{"id":45448,"date":"2026-04-14T09:06:15","date_gmt":"2026-04-14T08:06:15","guid":{"rendered":"https:\/\/www.ispreview.co.uk\/?p=45448"},"modified":"2026-04-14T09:06:54","modified_gmt":"2026-04-14T08:06:54","slug":"openreach-take-on-uk-project-gigabit-broadband-contract-for-west-herefordshire","status":"publish","type":"post","link":"https:\/\/www.ispreview.co.uk\/index.php\/2026\/04\/openreach-take-on-uk-project-gigabit-broadband-contract-for-west-herefordshire.html","title":{"rendered":"Openreach Take on UK Project Gigabit Broadband Contract for West Herefordshire"},"content":{"rendered":"<p>In a somewhat expected development, the Government\u2019s <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/bduk\" target=\"_blank\">Building Digital UK<\/a> (BDUK) agency has confirmed that the previously stalled Project Gigabit broadband roll-out contract for West Herefordshire and the Forest of Dean (Lot 15), which was originally held by FullFibre Limited until they \u201c<em>mutually agreed to terminate<\/em>\u201d it in May 2025 (<a href=\"https:\/\/www.ispreview.co.uk\/index.php\/2025\/05\/fullfibre-limited-drops-out-of-uk-project-gigabit-broadband-contracts.html\">here<\/a>), has been taken on by <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/openreach\" target=\"_blank\">Openreach<\/a> (<a href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/britishtelecom\" rel=\"nofollow\" target=\"_blank\">BT<\/a>).<!--more--><\/p>\n<p>Just to recap. The contract was originally valued at <strong>\u00a323.4m<\/strong> (public subsidy) and aimed to extend gigabit-capable broadband connectivity to cover 7,900 premises in hard-to-reach areas, including locations such as Hay-on-Wye, Hereford, Kingstone, Ewyas Harold and Ross-on-Wye (<a href=\"https:\/\/www.ispreview.co.uk\/index.php\/2024\/04\/gov-awards-six-new-uk-project-gigabit-broadband-build-contracts.html\">here<\/a>). But this was sent into limbo after the contracted supplier pulled out just as the build phase was supposed to start.<\/p>\n<div class=\"bq2\"><strong>NOTE:<\/strong>&nbsp;Project Gigabit aims to help extend gigabit broadband (1000Mbps+) ISP networks to \u201c<em>nationwide<\/em>\u201d coverage (c.99% of UK premises) by 2032, focusing mostly on the final 10-20% in hard-to-reach areas. Some 90% of premises can already access such a network (<a href=\"https:\/\/www.ispreview.co.uk\/index.php\/2026\/02\/milestone-as-gigabit-broadband-coverage-reaches-90-percent-of-uk.html\">here<\/a>) and <a class=\"shortlink shortlink-133 shortlink-chref\" title=\"ofcom\" href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/ofcom\" target=\"_blank\" rel=\"noopener\" data-chref=\"https:\/\/www.ofcom.org.uk\">Ofcom<\/a> forecast this could reach up to 97% by January 2028 (<a href=\"https:\/\/www.ispreview.co.uk\/index.php\/2025\/11\/ofcom-predict-97-percent-of-uk-covered-by-gigabit-broadband-in-jan-2028.html\">here<\/a>).<\/div>\n<p>At the time a spokesperson for BDUK told ISPreview that they were \u201c<em>now moving swiftly to put in place alternative plans with other suppliers to connect premises that were due to be covered by this contract<\/em>\u201c. Sadly, FullFibre Limited declined to comment, although smaller altnets are known to be under a lot of strain from high interest rates, rising build costs and competition etc.<\/p>\n<p>Fast-forward to today and the good news is that BDUK have now agreed a contract change with <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/openreach\" target=\"_blank\">Openreach<\/a> to include these premises within their existing <strong>Call-Off 3<\/strong> contract under the <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/2024\/08\/openreach-to-win-uk-project-gigabit-broadband-contracts-and-help-312k-premises.html\"><strong>Single Supplier Framework<\/strong><\/a> agreement&nbsp;\u2013 <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/2025\/08\/gov-boost-value-of-openreachs-uk-project-gigabit-broadband-framework-by-400m.html\">now valued at c.\u00a31.2bn<\/a>, which is focused on <strong>Cross-Regional (Type C)<\/strong> procurements (no other suppliers currently tackle Type C). The deal closely mirrors what happened last week with the <strong>Peak District<\/strong> (Lot 3.01) contract (<a href=\"https:\/\/www.ispreview.co.uk\/index.php\/2026\/04\/openreach-takes-on-project-gigabit-broadband-contract-for-derbyshire-peak-district.html\">here<\/a>), which was also previously held by FullFibre Limited.<\/p>\n<p>Type C typically reflects remote areas where no or no appropriate market interest has previously been expressed before to BDUK, or areas that have been descoped or terminated from a prior procurement. Such areas are often skipped due to being too expensive (difficult) for smaller suppliers to tackle. <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/openreach\" target=\"_blank\">Openreach<\/a> have already taken on deployments for other contracts that fell into similar difficulties with different altnets (examples <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/2025\/10\/bduk-switch-gigabit-broadband-contract-for-mid-west-shropshire-to-openreach.html\">here<\/a> and <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/2026\/02\/openreach-takes-on-project-gigabit-broadband-contract-for-cheshire-uk.html\">here<\/a>).<\/p>\n<p>At the time of writing there\u2019s currently no detail on whether there will be any changes to the original deployment plan or scope for Lot 15 as a result of this change.
