{"id":5113,"date":"2014-04-15T10:11:06","date_gmt":"2014-04-15T09:11:06","guid":{"rendered":"http:\/\/www.ispreview.co.uk\/?p=5113"},"modified":"2014-04-15T12:44:04","modified_gmt":"2014-04-15T11:44:04","slug":"average-uk-home-broadband-isp-speeds-climb-18mbps-reports-ofcom","status":"publish","type":"post","link":"https:\/\/www.ispreview.co.uk\/index.php\/2014\/04\/average-uk-home-broadband-isp-speeds-climb-18mbps-reports-ofcom.html","title":{"rendered":"UPD Average UK Home Broadband ISP Speeds Climb to 17.8Mbps &#8211; Ofcom"},"content":{"rendered":"<p>The telecoms regulator has today published its latest biannual report into the real-world Internet speeds of fixed line broadband ISP consumers across the United Kingdom, which reveals that the average download rate has risen to 17.8Mbps (up by +17.41% from 14.7Mbps in August 2013). Sadly a huge gap still exists between urban and rural areas.<\/p>\n<p><!--more--><\/p>\n<p>Overall <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/ofcom\" target=\"_blank\">Ofcom<\/a>&#8217;s report, which is based on a fairly small sample of real-world data sources collected using custom <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/samknows\" target=\"_blank\">SamKnows<\/a> monitoring routers during November 2013 (installed in\u00a02,391 homes around the country and resulting in 735 million separate tests), clearly shows that Internet connectivity performance is continuing to improve. Even the <strong>average upload speed<\/strong> managed to climb from 1.8Mbps six months ago to 2.3Mbps now.<\/p>\n<p>Most of the recent improvements have come from the growing uptake of <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/britishtelecom\" rel=\"nofollow\" target=\"_blank\">BT<\/a>&#8217;s <strong>80Mbps<\/strong> capable <strong>Fibre-to-the-Cabinet<\/strong> (<a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/fttc\">FTTC<\/a>) lines and <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/vm\" rel=\"nofollow\" target=\"_blank\">Virgin Media<\/a>&#8217;s <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/docsis\">DOCSIS<\/a> cable platform, the latter of which recently announced another round of speed boosts up to <strong>152Mbps<\/strong> (<a href=\"http:\/\/www.ispreview.co.uk\/index.php\/2014\/02\/virgin-media-uk-set-begin-broadband-speed-upgrades-152mbps.html\" target=\"_blank\">here<\/a>). <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/britishtelecom\" rel=\"nofollow\" target=\"_blank\">BT<\/a> are also examining <strong>Vectoring<\/strong> technology for a possible deployment this year (<a href=\"http:\/\/www.ispreview.co.uk\/index.php\/2013\/09\/vectoring-trials-begin-as-bt-looks-to-improve-uk-fttc-broadband-isp-speeds.html\" target=\"_blank\">here<\/a>), which could improve their <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/fttc\">FTTC<\/a> performance.<\/p>\n<div align=\"center\"><img decoding=\"async\" class=\"ngg-singlepic ngg-none\" alt=\"ofcom_average_uk_broadband_isp_speeds_by_technology_q1_2014\" src=\"http:\/\/www.ispreview.co.uk\/wp-content\/gallery\/2014-internet-statistics\/ofcom_average_uk_broadband_isp_speeds_by_technology_q1_2014.gif\" \/><\/div>\n<p>As usual the older \/ pure copper <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/adsl\">ADSL<\/a> (up to 8Mbps) and ADSL2+ (up to 20\/24Mbps) based broadband ISP lines haven&#8217;t shown much of an improvement, which is to be expected because in many cases they were already running at their best and doing so in a saturated market.<\/p>\n<p>The deficiencies of <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/adsl\">ADSL<\/a> have also contributed to the <strong>Digital Speed Divide<\/strong> between urban and rural areas, which exists because rural homes often connect via much longer copper lines and this slows the connection considerably (signal degradation). Rural areas are usually also the last to benefit from the latest NGA superfast broadband connections.