The answer seems to vary depending upon whether or not you&#8217;re asking a Local Authority (council), the Government&#8217;s <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/bduk\" target=\"_blank\">Broadband Delivery UK<\/a> (BDUK) office, mobile operators or the national telecoms regulator. The situation has become ridiculously confusing.<\/p>\n<p><!--more--><\/p>\n<p>Back in 2010 we wrote an extensive article about the difficulty of defining broadband Internet access technologies by speed and generic labels like &#8220;<em>superfast<\/em>&#8221; (<a href=\"http:\/\/www.ispreview.co.uk\/articles\/10_Definition_of_UK_Superfast_NGA_Broadband\/\" target=\"_blank\">here<\/a>). Put simply, what is &#8220;<em>superfast<\/em>&#8221; today will be &#8220;<em>superslow<\/em>&#8221; tomorrow.<\/p>\n<p>Never the less, definitions are still important\u00a0because they can help to focus goals, much as the Government&#8217;s <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/bduk\" target=\"_blank\">Broadband Delivery UK<\/a> (BDUK) programme with its use of &#8220;superfast&#8221; has done, but not if all the key organisations then go on to have their own different interpretations.<\/p>\n<blockquote><p><strong><span style=\"color: #339966;\">How the UK Defines NGA \/ Superfast Broadband<\/span><\/strong><\/p>\n<p><strong>1. The BDUK programme.<\/strong><\/p>\n<p>According to BDUK, the Government&#8217;s national target is for 95% of people in each local authority area to be put within reach of a fixed line &#8220;<em>superfast broadband<\/em>&#8221; service by 2017, which has for the most part been described as a service that offers &#8220;<em>speeds of greater than 24 Megabits per second<\/em>&#8221; (i.e. 24Mbps+, or 25Mbps if you prefer to express it that way). A small number of the most recent BDUK schemes also agreed with Ofcom and the EU&#8217;s definition (30Mbps+).<\/p>\n<p><strong>2. Ofcom<\/strong><\/p>\n<p>The telecoms regulator defines &#8220;<em>superfast broadband<\/em>&#8221; as 30Mbps+.<\/p>\n<p><strong>3. Europe<\/strong><\/p>\n<p>The Europe Commission&#8217;s (EC) digital agenda defines their goal for 2020 as being able to deliver speeds of at least 30Mbps+ to everybody.<\/p>\n<p><strong>4. Local Authorities (Councils) and BT<\/strong><\/p>\n<p>Some local authorities use 30Mbps+ for &#8220;<em>superfast<\/em>&#8220;, while others prefer 24Mbps+ (often depending upon when the contract was signed) and most tend to just reference their BDUK target as being for &#8220;<em>high-speed fibre broadband<\/em>&#8221; or similar, usually without explaining whether the &#8220;<em>fibre broadband<\/em>&#8221; figure is for 24Mbps+, 30Mbps+ or all speeds (i.e. raw network coverage including sub-24Mbps performance).<\/p>\n<p>On top of that some councils will give a figure for &#8220;<em>superfast<\/em>&#8221; coverage, but they might sneakily reference this as being a reflection of the &#8220;<em>intervention area<\/em>&#8221; (i.e. only the area where public money is being spent to improve connectivity) rather than the whole county. All of this can easily cause confusion.<\/p>\n<p><strong>5. Mobile Network Operators<\/strong><\/p>\n<p>Mobile operators don&#8217;t seem to care about any official definitions, with Three UK previously using terms like &#8220;<em>ultrafast<\/em>&#8221; to describe 3G services and EE calling 4G &#8220;<em>superfast<\/em>&#8221; even in areas where the reception is so poor that you&#8217;d be unable to ever receive that.<\/p>\n<p>NOTE: All of the above examples\u00a0tend to reflect Internet download speeds, while upload performance is sadly overlooked and not a part of any official target.<\/p><\/blockquote>\n<p>In terms of local authorities, it&#8217;s hit and miss whether the council agrees to clarify their coverage by how many premises\u00a0can expect to receive speeds of 24Mbps+, 30Mbps+ or if they simply cheat with the old &#8220;<em>fibre broadband<\/em>&#8221; phrase to reflect overall <strong>Next Generation Access<\/strong> (NGA) network reach (including sub-superfast speeds).