcontentbox\" style=\"margin-top: 5px; margin-bottom: 15px;\">\n<div class=\"topisp_infobar\" style=\"padding-right: 9px;\"><a href=\"https:\/\/www.ispreview.co.uk\/index.php\/2020\/01\/cityfibre-buy-fibrenation-and-set-8-million-uk-ftth-homes-goal.html\" target=\"_blank\" rel=\"noopener\"><strong>CityFibre + FibreNation (TalkTalk)<\/strong> <\/a><strong><span style=\"float: right;\">21\/01\/20<\/span><\/strong><\/div>\n<p style=\"margin: 5px;\"><a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/cityfibre\" target=\"_blank\">CityFibre<\/a> agreed a \u00a3200m deal to purchase FibreNation (FN) from the <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/tt\" rel=\"nofollow\" target=\"_blank\">TalkTalk<\/a> group. The FN project had originally aspired to cover 3 million UK premises, but at the time they had only covered c.54,000 premises in York and were working to reach hundreds of thousands more across various other locations. <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/tt\" rel=\"nofollow\" target=\"_blank\">TalkTalk<\/a> also reached a wholesale wider agreement with <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/cityfibre\" target=\"_blank\">CityFibre<\/a> as part of the deal.<\/p>\n<\/div>\n<div class=\"revcontentbox\" style=\"margin-top: 5px; margin-bottom: 15px;\">\n<div class=\"topisp_infobar\" style=\"padding-right: 9px;\"><strong><a href=\"https:\/\/www.ispreview.co.uk\/index.php\/2021\/03\/the-4th-utility-acquire-london-fttp-isp-vision-fibre-media.html\">4th Utility + Vision Fibre Media<\/a><\/strong><strong><span style=\"float: right;\">02\/03\/21<\/span><\/strong><\/div>\n<p style=\"margin: 5px;\"><a href=\"https:\/\/the4thutility.co.uk\/\" target=\"_blank\" rel=\"noopener noreferrer\">The 4th Utility<\/a>, which specialised in deploying <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/fttp\">FTTP<\/a> to residential properties (mostly new build developments), acquired London focused provider <a href=\"https:\/\/visionfibremedia.com\/\" target=\"_blank\" rel=\"noopener\">Vision Fibre Media<\/a> (VFM) for an undisclosed sum. At the time VFM claimed to have connected over 10,000 properties to their own full fibre network.<\/p>\n<\/div>\n<div class=\"revcontentbox\" style=\"margin-top: 5px; margin-bottom: 15px;\">\n<div class=\"topisp_infobar\" style=\"padding-right: 9px;\"><strong><a href=\"https:\/\/www.ispreview.co.uk\/index.php\/2021\/08\/communityfibre-expands-uk-reach-with-box-broadband-gobble.html\" target=\"_blank\" rel=\"noopener\">CommunityFibre + Box Broadband<\/a><span style=\"float: right;\">11\/08\/21<\/span><\/strong><\/div>\n<p style=\"margin: 5px;\">London-focused network <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/communityfibre\" rel=\"nofollow\" target=\"_blank\">CommunityFibre<\/a> acquired Box Broadband for an undisclosed sum. At the time Box had a much smaller network (7,000 premises) in parts of Surrey and West Sussex, albeit with plans to expand much further across Southern England.<\/p>\n<\/div>\n<div class=\"revcontentbox\" style=\"margin-top: 5px; margin-bottom: 15px;\">\n<div class=\"topisp_infobar\" style=\"padding-right: 9px;\"><strong><span style=\"float: right;\">29\/12\/21<\/span><\/strong><a href=\"https:\/\/www.ispreview.co.uk\/index.php\/2021\/12\/troubled-uk-fttp-isp-peoples-fibre-acquired-by-swish-fibre.html\"><strong>Swish Fibre + People&#8217;s Fibre<\/strong><\/a><\/div>\n<p style=\"margin: 5px;\">The Fern Trading backed Swish Fibre stepped in to acquire People&#8217;s Fibre for a cash sum of \u00a32.8m after they began to struggle with competition in their build areas. At the start of People&#8217;s Fibre&#8217;s administration process, the network had built to just 5,293 premises and connected only 150 of those to their service.