{"id":7145,"date":"2014-07-07T07:47:01","date_gmt":"2014-07-07T06:47:01","guid":{"rendered":"http:\/\/www.ispreview.co.uk\/?p=7145"},"modified":"2014-07-07T13:01:24","modified_gmt":"2014-07-07T12:01:24","slug":"money-uk-network-rail-fine-improve-free-wifi-train-routes","status":"publish","type":"post","link":"https:\/\/www.ispreview.co.uk\/index.php\/2014\/07\/money-uk-network-rail-fine-improve-free-wifi-train-routes.html","title":{"rendered":"UPDATE Network Rail Fine to Help Improve FREE WiFi on UK Train Routes"},"content":{"rendered":"<p>In an odd twist the Government\u2019s <a href=\"https:\/\/www.gov.uk\/government\/news\/passengers-to-benefit-from-high-speed-mobile-broadband-on-trains\" target=\"_blank\"><span style=\"color: #227ab4;\">Department for Transport<\/span><\/a> has said that a multi-million pound fine, which is being imposed upon state-owned <a href=\"http:\/\/www.networkrail.co.uk\" target=\"_blank\">Network Rail<\/a> for missing performance targets (the penalty could be worth up to \u00a370m), will be used to help fund a \u00a390m investment into rolling out free superfast <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/wifi\">wifi<\/a> Internet access on the busiest train routes.<\/p>\n<p><!--more--><\/p>\n<p>The 3-4 year deployment period suggests that this is probably linked to last year\u2019s news about Network Rails\u00a0<strong>\u00a31.9bn<\/strong> telecoms infrastructure upgrade, which among other things saw the DfT announce plans to make a new generation of &#8220;<em>high speed<\/em>&#8221; (i.e. Internet speeds of up to 50Mbps) Mobile Broadband and <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/wifi\">WiFi<\/a> services available to 70% of train commuters by 2019 (<a href=\"http:\/\/www.ispreview.co.uk\/index.php\/2013\/10\/network-rail-uk-plans-roll-faster-mobile-broadband-network.html\" target=\"_blank\">here<\/a>).<\/p>\n<blockquote class=\"bq1\"><p><strong>Patrick McLoughlin, Transport Secretary, said:<\/strong><\/p>\n<p>&#8220;<em>We all know how frustrating it can be to have our phone calls and internet use constantly disrupted by poor signal while travelling on trains. At the moment it happens too often. Passengers expect and deserve better and with these plans, that is what they&#8217;ll get<\/em>.&#8221;<\/p><\/blockquote>\n<p>The fine, which will probably be less than the widely reported figure of \u00a370 million, is due to be announced today. We live in an usual world where the Government effectively fines one of its own organisations and then uses the money to improve a different part of the same organisation, while also promoting it all as an improvement.<\/p>\n<p><strong>UPDATE 12:55pm<\/strong><\/p>\n<p>As expected <a href=\"http:\/\/orr.gov.uk\/news-and-media\/press-releases\/2014\/regulator-reports-on-network-rails-performance-between-2009-and-2014\" target=\"_blank\">Office for Rail Regulations<\/a> (ORR) has fined Network Rail <strong>\u00a353.1m<\/strong>, which must now be returned to &#8220;<em>funders<\/em>&#8221; and used to &#8220;<em>improve the resilience of the network<\/em>&#8220;.