<\/p>\n<p>Sometimes ISPreview.co.uk has been able to get an answer on actual service speeds and coverage\u00a0by going directly to\u00a0<a href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/britishtelecom\" rel=\"nofollow\" target=\"_blank\">BT<\/a> and other times they&#8217;ve refused, passing the buck back towards the council for being unwilling to release said figure (for some councils, saying &#8220;<em>fibre broadband<\/em>&#8221; makes it easy because they can show improvement without answering the \u201c<em>how fast?<\/em>\u201d question).<\/p>\n<p>Thankfully\u00a0a small number of councils give figures for both. For example, <strong>Dorset<\/strong> expects the <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/fttc\">FTTC<\/a> &#8220;<em>fibre broadband<\/em>&#8221; network to cover 97% of premises by the end of 2016, but they also clarify that 95% can expect to receive &#8220;<em>superfast<\/em>&#8221; speeds of 24Mbps+. The\u00a0<strong>Kent<\/strong> project does this too, giving a figure of 95% for total &#8220;<em>fibre<\/em>&#8221; coverage and 91% for those expected to get superfast speeds of 24Mbps+. Sadly they&#8217;re both in the minority and most seem to just use the bland &#8220;<em>fibre broadband<\/em>&#8221; phrase without stating a specific coverage figure for &#8220;<em>superfast<\/em>&#8221; speeds. But there&#8217;s more..<\/p>\n<p><!--nextpage--><\/p>\n<p>Why is this important you ask? An up to 80Mbps <strong>Fibre-to-the-Cabinet<\/strong> (<a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/fttc\">FTTC<\/a>) line on <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/britishtelecom\" rel=\"nofollow\" target=\"_blank\">BT<\/a>&#8217;s network, which over the next few years is what most people should expect to be put within reach of, can in theory cover homes that reside over <strong>2000 metres<\/strong> (2km) away from the local Street Cabinet via existing copper wires. But this &#8220;<em>last mile<\/em>&#8221; style run of copper\u00a0in <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/fttc\">FTTC<\/a>&#8217;s diet makes it susceptible to performance loss over distance. In other words, the performance you get back, depending upon real line length from the cabinet to your home, could be anything from around 2Mbps to nearly 80Mbps.<\/p>\n<p>Other problems also exist, such as the rising levels of <strong>crosstalk<\/strong> (interference) that can mean your predicted speed suffers a significant slowdown over time as more lines go live in the cabinet (they interfere with each other). <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/britishtelecom\" rel=\"nofollow\" target=\"_blank\">BT<\/a> expects to solve much of the crosstalk problem by adding <strong>Vectoring<\/strong> technology in the future, which works a bit like noise cancelling headphones to remove interference, but that is still in the trial stage (<a href=\"http:\/\/www.ispreview.co.uk\/index.php\/2014\/08\/bt-start-uk-phase-2-vectoring-trials-boost-fibre-broadband-speeds.html\" target=\"_blank\">here<\/a>).<\/p>\n<h3><span style=\"color: #339966;\"><strong>The Welsh Example<\/strong><\/span><\/h3>\n<p>Another example of this confusion is illustrated by how the BDUK target in Wales (<a href=\"http:\/\/www.superfast-cymru.com\" target=\"_blank\">Superfast Cymru<\/a>) is currently for 96% of premises to be put within reach of a &#8220;<em>fibre based broadband<\/em>&#8221; network by 2016. The project&#8217;s name uses the word\u00a0&#8220;<em>superfast<\/em>&#8221; but its 96% goal is expressed as the generic &#8220;<em>fibre based broadband<\/em>&#8221; and indeed many believe that the figure actually represents total NGA network reach (i.e. including sub-24Mbps speeds), much like other BDUK schemes do.