{"id":9652,"date":"2015-07-09T08:34:33","date_gmt":"2015-07-09T07:34:33","guid":{"rendered":"http:\/\/www.ispreview.co.uk\/?p=9652"},"modified":"2015-07-09T11:36:53","modified_gmt":"2015-07-09T10:36:53","slug":"look-out-another-uk-rural-broadband-debate-in-parliament","status":"publish","type":"post","link":"https:\/\/www.ispreview.co.uk\/index.php\/2015\/07\/look-out-another-uk-rural-broadband-debate-in-parliament.html","title":{"rendered":"Look Out &#8211; Another UK Rural Broadband and Mobile Debate in Parliament"},"content":{"rendered":"<p>The Central Suffolk and North Ipswich MP, Dr Dan Poulter (Conservative), has secured a 30 minute debate on the topic of poor rural broadband and mobile connectivity for Monday next week, which will no doubt rehash many of the familiar concerns over the Government&#8217;s <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/bduk\" target=\"_blank\">Broadband Delivery UK<\/a> project.<\/p>\n<p><!--more--><\/p>\n<p>The debate itself, which is due to start in the Main Chamber (House of Commons) after 2:30pm (Monday 13th July 2015), appears to be focused on connectivity in <strong>Suffolk<\/strong> as it is titled &#8220;<em>Broadband in Suffolk<\/em>&#8220;. A closer inspection also reveals that it&#8217;s likely to tackle issues of business connectivity in rural areas, which is something that rarely gets its own specific debate.<\/p>\n<p>Interestingly Suffolk was one of the first <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/bduk\" target=\"_blank\">Broadband Delivery UK<\/a> areas to sign a phase 2 <strong>Superfast Extension Programme<\/strong> (SEP) contract, which aims to extend the coverage of the <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/britishtelecom\" rel=\"nofollow\" target=\"_blank\">BT<\/a>&#8217;s local &#8220;<em>superfast broadband<\/em>&#8221; (24Mbps+) <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/fttc\">FTTC<\/a>\/P network to 95% of local homes and businesses before 2018 (<a href=\"http:\/\/www.ispreview.co.uk\/index.php\/2014\/10\/suffolk-sign-uks-first-superfast-broadband-extension-contract-bt.html\" target=\"_blank\">here<\/a>).<\/p>\n<p>Prior to the above deal the original \/ first goal was for <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/britishtelecom\" rel=\"nofollow\" target=\"_blank\">BT<\/a>&#8217;s &#8220;<em>fibre broadband<\/em>&#8221; network to be made available to 90% of the county by the end of 2015 (note: only 85% will actually get &#8220;<em>superfast<\/em>&#8221; speeds of 24Mbps+ by that date), which looks likely to be achieved and some <strong>90,000 premises<\/strong> have already benefitted.<\/p>\n<p>But such deployments take time and smaller rural businesses have often complained about being overlooked in favour of connecting residential properties first.<\/p>\n<blockquote class=\"bq1\"><p><strong>Dr Dan Poulter MP said (<a href=\"http:\/\/www.ipswichstar.co.uk\/news\/mp_wants_phone_and_broadband_problems_to_be_sorted_together_1_4142125\" target=\"_blank\">Ipswitch Star<\/a>):<\/strong><\/p>\n<p>&#8220;<em>There is clearly that synergy between the rural areas which have bad broadband connectivity, but also have bad phone reception, and how the two can be tackled in a joined up way. There is a strong overlap between poor mobile phone and poor broadband.<\/em><\/p>\n<p><em>If people are trying to run a business in a rural area, clearly having <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/link\/4g\">4G<\/a> is something that will be increasingly important<\/em>.&#8221;<\/p><\/blockquote>\n<p>It&#8217;s worth pointing out that rural mobile connectivity can often be improved once good fixed line broadband has arrived by using <strong>femtocell<\/strong> technology, which is aptly demonstrated by <a href=\"https:\/\/www.ispreview.co.uk\/index.php\/go\/vodafoneuk\" rel=\"nofollow\" target=\"_blank\">Vodafone<\/a>&#8217;s on-going <a href=\"http:\/\/www.vodafone.co.uk\/our-network-and-coverage\/what-affects-your-coverage\/rural-open-sure-signal\/\" target=\"_blank\"><strong>Rural Open Sure Signal<\/strong><\/a> project (<a href=\"http:\/\/www.ispreview.co.uk\/index.php\/2015\/01\/vodafone-unveil-last-40-uk-rural-communities-3g-mobile-broadband.html\" target=\"_blank\">here<\/a>). This is sometimes more cost effective than building a new mast, although the Government is pushing several projects to tackle notspots and so called partial-notspots via new primary infrastructure too.<\/p>\n<p>Otherwise we don&#8217;t anticipate that next week\u2019s debate will add anything particularly new to the many that have gone before (we can\u2019t expect much from a half-hour window), but you never know.. there&#8217;s always room for a surprise.
