{"id":842,"date":"2012-05-14T14:18:32","date_gmt":"2012-05-14T13:18:32","guid":{"rendered":"http:\/\/www.ispreview.co.uk\/?p=842"},"modified":"2012-05-24T13:43:41","modified_gmt":"2012-05-24T12:43:41","slug":"new-report-lists-top-10-legitimate-sites-blocked-by-uk-adult-content-filters","status":"publish","type":"post","link":"https:\/\/www.ispreview.co.uk\/index.php\/2012\/05\/new-report-lists-top-10-legitimate-sites-blocked-by-uk-adult-content-filters.html","title":{"rendered":"UPD2 Report Lists Top 10 Legitimate Sites Blocked by UK Adult Content Filters"},"content":{"rendered":"<p>The <a class=\"shortlink shortlink-96 shortlink-chref\" href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/org\" target=\"_blank\" rel=\"\" title=\"open rights group\" data-chref=\"https:\/\/www.openrightsgroup.org\">Open Rights Group<\/a> (ORG) and the <a href=\"http:\/\/blogs.lse.ac.uk\/mediapolicyproject\/\" target=\"_blank\">LSE Media Policy Project<\/a> have today published a new report that examines the impact of <strong>internet censorship<\/strong> on mobile networks and list some of the legitimate websites that often get <strong>unfairly blocked by adult content filters<\/strong> (aka &#8211; <em>over-blocking<\/em>). The study is important because similar measures could soon be forced upon fixed line broadband ISP subscribers.<br \/>\n<!--more--><br \/>\nOne of the arguments against a recent demand for ISPs to offer <strong>automatic blocks on pornographic sites<\/strong> (i.e. adult content), which emerged earlier this month as part of MP Claire Perry&#8217;s <a href=\"http:\/\/www.ispreview.co.uk\/index.php\/2012\/04\/parliament-inquiry-into-uk-child-safety-online-calls-for-tougher-internet-filtering.html\" target=\"_blank\">Parliamentary Inquiry into Online Child Protection<\/a>, is that they often <strong>block legitimate content<\/strong> too.<\/p>\n<p>The new report, which highlights <strong>10 examples of incorrectly blocked sites<\/strong> between 1st January and 31st March 2012, suggests that &#8220;<em>mobile networks in the UK are more likely to suffer from mistaken blocking than deliberate abuse<\/em>&#8220;.<\/p>\n<blockquote class=\"bq1\"><p><strong>ORG Internet Censorship Report<\/strong><\/p>\n<p><em>What is clear is that the blocking extends well beyond adult sexual content. And it is important to recognise that what is \u2018appropriate\u2019 is not at all easily defined, leaving many of the reports in a grey area.<\/em><\/p>\n<p><em>There are two separate types of over-blocking. First, there are clearly many misclassifications, where sites are mistakenly placed behind a filter. For example, we found that a site advertising holiday villas in Portugal (\u2018www.algarve-beach-life.com\u2019) was blocked on <a class=\"shortlink shortlink-90\" href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/vodafoneuk\" target=\"_blank\" rel=\"nofollow\" title=\"vodafone\">Vodafone<\/a>. This is presumably an error. Likewise, we hope, the block on access to La Quadrature du Net was in error.<\/em><\/p>\n<p><em>Second, there may be disputed classifications, where deciding what material should be considered \u2018blockable\u2019 requires a subjective judgement. For example, some networks consider that forums should always be blocked, because of concerns that young people will interact with people they don\u2019t know. However, such a policy could cut off informative education forums, or may restrict young people\u2019s access to sites where they find support from their peers. The subjectiveness of such a decision is especially problematic given that the needs of 16-year-olds are very different from those of 11-year-olds, and that different parents will have different ideas about what is or is not appropriate at different ages<\/em>.<\/p><\/blockquote>\n<p>To highlight this problem the <a class=\"shortlink shortlink-96 shortlink-chref\" href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/org\" target=\"_blank\" rel=\"\" title=\"open rights group\" data-chref=\"https:\/\/www.openrightsgroup.org\">Open Rights Group<\/a> (ORG) created a simple reporting tool (<strong><a href=\"http:\/\/www.Blocked.org.uk\" target=\"_blank\">Blocked.org.uk<\/a><\/strong>) that allows people to <strong>submit reports of blocks<\/strong> they consider to be inappropriate. It revealed the following results.