<\/p>\n<\/div>\n<div class=\"revcontentbox\" style=\"margin-top: 5px; margin-bottom: 15px;\">\n<div class=\"topisp_infobar\" style=\"padding-right: 9px;\"><strong><span style=\"float: right;\">08\/02\/23<\/span><\/strong><a href=\"https:\/\/www.ispreview.co.uk\/index.php\/2023\/02\/fern-consolidates-uk-isps-jurassic-fibre-swish-fibre-giganet-and-allpoints-fibre.html\"><strong>Jurassic Fibre + Swish Fibre + Giganet<\/strong><\/a><\/div>\n<p style=\"margin: 5px;\">The Fern Trading backed altnets of Jurassic Fibre, Swish Fibre and Giganet agreed to merge. The process ultimately didn&#8217;t complete until June 2025 (<a href=\"https:\/\/www.ispreview.co.uk\/index.php\/2025\/06\/allpoints-fibre-networks-completes-internal-uk-full-fibre-consolidation.html\">here<\/a>), which resulted in <a href=\"https:\/\/allpointsfibre.uk\/\" target=\"_blank\" rel=\"noopener\">AllPoints Fibre Networks<\/a> (APFN) managing the wholesale network and <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/cuckoo\" rel=\"nofollow\" target=\"_blank\">Cuckoo<\/a> becoming their primary retail ISP. As of November 2024 the combined network is estimated to cover c.300k premises, but curiously it&#8217;s still not currently possible for <em>new<\/em> customers to now take a retail ISP connection via APFN&#8217;s <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/fttp\">FTTP<\/a> network.<\/p>\n<\/div>\n<div class=\"revcontentbox\" style=\"margin-top: 5px; margin-bottom: 15px;\">\n<div class=\"topisp_infobar\" style=\"padding-right: 9px;\"><strong><a href=\"https:\/\/www.ispreview.co.uk\/index.php\/2023\/09\/virgin-media-o2-linked-nexfibre-acquire-uk-fttp-altnet-upp.html\">Nexfibre + Upp<\/a><span style=\"float: right;\">06\/09\/23<\/span><\/strong><\/div>\n<p style=\"margin: 5px;\"><a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/nexfibre\" target=\"_blank\">Nexfibre<\/a>, which is closely tied by some of the same parentage to <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/vm\" rel=\"nofollow\" target=\"_blank\">Virgin Media<\/a> (VMO2), acquired Upp from investment firm LetterOne. The deal occurred after a security review by the Government forced the latter into a sale. At the time of the deal, Upp was said to cover 175,000 premises and be home to just 4,000 customers.<\/p>\n<\/div>\n<div class=\"revcontentbox\" style=\"margin-top: 5px; margin-bottom: 15px;\">\n<div class=\"topisp_infobar\" style=\"padding-right: 9px;\"><strong><a href=\"https:\/\/www.ispreview.co.uk\/index.php\/2023\/09\/voneus-merges-broadway-partners-sws-broadband-and-cadence-networks.html\">Voneus + Broadway Partners + SWS Broadband + Cadence Networks<\/a><span style=\"float: right;\">25\/09\/23<\/span><\/strong><\/div>\n<p style=\"margin: 5px;\"><a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/voneus\" target=\"_blank\">Voneus<\/a> announced a deal to consolidate Broadway Partners, SWS Broadband and Cadence Networks into their network &#8211; funded by up to \u00a3250m in new capital. The deal reflected an agreement between a consortium of existing investment partners, including Macquarie Capital, Israel Infrastructure Fund (IIF) and Tiger Infrastructure Partners.<\/p>\n<\/div>\n<div class=\"revcontentbox\" style=\"margin-top: 5px; margin-bottom: 15px;\">\n<div class=\"topisp_infobar\" style=\"padding-right: 9px;\"><strong><a href=\"https:\/\/www.ispreview.co.uk\/index.php\/2023\/10\/fullfibre-ltd-and-digital-infrastructure-to-merge-uk-fttp-networks.html\">FullFibre Ltd + Digital Infrastructure<\/a><span style=\"float: right;\">02\/10\/23<\/span><\/strong><\/div>\n<p style=\"margin: 5px;\">Network operator Digital Infrastructure (<a href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/befibre\" target=\"_blank\">BeFibre<\/a>) agreed to merge into <a href=\"https:\/\/fullfibre.co\/\" target=\"_blank\" rel=\"noopener\">FullFibre Limited<\/a>. Both were backed by investment from Basalt Infrastructure Partners LLP. The consolidation created a single network covering over 250,000 homes, with an ambition to deliver 1 million live premises through a wholesale business model.