<\/p>\n<p><a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/ofcom\" target=\"_blank\">Ofcom<\/a> recently reiterated the 96% target for Wales in their 2014 CMR study, albeit by using the word &#8220;<em>superfast<\/em>&#8220;, and the mass media duly regurgitated it.\u00a0ISPreview.co.uk queried this matter with the regulator&#8217;s director for Wales, <strong>Rhodri Williams<\/strong>,\u00a0whom\u00a0initially said the information was &#8220;<em>accurate<\/em>&#8221; and &#8220;<em>is the figure included in [the Welsh Governments] contract with BT<\/em>&#8220;. Williams also stated that the word &#8220;<em>superfast<\/em>&#8221; on the Welsh contract referenced speeds of at least 24Mbps, which is another example of the highlighted confusion because, as state earlier,\u00a0<a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/ofcom\" target=\"_blank\">Ofcom<\/a> itself defines &#8220;<em>superfast<\/em>&#8221; as 30Mbps+.<\/p>\n<p>However, according to contract documentation released under an FoI request last year (<a href=\"http:\/\/www.ispreview.co.uk\/index.php\/2013\/11\/wales-bt-bduk-contract-reveals-actual-broadband-speed-commitment.html\" target=\"_blank\">here<\/a>), a &#8220;<em>minimum<\/em>&#8221; figure of 95% is used to reflect &#8220;<em>all premises in the contract intervention area<\/em>&#8221; that are capable of receiving 24Mbps+ speeds,\u00a0which falls to 90% for 30Mbps+.\u00a0But this reflects the &#8220;<em>intervention area<\/em>&#8221; and not the country as a whole.<\/p>\n<p>Thankfully, after pointing these conflicts out, Williams agreed to investigate further and a week later we finally got our reply: &#8220;<em>The report itself refers only to NGA broadband services, which include services delivering speeds of 24Mbps+, but this distinction was not drawn in the press release. We are updating our website to reflect this<\/em>.&#8221; Good, a sort of clarity, although their reason for saying &#8220;<em>superfast<\/em>&#8221; in the first place is a little bit odd (i.e. everybody else was saying it, so they did too, which is\u00a0a strange\u00a0comment for an industry\u00a0regulator).<\/p>\n<blockquote class=\"bq1\"><p><strong>Rhodri Williams explained:<\/strong><\/p>\n<p>&#8220;<em>For your information, the term \u201csuperfast broadband\u201d was used in the release because the Welsh Government\u2019s intervention project is known as \u201cSuperfast Cymru\u201d and the Welsh Government and media in Wales make use of the term to describe broadband of 24Mbps and above<\/em>.&#8221;<\/p><\/blockquote>\n<p>The fact is, whether 96% is a target for speeds of 24Mbps+ in Wales or merely reflecting raw NGA network coverage (including sub-24Mbps speeds), the confusion is none the less palpable (same as it is for so many other local authorities around the UK) and that&#8217;s before we even dare to touch on the immensely divisive issue of whether the term &#8220;<em>fibre broadband<\/em>&#8221; should even be used for anything except true fibre optic (<a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/ftth\">FTTH<\/a>\/P\/B) connections (<a href=\"http:\/\/www.ispreview.co.uk\/index.php\/2013\/01\/will-the-real-fibre-optic-broadband-service-please-stand-up.html\"><strong style=\"line-height: 26px;\"><span style=\"color: #227ab4;\">Will the Real Fibre Optic Broadband Service Please Stand Up<\/span><\/strong><\/a>).<\/p>\n<p>At the end of the day it seems absurd for so many different groups to be using conflicting definitions\u00a0to reflect\u00a0a pre-set Government target, especially when public money is being used.\u00a0Perhaps the most appropriate approach would be for everybody to identify coverage by the EU&#8217;s target of 30Mbps+, while expressing overall NGA network coverage as a second separate figure. A few local authorities do this already but that\u2019s simply not good enough.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>What is &#8220;superfast&#8221; or &#8220;fibre broadband&#8220;?
