{"id":45692,"date":"2026-05-05T17:14:16","date_gmt":"2026-05-05T16:14:16","guid":{"rendered":"https:\/\/www.ispreview.co.uk\/?p=45692"},"modified":"2026-05-05T17:19:13","modified_gmt":"2026-05-05T16:19:13","slug":"tech-and-civil-society-groups-warn-against-blanket-uk-internet-restrictions","status":"publish","type":"post","link":"https:\/\/www.ispreview.co.uk\/index.php\/2026\/05\/tech-and-civil-society-groups-warn-against-blanket-uk-internet-restrictions.html","title":{"rendered":"Tech and Civil Society Groups Warn Against Blanket UK Internet Restrictions"},"content":{"rendered":"<p>The <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/org\" target=\"_blank\">Open Rights Group<\/a>, Index on Censorship, Mozilla, Tor Project, Big Brother Watch, plus many other technology and civil society groups, have signed a new statement that urges UK policymakers to reconsider their approach to online safety legislation &#8211; warning that proposed age-gating measures and access restrictions threaten to fragment the open internet and erode the rights of all users.<!--more--><\/p>\n<p>At present the Government is busy consulting on a proposed internet Social Media ban for children under the age of 16 (<a href=\"https:\/\/www.ispreview.co.uk\/index.php\/2026\/02\/government-set-to-restrict-uk-childrens-use-of-internet-vpns-and-social-media.html\">here<\/a>). But they&#8217;ve also confirmed that, even if a full ban doesn&#8217;t proceed, they will still \u201c<em>impose some form of age or functionality restrictions<\/em>\u201d (<a href=\"https:\/\/www.ispreview.co.uk\/index.php\/2026\/04\/gov-intend-to-restrict-social-media-for-under-16s-even-without-full-uk-ban.html\">here<\/a>).<\/p>\n<p>The concern about this stem less from the principles of what the government aspires to achieve, which has plenty of public support (i.e. keeping children away from big social media platforms), and more from the unintended consequences of a potentially overly broad application of restrictions. Proposals under consideration include curfews for young users and sweeping restrictions on access to internet services, ranging from video games and Virtual Private Networks (VPN) to static websites.<\/p>\n<p>Such proposals would in practice require all internet users to verify their ages. But the tech and civil society groups worry that making access to common online services too restrictive could inhibit their use by adults and risk significant consequences, particularly if applied to website and online services of all sizes with user-to-user platforms (e.g. harmless smaller sites \/ forums and services often have no viable way of adding Age Verification). The result could be censorship by the backdoor of excessive legal liability, forcing the closure of such services.<\/p>\n<p>At the same time many adults may be rightly uncomfortable with having their access restricted from using communication \/ chat services until such time as they agree to share their personal biometric or financial data with often unknown, unfamiliar and unregulated third-party age verification organisations. The serious privacy breach of UK user&#8217;s government ID data at Discord (<a href=\"https:\/\/discord.com\/press-releases\/update-on-security-incident-involving-third-party-customer-service\" target=\"_blank\" rel=\"noopener\">here<\/a>) helps to underline this concern.<\/p>\n<blockquote><p><strong><span style=\"color: #ff6600;\">Joint Statement: <\/span><span style=\"color: #000000;\">UK policymakers must prioritise addressing the roots of online harm, not undermining the open web<\/span><\/strong><\/p>\n<p>The open Internet is a global public resource that has long since become foundational to the flourishing of individuals, businesses, and societies. Digital technologies and the open web allow us to foster connections, access educational resources, express ourselves, and work together to build a better society. The open web is also an engine for economic growth, innovation and creativity: anyone can build successful services and products, and reach people across the globe. At the core of this openness lie open standards, shared protocols, and interoperability across borders as the default.<\/p>\n<p>This openness and the opportunities it affords are coming under threat in the UK. In attempting to respond to tough questions around online harms, UK policymakers are currently pursuing blunt policy interventions like access bans that will do little to improve young people\u2019s experiences online, and instead undermine the web and infringe on human rights.<\/p>\n<p>Now that the Children\u2019s Wellbeing and Schools Bill has passed, ministers are consulting on which platforms and specific features should be placed behind age gates as part of a <a href=\"https:\/\/www.gov.uk\/government\/consultations\/growing-up-in-the-online-world-a-national-consultation\" target=\"_blank\" rel=\"noopener\">national consultation on online harms<\/a>. This approach focuses on restricting young people\u2019s access, rather than ensuring services are designed to uphold their rights and interests by default. Crucially, even targeted age restrictions of specific features could mean that all users are required to complete intrusive age assurance processes to retain full access. Restrictions under consultation include curfews for young users and wider restrictions on children\u2019s access to online services, with implications across internet services from video games, VPNs to even static websites. Implementing such <a href=\"https:\/\/csa-scientist-open-letter.org\/ageverif-Feb2026?ref=internet.exchangepoint.tech\" target=\"_blank\" rel=\"noopener\">access restrictions<\/a> hinges on all users having to verify their ages, not just young people, and places the burden on providers to comply in ways they consider appropriate.<\/p>\n<p>As the UK\u2019s experiences with age assurance under the Online Safety Act <a href=\"https:\/\/www.eff.org\/deeplinks\/2025\/08\/blocking-access-harmful-content-will-not-protect-children-online-no-matter-how\" target=\"_blank\" rel=\"noopener\">have shown<\/a>, deploying age assurance technologies at scale comes with significant trade-offs: Existing age assurance technologies are either <a href=\"https:\/\/kgi.georgetown.edu\/wp-content\/uploads\/2026\/01\/Age_Assurance_Online_Technical-Assessment_Report_KGI.pdf\" target=\"_blank\" rel=\"noopener\">insufficiently accurate, undermine privacy and data security, or are not widely available<\/a> across populations. Beyond concerns related to age assurance technologies themselves, mandating their implementation across an ever-expanding list of core internet services undermines the decentralised nature of the web, its accessibility and creates serious new security threats. Specifically, age assurance mandates risk cementing the dominance of gatekeeper app stores, operating systems, and platforms\u2019 walled gardens. They also risk turning the web into a patchwork of age-gated jurisdictions, undermining free expression and access to information, rather than a global resource accessible by all. Finally, age assurance technologies create massive data risks for all users, as demonstrated by serious breaches of UK users\u2019 government ID data.<\/p>\n<p>The internet is an essential resource that enables young people to engage with the world in a way that transcends their immediate environment, as well as find information they may not feel safe to accessoffline, such as about family abuse, politics, or their sexuality. At the same time, however, digital spacescan carry risks for different populations, including young people. These risks are real and<a href=\"https:\/\/www.eff.org\/wp\/privacy-first-better-way-address-online-harms\" target=\"_blank\" rel=\"noopener\"> require thoughtful policy interventions<\/a> that address the root of the issue, not just simplistic policies like access bans. Of particular importance is the way that most online spaces are not built with users\u2019 rights or choices in mind, but optimised for extracting value for online platforms. Underlying this is often the massive collection of user data used to target, lock-in and surveil users\u2014feeding platforms ads-based business models.<\/p>\n<p>Addressing these harmful practices and holding tech companies accountable for providing safe online spaces that strengthen, not undermine users\u2019 choices and agency, must be the priority of UK policymakers.
