{"id":7092,"date":"2014-06-30T08:01:40","date_gmt":"2014-06-30T07:01:40","guid":{"rendered":"http:\/\/www.ispreview.co.uk\/?p=7092"},"modified":"2014-06-30T08:06:49","modified_gmt":"2014-06-30T07:06:49","slug":"south-yorkshire-uk-digital-region-network-cost-70m-shutdown","status":"publish","type":"post","link":"https:\/\/www.ispreview.co.uk\/index.php\/2014\/06\/south-yorkshire-uk-digital-region-network-cost-70m-shutdown.html","title":{"rendered":"South Yorkshire UK Digital Region Network Costing \u00a370m to Close"},"content":{"rendered":"<p>A new report has claimed that the controversial publicly funded Digital Region broadband network in South Yorkshire (England), which last year collapsed under its own debt pile after failing to attract enough customers (<a href=\"http:\/\/www.ispreview.co.uk\/index.php\/2013\/08\/crippling-debt-forces-south-yorkshire-uk-digital-region-network-to-close.html\" target=\"_blank\">here<\/a>) and which is now due to close in mid-August 2014 (<a href=\"http:\/\/www.ispreview.co.uk\/index.php\/2014\/02\/south-yorkshire-uk-digital-region-network-sets-15th-may-2014-closure-date.html\" target=\"_blank\">here<\/a>), could end up costing \u00a370m to shut down completely.<\/p>\n<p><!--more--><\/p>\n<p>The network itself, which was setup in 2006\/7 as an alternative to <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/britishtelecom\" rel=\"nofollow\" target=\"_blank\">BT<\/a>\u2019s dated local <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/adsl\">ADSL<\/a> infrastructure, initially cost <strong>\u00a3100m to build<\/strong> and aimed to attract 100,000 subscribers. However, despite covering 80% of South Yorkshire with <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/fttc\">FTTC<\/a> connectivity, it was only ever able to attract 3,000 subscribers due to a combination of poor advertising, a failure to attract any big name ISPs and <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/britishtelecom\" rel=\"nofollow\" target=\"_blank\">BT<\/a>&#8217;s deployment of better connectivity in some of the same areas.<\/p>\n<p>As a result of all this the local authorities (Barnsley, Doncaster, Rotherham and Sheffield councils) ended up having to pump around <strong>\u00a310m each year<\/strong> of additional public funding into the network just to keep it afloat, which they did initially in the hope that new management could turn it all around. But sadly this never happened and in the end the current Government&#8217;s Business Minister, <strong>Michael Fallon<\/strong>, suggested it be scrapped (<a href=\"http:\/\/www.ispreview.co.uk\/index.php\/2013\/07\/digital-region-broadband-network-needs-up-to-45m-to-survive.html\" target=\"_blank\">here<\/a>).<\/p>\n<blockquote class=\"bq1\"><p><strong>Michael Fallon said last year:<\/strong><\/p>\n<p>&#8220;<em>[You] wanted to know why we are having to spend \u00a345 million clearing up this mess. The answer is simple. We now have to assume all the liabilities of Yorkshire Forward, the regional development agency that signed up to this nonsense. As it was 50% of the cost, we will have to provide at least 45% of the funding, including a significant proportion of the repayment of the European regional development fund grant of \u00a327 million, which rightly has to be paid back to Brussels, because the original conditions were not fulfilled.<\/em><\/p>\n<p><em>We have to pay, as a 50% shareholder, our proportion of the contract due to the original operator, which has now been suspended, even though the terms agreed by Yorkshire Forward and the four councils with that original operator were hopelessly inadequate, in that they did not transfer any income risk whatever to the operator<\/em>.&#8221;<\/p><\/blockquote>\n<p>Now a new report in <a href=\"http:\/\/www.thestar.co.uk\/news\/business\/digital-region-to-repay-27m-to-eu-europe-1-6698640\" target=\"_blank\">The Star<\/a> suggests that, when you factor in the EU repayment and public money needed to close the network (including the payments for keeping it afloat until now), the entire project will effectively have cost <strong>\u00a370 million to shutdown<\/strong> (note: we think \u00a370m sounds about \u00a310-20m too high but it&#8217;s not clear how the Newspaper did its sums).\u00a0A spokeswoman for the local authorities added: &#8220;<em>In line with European Union regulations, between \u00a313 million and \u00a314 million of ERDF funding will be repaid<\/em>.&#8221; Suffice to say, the money could have gone a lot further had it been used in a more intelligent and demand-led way.<\/p>\n<p>Meanwhile we&#8217;re still waiting to hear whether there has been any progress on the Government&#8217;s proposed <strong>\u00a310m+<\/strong> <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/bduk\" target=\"_blank\">Broadband Delivery UK<\/a> (BDUK) scheme, which would most likely work alongside <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/britishtelecom\" rel=\"nofollow\" target=\"_blank\">BT<\/a> to make superfast broadband (<a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/fttc\">FTTC<\/a>) available to around 90% or more of the region (<a href=\"http:\/\/www.ispreview.co.uk\/index.php\/2014\/01\/government-moot-bduk-fibre-broadband-plan-south-yorkshire-uk.html\" target=\"_blank\">here<\/a>).<\/p>\n<p>But the councils have linked this proposal\u00a0into their on-going attempts to sell off DRL&#8217;s assets, which still hasn&#8217;t made much progress.