<\/p>\n<blockquote><p><strong>10 Examples of Inappropriate Blocks<\/strong><\/p>\n<p><em>1. <strong>Tor<\/strong> (www.torproject.org). We established that the primary website of this privacy tool (meaning the HTTP version of the Tor Project website, rather than connections to the Tor network) was blocked on at least <a class=\"shortlink shortlink-90\" href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/vodafoneuk\" target=\"_blank\" rel=\"nofollow\" title=\"vodafone\">Vodafone<\/a>, <a class=\"shortlink shortlink-68\" href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/o2uk\" target=\"_blank\" rel=\"nofollow\" title=\"o2\">O2<\/a> and Three in January.<\/em><\/p>\n<p><em>2. <strong>La Quadrature du Net<\/strong> (www.laquadrature.net\/en). The website of this French \u2018digital rights\u2019 advocacy group was reported blocked on Orange\u2019s \u2018Safeguard\u2019 system on 2nd February. La Quadrature du Net has become one of the focal points for European civil society\u2019s political engagement with an important international treaty called the Anti-Counterfeiting Trade Agreement.12 The block was removed shortly after we publicised the blocking.<\/em><\/p>\n<p><em>3. <strong>Shelfappeal.com<\/strong> was reported blocked on 15th February 2012 on Orange. This is a blog that features items that can be placed on a shelf.<\/em><\/p>\n<p><em>4. <strong>Septicisle.info<\/strong> was reported on 7th February, and was blocked on Vodafone, Orange, and T-Mobile. This is a personal blog featuring political opinion pieces. It does not contain any adult content.<\/em><\/p>\n<p><em>5. <strong>The Vault Bar<\/strong> (www.thevaultbar.co.uk) in London. We established that the home page of this bar was blocked on Vodafone, Orange, and T-Mobile on 6th February.<\/em><\/p>\n<p><em>6. <strong>St Margarets Community Website<\/strong> (www.stmgrts.org.uk), is a community information site \u2018created by a group of local residents of St Margarets, Middlesex.\u2019 Their \u2018mission is simple &#8211; help foster a stronger community identity.\u2019 We established it was blocked on Orange and T-Mobile on 8th March.<\/em><\/p>\n<p><em>7. <strong>eHow.com<\/strong> is an advice and educational site. It provides tutorials on a wide range of everyday issues, from \u2018navigating after-school care\u2019 to \u2018small space garden tips\u2019. We established it was blocked on Orange on 9th March.<\/em><\/p>\n<p><em>8. <strong>Biased-<a class=\"shortlink shortlink-95 shortlink-chref\" href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/bbc\" target=\"_blank\" rel=\"\" title=\"bbc\" data-chref=\"https:\/\/www.bbc.co.uk\">BBC<\/a><\/strong> (www.biased-<a class=\"shortlink shortlink-95 shortlink-chref\" href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/bbc\" target=\"_blank\" rel=\"\" title=\"bbc\" data-chref=\"https:\/\/www.bbc.co.uk\">bbc<\/a>.blogspot.co.uk) is a site that challenges the BBC\u2019s impartiality. We established it was blocked on <a class=\"shortlink shortlink-68\" href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/o2uk\" target=\"_blank\" rel=\"nofollow\" title=\"o2\">O2<\/a> and T-Mobile on 5th March. It is classified as a \u2018hate site\u2019 by O2\u2019s URL checker<\/em><\/p>\n<p><em>9. <strong>Yomaraugusto.com<\/strong> is the home page of a graphic designer, offering a portfolio of his art and design work. This was found to be blocked on Three and Orange on 6th February.<\/em><\/p>\n<p><em>10. <strong>Equisitetweets.com<\/strong> allows users to create one-page threads to save or share from conversations on Twitter. This site was blocked on Vodafone, Orange, and T-Mobile on 15th February.<\/em><\/p><\/blockquote>\n<p>Concern over the issue is often compounded by how the vast majority of UK network operators fail to provide a clear path for <strong>appealing unfair blocks<\/strong>. This is an especially critical point to consider if the site(s) happen to be of a commercial nature, such as two leading clothes and underwear retailers (<a href=\"http:\/\/bravissimo.com\" target=\"_new\">Bravissimo<\/a> and <a href=\"http:\/\/figleaves.com\" target=\"_new\">Figleaves<\/a>) that were blocked by Vodafone last year (<a href=\"http:\/\/www.ispreview.co.uk\/story\/2011\/12\/01\/vodafone-uk-adult-content-block-hits-internet-clothes-and-underwear-sites.html\" target=\"_blank\">here<\/a>). It&#8217;s apparently ok to have underwear pictures inside clothing stores, where we take our kids, but not online. The <strong>National Lottery<\/strong> site has had similar issues, yet TV and print advertising seems fine.<\/p>\n<p>Peter Bradwell of the Open Rights Group and author of the report is now calling for the government to &#8220;<em>reject &#8216;default on&#8217; network filtering<\/em>&#8221; in its new consultation and instead suggests that they should &#8220;<em>work to give parents simpler choices and better, device-based tools<\/em>&#8220;.