<\/p>\n<p><a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/ofcom\" target=\"_blank\">Ofcom<\/a>&#8217;s &#8220;<em>indicative analysis<\/em>&#8221;\u00a0shows that the average download speed in urban areas increased by 21% to 31.9Mbps in November 2013, almost three times the estimated average download speed in rural areas (11.3Mbps). By comparison the increase in download speeds\u00a0for rural areas in the six months to November 2013 saw a change from 9.9Mbps to 11.3Mbps.<\/p>\n<div align=\"center\"><img decoding=\"async\" class=\"ngg-singlepic ngg-none\" alt=\"ofcom_average_uk_rural_vs_urban_broadband_speeds_q1_2014\" src=\"http:\/\/www.ispreview.co.uk\/wp-content\/gallery\/2014-internet-statistics\/ofcom_average_uk_rural_vs_urban_broadband_speeds_q1_2014.gif\" \/><\/div>\n<p>The good news is that the Government&#8217;s <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/bduk\" target=\"_blank\">Broadband Delivery UK<\/a> (BDUK) programme is working to make fixed line superfast broadband services available to 95% of the country by 2017, which when combined with <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/vm\" rel=\"nofollow\" target=\"_blank\">Virgin Media<\/a>&#8217;s upgrades should ensure that performance and coverage of faster connectivity continues to rise for at least the next few years. But truly remote rural areas in the final 5% might well have to wait even longer for a solution.<\/p>\n<p>Meanwhile the proportion of broadband connections classed as \u201c<em>superfast<\/em>\u201d (i.e. offering an \u201cadvertised speed\u201d of 30Mbps+) is also on the increase and has now hit 25% of residential broadband connections (up from a figure of 19% in August 2013).<\/p>\n<h3><strong><span style=\"color: #339966;\">A Look at Specific ISP Performance<\/span><\/strong><\/h3>\n<p>So what about the ISPs themselves, how do they all perform? Unfortunately <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/ofcom\" target=\"_blank\">Ofcom<\/a>&#8217;s report is based on such a small sample size that it can only reflect the performance of the largest broadband providers, which is an important consideration because smaller ISPs tend to pay more attention to quality.<\/p>\n<div align=\"center\"><img decoding=\"async\" class=\"ngg-singlepic ngg-none\" alt=\"ofcom_average_download_speed_by_isp_q1_2014\" src=\"http:\/\/www.ispreview.co.uk\/wp-content\/gallery\/2014-internet-statistics\/ofcom_average_download_speed_by_isp_q1_2014.gif\" \/><\/div>\n<p>Overall it&#8217;s no surprise to find that ADSL2+ providers typically exhibit fairly similar performance across the board because they all suffer from the same basic limitations, although KC\u00a0does seem to deliver a slightly more consistent performance than the others.<\/p>\n<p>Meanwhile, on the superfast broadband (30Mbps+) front, <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/vm\" rel=\"nofollow\" target=\"_blank\">Virgin Media<\/a>&#8217;s 120Mbps package (this\u00a0has since\u00a0become 152Mbps)\u00a0can still churn out the <strong>fastest download speeds<\/strong>, which is because the top headline speed of <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/britishtelecom\" rel=\"nofollow\" target=\"_blank\">BT<\/a>&#8217;s closest <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/fttc\">FTTC<\/a> technology is by comparison just 80Mbps (note: BT&#8217;s 330Mbps <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/fttp\">FTTP<\/a> service doesn&#8217;t show\u00a0due to limited uptake and availability). Never the less BT&#8217;s FTTC products can still hold their own, albeit only up to a point.<\/p>\n<p>It&#8217;s also worth taking a quick look at the <strong>latency performance<\/strong> of ADSL2+ and superfast broadband services. Latency is a measure of the time (delay in milliseconds, 1000ms = 1 second) that it takes for a single packet of data to travel from your computer to a remote server\/computer and then back again (ping). Lower is always better (faster) and this measure is especially important for fans of online multiplayer games, where a low ping gives you smoother and more accurate gameplay.