<\/p>\n<\/div>\n<div class=\"revcontentbox\" style=\"margin-top: 5px; margin-bottom: 15px;\">\n<div class=\"topisp_infobar\" style=\"padding-right: 9px;\"><strong><a href=\"https:\/\/www.ispreview.co.uk\/index.php\/2023\/12\/freedom-fibre-and-vx-fiber-agree-to-merge-uk-full-fibre-networks.html\">Freedom Fibre + VX FIBER<\/a><span style=\"float: right;\">21\/12\/23<\/span><\/strong><\/div>\n<p style=\"margin: 5px;\"><a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/freedomfibre\" rel=\"nofollow\" target=\"_blank\">Freedom Fibre<\/a> signs an agreement with InfraBridge-backed VX UK Holdings Ltd (VXFIBER) to combine their respective broadband networks &#8211; reflecting a combined total of 285,000 premises passed.<\/p>\n<\/div>\n<div class=\"revcontentbox\" style=\"margin-top: 5px; margin-bottom: 15px;\">\n<div class=\"topisp_infobar\" style=\"padding-right: 9px;\"><strong><a href=\"https:\/\/www.ispreview.co.uk\/index.php\/2024\/03\/cityfibre-begin-uk-fibre-broadband-consolidation-with-lit-fibre-buy.html\">CityFibre + LitFibre<\/a><span style=\"float: right;\">14\/03\/24<\/span><\/strong><\/div>\n<p style=\"margin: 5px;\">Major wholesale centric altnet operator <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/cityfibre\" target=\"_blank\">CityFibre<\/a> acquires LitFibre&#8217;s base of 200,000 premises (inc. 9,000 retailed customers) for c.\u00a380m. CityFibre later splits out LitFibre to operate as an independent retail ISP for the aforementioned customer base.<\/p>\n<\/div>\n<div class=\"revcontentbox\" style=\"margin-top: 5px; margin-bottom: 15px;\">\n<div class=\"topisp_infobar\" style=\"padding-right: 9px;\"><a href=\"https:\/\/www.ispreview.co.uk\/index.php\/2024\/04\/trooli-consolidates-full-fibre-network-with-axione-uk-in-scotland.html\"><strong>Trooli + Axione UK<\/strong><\/a><strong><span style=\"float: right;\">25\/04\/24<\/span><\/strong><\/div>\n<p style=\"margin: 5px;\">Network operator <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/trooli\" target=\"_blank\">Trooli<\/a>, which was backed by Agnar UK Infrastructure, consolidated Axione UK&#8217;s smaller network in rural Scotland into their wider network across England &#8211; both operators had some links via French parent investment firm Vauban Infrastructure Partners. Details of the original agreement have not been made public.<\/p>\n<\/div>\n<div class=\"revcontentbox\" style=\"margin-top: 5px; margin-bottom: 15px;\">\n<div class=\"topisp_infobar\" style=\"padding-right: 9px;\"><strong><span style=\"float: right;\">15\/06\/24<\/span><\/strong><a href=\"https:\/\/www.ispreview.co.uk\/index.php\/2024\/06\/brsk-and-netomnia-agree-large-uk-full-fibre-broadband-merger.html\"><strong>Netomnia + Brsk<\/strong><\/a><\/div>\n<p style=\"margin: 5px;\"><a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/netomnia\" target=\"_blank\">Netomnia<\/a> and Brsk, both of which were backed by investment firm Advencap, agreed to merge and create a combined network covering 1.5 million premises (RFS), including a customer base of 140,000. The deal set a new target of reaching 3 million premises (coverage) by the end of 2025. At the time of the deal, the combined group was worth c.\u00a31.3bn.<\/p>\n<\/div>\n<div class=\"revcontentbox\" style=\"margin-top: 5px; margin-bottom: 15px;\">\n<div class=\"topisp_infobar\" style=\"padding-right: 9px;\"><strong><a href=\"https:\/\/www.ispreview.co.uk\/index.php\/2024\/08\/fibreray-group-takes-control-of-uk-altnet-broadband-isp-runfibre.html\">Fibreray Group + RunFibre<\/a><\/strong><strong><span style=\"float: right;\">21\/08\/24<\/span><\/strong><\/div>\n<p style=\"margin: 5px;\">The tiny network operator of RunFibre, which largely focused on parts of South Gloucestershire and had only covered around 1,500 premises, found itself being acquired by network and engineering firm the <a href=\"https:\/\/www.fibreray.co.uk\/\" target=\"_blank\" rel=\"noopener\">Fibreray Group<\/a> for an undisclosed sum.