{"id":5269,"date":"2014-01-28T10:23:27","date_gmt":"2014-01-28T10:23:27","guid":{"rendered":"http:\/\/www.ispreview.co.uk\/?p=5269"},"modified":"2014-01-28T10:31:03","modified_gmt":"2014-01-28T10:31:03","slug":"gigaclear-scrap-fttp-plan-rural-wiltshire-areas-due-bduk-bt","status":"publish","type":"post","link":"https:\/\/www.ispreview.co.uk\/index.php\/2014\/01\/gigaclear-scrap-fttp-plan-rural-wiltshire-areas-due-bduk-bt.html","title":{"rendered":"Gigaclear Scrap FTTP Plan for Rural Wiltshire Areas Due to BDUK and BT"},"content":{"rendered":"<p>Fibre optic broadband ISP <a class=\"shortlink shortlink-40\" href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/gigaclear\" target=\"_blank\" rel=\"nofollow\" title=\"gigaclear\">Gigaclear<\/a> (Rutland Telecom) has scrapped its tentative plan to build a 1000Mbps capable Fibre-to-the-Premises (<a class=\"shortlink shortlink-110 shortlink-chref\" href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/fttp\" target=\"_blank\" rel=\"\" title=\"fttp\" data-chref=\"https:\/\/www.ispreview.co.uk\/broadband_fibre_optic.php\">FTTP<\/a>) network in the <a href=\"http:\/\/www.dunvalleybroadband.org.uk\" target=\"_blank\">Dun Valley<\/a> or Tytherleys (Wiltshire, England) after the local state aid funded <a class=\"shortlink shortlink-66 shortlink-chref\" href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/bduk\" target=\"_blank\" rel=\"\" title=\"building digital uk\" data-chref=\"https:\/\/www.gov.uk\/guidance\/building-digital-uk\">Broadband Delivery UK<\/a> (BDUK) and <a class=\"shortlink shortlink-145\" href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/britishtelecom\" target=\"_blank\" rel=\"nofollow\" title=\"BT\">BT<\/a> project confirmed that it would also be doing them using slower <a class=\"shortlink shortlink-120 shortlink-chref\" href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/fttc\" target=\"_blank\" rel=\"\" title=\"fttc\" data-chref=\"https:\/\/www.ispreview.co.uk\/broadband_cable.php\">FTTC<\/a>.<\/p>\n<p><!--more--><\/p>\n<p>At present the Wiltshire BDUK project anticipates that <a class=\"shortlink shortlink-145\" href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/britishtelecom\" target=\"_blank\" rel=\"nofollow\" title=\"BT\">BT<\/a>&#8217;s <a class=\"shortlink shortlink-120 shortlink-chref\" href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/fttc\" target=\"_blank\" rel=\"\" title=\"fttc\" data-chref=\"https:\/\/www.ispreview.co.uk\/broadband_cable.php\">FTTC<\/a>\/P network coverage will reach 91% by the end of March 2016 (<a href=\"http:\/\/www.ispreview.co.uk\/index.php\/2014\/01\/south-gloucestershire-wiltshire-uk-name-next-bt-fibre-rollout-areas.html\" target=\"_blank\">latest update<\/a>), although <a class=\"shortlink shortlink-40\" href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/gigaclear\" target=\"_blank\" rel=\"nofollow\" title=\"gigaclear\">Gigaclear<\/a> did not initially appear to expect that their two areas would also be a part of the BDUK development.<\/p>\n<blockquote class=\"bq1\"><p><strong>Matthew Hare, Gigaclears CEO, said (<a href=\"http:\/\/www.thinkbroadband.com\/news\/6265-fibre-provider-pulls-out-of-an-area-as-county-project-moves-in.html\" target=\"_blank\">Thinkbroadband<\/a>):<\/strong><\/p>\n<p>&#8220;<em>It is really quite a surprise to us the GWB have made the announcement that they have. We have kept them fully informed of where we are engaged with communities and making progress on securing the demand we need to make what is a sizeable capital investment. <\/em><\/p>\n<p><em>Given the scope of the job that they have to do and their limited funding, you would think that it would be in their interests (GWB, ratepayers, taxpayers and BDUK) to prioritise areas where there is no realistic chance of commercial NGA, rather than prioritise the areas where there is a reasonable chance of a commercial solution<\/em>.&#8221;<\/p><\/blockquote>\n<p>The situation carries with it echoes of the controversial dispute between <a class=\"shortlink shortlink-49 shortlink-chref\" href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/b4rn\" target=\"_blank\" rel=\"\" title=\"Broadband 4 the Rural North\" data-chref=\"https:\/\/b4rn.org.uk\">B4RN<\/a>, BT and the Lancashire County Council in <strong>Dolphinholme<\/strong> (<a href=\"http:\/\/www.ispreview.co.uk\/index.php\/2014\/01\/b4rn-frustrated-bduk-bt-fttp-broadband-encroach-dolphinholme.html\" target=\"_blank\">here<\/a>). Similarly <a class=\"shortlink shortlink-49 shortlink-chref\" href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/b4rn\" target=\"_blank\" rel=\"\" title=\"Broadband 4 the Rural North\" data-chref=\"https:\/\/b4rn.org.uk\">B4RN<\/a> claims to have kept the council informed about its plan to deploy a fibre optic network in Dolphinholme since long before the local BDUK project began and yet BT have now begun to deploy <a class=\"shortlink shortlink-110 shortlink-chref\" href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/fttp\" target=\"_blank\" rel=\"\" title=\"fttp\" data-chref=\"https:\/\/www.ispreview.co.uk\/broadband_fibre_optic.php\">FTTP<\/a> in the same community, which they claim is part of their &#8220;<em>jointly funded fibre<\/em>&#8221; roll-out with LCC.<\/p>\n<blockquote class=\"bq1\"><p><strong>Statement from the Dun Valley Broadband Project<\/strong><\/p>\n<p>&#8220;<em>The announcement by Wiltshire Council today that they will, after all, apply public funds to the installation of BT\u2019s \u2018Fibre to the Cabinet\u2019 technology in Pitton, Farley, East and West Grimstead and Winterslow, \u2013 which still of course depends on the existing copper telephone lines to reach the home \u2013 means that the Gigaclear plan no longer makes commercial sense for their investors.<\/em><\/p>\n<p><em>This is a very disappointing and surprising outcome to a long fight to bring superior fibre-to the-home technology to our villages. The campaign was well supported by local residents, with several hundred confirmed orders achieved<\/em>.&#8221;<\/p><\/blockquote>\n<p>On the one hand it&#8217;s good to see that locals in the related areas will at least be getting better connectivity, although once again it raises vital questions over why state aid is being used in communities where there is already a strong prospect for improvement via commercial investment.<\/p>\n<p>Gigaclear now hopes that they can encourage the local authority to shift the related areas into a later phase of their scheme and thus allow them time to finalise their commercial solution, which they believe would free up the public funds to help expand coverage in other parts of the county (i.e. where Gigaclear has no plans to go).