<\/p>\n<div align=\"center\"><img decoding=\"async\" class=\"ngg-singlepic ngg-none\" alt=\"ofcom_average_latency_by_isp_q1_2014\" src=\"http:\/\/www.ispreview.co.uk\/wp-content\/gallery\/2014-internet-statistics\/ofcom_average_latency_by_isp_q1_2014.gif\" \/><\/div>\n<div align=\"center\"><\/div>\n<div align=\"center\"><img decoding=\"async\" class=\"ngg-singlepic ngg-none\" alt=\"ofcom_average_latency_by_superfast_isp_q1_2014\" src=\"http:\/\/www.ispreview.co.uk\/wp-content\/gallery\/2014-internet-statistics\/ofcom_average_latency_by_superfast_isp_q1_2014.gif\" \/><\/div>\n<p>Generally speaking most of the ISPs, be they based on slower ADSL2+ or superfast (30Mbps+) technology, tend to exhibit similar performance levels. Meanwhile everybody is fairly level on the superfast front with little to tell them apart, although FTTC lines seem to show more variance.<\/p>\n<h3><span style=\"color: #339966;\"><strong>Speed Complaints<\/strong><\/span><\/h3>\n<p>So performance is improving, except if you&#8217;re stuck on one of those slower <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/adsl\">ADSL<\/a> \/ ADSL2+ lines like most people, although occasionally people can experience significant problems with their speeds and when that happens it&#8217;s often important to be mindful of the relevant rules.<\/p>\n<p>Firstly the <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/asa\" target=\"_blank\">Advertising Standards Authority<\/a>, specifically their guidelines for tackling <strong>misleading promotions<\/strong> of \u201c<em>up to<\/em>\u201d broadband speeds (<a href=\"http:\/\/www.ispreview.co.uk\/index.php\/2012\/04\/uk-isps-react-as-asa-starts-enforcing-new-broadband-advertising-rules.html\" target=\"_blank\">here<\/a>), require ISPs to &#8220;<em>demonstrate that [their] advertised speeds are achievable by at least 10% of users<\/em>&#8220;. This is why so many providers now promote a &#8220;<em>typical<\/em>&#8221; speed (average performance based on that 10%) instead of the technologies top speed.<\/p>\n<p>Meanwhile people who do suffer serious speed problems can sometimes get help through the regulators <a href=\"http:\/\/stakeholders.ofcom.org.uk\/telecoms\/codes-of-practice\/broadband-speeds-cop-2010\/code-of-practice\/\" target=\"_blank\"><strong>Voluntary Broadband Speeds Code of Practice<\/strong><\/a> (Version 2), which requires member ISPs (<a href=\"http:\/\/stakeholders.ofcom.org.uk\/telecoms\/codes-of-practice\/broadband-speeds-cop-2010\/list-of-isps-2010\" target=\"_new\">Listed Here<\/a>) to explain to new customers the access line speed that they\u2019re likely to achieve at home, and to try to resolve any problems when speeds fall significantly below the estimate. If the problem cannot be resolved then customers should be able to <strong>leave their ISP<\/strong>, without penalty, within the first 3 months of a new contract.<\/p>\n<p>Ofcom are currently revising their speed\u00a0code with some improvements for release later this year (<a href=\"http:\/\/www.ispreview.co.uk\/index.php\/2014\/03\/ofcom-revising-broadband-speed-code-practice-uk-isps.html\" target=\"_blank\">here<\/a>).<\/p>\n<blockquote><p><strong>Ofcoms UK Fixed Line Broadband Speed Study (November 2013 Data)<\/strong><br \/>\n<a href=\"http:\/\/stakeholders.ofcom.org.uk\/binaries\/research\/broadband-research\/november2013\/Fixed_bb_speeds_Nov_2013.pdf\" target=\"_blank\">http:\/\/stakeholders.ofcom.org.uk\/..\/Fixed_bb_speeds_Nov_2013.pdf<\/a><\/p><\/blockquote>\n<p><strong>UPDATE 12:42pm<\/strong><\/p>\n<p>The Government&#8217;s Communications Minister, <strong>Ed Vaizey<\/strong>, said: &#8220;<em>Ofcom\u2019s report confirms the remarkable transformation of UK Broadband currently underway. The UK has the best superfast coverage of all five leading European economies, and the news that average speeds continue to rise is tremendous news for homes and businesses alike.