<\/p>\n<\/div>\n<div class=\"revcontentbox\" style=\"margin-top: 5px; margin-bottom: 15px;\">\n<div class=\"topisp_infobar\" style=\"padding-right: 9px;\"><strong><span style=\"float: right;\">27\/01\/25<\/span><\/strong><a href=\"https:\/\/www.ispreview.co.uk\/index.php\/2025\/01\/broadband-networks-zzoomm-and-fullfibre-limited-agree-uk-merger.html\"><strong>Zzoomm + FullFibre Limited<\/strong><\/a><\/div>\n<p style=\"margin: 5px;\">Oaktree Capital backed <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/zzoomm\" rel=\"nofollow\" target=\"_blank\">Zzoomm<\/a> was consolidated into FullFibre Limited, which itself was backed by Basalt Infrastructure Partners LLP. The deal created a combined group with a network spanning 600,000 premises passed (RFS) and over 65,000 customers. Some reports speculated (unconfirmed) that the combined group could be worth \u00a3500m.<\/p>\n<\/div>\n<div class=\"revcontentbox\" style=\"margin-top: 5px; margin-bottom: 15px;\">\n<div class=\"topisp_infobar\" style=\"padding-right: 9px;\"><strong><a href=\"https:\/\/www.ispreview.co.uk\/index.php\/2025\/03\/cityfibre-to-acquire-connexins-uk-fttp-broadband-network.html\">CityFibre + Connexin<\/a><span style=\"float: right;\">24\/03\/25<\/span><\/strong><\/div>\n<p style=\"margin: 5px;\">CityFibre acquired PATRIZIA-backed <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/connexin\" target=\"_blank\">Connexin<\/a> for an undisclosed sum. At the time of the deal, <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/connexin\" target=\"_blank\">Connexin<\/a>&#8217;s fibre network passed 80,000 premises. The agreement also meant that CityFibre took responsibility for <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/connexin\" target=\"_blank\">Connexin<\/a>&#8217;s \u00a358.6m (state aid) Project Gigabit contract to reach 34,320 rural premises in Nottinghamshire and West Lincolnshire (Lot 10). Finally, Connexin retained their existing retail base and will act as an independent ISP.<\/p>\n<\/div>\n<div class=\"revcontentbox\" style=\"margin-top: 5px; margin-bottom: 15px;\">\n<div class=\"topisp_infobar\" style=\"padding-right: 9px;\"><strong><a href=\"https:\/\/www.ispreview.co.uk\/index.php\/2025\/05\/persimmon-sells-uk-full-fibre-broadband-isp-fibrenest-to-buuk.html\">OFNL (BUUK \/ GTC) + FibreNest<\/a><span style=\"float: right;\">14\/05\/25<\/span><\/strong><\/div>\n<p style=\"margin: 5px;\">BUUK Infrastructure (aka &#8211; <a href=\"https:\/\/www.ofnl.co.uk\/\" target=\"_blank\" rel=\"noopener\">Open Fibre Networks Limited<\/a> &#8211; OFNL) acquired FibreNest from <a href=\"https:\/\/www.persimmonhomes.com\/\" target=\"_blank\" rel=\"noopener noreferrer\">Persimmon Homes<\/a> for a discounted total enterprise value of c. <strong>\u00a3100m<\/strong>. At the time of the deal, OFNL covered an estimated 170k premises and FibreNest reached around 54,000. Both networks focus on deploying fibre across developments for new build homes.<\/p>\n<\/div>\n<div class=\"revcontentbox\" style=\"margin-top: 5px; margin-bottom: 15px;\">\n<div class=\"topisp_infobar\" style=\"padding-right: 9px;\"><strong><a href=\"https:\/\/www.ispreview.co.uk\/index.php\/2025\/05\/ask4-acquire-clearfibre-to-improve-broadband-in-uk-build-to-rent-sector.html\">Ask4 + ClearFibre<\/a><span style=\"float: right;\">16\/05\/25<\/span><\/strong><\/div>\n<p style=\"margin: 5px;\"><a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/ask4\" target=\"_blank\">Ask4<\/a>, which normally builds networks for the student and rental accommodation sector, acquired <a href=\"https:\/\/clearfibre.uk\/\" target=\"_blank\" rel=\"noopener\">ClearFibre<\/a> \u2013 previously part of Elevate (formerly Telcom) \u2013 to help grow their position in the UK&#8217;s Build-to-Rent (BTR) market. No solid financial or network coverage details were disclosed to the public.<\/p>\n<\/div>\n<div class=\"revcontentbox\" style=\"margin-top: 5px; margin-bottom: 15px;\">\n<div class=\"topisp_infobar\" style=\"padding-right: 9px;\"><strong><a href=\"https:\/\/www.ispreview.co.uk\/index.php\/2025\/06\/control-of-uk-broadband-altnet-runfibre-changes-again-to-fibre-nova.html\">Fibre Nova + RunFibre (Fibreray Group)<\/a><span style=\"float: right;\">14\/06\/25<\/span><\/strong><\/div>\n<p style=\"margin: 5px;\">A relatively new network provider called <a href=\"https:\/\/fibrenova.co.uk\/\" target=\"_blank\" rel=\"noopener\">Fibre Nova<\/a> acquired RunFibre from the Fibreray Group. No financial or updated network coverage figures were released.
