{"id":8131,"date":"2014-11-21T10:46:15","date_gmt":"2014-11-21T10:46:15","guid":{"rendered":"http:\/\/www.ispreview.co.uk\/?p=8131"},"modified":"2014-11-21T10:57:09","modified_gmt":"2014-11-21T10:57:09","slug":"network-rail-uk-wholesale-upgraded-fibre-optic-network","status":"publish","type":"post","link":"https:\/\/www.ispreview.co.uk\/index.php\/2014\/11\/network-rail-uk-wholesale-upgraded-fibre-optic-network.html","title":{"rendered":"Network Rail UK to Wholesale Out Upgraded Fibre Optic Network"},"content":{"rendered":"<p>A proposal by <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/ofcom\" target=\"_blank\">Ofcom<\/a> for granting Code Powers (i.e. easier approval of street works etc.) to help Network Rail upgrade their Dark Fibre and mobile communications infrastructure has confirmed that the national railway operator will also provide &#8220;<em>wholesale services to other telecom operators<\/em>&#8220;.<\/p>\n<p><!--more--><\/p>\n<p>Last year the Government\u2019s <a href=\"https:\/\/www.gov.uk\/government\/news\/passengers-to-benefit-from-high-speed-mobile-broadband-on-trains\" target=\"_blank\"><span style=\"color: #227ab4;\">Department for Transport<\/span><\/a> said that it plans to make a new generation of &#8220;<em>high speed<\/em>&#8221; Mobile Broadband (<a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/3g\">3G<\/a> and <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/4g\">4G<\/a>) based Internet access services available to 70% of train commuters by 2019 (<a href=\"http:\/\/www.ispreview.co.uk\/index.php\/2013\/10\/network-rail-uk-plans-roll-faster-mobile-broadband-network.html\" target=\"_blank\">here<\/a>), which could boost customer speeds <strong>up to 50Mbps<\/strong> (Megabits per second), and part of this will involve upgrading the <strong>fibre optic<\/strong> network that runs alongside their tracks.<\/p>\n<p>At the time Network Rail said they expected telecoms and Internet traffic on their network to reach <strong>200Gbps<\/strong> (Gigabits per second) by 2018, which can be catered for by the new <strong>Dark Fibre<\/strong> network that should be able to handle <strong>192,000Gbps <\/strong>(take note that their network has to cope with a lot more than CCTV and Internet data). So it&#8217;s no surprise that Network Rail would seek <a href=\"http:\/\/stakeholders.ofcom.org.uk\/binaries\/consultations\/network-rail-infastructure\/summary\/Network_Rail_Infastructure_Limited.pdf\" target=\"_blank\">Code Powers<\/a> for building the new infrastructure and similarly it looks as if this will also be offered wholesale to other ISPs.<\/p>\n<blockquote class=\"bq1\"><p><strong><a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/ofcom\" target=\"_blank\">Ofcom<\/a> Statement on NR Code Powers<\/strong><\/p>\n<p><em>The Applicant has confirmed that it intends that its electronic communications network and system of conduits will be used to improve mobile connectivity along the rail corridor and that it will offer wholesale services to other telecom operators.<\/em><\/p>\n<p><em>It has explained that its planned network expansion would enable it to deliver and operate a high speed, high capacity national electronic fibre optical network infrastructure to transmit a variety of network and IP services to new geographic areas outside of its existing network footprint. Due to the coverage of the Applicant&#8217;s network, it has explained that this will serve to benefit the public as a whole as it is likely to increase competition in the provision of various broadband and telecom services in the future.<\/em><\/p>\n<p><em>For these reasons, <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/ofcom\" target=\"_blank\">Ofcom<\/a> considers that granting the Applicant Code powers would benefit the public.<\/em><\/p><\/blockquote>\n<p>In fairness none of this is especially surprising because it was always assumed that some wholesale access would be necessary, especially since major Mobile Network Operators (MNO) like <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/o2uk\" rel=\"nofollow\" target=\"_blank\">O2<\/a>, <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/eebroadband\" rel=\"nofollow\" target=\"_blank\">EE<\/a>, <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/vodafoneuk\" rel=\"nofollow\" target=\"_blank\">Vodafone<\/a> and <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/threeuk\" rel=\"nofollow\" target=\"_blank\">Three UK<\/a> are expected to help pay for at least some of the upgrades.
